Request for Quotation Karnataka State Excise Department, herein afterwards called as the Department invites offers through e-procurement from eligible reputed OEM’s or their authorized dealers/ vendors herein afterwards called as ‘vendor/ bidder’ for Supply, Installation and monitoring along with the required Applications of GPS Tracking Devices with the required connectors, software , monitoring application etc to the owned Vehicles of Excise Department across Karnataka. The details are given below:

1. About the Department
Excise Department in Karnataka came into existence during the year 1968 after relaxation of prohibition in Karnataka State. The scope of the State Excise Department covers commodities such as Indian Made Liquor, Beer, Medicinal and Toilet preparations etc. The objective of the Department is ensuring public health through regulated procurement of raw materials, manufacture of various commodities by use of these raw materials, their storage and distribution. Karnataka State Excise Department will hereafter be referred as “The department” in this Document.
2. Objective and scope of this Tender
Supply, Installation and monitoring of approx 400 numbers of new GPS Tracking Devices in owned vehicles of Excise Department across Karnataka. The quantity may vary ± 25% at the time of ordering or the Department may place a separate PO for additional quantity of maximum to 25% within 6 months from the date of first PO.
3. Qualification Criteria
Only the vendors / bidders who meet all the qualifications mentioned in Annexure-1 “Qualification Criteria” of the tender are eligible to participate in the tender.
4. Scope of Work
The Scope and Technical specifications of GPS Tracking Devices are as detailed in the Annexure – 3.
5. Terms and Conditions
The Terms and conditions for vendors/bidders who participate in this tender are specified in Annexure-2 “Terms and Conditions”. These terms and conditions are binding on all the vendors/bidders. These terms and conditions will also form part of the purchase order, to be issued to the successful vendor/ bidder on the outcome of the tender process.
6. Earnest Money Deposit (EMD)
Vendors/bidders are required to deposit EMD of Rs.1,50,000/- (Rupees One Lakh Fifty thousand only) which is to be paid through e-procurement in following modes

Offers made without E.M.D. will be summarily rejected. No interest would be payable on the EMD amount. The EMD shall be refundable to un-successful bidders after placing Purchase Order to the successful bidder. EMD of the successful tenderer will be refunded only after the receipt of Performance Bank Guarantee.
7. Forfeiture of EMD
If the successful vendor/ bidder fails to fulfill the obligations specified in this tender document, EMD paid will be forfeited.
8. Offer Validity Period
The offer should be valid for a period of 6 months from the date of the opening of financial bid of the tender.

10. Proposal Ownership
The proposal and all supporting documents submitted by the vendors/bidders in this tender process shall become the property of the Department.
11. Modification and Withdrawal of Offers
Vendors/bidders are not allowed to modify their offer once submitted. No offer can be withdrawn by a vendor/ bidder after the closing date and time for submission of offers.

12. Opening of offers
Offers received within the prescribed closing date and time will be opened in the presence of the vendors/bidders who have submitted their offer in response to this tender and present on the date and time specified in this tender document. The vendors/bidders present shall sign a register of attendance.
13. Preliminary Scrutiny
Offers from vendors/bidders not meeting the qualification criteria will be rejected. The Committee of the Department will scrutinize the offers received to determine whether they are complete and as per tender requirements, whether documentation as asked for and required to evaluate the offer has been submitted, whether the uploaded documents have been properly signed and whether items are offered as per the tender requirements.
14. Clarification of Offers
To assist in the scrutiny, evaluation and comparison of offers, the Department may, at its discretion, ask some or all vendors/bidders for clarifications on the offer made by them in writing or by email. The request for such clarifications and the vendor/ bidder’s response will necessarily be in writing or email.
15. No Commitment to Accept any Offer
The Department shall be under no obligation to accept any offer received in response to this tender and reserves its right to reject all offers including complete offers without assigning any reason whatsoever. The Department reserves the right to make any changes in the terms & conditions of purchase as and when need is felt. The Department will not be obliged to meet and have discussions with any vendor/ bidder and /or to entertain any representations which is deemed unfit.
16. Documentation
Technical information in the form of Brochures/ Manuals/ CD etc. must be submitted in support of the offer made.
17. Submission of Technical Details
It is mandatory to provide the technical details in the format of Scope and Technical specification of GPS tracking devices (Annexure-3).

The offer may not be evaluated /may be rejected by the Department in case of non-adherence to the format or partial submission of technical information as per the format given in the offer. The deviations in the technical details should be mentioned in the technical offer only [Annexure-3] and on the contrary specifying the deviations elsewhere in the offer is not acceptable and will not be considered.
The Department shall not allow/permit changes in the technical details after due date for submission of offers.

19. Commercial bid required in online submission
No document need to be uploaded online for Commercial Bid. Only details are to be fed online. The format of Annexure-9 is only an indicative format. This format need not be enclosed either in Technical or Financial Documents.
20. Erasures or Alterations
The Offers containing erasures or alterations will not be considered. There should be no hand-written material, corrections or alterations in the offer. Technical details must be completely filled in. Correct technical information of the product being offered must be filled in. Filling up of the information using terms such as “OK”, “accepted”, “noted”, “as given in brochure/manual” is not acceptable. The Department may treat such Offers as not adhering to the tender guidelines and as unacceptable.

Annexure-3, 4, 5, 7, & 10 are provided in Word Document format, which are required to be typed and converted into PDF, all other documents should be signed on PDF format provided by the Department only.
21. Fixed Price
The offer shall be on a fixed price basis, inclusive of all taxes and levies.
22. Guarantees
The vendor/ bidder should guarantee that the items including all components delivered to the Department are genuine and brand new.
23. Letter of undertaking of Authenticity
The vendor/ bidder should give an undertaking in the format given in Annexure-6.
24. Negotiation
It is absolutely essential for the vendor/ bidder to quote the lowest price at the time of making the offer in their own interest, as the Department will not enter into any price negotiations, except with the lowest quoting vendor/ bidder (L1), in case of absolute necessity.
25. Liabilities of the Department
This tender is not an offer by the Department, but an invitation for vendor/ bidder responses. No contractual obligation on behalf of the Department, whatsoever, shall arise from the tender process unless and until a formal work order is issued by duly authorized officer of the Department to the successful tenderer.
26. Proposal Process Management
The Department reserves the right to accept or reject any/all proposal/ to revise the tender document, to request one or more re-submissions or clarifications from one or more Vendor/ bidder, or to cancel the process in part or whole. No Vendor/ bidder are obligated to respond to or to continue to respond to the tender. Additionally, the Department reserves the right to alter the requirements, in part or whole, during the tender process. Each party shall be entirely responsible for its own costs and expenses that are incurred while participating in the tender, subsequent presentation and contract negotiation processes.

Annexure 1
QUALIFICATION CRITERIA
1. The vendor/ bidder must have an office in Bengaluru, Karnataka. Vendor/ bidder should enclose attested copies of Property tax bill/ Lease agreement, Electricity Bill, Telephone Bill, GST Registration and PAN.
2. The vendor/ bidder company/ firm should have an annual turnover of Rs.100 lakhs or above from businesses relating to sales and support of GPS Devices and related hardware in India during the last 3 years (2014-15, 2015-16 & 2016-17). Vendor/ bidder should furnish copies of audited balance sheets for the last three years.
3. The vendor/ bidder should have experience in supply and installation of GPS devices and related systems in Government Sector i.e. State / Central Government, State / Central Public Sector Undertakings, Autonomous Bodies, Research and Educational Institutions / Reputed Private Companies/ Corporations etc. as per (Annexure- 10). The Bidder must have atleast 3 reference sites, where they have supplied at least minimum 100 numbers of such equipments each, with the name of the contact person, full address and also they should enclose the purchase order copies. The vendor should have supplied, installed and maintained with monitoring application a minimum of 200 such units during the last two years.
4. The vendor/ bidder if not OEM should have an MAF from OEM for supply,
installation and support of GPS tracking Devices. (Annexure- 7).
5. The OEM should have Service Center operating in Bengaluru. Communication address and telephone number should be provided. Copy of the supporting document duly signed by the OEM should be submitted. Non submission of the above will make the bid document as in-eligible.

Annexure 2
TERMS AND CONDITIONS
1. Quotes submitted must be clearly legible, duly signed by authorized signatories. 2. Time Schedule
1. Supply and Installation of GPS devices with related Applications shall be within 21 days from the date of acceptance of Purchase Order.
3. Bid Pricing and process: a. Prices shall be quoted in Indian Rupees only. b. Prices shall be inclusive of all freight, forwarding, transit insurance and
installation charges. c. Prices stated in the bid/offers submitted by vendor/ bidder/ OEM’s shall be in
accordance with the tender document. The Vendor/ bidder further understand that the quantities and scope of work as specified in this tender may vary at the time of award of work order as per the discretion and requirements of the Department.
4. Payment terms:
No advance payment will be made. A. SUPPLY AND INSTALLATION OF GPS TRACKING DEVICES TO VARIOUS
OFFICES OF EXCISE DEPARTMENT IN KARNATAKA 60% of cost for the items supplied will be made on successful installation
& testing as certified by the Admin Section of the Excise Department. Next 15% cost for the items supplied, will be made after 45 days of
satisfactory installation, acceptance by the Department subject to submission of Performance Bank Guarantee as per format supplied valid for the entire warranty period and for 15% of the cost of the items as per Tender terms.
Next 15% cost for the items supplied, will be made after the customization of all the reports and application, mapping of the routes, Touch points in the routes etc and acceptance by the Admin Section of the Department in writing with sign-off letter.
Balance 10% cost for the items supplied, will be made after the completion of 90 days from the date of first payment of 60%.
If the Units vary, amount will also proportionately be changed.
B. ONE TIME CHARGES FOR CUSTOMISATION OF SOFTWARE AS PER SPECIFICATIONS : 85 % of the amount will be made after the customization of all the reports and application, mapping of the routes, Touch points in the routes etc and acceptance by the Admin Section of the Department in writing with sign-off letter

Balance 15% of the amount will be made after the completion of 45 days from the date of first payment of 85%.
C. SUBSCRIPTION CHARGES AND CHARGES FOR PROVIDING SERVICES OF 2
ON-SITE ENGINEERS FOR 3 YEARS
Payable on a Monthly basis after completion of calendar month and on receipt of the Bills / invoices.
D. ANNUAL MAINTENANCE CHARGES
Department reserves right to enter into AMC for 4th & 5th year at its discretion for the quoted rates or negotiated rates after completion of warranty period. Such payments shall be made on a quarterly basis after completion of the calendar quarter,
If the Units vary, amount will also proportionately be changed.
5. Taxes/Duties/Etc.: The prices shall strictly be submitted in the given format. All taxes, will be paid as applicable at the time of invoicing.
6. Penalty: Failure to supply and installation of the GPS Tracking Devices within the time schedule as mentioned in Terms and Conditions above shall entail for forfeiture of EMD.
Post installation: During warranty / AMC period, if the complaint of the devices supplied, Software, Application developed and provided, is not resolved within 48 hours, a penalty of Rs. 250 per day per instance will be levied from the date of lodging the complaint till date of resolution of the complaint subject to a maximum of Rs.2,000/- per equipment per instance. The amount of penalty will be recovered from the payment due if any from Excise Department or will be recovered by invoking Performance Bank Guarantee.
7. Performance Bank Guarantee: Once the work order is raised and on the successful supply and installation of GPS Tracking Devices but before putting request for release of 2nd installment balance of 15% payment, the vendor/ bidder shall submit to the Department a Performance Bank Guarantee as in Annexure -8 (PBG) worth 15% of the cost of the Work Order value (Part-A), valid for 39 months from the date of installation of the Devices, covering the entire warranty period.
8. WARRANTY: a) Warranty for GPS Tracking Devices installed shall be for a minimum period of (3)
three years from the date of supply/ installation. b) Such warranty should include, apart from all other clauses, cover for any
accidental physical damage during the entire 3 year warranty period.

c) In case, a part thereof or the whole equipment is found defective the same will have to be rectified/replaced on free of charge basis without lapse of time.
d) If any equipment gives continuous trouble, during the warranty period, the bidder shall replace the equipment with new one without any additional cost to the Department.
9. The location where the GPS Tracking Devices are to be installed are given in Annexure-11. Department reserves right to request for the shifting of the installed GPS Tracking Devices from one Vehicle to another vehicle in the same location / any other location within the state of Karnataka.
10. The Department reserves the right to insist for a POC from the vendors to check and evaluate the ability of the devices / application / customization of the application.
11. Resolution of Disputes: The Department and the vendor/ bidder shall make every effort to resolve any disagreement or dispute arising between them under or in connection with the contract amicably, by direct informal negotiation. If after 30 (thirty) days from the commencement of such informal negotiations, the Department and the Vendor/ bidder are unable to resolve amicably a contract dispute; either party may require that the dispute be referred for resolution by formal arbitration.
12. All questions, disputes or differences arising under and out of, or in connection with the contract, shall be referred to two Arbitrators: one Arbitrator to be nominated by the Department and the other to be nominated by the Vendor/ bidder. In the case of the said Arbitrators not agreeing, then the matter will be referred to an umpire to be appointed by the Arbitrators in writing before proceeding with the reference. The award of the Arbitrators, and in the event of their not agreeing, the award of the Umpire appointed by them shall be final and binding on the parties. The Arbitration and Reconciliation Act 1996 shall apply to the arbitration proceedings and the venue of the arbitration shall be Bengaluru.

Annexure 3
A. Scope of Work
1. Supply of the GPS Tracking Devices to the Offices of the Excise Department across Karnataka State as per the purchase order. (List of Supply locations are as per Annexure-11)
2. Installation of the supplied GPS Tracking Devices in the Vehicles specified in the above said locations.
3. Fixing, Configuration of the supplied GPS Tracking Devices at the respective locations in the specified vehicles to the satisfaction of the Heads of such offices.
4. Complete training to be provided to the users for using and troubleshooting if any in the Application / the GPS Tracking Devices.
5. Application for Tracking the Vehicle wise devices from specified locations / central locations and monitoring their movements, routes etc.
6. Required support to understand the parameters, functioning of the device, Application etc to be provided.
7. It is the responsibility of the Bidder to translate the routes records of the Excise department into required Longitudes and Latitudes, Co-ordinates etc within the time specified and to make the route fixing and geo fencing etc through the Application.
8. The Application should provide user Administration, Access Rights on “who to know what “ basis.
9. All the alerts and modules as defined below in the later part of this annexure should be provided.
10. Bidder has to quote for the Monthly Cost of Man Power of 2 Support Engineers from the kick-off meeting till the Warranty period completion.
11. They should also provide the required hardware like 25 inches LED Screens along with any other required hardware like desktop / laptop etc for the setting up of a centralised Control Room at Excise office, Shanthinagar Bengaluru. The space for the Control room and also the connectivity required like internet etc and power through UPS will be provided by the department.
12. The Engineers should co-ordinate with all the Excise offices in getting the route maps , translating the same into the required Longitudes and latitudes , fixing the routes, complaints call registering , escalation to the proper channels for resolution , customisation of the needs , generation of the daily and routine reports , downloading the data and reports , placing the same before the appropriate Authorities, daily data downloads , backup taking in an external media provided by the department, providing the daily data to Excise department, monitoring of the movement of the vehicles, imparting training to the identified staff of Excise department etc.

B. General Scope, Specifications and Technical Specifications of GPS Tracking Devices
General Specifications:
1. Data logging should be done at every 15 sec which can be configurable. 2. Data transfer through GPRS/GSM/3G/4G should be at every 30 sec or less to the
server. 3. The Tracking Unit should have position accuracy of 5 -10 m. 4. Should have the capacity to store the data if vehicle lost connection with
GSM/GPRS/3G/4G network and transfer it once the connection is restored. Suitable storage device, if needed, also to be supplied along with GPS device.
5. Should provide the protocol, listener API and associated software and database applications so that the GPS data can be received in a format like NEMA ( National electrical manufacturers Association) or simple text file with position, time, and instrument ID and as well as the data dump for loading in database on a fixed frequency.
6. Excise Department must be able to modify the data arrival frequency. 7. Remote Configuration, activation, status alert and deactivation of device by
established communication channel / SMS must be available and training to Excise Department personnel on this should be provided.
8. The unit should be light in weight and should have supporting accessories to fix it to a vehicle.
9. Tamper Proof, Vandal Proof, Fire Proof and Water Proof enclosure for GPS, power supply and antenna must be provided such as proper casing for the unit, tube covering the power supply as well as antenna cable without leaving gap for tampering, cutting etc.
10. The GPS unit, power supply, and antenna have to be installed in such way that it is not within reach of easy access.
11. The GPS unit must give warning email/SMS if tampered such as power cord removed, antenna cut etc.
12. The device should be capable of operating with the vehicle battery. 13. The unit should also have an internal back-up battery (minimum 6 hours) and the
battery charge should be indicated in the unit. Battery charging facility should be done automatically when the vehicle engine is running.
14. Flexibility to install across all types of vehicles regardless of voltage. 15. Discrete mounting under dashboard vehicle. 16. The device shall not be unplugged or tampered with easily. 17. The device shall continue to alert and track if the vehicle battery is disconnected. 18. The device shall allow for optimal positioning of antenna for best tracking accuracy
19. Technical support in installation and maintenance for all GPS units during the warranty period should be provided by the vendor at his cost.
20. Bidder should be ready with the system for a demonstration and POC if needed as per the requirement of the Department.
21. Successful bidder should sign the Service Level Agreement for operations, where the uptime and response time of the services will be defined.

22. The bidder should be able to incorporate necessary customization as per the departments’ requirement, if any during the contract period.
23. Warranty and Support : Maintenance support for all GPS units should be provided by the vendor.
24. The GPS units must be fixed on Vehicles specified by Excise Department. The vendor should mount the units in the specified vehicles and carry out maintenance as necessary at the specified locations.
25. Since continuous collection of data is critical for the project, faulty GPS must be replaced by the vendor with a temporary working GPS within 24 hours from the complaint lodged time. The faulty GPS needs to be repaired and re-fixed; temporary GPS must continue transmitting data till the faulty GPS is replaced.
The Software Application :
A web based application to be provided along with the hardware. User Creation, activation, de-activation, password maintenance, role based
access etc. to be provided in Admin module.
Proposed solution shall have provision to create multi level Users (Range Users, Sub-Division Users, District Users, Division Users and Head Quarter Users). These Users shall be enabled to monitor vehicles coming under their control and generate Reports pertaining to the vehicles under their control.
Proposed solution shall have ability to mark locations such as Excise Dept
Offices, Check-posts, Point books, Accused Person’s House/Office etc in different
colours. Mapping the routes, touch points in the routes etc should be
configurable in the Admin module.
Proposed system shall have ability to locate a specific vehicle in real time to know the position and status.
Proposed solution shall have ability to highlight exceptions through Alerts by
monitoring of deviations such as route, arrival and departure times etc.
Each Vehicle, using the vehicle tracking device, shall determine its precise location through GIS based GPS System and transmit the same to the Data Centre at defined intervals of time. The location has to be displayed on GIS based route maps at Regional and Central Control Room continuously.
Vehicle Tracking System shall have Geo-fencing capability Creation of Geo Fences and landmarks should be very simple and should be
allowed to create from the map view page itself The Vehicle Tracking System shall be able to compare the actual location of the
vehicle, at any given time, with its scheduled location.
Vehicle Tracking System shall provide these data on real time basis at pre-determined and configurable intervals (minimum 10 seconds) over GPRS network.
Application should have module for maintaining the details of the vehicle like Registration details, Insurance details, Driver details, Maintenance schedule.., etc.
It shall have ability for Live tracking of all vehicles and any one or selected specific vehicles on the same dashboard view.

Reports
(1) The application shall provide facility to query the data and generate the reports as per the requirements.

above undertaking at the time of delivery/ installation. It will be our responsibility to produce such letters from our OEM suppliers at the time of delivery or within a reasonable time.
3. In case of default or unable to comply with the above at the time of delivery or
during installation, we agree to take back the GPS Tracking Devices without demur, if already supplied and is paid the money, if any by you, we will pay back to you within 8 days failing which you are at liberty to recover the same with interest at the rate of 18% p.a.
