    referendum will be held June 9, follow-ing the 560-322 vote rejecting a$37,030,254 spending plan May 26.

    Residents voted against the proposedbudget for the 2015-16 fiscal year,which would have brought a mill rate of31.08, an increase of 1.3 mills.

    At the June 9 referendum, voters willdecide on a $36,709,758 budget, anincrease of 2.99 percent over the currentspending plan. The budget includes

    $13,053,580 for the town side of thebudget, an increase of $584,399 or 4.69percent; $702,144 for capital improve-ments, a decrease of $190,282 or 21.3percent; $1,300,000 for debt service, anincrease of $211,858 or 19.5 percent;and $21,654,034 for the Board ofEducation, an increase of $459,912 or2.2 percent.

    The mill rate would be set at 30.71, anincrease of 0.93 percent. A mill repre-sents $1 in tax for every $1,000 ofassessed property value.

    Residents also rejected a May 12budget referendum by a vote of 586-332.That budget would have brought a 6.25percent increase for the $37,871,054spending plan.

    Under the town charter, the thirdbudget referendum is the last one. If itfails, a 2015-16 fiscal year budget wouldautomatically be enacted with a 2 per-cent increase over the current fiscalyears spending plan.

    Voting on June 9 will be from 6 a.m.to 8 p.m. in Town Hall and the Annex.

    HARTFORDState Senator Tim Larson (D-EastHartford), Chair of the General Assemblys Public Safety& Security committee, recently led bipartisan support of abill that would require a two-step process for casinoproposals.

    The bill is a response to the threat posed by theimpending opening of a Massachusetts casino near theConnecticut border that could cost the state an estimat-ed 9,300 Connecticut jobs.

    The purpose of this bill is to save Connecticutjobs, said Sen. Larson. As Mohegan Sun ChairmanBrown said, these jobs will include world-class chefs,

    entertainment managers, dealers, hosts and many oth-ers in the hospitality, food and beverage and gamingindustry who provide service to the 50,000 patronswho visit our two resorts every day. Although we arefar from finished in the decision-making process as towhere the casino will be developed, this is still a logi-cal first step. I am thankful for the towns who haveexpressed interest in serving as host communities, boththe Mashantucket Pequot and Mohegan tribes andthose who contributed to research for the proposedcasino developments.

    Several towns, including East Hartford and East

    Windsor, have expressed interest in serving as hostcommunities. The bill has reduced the proposal of 3additional casinos in Connecticut to only one casinoand creates a two-step process for submitted proposalsfrom prospective host communities. Under the revisedbill the Mashantucket Pequot and Mohegan tribeswould issue a request for proposals to municipalitiesinterested in possibly hosting the new gaming facility.Then any development agreement reached between thetribes and the host town would be contingent on actionby the General Assembly and further negotiationbetween the state and the tribes.

    A lot of it is just being focused andhard work, said Kira Bourret, salutato-rian of Suffield High School. A lot ofthe drive came from myself, she said,adding that when she needed a push, herparents were there.

    One of the keys, Bourret said, wasknowing when to work and when to letherself relax.

    In addition to academics, Bourretplayed the flute in the school band, rantrack and field, was vice president of theschools National Honor Society chap-ter, president of the schools WorldLanguage Honor Society and wasinvolved in Wildcat Outreach.

    She plans to attend Virginia Tech,majoring in general biology sciences asa pre-med program,

    ENFIELD The tax rate willincrease 0.76 mills under a$124,712,019 budget approved by theTown Council on May 13.

    The budget, which represents a3.94 percent increase, includes$58,828,337 for the town, which wascut from Town Manager MatthewCopplers requested budget; and$65,883,682, which remains the sameas his request, Coppler said.

    The town manager had sought a$125,369,688 budget for the 2016 fis-cal year, an increase of 4.5 percentover the current fiscal year.

    The council approved a mill rate of29.89. A mill represents $1 in tax for

    ENFIELD - The Enfield Historical Society is holding an open house from 2 p.m.-4p.m. June 21 at the Wallop School Museum, 250 Abbe Rd., on the corner of WallopSchool Road, one of the last one-room schoolhouses in use in Connecticut. Theoriginal structure was built in 1754.It was destroyed by fire in about 1800 andreplaced by the present one-room brick building.The new school operated con-tinuously until 1947.The Enfield Historical Society acquired the building in 1961and opened the Wallop School Museum to the public.Recently, the Society com-pleted a multi-year restoration of the school, re-creating the atmosphere and char-acter of its last years as an active school.

    SOMERS Town property taxeswill not be going up.Voters approved a $30,696,103 budg-

    et for the 2015-16 fiscal year in a May19 referendum. The vote was 341-131.The Board of Finance met immedi-

    ately after the results came in and votedto keep the mill rate at 23.37 for the thirdyear in a row. This means there is no taxincrease, First Selectman LisaPellegrini said.A mill represents $1 in tax for every

    $1,000 of assessed property value.The budget represents an increase of

    2.67 percent or $797,170 over the cur-rent spending plan.The spending plan includes

    $7,410,849 for town government, anincrease of $353,578 or 5.01 percent;$21,463,926 for the Board of Education,an increase of $719,673 or 3.47 percent;$200,000 for capital improvements, adecrease of $100,000 or 33.3 percent;and $1,621,328 for debt service, adecrease of $176,081 or 9.8 percent.

    $40 Million Budget Up for Vote in 2nd ReferendumBy Linda Tishler Levinson

    STAFFORD Voters were set to decidewhether to approve the towns second attemptat a budget in a June 3 referendum.

    The latest budget proposal seeks a$40,069,885 budget for the 2015-16 fis-cal year. The budget proposal would bea 2.09 percent increase over the currentfiscal year. It includes $10,052,194 forthe Board of Selectmen, an increase of2.13 percent; $529,171 for the StaffordPublic Library, a 6.06 percent increase;

    $2,016,020 for debt service, a 0.94 per-cent increase; and $27,472,500 for theBoard of Education, a 2.09 percentincrease.

    The mill rate would be set at 33.37,compared to the current mill rate of33.03. One mill represents $1 of taxesfor every $1,000 of assessed propertyvalue.

    Voters rejected a $40,296,885 budgetproposal in a May 13 referendum by avote of 706-644.

    The overall expenditure budgetwould have brought a 2.65 percentincrease over the current fiscal years.The spending plan included $10,119,664for the Board of Selectmens budget, a 3percent increase; $531,171 for theStafford Public Library, a 6.46 percentincrease; $2,016,020 for debt service, a0.94 percent increase; and $27,622,500for the Board of Education, a 2.65 per-cent increase.

    The budget would have carried a mill

    rate of 33.66. Last year, the town voted down four

    budget proposals, before approving a$39,248,918 spending plan in Octoberwhich was $22,607 lower than the 2013-14 budget,

    Cuts from that budget proposalincluded $2,000 from the public library,$150,000 from the school board and$75,000 from the selectmens budget.

    Voting on June 3 will be from 6 a.m.to 8 p.m.

    Co-sponsored by the Connecticut Council of Car Clubs, this will be one of the larger auto shows of the year. Visitors can expect a wide range of cars including early antiques such as Model Ts, show cars from the 30s & 40s, street rods, sports cars, the dream cars of the 50s and muscle cars of the 60s and early 70s. Featured will be all Chrysler products through the years, dash plaques will be given to the fi rst 200 cars. Participant, Peoples Choice and Favorite Chrysler Product awards presented.

    Show car admission is $10.00 and includes the driver and pas-sengers. Admission to the Auto Show is included with the regular admission fee to the Museum. A food vendor will be on site all day for the convenience of visitors. The Auto Show will run from 10:00 am to 3:00 pm with the Museum staying open until 5:00 pm.

    Museums Flight Sim Spot - High tech fl ight experience

    On that day, visitors will be permitted to climb into the cockpits of up to 8 vintage aircraft, a full-motion fl ight simulator and two static fl ight simulators. The open cockpits include the Vietnam era Huey helicopter; the North American F-100 Super Sabre jet fi ghter; the Coast Guard HU-25 Falcon; the Lockheed F-104C Starfi ghter, the A-10 Warthog and more.

    There also will be hands on activities for the enjoyment of the younger visitors during the event. For the convenience of all, a food vendor will be on site serving sandwiches, snacks and hot & cold drinks. The event will be held inside the Museums three large display hangars. Sneakers or rubber-soled shoes are recommended.

    Museums Flight Sim Spot - High tech fl ight experience Original play by Alison Moncrief Bromage - featuring the Connecticut aviation pioneer and daredevil, Charles Hamilton, will be performed at 11:30 am and 1:30 pm.

    This event is being run in conjunction with the Commemorative Air Force which is fl ying the aircraft into Bradley International Airport. Aircraft tours will be available for public viewing beginning at 10:00 a.m. on Wednesday through Friday and at noon on the weekend. Fifi will fl y at 9:00 a.m. and 10:30 a.m. on Saturday and Sunday only.Tickets for this event must be purchased at the Air Museum. Adults are $17.00, Seniors $16.00 and ages 4-11 $11.50. The cost includes admission to the Museum and shuttle bus transportation to the aircraft display. Visitors will not be allowed to the enter the aircraft display area without a Museum ticket. The Museum will open at 9:30 a.m. Wednesday to Friday and at 8:30 a.m. on the weekend. The last tickets will be sold each day at 3:30 p.m.
