What is Kaushalya Vardhan Kendra ?

• An Institute to Impart desired skill training at the door steps of the rural population

• Courses designed on the basis of participatory approach of Kaushalya Sabha in the villages with population of 7,000 in general and 4,900 in tribal areas

Now in villages having population of 2500 to cover all tribal talukas 2

Purpose and Priorities of KVK Initiative

•Instead of trainees going to the institutes, the institutes go to

the trainees

•Rehabilitate school drop outs, skill & empower the rural youth, adolescent girls and housewives

•Flexible approach to harness the potential of rural youth

• Impart Training of hard and soft skills to meet the demand of regional and local industries

•Promote self-employment and entrepreneurship by multi skilling

•Increase employability through certification

Highlights of the Initiative

Training Modality

@KVK • Minimum 4 Courses

• Batch size of 20 trainees/course • Employability Skill component in all courses • Basket of 500 Short Term Courses - 40 hrs to 576 hrs

• Nominal Fees of Rs 50/course

• Free for SC/ST/Women/PH & BPL trainees • No upper age limit

• Admission on the basis of School Leaving Certificate

Exception is Provided for those who have no school leaving certificates and admission on the basis of Oral Test

• About 1074 Life Skill courses have been listed • Existing buildings of Schools, Village Panchayats, APMC etc. No new

infrastructure created

Highlights of the Initiative

Rs. 16 lakhs /KVK recurring + Rs 20 - 25 lakhs for non-recurring

• Achievement

335 KVKs established

From August 2010 till May 2013, total 8,52,597 youth trained of which 5,11,162 are women (59.95%)

All KVKs have DTH connections for regular lecture arranged through “Bhaskaracharya Institute for Space Applications and Geo informatics “ (BISAG)

Kaushalya Vardhan Society (State level) constituted to promote the skill development activities

• NIC developed portal for KVK monitoring

• Principal of attached ITI designated as Skill Development Officer (SDO)

• Created post of Co-ordinator(Foreman Instructor) to Head the KVK

• Kaushalya Sabha in villages for awareness generation regarding benefits of KVK, identification of courses, liaison with Kaushalya Samitis

• Constituted Kaushalya Samitis to ensure proper infrastructure facilities for training, quality of training, awareness campaign, linkage with industry for promoting employment and self-employment

• Regular Meetings of all Co-ordinators at Head Office & RDD office

• Usage of SATCOM for review at Kaushalya Samitis Level

• Percentage of women participants increased from 47% (2010-11) to 60%

(up to May-2013) in 2013-14.

• KVK has given impetus to a new form of training culture among the rural folks specially women

“Ownership of the project is vested with stakeholders”

• Flexibility and Transparency

• No upper age limit for obtaining the skill

• All KVKs have DTH Connections. So periodic special lectures are

arranged for villagers also through satellite communication

• Facilities and Infrastructure created being used for other departments

training programme

• All KVKs registered as VTPs under SDIS to run MES courses

Replicability

• KVK initiative has been visited and appreciated by senior dignitaries

of Planning Commission , Ministry of Labour, GOI & from other states

like Karnataka, Maharastra, Goa, Punjab, Assam, U.P. etc.

• This initiative has also been appreciated by CII, FICCI,ASSOCHEM etc.

at various forums in Gujarat.

• After intense review of the scheme , Planning Commission &

Ministry of Labour, GoI has felt that Kaushalya Vardhan Kendra

model implemented by Government of Gujarat appears to be

appropriate for designing PPP architecture for setting up 5000 Skill

Development centres (SDCs) in the country

• Kaushalya Vardhan Kendra(Skill development) Project of Gujarat has

been conferred “PM’s award excellence in public administration” for

year 2011-12

KVK- Way forward

• KVK now to act as mentor for upper primary shools

• New scheme to initiate vocational training in upper primary school launched on 13th June 2013

• In 1st phase, 500 upper primary school selected not only on the basis of geographical proximity but also on collaboration of stakeholders .

• Optimizing the utilization of exiting school buildings .

• 2 Certificate courses started.

eMPOWER (40 Hrs.) Life Skill Courses ( 20 to 60 Hrs.)

• For eMPOWER course student have option to get Joint certification of Microsoft & GCVT.
