Background

Rapid population growth has increased disproportionately to a country annual growth and depends on the industrialization and economic growth. Problems had occurred on environment degradation, natural disaster, pollutions, poverty, land use change, conflict of interest, any many more problems occurred likewise most places around the world. The contrasting landscape had made some places in Indonesia endangered by natural disaster and environmental destructions.

Trans knowledge on disaster mitigation, environmental management, spatial planning, and community livelihood should be integrated into DRR based on location and problems. The challenges are to collaborate among the stakeholders, such as the government institution, private sectors, NGOs, and communities with mutual commitment to mitigate disaster and environmental destruction. The important role of each sectors will be valuable to work together and integration among them.

An integrated and multidiscipline approach for disaster management is required to save many lives and environmental damages. Variety of concept, theory, researches, and policies

that should be put into practice for disaster risk reduction. Learning from the Indonesian, which construct policy from evidences of disasters, some cannot easily implemented unless it involved the scientists and stakeholders including communities to discuss it into action and programs.

As a research organization that are concern in sustainable development on natural resources and applied science for the entire nation and international level, BPPT with the collaboration of National Platform on Disaster Risk Reduction, try to manage the coordination, consultation, and cooperation process. Knowledge as an important value to promote awareness and learning process will be a focal point to deliver practice and skills directly to the communities. Engangement to coordinate among the stakeholders have such many constraints that need to be solved, either on the role, process, and sectoral function of each institution. Quite simply, the challenges we focus are on the problems and location based that should be coordinated iteratively.

The knowledge should be transform to public as a learning process , educating the people on disaster mitigation. The challenge is to report the knowledge to public with desire outcomes. The verifying of the information also can be done by the public as communication interactivaly. The implementation of knolwedge sharing are done by TEMPO group as a leading media communication in Indonesia. The knowledge sharing start from expanding and collaboration of data, which was done by NEOnet (Nusantara Earth Obeservation Network-BPPT) and analyse with several group of expert. The information will be usefull as for daily life of the people in Indonesia.

The process of the development of knowledge management center on DRR explain in the issue of Ciliwung River in Jakarta, which cause flood and disturbances of environmental water quality and quantity. Many program had been done with structure mitigation and non structure mitigation involveing many stakeholders inside. Even though many programs had been done, the interation will be done in the future. Collaboration projects are proposed at the National level, hoping for better solution for resilient city of Jakarta.Historically, Indonesia had experienced tremendous affect of natural disasters that cause lost of live and damages particularly from earthquake, tsunami and volcanic eruption that also gave impact worldwide. By understanding natural hazards, risk, vulnerability, and capacity will lead to protecting the heritage and lives-the way to reduce risk of natural disaster, which include its structures, services, economic and social activities for the future. In term of disaster risk reduction could be conducted by mitigation and adaptation effort on building awareness, capacity building, structured and non-structured, which lead activities for reducing or eliminating the hazard and its vulnerability.

§ Deliver the idea of Knowledge Management Center on DRR;

§ Lesson learned on cases, problems, and location in Indonesia with integration of knowledge;

§ To address the important role on creative coordination among the stakeholders; and

§ Media play important role on sharing knowledge on DRR to public. Sharing information on Heritage and Tourism Site in Indonesia

Knowledge Management Center

§ INTEGRATED WATERFRONT RIVERSIDE DEVELOPMENT FOR CILIWUNG RIVER TRANS-KNOWLEDGE ON KAMPONG LIVELIHOOD, RIVERSIDE SPATIAL PLANNING, ENVIRONMENT AND FLOODING MITIGATION PLAN

§ RESEARCH & APPLICATION to integrate among the issue on livelihood, environment, spatial planning, and disaster mitigation from research to application. The knowledge center should be center for data information and resources to other stakeholders and any other that will need the information. The data will be in directory of information, data, experts, and analysis of information of disaster risk reduction.

§ BUILDING NETWORKS AMONG STAKEHOLDERS (MINISTRIES AND INSTITUTIONS) at national level and local regional level should be build a collaborative mechanism on transboundary implementation. The mechanism of coordination and communication should be build to developed better network and integrated network.

§ DEVELOP NATIONAL AND INTERNATIONAL NETWORK for solving problem and giving solutions in each dimension at the Ciliwung river as a case for collaboration among stakeholders with financial resources, human resources, and other natural

resources. BUILDING NETWORKS WITH PRIVATE SECTOR, GOVERNMENT, AND THE COMMUNITIES SURROUNDING SITE OF CILIWUNG RIVER bridging the gap among the stakholders into a forum to be accountable, transparancy and self monitoring evaluation in many collaborative projects to be implemented in Ciliwung River.

CK-Net

CKNet-INA (Collaborative Knowledge Network Indonesia) is a collaborative knowledge network consisting of people working in public and private knowledge centers (universities and research institutes) in Indonesia that concerned with the human resources, capacity building and knowledge development in the fields of infrastructure, water and environmental management (IWEM).

The vision is to become a sustainable network of academics and professionals in building capacity in the infrastructure, water and environment sectors where knowledge is shared and exchanged between members to enhance knowledge generating and disseminating activities in support of decentralization and development programmes in Indonesia.

The program are:

n Training & education: demand oriented capacity building training modules and professional education in the fields of IWEM;

n Joint research: demand oriented research in the fields of IWEM; n Integral consultation services: various activities toward the improvement on government

policies and strategies to ensure achievement of sustainable development in the areas of IWEM;

n The facilitation of a knowledge and information center: share and disseminate information, knowledge and experiences utilizing appropriate information and communication technologies and tools.

Longterm program

§ Strengthening existing capacities of the national capacity builders to deliver capacity building services (education, professional training, etc.) to the regions

§ Collaborative partnership between various capacity builders (national and international) to cope with the need – to support the government policy of decentralization.

Shorterm program

n Established network for cooperative development of information and knowledge sharing

n Strengthening members to deliver professional oriented short training modules  

TEMPO

Education and information that should be delivered to public with friendly informationa and publication. Useful for practical daily activities that related to environmental and disaster issues. The platform could be maintain in a data base and server as an integrated information from many institution that related to the information. The integration data and information had been developed by NEOnet (Nusantara Earth Obeservation Network) from the Agency for Assessment and Application of Technology (BPPT) with the collaboration of National Platform on Disaster Risk Reduction.

Media had an important role to inform and educate the community by strengthening the local community, maintaining sustainable information, accountibility of the information, sharing information, and interactive communication for public to experts and public to public. Naturally the information will be spread through website, interface of application, channel media through internet, and other local channel that can be collaborated by TEMPO. Other possiblities are also using internet two technology that are use only for emergency use and disaster information. Other needs are information for the difable handicap that should also be inform by other way (braile, sound, sign, sight, etc.). All technology are also depend on the strong bandwith and also infrastructure of the provider.

Recommendation

§ Network development with other Knowledge Management Center in Asian Countries

§ Supporting knowledge on DRR for decision and policy making in the countries § Transfer of knowledge into the level of skills and practices in implementing the

programs to gain DRR in the countries § Exchange of lesson learned among the other countries in Asian.
