This intermediate area has the potenitial for change that is influenced by top-down incentive.

Sustainable Identity
The influence zone of New Kartal should follow the obvious lines of high development and the former industrial zones, which can be regulated with strategic planning.
The unique and valuable identity of New Kartal will be strongest when counterbalanced with the one of Topselvi Village.

Mobility
The New Kartal Masterplan is a highly physical identity. We think this can be strengthened with a strong sustainable identity: in terms of mobility, energy and placemaking.
We propose that the planned linear tramline should make a loop which connects the CBD, the station, the waterfront the new ferry terminal and Topselvi Village. This supports the pedestrian culture which allows for another view on accessibility & mobility.
In this way the New Kartal and Topselvi Village is made accessible within a 10 minute walking distance.
Additional instruments for the mobility issue are bicycle paths, local electric taxi services and public rental bicycle network.
Creating Transferia in the North and South link the two main highways to local public transportation, keeping the majority of cars out of the public space.
Parts of the Village can be developed as car-free zones to live in.

Energy
An important part of the New Kartal identity is the existing quarry as the heart of the new CBD. Intelligent design in this area takes it beyond a a physical attraction towards strong image-building. Implementing Green Building principles and energy-havesting technology form the basis for development rights. The grey water circuit of the surrounding high-rise CBD can work together with the quarry water reserves. The CBD becomes a landmark of the technological aspect of sustainability.

Developing the Urban Village
Sustainability is always local. Starting with local initiatives will lead to a fungus growth. Big developments as well as small initiatives should be encouraged and supported in a long term perspective. A good understanding of the local context is therefore essential. A common policy is needed to guarantee equitable opportunities for development. But it is also much about changing people’s habits and mindset.
To illustrate this Topselvi Village has been taken as a test-case.

Densifying
The Topselvi Village Urban Fabric can be densified and strengthed by filling up the vacant plots with individual small scaled developments. Doing this alone accounts for an increase of 25% thanks to the existing wastelands and vacant plots. Earthquake risk buildings can be replaced in this way as well.

The north edge of Topselvi incorprates an intermediate urban typology that stitches New Kartal to the Topselvi Village in a natural way: the ‘Border Infill’

The spine of the Arasta is a boulevard that starts at one of the nodes in Topselvi, the place where parents meet and bring their childeren to school. The Boulevard interconnects all the programme and buildings.

The ‘pockets’ between the buildings are secondary public spaces. They add the specific quality of Topselvi to the Arasta: the intermediate space.

Another Topselvi characteristic is added to the Arasta area: informal green spaces to provide shade, meeting points and softens the heat effect.

As Topselvi is very rich in possibilities and alternatives, a ‘typical’ part of Topselvi has been used for an indicative FSI calculation. The increase in GSI is thanks to the existing voids in the urban fabric which need to be healed allowing for a 70% increase in m2 while improving public space.

To conclude: we believe The Village and the Walkable City can be a valuable prototype for future developemnt and we need to take this study into practice as soon as possible.
