Demecillo Continued on Page 2 SEPTEMBER 2020 VOL. 3 In celebration of the 26th National Crime Prevention Week, the Department of the Interior and Local Government-7 held a webinar on DILG's flagship campaign, "Disiplina Muna," on September 3, 2020. DILG-7 Director Leocadio Trovela, in his welcome address, highlighted the need to rebuild the culture of discipline among Filipinos especially in the fight against crime and violence. “This is our contribution for the celebration of National Crime Prevention Week which was launched on September 1,” he told participants. The webinar, with a theme "Advocating the Culture of Discipline in the Fight Against Crime and Violence", was attended by officials and personnel from National Police Commission, local government units in Central Visayas, DILG-7 sub-regional offices and field offices, and other DILG-7 attached offices. These participants recited in unison the pledge of commitment to support the Disiplina Muna national advocacy campaign. Dir. Trovela urged the attendees to take active participation in the national advocacy campaign especially the barangay officials who play a critical role in nation- building and maintenance of peace and order. Further, he reminded local officials of their duties and responsibilities as stipulated in the Memorandum Circular No. 2020-116 entitled “Refocusing the Disiplina Muna National Advocacy Campaign Towards Defeating the COVID-19 Pandemic through the "BIDA ANG MAY DISIPLINA: SOLUSYON SA COVID-19" Program.”

The Department of the Interior and LocalGovernment-7 will hire contact tracers to rampup contact tracing efforts as it is seen effective inmitigating the spread of COVID-19.

DILG-7 Director Leocadio Trovela said thesecontact tracers, who are tasked to conduct caseinterviews, profiling, and perform an initial publichealth risk assessment of COVID-19 cases and theiridentified close contacts, will augment the existingteams of the local government units in CentralVisayas.

Atty. Ian Kenneth Lucero, chief of the DILG-7 LocalGovernment Monitoring and Evaluation Division,said hiring additional contact tracers will ensureaccurate and timely conduct of contact tracingactivities and reporting of COVID-19 surveillancedata.

The applicant must have at least a bachelor’s degreerelevant to the job, preferably allied Medical Courseor Criminology.

Preferred experience for a contact tracer include anyof the following: must be skilled in data gatheringand/or assisted in research and documentation;must be able to interview COVID-19 cases and closecontacts in order to gather data on travel history andconduct health assessments; must possess the abilityto advocate public health education messages; andmust have investigative capability.

Interested applicants should submit a Letter ofIntent, Personal Data Sheet, National Bureau ofInvestigation clearance, and drug test result andemail them to concerned DILG Provincial/HUCOffices. Those who will be hired will get P18,784.00monthly salary (SG-9).

Highlighting the forum was the discussion on thesignificant and heroic efforts of present and previousleaders and stakeholders from government andprivate sectors.

To recall, the Rizal-Blumentritt PamathalaanAcademy, in partnership with the Department of theInterior and Local Government-7, initiated a monthlyonline forum that took off last June 29, 2020 with anaim to cascade the relevant values of Dr. Jose Rizal,the DILG Disiplina Muna’s official icon, and fosterparticipatory governance amid public health issuesthat the country is facing nowadays.

During the previous fora, the partners launched theKalayaan digital newsletter to provide a powerfulchannel towards achieving positive change throughaccurate reporting and information sharing, andconducted brief orientation on the Knights of Rizalorganization as our new partner.

Hundreds of national and local government workersand officials joined the "We Heal As One Pilipinas,Dambana ng Bayan" fourth online forum onSeptember 8, 2020.

Other participants include Disiplina Muna focals,DILG-7 field offices, and members of the Knights ofRizal-Cebu Chapter, National Government agencies,advocates, and friends of the convenor.

Invited speakers were from the Rizal-BlumentrittPamathalaan Academy, Development Bank of thePhilippines, National Union of Career ExecutiveServices Officers and University of the PhilippinesSystem.

They to share inspirational messages during the saidforum in an effort to uplift the participants' spirits inthese trying times.

It can be difficult to celebrate occasions during thecoronavirus disease (Covid-19) pandemic asgovernment limits gatherings and health expertsinsist on safety protocols.

Cebu media leaders decided, however, on a specialcelebration of Cebu Press Freedom Week 2020despite the Covid-19 concerns.

They stood firm on the holding of activities tohighlight the important role of media in these tryingtimes and to issue the call for the public to support apress that is free of pressure or censure.

The Cebu media industry celebrates press freedomweek on the week where September 21, theanniversary of the 1972 declaration of martial law,falls, as a reminder to protect the freedoms lostduring that dark period in our history.

This year’s celebration is different as journalistsabide by protocols against the transmission of theSars-CoV-2 that causes Covid-19. No physicalgatherings allowed. Forums, meetings, seminars andlunch dates will be held online. No meet-ups. Noneof the parties that media people look forward toevery year. But Cebu Press Freedom Week will notskip a year because of Covid-19 or the financialdifficulties faced by media companies.

Now is a good time to remind journalists of theimportant role they play in informing the public. Inthe rush to break Covid-related news, errors arecommitted and in-depth reporting relegated to thesidelines. The breaking-news mindset, complicatedat times by government sources giving wrong andconfusing information, opens journalists to cyberabuse and accusations of “fake news.” With socialmedia increasingly being used as informationsource, people get their news fast and they react tothe news faster than before.

News organizations rushed their digitaltransformation to reach a wider audience, berelevant and to continue to inform the publicdespite work-from-home arrangements which arenot ideal for news gathering and newsroomcollaboration.

Then there’s the matter of cutbacks and downsizingas news organizations go on survival mode in theface of drastically reduced advertising andcirculation.

Advertising revenue went down. The number ofnewspaper copies was cut when people stayedhome.

To cope with the slowdown but not stop operations,Cebu news companies implemented retrenchments,early retirement programs and newsroomdownsizing.

These measures left newsrooms diminished in sizeand capability. Questions on financial sustainabilitycontinue to hound the industry.

Some of the community newspapers in Visayasstopped print operations.

The ABS-CBN shut down its Central Visayas offices,not as a casualty of the pandemic but after a Houseof Representatives committee rejected thenetwork’s application for franchise renewal.

From these, one can easily find reasons not tocelebrate Cebu Press Freedom Week 2020. Butthese reasons are ironically the same ones makingCebu media resolute to go ahead and mark pressweek.

It is easy to succumb to fear in the face ofuncertainty, but there is room for a bit of optimism.A wider reach online means different kinds ofcontent that media can offer.

A highly critical social media audience encouragesparticipation and discussion, albeit not always withpositive results.

A lean-and-mean newsroom leads to better financialcontrols, flexibility and ease in adapting to change.

The determination to proceed with Cebu PressFreedom Week 2020 is the same resolve that isdriving the Cebu media onward to a post-pandemicfuture.

Personnel of LGMED 7 and DILG-7 sub-regional offices namely DILG - Cebu City, DILGNegros Oriental, DILG R7 - Bohol Province,and DILG Siquijor join the virtual kickoffceremony of the 26th National CrimePrevention Week by the National PoliceCommission via Zoom and Facebooklivestreaming this morning.

Carrying the theme “Komunidad Pangalagaannang Pandemya at Krimen ay Maiwasan”, thisyear’s celebration focuses on crime preventionstrategies and measures that promotecommunity safety, contribute to sustainabledevelopment and enhance the quality of life ofall citizens during the pandemic. It shall also extensively promote communitypartnership with both non-government andgovernment organizations to emphasize theneed for coordination, collaboration andcooperation of all sectors of society inpreventing crime, victimization and COVID-19infections.

Highlighting today's launch was the "Pito TayoLaban sa Krimen".
