－ 目黒基地の沿革－ History of Meguro Base

目黒基地は、東京都中心部に位置し安政４年（１８５７年）に徳川幕府の砲薬製造所として設立されました。第２次世界大戦後は、海軍技術研究所、英連邦軍（豪州軍）エビスキャンプを経て、技術研究本部第１研究所（現：防衛装備庁艦艇装備研究所）の設置及び防衛研究所の霞ヶ関からの移転後、平成６年に統合幕僚学校及び陸海空の各幹部学校が市ヶ谷から移転し現在の形となりました。沿革の詳細は、次に示すとおりです。

明治１８年２月■海軍火薬製造所を建設

－ 幹部学校の沿革－ History of Air Staff College

幹部学校は、航空自衛隊最高学府として昭和２９年（１９５４年）に浜松で創立したのが始まりで、その後、教育課程の増減はあるものの昭和３４年（１９５９年）に市ヶ谷へ、平成６年（１９９４年）に目黒に移転し現在の形となりました。沿革の詳細は、次に示すとおりです。

ASC was originally established in Hamamatsu Base as the highest educational institution of JASDF in 1954, and it was relocated to Ichigaya Base in. Then it was finally relocated to here in Meguro Base.

幹部学校の校章は、星は明智と愛国の強い決意を、月桂樹は正義と平和の勝利を、双翼は空の護りを、各々象徴しています。

３．任務- Mission -

幹部学校の任務は、航空自衛隊の部隊の上級部隊指揮官又は上級幕僚としての職務を遂行するに必要な知識及び技能を取得させるための教育訓練を行うとともに、航空自衛隊における部隊の運用等に関する調査研究を行う機関です。また、目黒基地における基地業務（補給、施設、輸送、通信、厚生、給養、会計、衛生）を行うことも任務

となっています。

・To provide officers with the knowledge and ability necessary to perform their duties as seniorcommanders or senior staff officers in the JASDF

・To conduct research into operation of the JASDF units.

・To provide base support for Meguro Base.

－教育の概要－ Outline of the education

幹部学校の各課程においては、校内外の講師による講義、自衛隊の部隊及び企業等の研修、講義や研修で得た知識を踏まえた研究、討議等を教育の柱として実施しています。また、指揮幕僚課程（ＣＳＣ）では、各国空軍大学学生等と指揮幕僚課程学生との間で安全保障等に関する

意見交換及び研修等を行う「指揮幕僚課程学生多国間セミナー(Air Command and Staff Seminar)」 を開催しています。これは、参加各国間の相互理解の深化及び信頼醸成を図ることを目的としているものです。he

Education curriculum is mainly composed of lectures, field trips, research, discussions and similar activities.

During the CSC, “the Air Command and Staff Seminar” on the subject of security, is held with students of other nation’s ASC. The aim is to deepen mutual understanding and to build confidence among participants.

－航空研究センターの設立－ Center For Air Power Strategic Studies(J-CAPSS)

平成２６年（２０１４年）８月、防衛力の役割及び航空自衛隊を取り巻く環境の変化に対応し、航空防衛力に係る知的基盤の中枢となる航空研究センターを新設しました。

To respond to the changes in the environment surrounding JASDF, the J-CAPSS was established in August 2014 to serve as the sole intellectual foundation of air power studies in JASDF.

航空研究センターは、有識者を招いたシンポジウムと海外の軍所属の研究者等を招いた空軍大学セミナーを開催しています。

J-CAPSS holds symposiums inviting intellectuals. Also, we hold international seminars inviting researchers of military research institutes from around the world.

The ASC receives foreign officers from other nation’s air forces to promote mutual understanding and to develop a sense of internationalism among JASDF officer students.
