Introduction
North East India
8 States of highly undulating hilly terrains, covering 8% of total Geographical
area of India
98% of its border is with five different countries of South Asia–Nepal,
Bhutan, China, Myanmar and Bangladesh.
IndiaThe region is the home of extraordinarily diverse mosaic of ethnic groups
having distinctive social, cultural and economic identity, more akin to their
South Asia neighbors' than main land India.
The region is richly endowed with bio-diversity, hydro-potential, minerals like
oil and natural gas, coal, limestone, dolomite, graphite, quartzite, siliconate
etc. and forest wealth.
Problem Statement
Problem statement
Insurgency has mushroomed in the region and the secessionist movements, either for sovereignty or for separate homeland, began to lock horns leading to a vertical division among various ethnic groups.
The rich natural and human resources available in the region could not be utilized to the full extent mainly due to the geo-political condition, including ever-deteriorating law and order, which has a lot of implication on the development of must needed infrastructure.
Insurgency :
Infrastructure:
Many new opportunities have also emerged with the changing contour of world economy that can boost the economy of the region like1. Tourism2. Border trade
The state of governance in the region is in pathetic condition. Government machinery is on the brink of collapse. Corruption, squandering of public funds, deteriorating law and order, lack of transparency and accountability, bureaucratic rigmarole, insensitivity and so forth are quite rampant in the region. There is widespread allegation of insurgency-government officials-bureaucrats-politician nexus, including law enforcing agencies, and siphon off public funds. magnitude and duration.
Opportunities:
Governance :
Proposed Solution
•Infrastructure expansion and network growth are areas of development in the future, speeding up national processes and connecting North East India to the rest of the world.
•Until and unless the quality of governance has been improved, no matter how much is the fund earmarked for whatever the policy program initiated would not be successful and only the common people have to bear the brunt..
Infrastructure expansion
Governance
•The attitude and security obsess mindsets of the central government should also change and embrace the region with open arms so as to restore the lost confidence of the common people.
•Tourism and Border trade can act like a catalyst to the growth of North East India . If border countries trade is set up then people in northeast will become self sustained to face any issue.
OpportunitiesInsurgency
Proposed Solution
The region is heavily dependent on the agriculture sector, needs a green revolution to eradicate poverty and boost its economy. Such a green revolution must be adequately backed by financial institutions, marketing functionaries and R&D.
Processing industries have to be set up to manufacture quality goods, which can be offered in international markets at acceptable prices to encourage border trade.
To resolve the problem of insurgency in the region, the political processes that has been framed and pursued to convert a breeding ground of insurgencies must be reversed.
Provision of connectivity through Bangladesh would involve sealing, guarantee and documentation flow –requires good intranet connectivity between customs stations.requires good intranet connectivity between customs stations.
Improvement in physical, legal and governmental infrastructure, together with the reduction of corruption, crime and unfair business practices are needed to allow for an enabling environment able to attract investment.
Agricultural universities need to encourage research in improved cropping and productivity that will address food stockpiling needs for meeting local demand. Equally important are the training institutes in food processing.
Given the huge reservoirs of oil and gas hydrocarbons, there is an opportunity to train the local population in trades relating to exploration and production of oil and gas.

We have tried to propose a global solution for the problems of the region. Thus the cost for implementing the proposed solution cannot be estimated to an exact value. Hence some risks need to be taken .
The problem of insurgency has become the stumbling block in the course of development . Therefore, prior to any policy program to resolve , the problem of insurgency in the region must be solved by proper governance .
The North East region has the most hidden potentials to serve the Indian economy. It has made significant progress since independence. But still some structural inefficiencies must be addressed in order to claim as a competitive developing economy on the country level .
