Tourism development is continuous but the complexity and questions posed remain the same. The complexity arises out of the presence of multiple stakeholders both public and private, - the state machinery, hotel industry, tour operators, local community, local administrative body, traders and entrepreneurs. The questions posed centre around issues of ownership and governance, sustainability, sharing of profits, power relations and sharing at local, state and national levels.
