MORE than 90 residents will soon bewithout work after one of the town’sbiggest employers is allegedly forced
to cease operations after 15 years in the area.
The adventure tourism company Storms-river Adventures and Tsitsikamma CanopyTours, who has been active in the Tsitsikam-ma area since 1998, has been informed by theSouth African National Parks (SANParks)that they must close their doors by June 30this year.
SANParks decided not to renew the con-tract for this part of the Tsitsikamma forestwhich is used by the company for their out-door activities. This part of the forest belongsto the state.
Stormsriver Adventures CEO Ashley Went-worth, believes that this decision will have anegative impact on the area and its community.
“The socio-economic impacts of our forcedclosure are devastating. A total of 95 familieswill be affected, with 50 permanent and 45part-time employees who will lose their jobs- R250 000 in wages per month will be lost,”said Wentworth.
Apart from the major job losses, 230 schoolchildrenwill stop receiving ameal four timesa week, the company’s aids programme willcome to an end, and the community animalwelfare programme will cease to exist.

Typ-ically opportunities relating to state assets cannot be giv-en out in perpetuity.“This is the case for all projects, evenwhere theprivate
sector has to invest large amounts of money for e.g. inthe Lodge Concessions, restaurants etc. It should be not-ed that the current service provider will not be excludedfrombidding for this opportunity - in actual fact theywillbe encouraged to partake in the bidding process,” saidBunding-Venter.SANParks would like to further state that due process-
es will be followed to ensure that no jobs will be lost.SANParks would also like to see a scenario where the
current operations will continue to run uninterrupteduntil a new service provider is appointed, provided thecurrent operator does not continue to obstruct the proc-ess of rolling out the tender. RESIDENTS are in for another shockwhen Koukamma Municipality’sprice-hikes for services come into ef-
fect later this year.
If the increases are accepted, it will comeinto affect on July 1 this year. This is accord-ing to the draft budget for the 2013/2014 fi-
nancial year which was adopted during acouncil meeting on March 27.
The final approval of the draft budget isscheduled for May.
Considering the economic pressures res-idents face, the municipality aims to keeptariff increases as low as possible thisyear.
Built into the tariff increases on waterand refuse removal, is a subsidy for those
who cannot pay for services.It is estimated that the price of electricity
will increase with 8%.Sanitation, water, refuse and rates will all
increase with 6% if approved.The draft budget is available for
inspection at the municipal offices inKareedouw and Joubertina, as well as atthe satellite offices in the Koukammaarea. It can also be viewed online at
www.koukammamun.co.za.Residents wanting to comment on the
draft budget, must direct their comments inwriting to the Municipal Manager, PrivateBag ZX011, Kareedouw, 6400 and must beclearly marked Comment: Concept IDP,Concept Budget and Budget Related Policiesfor 2013/2014.

This is accordingto councillor VernonStuurman in re-sponse to DA MP El-za van Lingen’s alle-gation that the mu-nicipality has beenoperating without alegal organogram forthe last 16 months -thus making half ofthe staff appoint-ments illegal.
According to vanLingen the DA tookthis matter to courtat the end of lastyear. “In our courtdocuments (DA vsKouga Council) it isstated that Counciltabled an organo-gram on November1, 2011. On Decem-ber 1 Council re-scinded the adop-tion of the organogram as tabled a month ear-lier. The documents clearly stated that Kouga
would therefore be without an organogram.This recall of the organogram was therefore
approved by Coun-cil on December 1,2011,” said Van Lin-gen.
However, accord-ing to Stuurman,the DA lost thecourt case with costin the High Courtand are now appeal-ing at the SupremeCourt in Bloemfon-tein. “Our annualreport gives a clearexposition of our le-gal organogramand it also formspart of the qualifiedaudit opinion. Inshort, we do complywith the MunicipalAct requiring mu-nicipalities to havetheir own organo-gram or staff estab-lishment.”.

permanente skool te laat bou, maar dat diesloerdery verband hou met die identifisering
van ’n geskikte perseel.Die Oos-Kaapse onderwysdepartement kon

A municipal cleaner has set herself a specialmilestone for her 50th birthday – she plans onobtaining her matric.
Lilly Stokwe (49) fromJeffreysBay recentlycompleted her level four (grade 11) Abet train-ing at Makukhanye.
She started attending classes in 2012 anddidsix subjects - Ancillary Services, English, So-cial Science, Maths, Travelling and Tourismand Life Orientation.
Abet is free education available to adultlearners who were not able to complete theirmatric as children. The local principal is Ron-aldo Jantjies, who also taught Lilly.
Doing the course was hard work becauseLilly had to do all of the work by herself. The
challenge was attending late classes afterwork and being a “housewife” at the sametime.
Lilly says she learnt aboutAbet through thelocal teachers.
The Abet course has motivated Lilly to im-prove her qualifications further and to striveto further her career. Her next target is tocomplete level five.
She would like to encourage other munici-pal workers and adults who do not have mat-ric to do the course. Shewouldalso like tohelpstrengthen the municipality’s involvementwith Abet.
Her advice for people who would like to dothe Abet courses is to keep on motivatingthemselves and to be patientwith themselves.

ALL hope is not gone that the historic AppleExpress train will be saved from becominglike many other local attractions that havebeen lost for the Nelson Mandela Bay in re-cent years.
A study, which is being funded by the Eco-nomic Development, Environment and Tour-ism Department through the Eastern CapeDevelopment Corporation, will look at thepossibilities for the narrow gauge line interms of tourism, passenger transport andfreight. This was announced by the MandelaBay Development Agency CEO Pierre Voges,recently.
The Apple Express train stopped operatingin December 2010. The PE-Avontuur narrowgauge railway line,which runs for 285kilome-tres, is the longest operating narrow gaugerailway in theworld. The linewas best knownfor its tourist train, the Apple Express, whichcommenced operations in 1965 to Loerie, laterto Thornhill or Van Stadens.
According to spokesperson Nerina Skuy,there are hopes to resume a limited servicebefore the end of the year.
“The train stopped operating on December
29, 2010. Theprevious operator, thePortEliza-beth Apple Express (PEAE) Section 21 Com-pany, ceased operating the heritage tourismtrain because the then Eastern Cape Depart-ment of Roads and Transport had reneged onan agreement to support the operation,” sheexplained.
“The railway line suffered flood damage atthe airport and at Chelsea during the heavyrains of the past winter. Transnet have indi-cated that they will evaluate the damage and,depending on this assessment, the decisionwith regard to repairs or future operationswill bemade by them.However, this is not theonly damage. The section just beyondKareedouw was damaged in 2008 and has yetto be repaired,” said Skuy.
In the meantime, she said, the Apple Ex-pressRailNPC (AER) is in theprocess of final-ising a lease agreement for premises at theTransnet Humerail Diesel Depot where thetrain is stored. Until this lease is finalised theApple Express technical crew cannot com-mence any work on the train.
“Unfortunately, at the time the train ceasedoperating, the coachesweredue for refurbish-ment and some need heavymaintenance. Thecoaches have spent two years out in the ele-ments andare lookinga littleworse forwear.”

SOWAT 90 000 ton se appels is onlangs gedurende ’n ergehaelstorm in die Langkloof beskadig.
’n Erge haelstrom het deur ’n 20km-strook van die Lang-kloof beweeg en appels wat nog gepluk moes word, beska-dig. Die meeste boere het reeds sowat 70% van hulle oestegepluk, maar die oorblywende appels is in verskeie gevalleerg beskadig. Veral die Haarlem- en Misgund-omgewingshet erg deurgeloop.
Marius van der Westhuizen, voorsitter van die Lang-kloof-boerevereniging, sê sowat 90 000 ton se appels is be-skadig, en jong bome is ook beskadig of het gebreek. “Indie Haarlem-omgewing is tussen 30 000 en 35 000 krattese appels beskadig.”
André de Wit, voormalige voorsitter van die verenging,het sowat 4000 kratte se appels verloor. “Bome het afge-breek of is ontwortel, ruite is gebreek en van my werkersse huise se dakke het afgewaai.” Die storm het oor diePaasnaweek voorgekom.
Uitstekende oes, verliese gelyVolgens van der Westhuizen het die vallei vanjaar uit-stekende oeste, met hoë-gehalte vrugte wat goeie pryse be-haal. Hy sê hoewel boere nie hulle totale oes verloor het nie,die verliese wel druk op hulle winsgewendheid gaan plaas.
“Dis uitvoergehalte vrugte wat beskadig is,” vertel hy.“Die beskadigde vrugte kan nou nie meer, terwyl die randgunstig is vir uitvoere, na die uitvoermark gestuur word
nie. Goeie pryse word ook behaal weens ’n hoë vraag naappels, omdat die mark in Europa min oordragvrugte vanhulle plaaslike oeste het.”
Die vrugte is nou net geskik om sap van te maak, enVan der Westhuizen sê daarvoor word boere baie mindervergoed. “En dit kom terwyl alle moontlike kostes, sooslone, aansienlik gestyg het.”

Die Europese Unie se fitosanitêre-invoer-voorwaardes aangaande swartvleksiekte opsitrus is strenger as wat tegnies-wetenskap-lik regverdig kan word. Die Departementvan Landbou, Bosbou en Visserye sê hoewelhulle reeds die verskeie stappe op interna-sionale vlak gevolg het om‘n dispuut oor diekwessie aanhangig te maak, dié pogings nouverskerp gaan word.
Die bedryf word die afgelope seisoen deurdie siekte geteister, en veg verbete om ’nmoontlike verbod op uitvoere na dié wêreld-deel te voorkom. Justin Chadwick, hoofuitvoerende beampte van die Sitruskwe-kersverenging, sê die siekte kom op sitrus-vrugte wyd oor die land voor. Dit verkleurdie skil van die vrug.
Sowat ’n kwart van die land se vrugteword na die EU uitgevoer, terwyl die bedryfsowat R6,5 miljoen werd is.

PUTTING up a R10 million barrier at Van Sta-dens-river bridge is a bit of a lark as far as Iam concerned.
I don’t want to seem callous, but suicidal peo-ple have such a deep spiritual problem that nobridge barrier could prevent them from theirsuicidal mission. They might as well put barri-ers on all the other high bridges.
Personally, I have lost many close relativeswho took suicide as the only way out of theirdilemmas.
A bridge is not the only expedient to put anend to their ordeal. Some use a gun, a rope, gas,or some or other death wish of sorts to end theirlives. If a bridge puts a barrier in their way they
will soon find a substitute.I can only wonder how many palms are
greased by this R10 million project by a selectedcontractor or contractors who may be to eagerto jump on the bandwagon of enlarging theirportfolios. My question is: Are they really in-terested in peoples’ emotions of having lostloved ones, or in economical advantage.
Its obvious that all the other deterrents at thebridge have failed, so let’s try another one. Formuch less than R10 million, I am sure they cancreate employment by placing a full-time secu-rity official at the bridge.

THE annual Christy’s Catch CrabWalk/Run and Mountain Bike Ride will takeplace on April 27.
This event forms part of the SAMSA SeaPledge Saldanha to Sodwana celebrations.
The run will start at the Walskipper in Jef-freys Bay at 09:00, with registration takingplace at 08:00. The finish line is at Christy’sCatch in St Francis Drive, St Francis, a mere
15km away.SponsorMarkChristy insisted on the short-
er distance as family participation is what hewants to see.
The 15kmwalkandrun is all along thebeachfromWalskipper to the St Francismain beach,and then to Christy’s Catch. TheKrommeRiv-er will be crossed by barge. Runners are alsowelcome to enjoy this event as part of theirtraining, however it is not a marathon.
Mountainbikers can participate in a circu-lar 45km event, starting and finishing at
Christy’s Catch. This event will start at 08:30with registration at 07:30. The route goes viathe Oyster Bay Road, at the T-junction withthe Humansdorp Road they will turn rightand proceed to the Grassmere/Gutche farmturn off, turn right and proceed to the R330.They will have a very short distance on theR330 till the Paradise Road turn off, fromwhere they follow markers to the finish line.
The prize-giving will be at 11:30 with DrTony Ribbink from the Sustainable SeasTrust as special guest. Young children can
join the St Francis Sustainable Seas Centreteam from 08:00 while their parents enjoy amorning in the outdoors. The programme atthe Centre includes the monthly fishing com-petition, educational games,movies andmore.
The entry fee for all events is R60 for adultsand R40 for all under 17s. The first 100 en-trantswill receive a gift fromChristy’s Catch.

According to SPAR Eastern Cape marketing manager AbriSwart the aim of the “introduce a friend”-competition is to re-ward loyal supporters and encourage new participants to dis-cover the fun and community spirit of the road race whichannually draws around 12 000 runners.
“If a lady who took part last year introduces a friend whodid not, they fill in an additional form that goes into a separatelucky draw. If their names are drawn, each of them will winR1 200.”
Swart said participants may introduce as many new ladiesas they wish, but may only nominate each one once.
“We’re once again also offering incentives in the hotly con-tested schools and corporates category.”
He said the primary school and company with the most en-tries would each win R2 500, while the most-represented highschool would earn a laptop computer.
“In addition, the teacher who assembles the largest numberof learners will receive R1 200 for his or her efforts.”

“To make things easier on everyone, we have instituted aspecial bulk entry procedure for schools and companies,” saidSwart.
“But each runner can still choose whether to do the 5km or10km event, as both count towards the total.”
He said participants in the newly introduced Little Ladies’Race for girls under the age of nine, which takes place duringregistration at Pollok Beach on May 1, would not qualify forthe primary schools category.
Swart said organising club, Walmer Athletics, had alreadydropped off or posted bulk entry packs – containing forms,posters and instructions – to interested schools and companiesacross the metro.
“Their race numbers and T-shirts will be prepared and pre-packed in bulk for collection before the race.” Representativescan collect their organisations’ packs from the registrationtent during office hours on April 29 and 30.

Late entries will be taken during registration from May 1to 3 (9am to 7pm) and on the morning of the race.
