KALA UTSAV - 2018

Kala Utsav is an initiative of the Department of School Education & Literacy,

Ministry of Human Resource Development (MHRD), Government of India, launched

in 2015, to promote arts in education by nurturing and showcasing the artistic talent

of school students in the country. The Ministry of Human Resource Development

recognises the importance of aesthetics and artistic experiences for secondary-level

students, which play a major role in creating Awareness of India’s rich cultural

heritage, Arts (Music, Theatre, Dance, Visual Arts and Crafts), the initiative is guided

by the recommendations of the National Curriculum Framework 2005 (NCF 2005).

The D.O. letter No.12-11/2018-IS-5 of Mr. Maneesh Garg, Joint Secretary,

Department of School Education & Literacy, MHRD, New Delhi regarding KALA

UTSAV - 2018 was received on 05.10.2018. The communication regarding Kala

Utsav Competitions-2018 were communicated to all the High and Hr. Sec. Schools in

all the regions of the UT of Puducherry. Moreover, the same information was

published in all the Daily News papers also. (copy enclosed)

The focus of Kala Utsav - 2018 is in any of the styles of traditional/ classical/

folk/ contemporary art forms. The following art forms are included for competitions:

Solo Vocal Music

Solo Instrumental Music

Solo Dance

Painting

The main change in the Kala Utsav - 2018 is that all the competitions have

changed into Solo Performances. Entries for Kala Utsav, have only student

performers / artists who will prepare under the supervision of the school authorities.

No involvement of professional artists or performers will be accepted.

Each of the State, UT, KVS and NVS can send two entries i.e. one male and

one female student in each art form. Thus each of the State, UT, KV, NV shall have

total of eight entries in the art forms.

The maximum number of participants recommended in the team of the State,

UT, KVS and NVS is as follows:

Students of Classes 9th, 10th, 11th and 12th of any Government,

Government-aided and Private Schools can participate in Kala Utsav 2018. Private

Schools and schools of other Central Government Organisations / Local Bodies

located in the State / Union Territory will participate at the District and State level

competitions, etc., along with the other schools of the State/UT.

A committee with the following members was formed to organize Kala Utsav

Competitions – 2018 in UT of Puducherry as per the guidelines issued by the NCERT

in the year 2015-16, with the following members with the approval of the Director of

School Education and the State Project Director, Samagra Shiksha, DSE,

Puducherry.

1. J. Ashok, Coordinator (Kala Utsav), Samagra Shiksha, Puducherry.

2. C. Baskara Rassou, Headmaster, Jawahar Bal Bhavan, Puducherry.

3. Unit Supervisor, Jawahar Bal Bhavan, Puducherry.

The schedule to conduct the Kala Utsav Competitions – 2018 was approved

as detailed below:

School Level Competitions - 19.10.2018 (Friday)

District Level Competitions - 26.10.2018 (Friday)

State Level Competitions - 09.11.2018 (Friday)

A communication from the Office of the State Project Director, Samagra

Shiksha, Directorate of School Education for District and State Level Kala Utsav

Competitions - 2018 with complete guidelines of which was issued by the MHRD,

was sent to all the High / Hr. Sec. Schools in the all the four regions of UT of

Puducherry.

Mr. C. Baskara Rassou, Headmaster, Jawahar Bal Bhavan was nominated

as the coordinator for the conduct of District Level Competitions for Pondicherry

District. The ADPCs of Karaikal, Mahe and Yanam were nominated as the

coordinators for the District Level Completions for the respective Districts.

The District & State Level Kala Utsav Competitions - 2018 were conducted on

26.10.2018, in all the four regions of UT of Puducherry i.e. Pondicherry, Karaikal,

Mahe and Yanam in a very good manner. All the necessary facilities for the Student

Performers and Escort Teachers were arranged by the Organising Committee of the

Kala Utsav - 2018 in each Districts. The total no. of Students participated in the

District Level Competitions are detailed below:

One male and one female student for each art form from Karaikal, Mahe and

Yanam regions were selected. Three male and three female students from

Pondicherry region were selected for the State Level Competitions. The total

number of Students selected for the State Level Competitions were as detailed

All the participants were given participation certificates for the District Level

Kala Utsav Competitions - 2018.

A Video conference was conveyed by the NCERT on 31.10.2018 at

4.00 PM onwards. Mr. Mohinder Pal, The State Project Director, J. Ashok,

Coordinator (Kala Utsav), Samagra Shiksha, and Mr. Baskara Rassou,

Headmaster, Jawahr Bal Bhavan attended the video conference from the

Chief Secretariat, Puducherry.

In the Video Conference, The Director, NCERT clarified the doubts about Kala

Utsav Competitions, Band Competitions and One Act Play Competitions - 2018. He

insisted that

There should be NO REPEAT OF PERFORMANCES

The requirements for all the competitions should be clearly intimated to the

NCERT well in advance.

The complete list of participants from all the States / UTs should be informed

to NCERT on or before 11th December, 2018.

Each and Every activity of all the Levels of the Competitions should be

recorded which may help for the future.

UT of Puducherry was one of the very few States / UTs to have conducted the

Kala Utsav District Level Competitions – 2018 at that time. It was recorded by our

State Project Director, Samagra Shiksha.

KALA UTSAV STATE LEVEL COMPETITIONS - 2018

Kala Utsav State Level Competitions - 2018 were conducted at Jawahar Bal

Bhavan, Puducherry on 09.11.2018 (Friday). Mr. J. ASHOK, State Coordinator -

Kala Utsav, Samagra Shiksha welcomed the Student Performers and Escort

Teachers through his welcome address. Mr. C. Baskara Rassou, Headmaster,

Jawahar Bal Bhavan lead the competitions. Mr. MOHINDER PAL, State Project

Director, Samagra Shiksha presided over the function and gave a motivational

speech for the Student Performers.

All the basic facilities, food and accommodations for the Student Performers and

Escort teachers were arranged at the venue in a well planned manner. Each Student

Performer was given a lot number (Dummy Number) during registration. All the

competitions were conducted as pre-planned. The eminent Judges selected one

male and one female student for each art form and totally Eight Student Performers

were selected for the National Level Kala Utsav Competitions - 2018.

Students Participants for the National Level Kala Utsav Competitions - 2018 held from

December 12 to 16, 2018 at National Bal Bhavan, Delhi.

All the Student Performers of State Level Competitions were given a certificate

and a Memento by Mr. MOHINDER PAL, State Project Director, Samagra Shiksha

and Mr. C. Baskara Rassou, Headmaster, Jawahar Bal Bhavan, Puducherry.

The State Project Director gave a brief speech about the National Level Competitions

for the Students who were selected for the National Level Competitions.

Entries for NATIONAL LEVEL COMPETITIONS were approved by the

Development Commissioner -cum- Secretary to Govt. (Education), Puducherry

and signed by the Director of School Education, Puducherry.

The soft copy of the entry form was mailed at kalautsavncert2015@gmail.com

and deaa.ncert@nic.in and hard copy were sent through Speed-Post to The Head,

Department of Education in Arts and Aesthetics, National Council of Educational

Research and Training, Sri Aurbindo Marg, New Delhi - 110016 on 14.11.2018 by the

State Project Office, Samagra Shiksha, DSE, Puducherry.

PERFORMANCES OF STUDENTS

AT NATIONAL LEVEL

The National Level Kala Utsav Competitions - 2018 was successfully completed

by Kala Utsav Team, NCERT. The State Project Office, Samagra Shiksha, UT of

Puducherry conveys its ‘Great thanks’ to the Kala Utsav Team for their best

accommodation and services for our Students Performers and Escort Teachers.

Even though UT of Puducherry has not won any prizes, it was a good

opportunity for our team to exhibit our better talents at National Level

Competitions and the Students did their best.

Further, we received an e-Invitation on 14.12.2018 (Friday) at 12.41 PM from the

Under Secretary (IS-5), DEE, MHRD for the valedictory function of Kala Utsav - 2018

to be held on 15.12.2018 (Saturday). Since, the invitation was received in the last

moment, it was not feasible for the State Project Director and the Coordinator to

attend the function. It would have been wonderful if we had attended the valedictory

function.

The National Level participation certificates for the Student Performers were

received by the State Project Office, Samagra Shiksha on 06.06.2019 (Thursday) and

it was distributed to the Student Performers through their respective Schools on the

next day itself.

Kala Utsav Competitions - 2018 was ‘a festival of Arts’. It was the greatest

opportunity for the Students to expose their Individual Talents in a grand

manner. It also motivates the Students to enrich their talents. Sincere thanks to

the National Level Team for the co-ordination and support provided by you for

our team. Thank you Sir.
