Carbon Management Infrastructure Partnership Initiative

Signees: Iowa, Michigan, Minnesota, Ohio, Wisconsin, and Manitoba

1) Create uniform regional model state regulatory framework for CO2 capture, transportation, and storage.

2) Assess CO2 storage availability, including potential for using was CO2 in enhanced oil and gas recovery (EOR).

3) Study siting of a regional pipeline system linking capture points with disposal areas.

4) Develop a FY 2009 request for federal investment in CO2 capture and storage infrastructure in the MGA region.

Initial report and working plan due by February 15, 2008.

Midwestern Bioproduct Procurement Program Initiative

Signees: Indiana, Iowa, Kansas, Michigan, Minnesota, Nebraska, North Dakota, Ohio, South Dakota, Wisconsin, and Manitoba

1) To establish a system to support growth of the region’s bioeconomy. This system will develop a system for listing and categorizing bioproducts, consistent with the federal program.

Model rules for this system to be proposed by June 1, 2008.

Regional Electricity Adequacy Initiative

Signees: Iowa, Kansas, Michigan, Minnesota, North Dakota, Ohio, South Dakota, Wisconsin, and Manitoba

1) Create a plan for conducting a state-by-state evaluation of expected new megawatts of wind power development through 2020 that will lead to a regional wind power plan.

2) Propose a mechanism for cooperation between utilities, transmission companies, state authorities, and regional authorities, and develop a cost-share and recovery mechanism for the cost of expanding transmission.

3) Facilitate construction of new transmission needed for wind power and ensure broader system reliability.

Recommendations for the initiative due by June 1, 2008.

Renewable Fuels Corridors & Coordinated Signage Initiative

Signees: Indiana, Iowa, Kansas, Michigan, Minnesota, Nebraska, North Dakota, Ohio, South Dakota, Wisconsin, and Manitoba

1) Develop a regional system of signage for biofuels and advanced transportation fuels. This will include standardized product coding at fueling stations.

2) Collaborate to create travel corridors offering E85.

3) Educate retailers about converting pumps to E85, highlighting economic and social advantages, and provide retailers with frequently asked questions material on E85.

A report on implementation will be prepared by April 1, 2008.

Bioenergy Permitting Collaborative Initiative

Signees: Iowa, Kansas, Michigan, Minnesota, Nebraska, North Dakota, Ohio, South Dakota, Wisconsin, and Manitoba

1) Advance collaboration and information sharing between state agencies to avoid unnecessary duplication of study on advanced bioenergy technologies.

2) Create a regional group that will develop siting and permitting guidelines for advanced bioenergy plants, as well as create a regional database of advanced bioenergy technology information.

A work plan to achieve these goals is due by February 15, 2008.

Regional Low-Carbon Energy Transmission Infrastructure Initiative

Signees: Iowa, Kansas, Michigan, Minnesota, North Dakota, Ohio, South Dakota, Wisconsin, and Manitoba

1) Encourage the production of power and goods using low-carbon technology. Options include wind power, baseload IGCC coal plants with CCS, demonstrations of storage of wind generation to achieve baseload wind, and clean hydrogen and fertilizer production.

Recommendations for specific projects and proposed next steps are due by June 1, 2008.

Midwestern Greenhouse Gas Accord

Signees: Minnesota, Wisconsin, Illinois, Indiana, Iowa, Michigan, Kansas, Ohio, South Dakota, and Manitoba

•Endorses the science of climate change and necessity of acting immediately.

•Proposes coordinating existing regional resources to develop greenhouse gas reduction strategies that will benefit the region economically and socially.

•A 2 ½-year timeline is proposed for achieving all the objectives of the accord.

Midwestern Greenhouse Gas Accord

1) Establish GHG reduction targets and timeframes consistent with MGA member states’ in provincial targets; and

2) Develop a market-based and multi-sector cap-and-trade mechanism to help achieve GHG reductions targets; and

3) Join the Climate Registry to enable tracking, management, and crediting for entities that reduce GHG emissions, and

4) Develop and implement other associated mechanisms and policies as needed to achieve the GHG reduction targets, such as a low-carbon fuel standard and regional incentives and funding mechanisms.
