    With the primary aim to uplift the living conditions of poor

    farmers in the province, Isabela Governor Faustino Bojie G.

    Dy III and Vice Governor Rodito Albano, in cooperation with

    NFA Isabela, launched the Bojie Rodito Opportunities Ayuda Sa Presyo (BRO-ASAP) program as highlight of the

    Farmers Congress held at the Provincial Capitol in Ilagan,

    Isabela last February 29, 2012. BRO-ASAP will provide

    several incentives to small farmers selling their palay and

    corn harvests to NFA.

    Among the procurement incentives offered by LGU starting

    this 2012 dry crop include;

    1. Ayuda Sa Presyo (BRO-ASAP) which aims to help farm

    workers and small time farmers selling their palay and corn

    produce to NFA, provided they are included in the General

    Master list of Landless/Farm workers and Small Farmers ofthe Province and the premiums will be as follows;

    PRODUCT NFA PRICE PREMIUM TOTAL PRICE/KG

    Palay PhP 17.00 PhP 1.00 PhP 18.00

    Corn PhP 12.30 PhP 1.70 PhP 14.00

    Farm workers are allowed to sell to NFA with AYUDA pre-

    mium up to 15 cavans both for palay and corn, dry at more

    or less 50 kg per cavan while small farmers will be

    allowed 30 cavans for palay and 40 cavans for corn.

    2. Pantawid Pamasahe Program( BRO-PPP)

    This program will also encourage Farm workers to

    sell their harvest to NFA with an additional premium of

    P0.50/kg for the first 15 cavans

    NFA Cagayan wins Ecology on Christmas Showfest

    With the need for greater consciousness on climate change,

    NFA Region 02 celebrated the Yuletide Season in a greener

    perspective mixed with the traditional NFA way. Filipiniana

    dressed women employees as well as Barong-clad gentlemen

    gathered last December 19, 2011 at the Carig Plaza Hotel in a

    night full of socially-relevant entertainment.

    The Christmas celebrations main feature was the variety

    show competition among NFA branches. All the presentations

    were centered on the theme, Ecology on Christmas.

    NFA Cagayans presentation won the first prize with their

    dance-drama presentation titled "Y Pagiddu ta Vulauan na

    The honeymoon of President Aquino and the National Food Authority

    has not been so sweet. Right in his first SONA in 2010, P-noy criticized

    the alleged over-importation of rice by NFA during the past years. As a

    result of it, rumors like abolition of the NFA were floated around by some

    economic advisers. The adversity seemed steep, and the adversary, even

    more enormous. But it didnt matter. The management and employees

    didnt flinch as they showed together the NFAs true grit and guts.

    Two years hence, the NFA through its New Road Map is now a very im-

    portant part in the fulfillment of the governments goal to achieve rice

    self sufficiency by the year 2013. In turn, the NFA critics have silenced

    their guns, which is just right. The administration did not only restore its

    trust in the agency, it also gave NFA the chance to help reach the goals of

    the nation and the agency.

    Because of diminished NFA rice importation, the region was tasked late

    last year to take part in augmenting the stocks of NCR. Region 02 was

    tasked to deliver 400,000 bags of rice to Metro Manila before the end of

    January. While the responsibility looked difficult, NFA Region 02 being

    one of the best regions in procurement, completed it before time.

    This year, the tasks continue to even grow higher. NFAs task is to pro-cure at least 5% of the total production in the region to be able to meet

    the distribution demand and again play a strong role in the delivery of

    the needed stocks for NCR. While it never happened in the past, the re-

    gion is upbeat in reaching its procurement target because of the help of

    the LGUs, particularly in Isabela.

    The provincial government of Isabela under the leadership of Gov. Bojie

    Dy III, though its Bojie-Rodito Opportunities - Ayuda sa Presyo program

    has renewed its commitment to help the small farmers of Isabela by allo-

    cating nearly P6 million as Premium Price support (turn to pp. 4)

    packed juice drinks. Director Reside also gave a lec-

    ture on the programs of NFA for farmers, particularly

    on palay and corn procurement, and also explained

    the importance of I-rice as one of the products pro-

    moted by NFA. In Region 02, it was estimated that

    Pedring and Quiel caused damage to P7B worth of

    crops and infrastructure and affected a total of

    27,737 families.

    NFA Reaches Out to Victims of

    Typhoons Pedring and Quiel

    Responding to the call of social responsibility and

    with a sincere heart to help those heavily devas-

    tated by the two subsequent typhoons, Pedring and

    Quiel in the region, NFA employees of Isabela and

    the Regional Office joined a medical and relief op-

    eration in the far-flung barangay of Mapalad in San

    Agustin, Isabela last October 4, 2011.

    From Santiago City, the group of NFA employeesled by Director Ruben J. Reside and Manager Rocky

    L. Valdez of Isabela travelled for more than an hour

    to reach barangay Mapalad. NFA joined the group

    organized by Alagang Kapamilya of ABC Channel 5.

    Red Cross, Save More, North Star Mall, Julies Bak-

    ery, Sogo Hotel and assisted by the LGU employees

    of San Agustin led by Mayor Virgilio Padilla.

    During the activity, NFA employees served the

    children and mothers at the venue with congee and

    Director Reside and Manager Rocky Valdez lead NFA employees in the distribu-tion of food packs to the victims of typhoons in San Agustin, Isabela.

    of palay or corn delivered to NFA, or approximately

    P375.00 to cover the farmers transport expenses. For

    small farmers with land holdings of one hectare and

    below, the premium can go as high P700.00-P1,000.00

    for their first 30 cavans of palay or 40 cavans of corn.

    The PPP is on top of the Ayuda Sa Presyo premiums.

    LGU Isabela this year has allocated a total of P14.89

    million for the BRO-ASAP; P5.68 million will be for palay

    while P9.21 million will be used for corn procurement.

    The program is expected to benefit more than 4,000

    palay farmers and 2,700 corn farmers in the province.

    According to Director Reside, this program will greatly

    help NFA Region 02 in achieving its procurement target

    of 2.3 million bags for this year from local farmers since

    more than half of it is expected to come from Isabela.

    This target is in preparation for the attainment of theDepartment of Agricultures goal of rice self-sufficiency

    by 2013. NFA aims to procure at least 5% of the total

    production in the region, which is expected to reach

    47.8 million bags.

    NFA Region 02 is bent to meet its target as it is again

    expected to deliver stocks to the NCR, since NFA rice

    importation has been decreased. NFA Region 02 just

    completed the delivery of 400,000 bags of rice to NCR

    last January from its locally milled stocks. (With reports

The employees came to the party in theirFilipiniana costume thus making the celebration evenmore elegant.

    In a simple yet meaningful way, the NFA Regional Office 02with NFA Isabela celebrated in advance the 39

    thNFA Anni-

    versary last September 22 at Gamu Duplex compound in

    Gamu, Isabela. The choice of venue is a tribute to GamuGID which was declared the national winner for BestManaged Warehouse for 2010. Director Ruben J. Reside,ARD Mario M. Gonzales and Mgr Rocky Valdez of NFA Isa-bela led the celebration with all the employees of NFA Re-gional Office and Isabela.

    The occasion was also attended by Mayor Ruben Tegui ofBurgos, Isabela, Councilor Nestor Uy of Gamu and officersof GRECON led by Engr. Nuester Abalos. The employeesenjoyed the day through different activities which includedtree planting around the NFA warehouse followed byawarding of long-time NFA employees and filled up withentertainment and fun games.

    In his message to the employees, Director Reside saidthe reason why the celebration was held in Gamu, is toshowcase the best of NFA so that other employees willemulate. He also said that the coming year is a march to-wards the Ruby or 40th anniversary of the agency which

    is very sentimental and symbolic considering the adversi-ties that the agency is going through.

    Other activities, in part of the anniversary celebrationwere also held last September 23 including a feeding pro-gram sponsored by GRECON at the Mabini Day Care Cen-ter wherein the pupils were given a bowl of congee forsnack. They were also given a lecture on proper healthcare and the benefits of I-Rice.

    A total of 11 NFA employees also qualified as blood do-nors in the Mass Blood Letting activity at the NFA, in co-

    ordination with Southern Isabela General Hospital. Man-ager Rocky L. Valdez led the employees and he was alsothe first to donate. A lecture was also given to NFA em-ployees by the coordinator of NVBPS on the benefits ofregular blood donation.

    Director Reside led the NFA employees in the Tree Planting Activity atNFA Gamu during the celebration of NFAs 39th anniversary.

    NFA Region 02 Intensifies Anti-Smoking CampaignDati rin akong chain-smoker, ngunit tumigil na ako

    katawan ang paninigarilyo. These are the words ofDirector Ruben J. Reside before thousands of anti-

    smoking supporters during the launching of Smoke-

    Free Santiago City Campaign last February 7, 2012

    at the Antonio M. Abaya Coliseum. NFA Region 02 is

    one of the agencies in the region that adheres to the

    strict implementation of Republic Act 9211 or the

    TOBACCO REGULATION ACT OF 2003 and SANTIAGO

    CITY HEALTH OFFICE ORDINANCE NO. 7THCC-25 by

    implementing a 100% Tobacco-Free Compound.

    Although this is an old campaign, NFA under the

    leadership of Director Reside revitalized the anti-

    smoking campaign and aimed for a total Smoke-Free

    NFA Compound. NFA have already coordinated with

    the SMOKE-FREE Santiago City Task Force for the

    strict implementation of Anti-Smoking Policies within

    the premises of NFA. But more than the restriction

    by penalties to offenders, NFA is now implementing

    Smoking Cessation clinics to identified smoking

    employees in the agency.

    Aside from prohibition and reminders, smokers are also encouraged tovoluntarily quit smoking for their own good. Dr. Bayang of the CityHealth Office of Santiago conducts a lecture to smoking employees ofNFA the benefits of quitting tobacco (above photo).

    NFA clients, including haulers, laborers and visitors

    who enter the NFA compound are also obliged to

    observe the No Smoking Policy. The management

    is already implementing the policy of penalizing any-

    one who is caught smoking inside the NFA Com-

    pound; P500.00 for the first offense; P1,000.00 for

    the second offense; and P5,000.00 for the third and

    succeeding offenses. The campaign is widely sup-

    ported by all the employees and are working to-

    gether for the success of this campaign, for a smoke

    -free working environment.
