Definitions
Low VisionApatientisconsideredvisuallyimpairedorlowvision,whentheirvisualabilitydoesnotallowthemtoread,driveorindependentlycompletetheiractivitiesofdailyliving.
TheSocialSecurityAdministrationpublishednewrulesforvisualdisordersintheFederalRegister(71FR67037)onNovember20,2006.Theserulesbecameeffec-tiveonFebruary20,2007.Asinthepast,statutory/legalblindnesscontinuestobedefinedasbestcorrectedvisualacuityof20/200orlessinthebettereye;oravisualfieldlimitationsuchthatthewidestdiameterofthevisualfield,inthebettereye,subtendsananglenogreaterthan20degrees,asmeasuredwithaGoldmannIII4eorequivalentsizestimulus.
Underthenewrules,howvisualacuityandvisualfieldcanbetestedtomeetthisdefinitionhaschanged.
Underthenewcriteria,ifaperson’svisualacuityismeasuredwithoneofthenewerchartsandtheycannotreadanyofthelettersonthe20/100line,theywillqualifyaslegallyblind,basedonavisualacuityof20/200orless.Forexample,iftheperson’sbest-cor-rectedvisualacuityfordistanceinthebettereyewasdeterminedtobe20/160usinganETDRSchart,theywouldnowbeclassifiedaslegallyblind.Regardlessofthetypeoftestchartused,thepersonwillnotbeclassifiedaslegallyblindiftheycanreadatleastonelet-teronthe20/100line.Forexample,ifaperson’sbest-correctedvisualacuityfordistanceinthebettereyewasdeterminedtobe20/125+1usinganETDRSchart,theywouldnotbeclassifiedaslegallyblindbecausetheywereabletoreadoneletteronthe20/100line.
Forvisualfieldtesting,thefollowingmeasurementscanbeused:1. Automatedstaticthresholdperimetry(Humphrey30-2and24-2) For Humphrey Field Analyzers, a 10dB stimulus is equivalent to a 4e stimulus. A
dB level that is higher than 10 represents a dimmer stimulus, while a dB level that is lower than 10 represents a brighter stimulus. Therefore, for automated static threshold tests performed on Humphrey Field Analyzers, any point seen at 10dB or higher are a point that would be seen with a 4e stimulus.
2. Kineticperimetry,suchastheHumphrey“SSATestKinetic” The kinetic test must use a white III4e stimulus projected on a white 31.5 apostilb
(10 cd/m2) background.3. Goldmannperimetry With a III4e target.

SSAwillnotusetheresultsofvisualfieldscreeningtests,suchasconfrontationtests,tangentscreentests,orautomatedstaticscreeningtests,todeterminelegalblindness.
Forvisualacuitytesting,thecriteriachangedbecausemosttestchartsthatuseSnellenmethodologydonothavelinesthatmeasurevisualacuitybetween20/100and20/200.Newertestcharts,suchastheBailey-LovieortheEarlyTreatmentDiabeticRetinopathyStudy(ETDRS),dohavelinesthatmeasurevisualacuitybetween20/100and20/200.
Vision Rehabilitation
Visionrehabilitationistheprocessoftreatmentandeducationthathelpsindividualswhoarevisuallydisabledattainmaximumfunction,asenseofwellbeing,apersonallysatisfyinglevelofindepen-dence,andoptimumqualityoflife.
Functionismaximizedbyevaluation,diagnosisandtreatmentincluding,butnotlimitedto,theprescriptionofoptical,non-optical,electronicand/orothertreatments.Therehabilitationprocessincludesthedevelopmentofanindividualrehabilitationplanspecifyingclinicaltherapyand/orin-structionincompensatoryapproaches.
Visionrehabilitationmaybenecessitatedbyanycondition,disease,orinjurythatcausesavisualimpairmentwhichresultsinfunctionallimitationordisability.Inadditiontotheevaluation,diagno-sisandmanagementofvisualimpairmentbyaneyecarephysician(optometristorophthalmologist),visionrehabilitationmayinclude,butisnotlimitedto,optometric,medical,alliedhealth,social,educationalandpsychologicalservices.

The American Optometric Association supports the interdisciplinary approach to rehabilitation of patients with low vision (legally blind and/or visually impaired).
Aspartoftheblindrehabilitationnetwork,theoptometristplaysanintegralrolethroughdiagnosisandmanagementofthelowvisionpatientandprescriptionofoptical,non-opticalandelectronicdevicestoprovidethispopulationwithoptimaluseofremainingvision.Optometristswhoprovidecomprehensivelowvisioncareestablishclinicaltreatmentplans,including,butnotlimitedto,pre-scription,training,educationandinterdisciplinaryconsultation.

Examination of the Individual with Vision Impairment
Inadditiontothecomprehensiveophthalmicexamination,theeyecarephysician(optometristorophthalmologist)providesthefollowingcomponentsofcare:
• Theextendedcasehistory.• Diagnosis,qualification,andquantificationoffunctionalmanifestations
ofoculardiseaseandlevelofvisualimpairment.• Determinationandprescriptionoftreatmentoptions,including,butnot
limitedto,opticalcorrection,magnification,selectiveabsorptionfilters,andassistivedevices/technologiestobeintegratedinagoal-directedtreat-mentplan,includingdelineationofcompensatorystrategiesandtherapies
• Impressionofprognosisofpatientbenefitfromparticipationinavisionrehabilitationtherapyprogram.
• Establishmentandcoordinationofaplanofcare,includingspecificationofascheduleforphysicianfollow-uptoassesstherapeuticoutcomesandneedforcontinuedcare.

Kansas Services for the Blind and Visually Impaired (KSBVI)Assistpersonswhoareblindorvisuallyimpairedtoimprovetheirqualityoflife.KansasServicesfortheBlindandVisuallyImpaired(KSBVI)providespeoplewithanarrayofservicesandexperiencesaimedatovercomingnotonlythephysicaldifficul-tiesbroughtonbythelossofvision,butalsothefearofchangeassociatedwithvisionloss.Morespecifically,KSBVIcanhelpwithjobsearchandretentionactivities;lifeskillstraining;accesstomedicalservices;andtechnicalassistance.Toqualifyforser-vices,thepatientmustbelegallyblind(20/200).Patientswith20/50visionorworsemayalsoqualifyiftheirimpairmentmakesworkorindependentliving(driving)difficultorimpossible.
