This information pertains to one of the JICA Knowledge Co-Creation Program (Group &

Region Focus) of the Japan International Cooperation Agency (JICA), which shall be

implemented as part of the Official Development Assistance of the Government of

Japan based on bilateral agreement between both Governments.

1. Concept Background

Since the UN Convention on the Rights of Persons with Disabilities (UNCRPD) has

been adopted in 2008 at the United Nations, now it has been ratified by 172 countries

and regional integration organizations.

According to World report on disability produced by WHO, about 15% of the world's

population have some form of disability. The number of people with disabilities and their

families, especially living in developing countries, has been increasing caused by civil

wars, malnutrition, lack of medical care and rehabilitation. Moreover, they have been

suffered from poverty due to systematic problems such as lack of employment,

deprivation of rights, and social problems including prejudice or discrimination.

Although the UNCRPD clearly stated persons with disabilities have equal rights to

others and live in the society with dignity, many challenges have remained. Thus

realization of the UNCRPD is an urgent task, and persons with disabilities are expected

to play an active role in this process.

In addition, September in 2015, at the meeting of United Nations, Sustainable

Development Goals (SDGs) has been adopted instead of MDGs. The slogan of this new

goal is "No one will be left behind". Needless to say, persons with disabilities are

included in the slogan. In order to achieve the aboye goals, persons with disabilities

must be involved in the development process and they have to participate in the

improvement stage of domestic laws, regulations, projects and systems.

Japan ratified the UNCRPD in January 2014. During the preparatory process towards

ratification, persons with disability and their organizations played a leading role in

domestic systematic reforms such as the formation of "the Act for Eliminating

Discrimination against Persons with Disabilities", disability policy reforms and other

necessary activities. The participants are expected to learn from those experiences and

adopt them to their local needs.

This course aims to strengthen the capacity of leaders with disabilities in contributing to

the UNCRPD implementation in their respective countries.

For what?

This program aims to transmit knowledge and skills to the participants and enable

him/her to contribute to the implementation of the UNCRPD and improvement of living

standards of persons with disabilities in their countries.

For whom?

This program is designed for persons with disabilities who are a middle-ranking officer

at their organization with a total of 5 to 20 years of experience in the disability field. In

addition, they must demonstrate a clear intention to work for their organization upon

returning from Japan. In detall, persons with disabilities who have been active as

leaders in the aboye mentioned organizations for more than five years and are planning

to work in the field of disability for more than three years are desirable.

How?

In this program, the participant will obtain knowledge and skills through the means of

lectures, site visits, workshops and discussions on a wide range of issues related to the

implementation of the UNCRPD and contribution to creating society for ah.

Outcomes of the training will be synthesized in their Final Report, submission of which

will mark the end of the training in Japan and help to shape their activities after they

return to their own organizations. Participants will also deliver a presentation based on

their Final Report before leaving Japan.

Course Objective: This program aims that the participants learn practical methods to implement the UNCRPD. And their capacity to contribute to the implementation of the UNCRPD is strengthened.

Overall Goal The goal of this program is the participants enable him/her to contribute to the implementation of the UNCRPD and improvement of living standards of persons with disabilities in their countries.

kis Conditions and Procedures for Application 1. Expectations from the Participating Organizations:

This program is designed primarily for organizations that intend to address

specific issues or problems identified in their operation. Participating

organizations are expected to use the Program for those specific purposes.

In this connection, applying organizations are expected to nominate the most

qualified candidates to address the said issues or problems, carefully referring

to the qualifications described in section111-2 below.

Applying organizations are .a?so expected to be prepared to make use of

knowledge acquired by the nominees for the said purpose.

As this program is designed to facilitate organizations to come up with concrete

solutions for their issues, participating organizations are expected to make due

preparation before dispatching their participants to Japan by carrying out the

activities of the Preliminary Phase.

Participating organizations are also expected to make the best use of the results

achieved by their participants in Japan.

2. Nominee Qualifications: Applying Organizations are expected to select nominees who meet the following

qualifications. Please note that nominees would not necessarily be employed by the

applying organizations, as long as they are selected officially by the organizations

for their specific purposes. However, the nominees must be either persons who are

engaged in the said field or directly related to program subject.

(1) Essential Qualifications

Applicants should be nominated by their government in accordance with the

procedures.

Applicants should be persons with disabilities who are a middle-ranking

officer at their organization with a total of 5 to 20 years of experience in the

disabitity field. In addition, they must demonstrate a clear intention to work for

their organization upon returning from Japan. In detail, persons with

disabilities who have been active as leaders in the aboye mentioned

organizations for more than five years and are planning to work in the field of

disability for more than three years are desirable.

Applicants should not have participated in this training program before.

Language: have a good command of English and sufficient ability to read

program materials, understand lectures, participate in discussion, and write

reports in English. Please attach an official certificate for English ability such

as TOEFL, TOEIC etc, if possible.

Health: must be in good health, both physically and mentally, to participate in

the Program in Japan. Pregnant applicants are not recommended to apply

dueto the potential risk of health and life issues of mother and fetus.

(2) Recommendable Qualifications Applicants who have in the past participated in any ofJICA's related programs

will be given a lower priority than those who have never received training at

JICA.

Age: between the ages of twenty-five (25) and forty-five (45) years are

preferred, however younger and older applicants will also be considered.

3. Required Documents for Application

Application Form: The Application Form is available at the JICA office (or the

Embassy of Japan). Photocopy of passport: to be submitted with the application form, if you

possess your passport which you will carry when entering Japan for this

program. If not, you are requested to submit its photocopy as soon as you

obtain it.

*Photocopy should include the followings:

Name, Date of birth, Nationality, Sex, Passport number and Expire date.

Nominee's English Score Sheet: to be submitted with the application form. If

you have any official documentation of English ability (e.g., TOEFL, TOEIC,

IELTS), please attach it (or a copy) to the application form.

Personal/Organization Report Ah l applicants are required to write Personal/Organization Report which covers

the topics shown in ANNEX-1 of this General Information (should be written by

the applicant him/herself), and submit it along with the Application Form. As

applicants' Personal/Organization Report will be used for the screening of

applicants, application not accompanied by a Personal/Organization Report will

not be considered as qualified. It is recommended to attach photos of the

organization and acfivities, if available.

*Personal/Organization Report also should be sent to JICA by e-mail to ticthd(alica.qo.(p.

Please include the course title and number, J1704219 in the e-mail title.

For the presentation session in Japan, participants should bring the report to Japan by data in USB memory stícks, or CD-ROMs.

Questionnaire: to be submitted with the application form. Fill in Attachment

ANNEX-2 of this General Information.

4. Procedures for Application and Selection: (1) Submission of the Application Documents:

Closing date for applications: Please inquire to the JICA office (or the Embassy of Japan).

(Atter receiving applications, the JICA office (or the Embassy of Japan) will

send them to the JICA Center in JAPAN by Auqust 8, 2017)

Selection:

After receiving the documents through proper channels from your government,

the JICA office (or the embassy of Japan) will conduct screenings, and then

forward the documents to the JICA Center in Japan. Selection will be made by

the JICA Center in consultation with concerned organizations in Japan. The

applying organization with the best intention to utiliza the opportunity of this

program will be highly valuad in the selection. Qualifications of applicants who

belong to the military or other military-related organizations and/or who are

enlisted in the military will be examined by the Government of Japan on a

case-by-case basis, consistent with the Development Cooperafion Charter of

Japan, taking into consideration their duties, positions in the organizafion, and

other relevant information in a comprehensive manner.

Notice of Acceptance Notification of results will be made by the JICA office (or the Embassy of Japan)

not later than Auqust 21, 2017.

Document(s) to be submitted by accepted candidates: Before coming to Japan, only accepted candidates with lower limbs disabilities, who

need assistance at the airport and on the airplane, are requested to submit the

"Request for Necessary Arrangement" (detailed information is provided in the

ANNEX-3 "Request for Necessary Arrangement".) This document should be sent to

JICA by Auqust 25, 2017 preferably by e-mail to [email protected]

Conditions for Attendance: to strictly adhere to the program schedule.

to return to home countries at the end of the program in accordance with the

travel schedule designated by JICA.

to refrain from engaging in any political activities, or any form of employment for

profit or gain.

to observe Japanese laws and ordinances. If there is any violation of said laws

and ordinances, participants may be required to return part or all of the training

expenditure depending on the severity of said violation.

3. Travel to Japan: Air Ticket: The cost of a round-trip ticket between an international airport

designated by JICA and Japan will be borne by JICA.

Travel Insurance: Coverage is from time of arrival up to departure in Japan. Thus traveling time outside Japan will not be covered.

4. Accommodation in Japan: JICA will arrange the following accommodations for the participants in Japan.

Barrier-free rooms are prepared for wheelchair users.

For Your Reference JICA and Capacity Development

The key concept underpinning JICA operations since its establishment in 1974 has been the

conviction that "capacity development" is central to the socioeconomic development of any country,

regardless of the specific operational scheme one may be undertaking, i.e. expert assignments,

development projects, development study projects, training programs, JOCV programs, etc.

Within this wide range of prograrns, Training Programs have long occupied an important

place in JICA operations. Conducted in Japan, they provide partner countries with opportunities to

acquire practical knowledge accumulated in Japanese society. Participants dispatched by partner

countries might find useful knowledge and re-create their own knowledge for enhancement of their

own capacity or that of the organization and society to which they belong.

About 460 pre-organized programs cover a wide range of professional fields, ranging from

education, health, infrastructure, energy, trade and finance, to agriculture, rural development, gender

mainstreaming, and environmental protection. A variety of programs and are being customized to

address the specific needs of different target organizations, such as policy-making organizations,

service provision organizations, as well as research and academie institutions. Some programs are

organized to target a certain group of countries with similar developmental challenges.

Japanese Development Experience

Japan was the first non-Western country to successfully modernize its society and

industrialize its economy. At the core of this process, which started more than 140 years ago, was

the "adopt and adapt" concept by which a wide range of appropriate skills and knowledge have

been imported from developed countries; these skills and knowledge have been adapted and/or

improved using local skills, knowledge and initiatives. They finally became internalized in Japanese

society to suit its local needs and conditions.

From engineering technology to production management methods, most of the know-how

that has enabled Japan to become what it is today has emanated from this "adaption and adaptation"

process, which, of course, has been accompanied by countless failures and errors behind the success

stories. We presume that such experiences, both successful and unsuccessful, will be useful to our

partners who are trying to address the challenges currently faced by developing countries.

However, it is rather challenging to share with our partners this whole body of Japan's

developmental experience. This difficulty has to do, in part, with the challenge of explaining a body

of "tacit knowledge," a type of knowledge that cannot fully be expressed in words or numbers.

Adding to this difficulty are the social and cultural systems of Japan that vastly differ from those of

other Western industrialized countries, and hence still remain unfamiliar to many partner countries.

Simply stated, coming to Japan might be ene way of overcoming such a cultural gap.

JICA, therefore, would like to invite as many leaders of partner countries as possible to

come and visit us, to mingle with the Japanese people, and witness the advantages as well as the

disadvantages of Japanese systems, so that integration of their findings might help them reach their

developmental objectives.

Este formato se encuentra orientado para ser diligenciado de manera conjunta tanto por parte del candidato al curso, como por parte de la Institución a la cual pertenece, la cual lo presenta mediante este documento oficialmente ante JICA.
