Currently, Jim Ballough is serving as a Senior Advisorto the Associate Administrator for Aviation Safety.Prior to his current assignment, he served as the Director of the FAA’sFlight Standards Service from December 2001 to December 2008.That organization of 5000 employees is responsible for promot-ing the Safety of Flight for civil aircraft by setting regulations andstandards for air carriers, air agencies, general aviation, airmen, anddesignees. Flight Standards also is responsible for the certification,inspection, surveillance, investigation, and enforcement of the Fed-eral Aviation Regulations. In addition, the organization manages theaircraft and airmen official registry system.

Before his appointment as the Director, Ballough held various FAApositions including Aircraft Maintenance Division Manager, EasternRegion Division Manager, Assistant Division Manager, and TechnicalBranch Manager. Additionally, Ballough also held various positionsin the FAA field offices including Supervisory Principal MaintenanceInspector, Assistant Principal Inspector and Journeyman Inspectorfor both General Aviation and Air Carrier.

Ballough is the holder of an FAA mechanic certificate with anAirframe and Powerplant rating. He holds a Bachelor of ScienceDegree from Embry-Riddle Aeronautical University.

Joseph ConteOffice of the Chief Counsel, Enforcement DivisionFederal Aviation Administration

Joseph Conte is the Manager of the Operations LawBranch (AGC-220) in the Office of the Chief Counsel,Federal Aviation Administration. He’s held thatposition since December 1992. Among other things, the attorneysin the Operations Law Branch are responsible for interpreting theoperational rules in Parts 91, 119, 121, 125, 135, 133, and 137 ofthe Federal Aviation Regulations as well as assisting FAA technicalexperts to develop notices of proposed rulemaking, final rules andexemptions. They are also responsible for interpreting and applyingseveral provisions of the United States Code, including provisionsdealing with public aircraft operations and air carrier operations.Mr. Conte assisted the FAA’s Flight Standards Service in developingthe “Operational Control” operations specification for the Part 135industry as well as FAA guidance material on operational control.

Between the autumn of 2001 and March 2005, Mr. Conte was alsothe Manager of the Air Traffic Law Branch. In that position, Mr.Conte was responsible for helping Air Traffic in its dealings with DODand DHS regarding airspace security issues. He was also responsiblefor reviewing many of the post 9/11-related NOTAMs. Mr. Contecontinues to assist the Air Traffic Organization in regard to airspacesecurity issues.

Between September 1987 and November 1992, Mr. Conte was astaff attorney in the FAA’s Enforcement Proceedings Branch. In thatposition, he wrote legal briefs on behalf of the agency to the NTSBand to various U.S. courts of appeals. He also litigated 23 pilot medi-cal cases before the NTSB. Under delegation from the Departmentof Justice, he’s presented oral argument 12 times, including argu-ments before the U.S. Court of Appeals for the DC Circuit and theU.S. Courts of Appeals for the First, Fourth, Sixth, Ninth and TenthCircuits.

He has participated on the DOD-led team in meetings in Omaha,Nebraska and Bergen, Norway with US allies concerning anti-prolif-

eration efforts by the government and the aviation industry. Afterthe fall of the Soviet Union, he represented the FAA in meetings inMoscow, Russia to assist the Russians in developing a civil aviationauthority and commercial aviation system.

James K. CoynePresidentNational Air Transportation Association

Born in Farmville, Virginia, and raised in suburbanPhiladelphia, James K. Coyne holds a B.S. degreefrom Yale and an M.B.A. from Harvard. During the1970s, he was a faculty member at the Wharton School (Universityof Penn.) and the CEO of a family business in Philadelphia (CoyneChemical Company). He defeated an entrenched incumbent Con-gressman in 1980, and was then chosen to serve in the White Houseas a Special Assistant to President Ronald Reagan and Director of theOffice of Private Sector Initiatives. Since leaving the White House in1985, he has been an author, consultant, and association executive.

The National Air Transportation Association, representing nearly2000 large and small aviation businesses, selected Coyne as itspresident in April 1994.

He has been the president of the American Consulting EngineersCouncil, founder and president of the American Tort Reform Associa-tion, founder and president of Americans to Limit CongressionalTerms, and the author of two books on congressional reform. He hasalso been a director of numerous private and public corporations,including the Association of Former Members of Congress.

His love for and commitment to aviation has been an importantfacet of his professional and private life. Two business airplaneshelped him to expand his business significantly in the 1970s. He alsoregularly flew from Washington to Pennsylvania during his term inCongress. As NATA president, Coyne has visited over 300 FBOs andaviation service businesses across the country. He also regularly pres-ents the viewpoint of our industry before congressional committees,the FAA, and other federal agencies. For the past 25 years, he hasbeen an active pilot with instrument and multi-engine ratings.

Brian DelauterGeneral Manager, General AviationTransportation Sector Network ManagementTransportation Security Administration

Brian Delauter was named Acting General Manager,General Aviation in July 2009. Delauter has anextensive general aviation background and knowledge of all aspectsof general aviation including corporate and recreational aircraftoperations, airports, airspace and airmen issues.

In his new position, Delauter will use his extensive general aviationexperience in government and private industry to lead TSA’s strategyto enhance security within the general aviation sector while reduc-ing the risk of the misuse of GA assets by developing identificationcapabilities including positive pilot and aircraft identification.

Delauter joined TSA in 2002 as a stakeholder liaison and in 2006 hewas appointed assistant federal security director at Jacksonville In-ternational Airport. In 2007, he was named federal security directorat Savannah International Airport where he was responsible for allTSA activities at nine airports across two states.

Prior to joining TSA, Delauter spent more than 15 years in the avia-tion community as a general aviation pilot as well as a commercialaviator with Northwest Airlines. He currently holds multiple FederalAviation Administration licenses including Commercial Single En-gine Land, Commercial Multi Engine Land, Airline Transport Pilot and

Flight Instructor (Single Engine, Multi Engine and Instrument).

Delauter began his career as a flight instructor at Elgin Air ForceBase in Florida and holds a Bachelor of Science degree in aviationmanagement from the Florida Institute of Technology.

Terri FarishDirector of Client ServicesChantilly Air, Inc.

Terri Farish is the Director of Client Services. Inthis position, she is responsible for client develop-ment and customer satisfaction. Farish started heraviation career in 1987 with Piedmont Airlines. Her 20 + years ofexperience in the aviation industry have included airline, charter,flight training, and consulting. She is currently the Chairman of theNational Air Transportation Association’s Air Charter Committee andis an invited guest speaker at conferences and seminars on businessaviation issues.

Anthony S. GasawayPrincipalGasaway Tax Law

Anthony (Tony) Gasaway represents individual andbusiness clients in all phases of tax controversy. Hehas litigated numerous cases in the United StatesTax Court, various United States District and Bankruptcy Courts andthe United States Court of Federal Claims. Gasaway challenged theimproper interpretation and application of the consolidated returnand transfer pricing regulations, taxability of intangible assets, assetvaluation issues, foreign tax credits, tax shelter and promoter liabil-ity matters, employment and excise tax issues, penalty abatement,IRS abuse of discretion, and the validity of internal revenue statutesand regulations under the United States Constitution.

Mr. Gasaway’s tax advice practice includes employee benefitsplanning matters, pension and profit sharing plan distributions aswell as charitable giving. Before entering private practice law, for14 years Gasaway served with the Office of Chief Counsel of theInternal Revenue Service where he worked primarily in the large caselitigation program.

Eileen GleimerPartnerCrowell & Moring, LLP

Eileen Gleimer, a Partner at Crowell & Moring LLP in Washington,DC, specializes in aviation law with emphasis in business aviation.She represents and advises large and small businesses as well asindividuals owning, operating and managing corporate aircraft andfractional interests in commercial transactions involving, amongother things, the purchase, sale, lease and financing of business andcommercial aircraft and the regulatory issues relating to the opera-tion of the aircraft. Gleimer is a member of the NBAA Tax Commit-tee, NBAA Security Council, NATA Air Charter Committee and theBoard of Advisors of the Journal of Air Law & Commerce. She alsoparticipated in the FAA Part 135/125 Aviation Rulemaking Commit-tee established by the FAA administrator to review and revise exist-ing regulations governing Part 135 air carriers and the FractionalOwnership Aviation Rulemaking Committee that developed therecommendations that form the basis of the regulations governingfractional ownership. Ms. Gleimer is a guest speaker at many busi-ness aviation conferences and has published several articles relatingto corporate aviation and fractional ownership. She has been recog-nized by The Best Lawyers In America 2008 in the area of equipmentfinance law.

Ms. Gleimer is featured in a training video as part of the NationalBusiness Aviation Association’s (NBAA) “No Plane, No Gain” program

which aims to highlight the valued contributions of business avia-tion to the economy. Her section on aircraft policy is part of a six-part Business Aircraft E-Valuation Tookit.

Gleimer earned a JD with distinction, from Emory University Schoolof Law in June 1982 where she was a member of the Order of theCoif and Articles Editor of the Emory Law Journal, a B.S. cum laude, inAdministration of Justice from The American University in May 1979and a Certificate in Executive International Business from George-town University in July 1996.

John J. HickeyDeputy Associate Administrator for Aviation SafetyFederal Aviation Administration

John Hickey was named Deputy Associate Admin-istrator for Aviation Safety in December 2008. AsDeputy Associate Administrator, he assists theassociate administrator in providing oversight and direction for thecertification, production approval, and continued airworthiness ofaircraft; the certification of pilots, mechanics, and others in safety-related positions; the certification of all operations and maintenanceenterprises in domestic civil aviation; development of regulations;and the certification and safety oversight of U.S. commercial airlinesand air operators. These programs have a direct impact on everyfacet of domestic and international civil aviation and are the heartof the nation’s aviation safety efforts.

Aviation Safety programs are carried out by a work force of morethan 7,000 employees located in Washington DC headquarters,eight regional offices, and more than 120 field offices throughoutthe world. The Aviation Safety work force is augmented by some16,000 persons in the private-sector aviation community who aredesignated to perform certain aviation safety functions on behalf ofthe Federal Aviation Administration. The FAA’s annual aviation safetybudget is more than $1 billion.

Before being named the Deputy Associate Administrator, Hickeyserved as the Director of the Aircraft Certification Service (AIR) fromOctober, 2000. As the Director, he was responsible for the designcertification, production approval, and continued airworthiness ofthe U.S. civil aircraft fleet, and was directly involved in the develop-ment and implementation of several significant safety and securityactions, including Fuel Tank Safety, the Aging Airplane Program andFlight Deck Door Security initiatives.

Mr. Hickey’s career with FAA began in 1990 as a flight test engineerin the Transport Airplane Directorate’s Standards Staff in the Trans-port Airplane Directorate. During his 10 years in the Directorate, healso served as the International Program Manager and the Managerof the Flight Test and Systems Branch before becoming the Managerof the Transport Airplane Directorate.

Prior to joining FAA, Hickey worked for The Boeing Company for 10years on the Aerodynamics Staff of the Engineering Division. Hefirst became involved in aircraft certification in 1984 on the Boeing737-300 program, and subsequently served as certification lead foraerodynamics performance on the 737-400, 737-400HGW, and 737-500 programs. While at Boeing, Hickey was a designated engineer-ing representative (DER) for FAA.

In April 2002, he received the “Nuts and Bolts” award from theEngineering, Maintenance, and Material Council of the Airline Trans-portation Association, in recognition for “his leadership in restoringpublic confidence in Aviation after September 11, 2001, throughregulatory management of cockpit door security enhancements andother security measures.” In 2003, he received the U.S. Secretary ofTransportation’s “Transportation 9/11 Award.”

Mr. Hickey was born and raised in Boston, where he earned a bach-elor’s degree in aerospace engineering from Boston University in1980.

Bruce JennerOlympic Hall of Famer

Bruce Jenner captivated the world when he brokethe world record by scoring 8,634 points in thedecathlon at the 1976 Olympic Games in Montrealand earned the title of “World’s Greatest Athlete.”His accomplishments earned him the coveted Wheaties cereal boxand, of several hundred athletes who have been so featured, Jenneris one of seven Wheaties spokesmen.

In the years following his athletic achievements, Mr. Jenner has beeninvolved in a wide variety of projects and causes. He’s been a gueststar on numerous primetime television programs, a commentatorfor NBC, ABC and Fox sports and host of his own health show. Jenneris also an entrepreneur, commercial spokesperson, television per-sonality, actor/producer and author. A devoted husband and fatherof ten, when he isn’t making corporate appearances Bruce can befound spending time with his family onscreen on E! Network’s Keep-ing Up With The Kardashians. Off screen and outside of work, Jennerfinds time to enjoy his own hobbies including flying planes, racingcars in Grand Prix events and working on his golf game.

Dayton is a graduate of the National Law Center atGeorge Washington University in Washington, DCand has over 30 years experience with the federal government, all ofit involving aviation economic enforcement and licensing.

With the Office of Aviation Enforcement and Proceedings, Daytonsupervises a staff of 35 attorneys, transportation industry analysts,and support staff. The enforcement office monitors compliancewith and investigates violations of DOT’s aviation economic require-ments, such as consumer protection, civil rights, and unauthorizedoperations issues involving U.S. and foreign carriers, and providesthe legal review for the licensing of new airlines.

Dayton represented the Office of the Secretary on the FAA’s Part135/125 Aviation Rulemaking Committee, a government/industrycommittee established to recommend improvements to Parts 135and 125. He also represented OST on the FAA’s Fractional OwnershipAviation Rulemaking Committee, which provided recommendationsto the FAA that culminated in the adoption of Subpart K to 14 CFRPart 91, governing fractional aviation ownership operations.

Andrew PriesterPresident & Chief Operating OfficerPriester Aviation

Andrew Priester has aviation in his blood. He isthe third generation in the Priester family, whichhas been involved in aviation since 1945. At familygatherings Priester who was an 8th grade science teacher for fiveyears, always found himself pursuing his interest in the family avia-tion business—Priester Aviation. Thus he decided to join PriesterAviation in 1997 and soon was managing the Aircraft Charter area.When Priester sold their FBO operation in 2001, Charter and AircraftAdministration became the main focus of the company, with Andy’sdad Charlie as President and Andy as Director of Charter Opera-tions. Mr. Priester was appointed President on April 1, 2004. He hasbeen instrumental in growing the business from 7 to 28 aircraftthey manage today and taking Priester Aviation from a regional to anational and now an international operation.

Mr. Priester has a Bachelor of Science degree in secondary educationfrom the University of Dayton, Ohio and a Masters degree in schooladministration from Concordia University. He is a private pilot and

is currently President of Illinois Aviation Trades Association (IATA),Chairman of the Air Charter Committee of the National AirTransportation Association (NATA) and Chairman of NATA CharterIndustry Audit Standards Working Group.

He’s actively involved with Children’s Memorial Hospital sponsoringa fly-in Fundraising event. He is also active with Southern IllinoisUniversity School of Aviation.

Kenneth C. RicciChairmanFlight Options, LLC

Kenneth Ricci has spent over 30 years develop-ing innovative services in the aviation industry. In1980, Mr. Ricci founded Corporate Wings, an aircraftmanagement and charter operation providing charter flight serviceto corporate clients. He expanded Corporate Wings’ operations toinclude other aviation support services including aircraft mainte-nance, fueling and storage.

In 1990, Ricci founded a highly successful maintenance serviceorganization, Inertial Airline Services, providing service and repairof electronic and avionics systems. Inertial Airline Services becamean industry leader in the overhaul and modernization of long-rangenavigation systems. When the company was sold, it had a customerlist of the world’s major airlines, U.S. and foreign militaries, andcorporate aircraft operators.

In 1998, he revolutionized the fractional aircraft ownership industryby founding Flight Options. His marketing and strategic leader-ship took the company from inception to annual sales of more than$600M in a period of 4 years. A pioneer in the field, Flight Optionsoutperformed over 50 other start-ups in this industry. Flight Op-tions merged with Raytheon Travel Air in 2002, and with a fleet ofover 200 aircraft, 1,500 employees and almost 1,000 pilots Ricci hadgrown Flight Options to rank as the second largest company in theindustry.

Today, Mr. Ricci is the principal of Directional Aviation Capital, whichowns various aviation enterprises including Flight Options, NextantAerospace, and Constant Aviation. In addition, Directional recentlyrestructured the Mercury Air Centers, a $200mil company operatingaircraft support facilities at 24 different airports. Acquiring a stake in2005, Ricci, as CEO of the company, realigned its operating divisions,deployed $245mil of invested capital and sold the company to Mac-quarie Infrastructure Trust in 2007 in a deal valued at $615mil.

Mr. Ricci graduated from the University of Notre Dame and theCleveland Marshall School of Law. He holds an airline transport pilotlicense with more than 6,000 hours.

Jacqueline RosserDirector, Regulatory AffairsNational Air Transportation Association

Jacqueline (Jacque) Rosser has extensive experiencerepresenting the general aviation industry beforeCongress and the federal agencies. In her currentrole with the National Air Transportation Association, she serves asthe Director of Regulatory Affairs and oversees association activitiesinvolving on-demand air charter and fractional ownership programoperations. She works directly with officials of the Departments ofTransportation and Homeland Security, as well as the Federal Avia-tion Administration, the Transportation Security Administration andother agencies impacting air transportation.

In her role as staff liaison for the NATA Air Charter Committee,Rosser works with industry leaders on a regular basis to ensure thattheir aviation business concerns are addressed and the association isresponsive to the industry’s needs. Since joining NATA in 1997, shehas been an active participant on several FAA rulemaking projects

including committees tackling fractional ownership, air carrier flight,duty and rest regulations, and the Part 135 Aviation RulemakingCommittee.

Ms. Rosser is a graduate of Southern Illinois University at Carbondaleand holds degrees in Aviation Management and Aviation Flight. Sheis also a Commercial Pilot and Certificated Flight Instructor.

John SammonAssistant AdministratorTransportation Sector Network ManagementTSA

As the assistant administrator for TransportationSector Network Management, John P. Sammonleads a unified effort to protect and secure, through public-privatenetworks, our nation’s intermodal transportation systems, includingaviation, rail, transit, maritime, cargo, highway and energy pipelines.

Mr. Sammon brings more than 25 years of transportation experienceto his position, including management of customer networks forrailroads, motor carriers, ocean carriers, petrochemical manufactur-ers, and ports and other public agencies.

Most recently, Mr. Sammon was the principal partner in a softwareventure, e-Carload. Before that, he spent many years in the railroadindustry, working for both Conrail and CSX. As senior vice presidentat CSX, he was responsible for a $3.5 billion industrial products busi-ness unit with a staff of 500. Mr. Sammon has extensive experiencewith business development, operations and managing change.

Nel StubbsVice President & Co-OwnerConklin & de Decker

Nel Stubbs is a co-owner with the aviation consult-ing firm of Conklin and de Decker and specializes inconsulting on aviation tax issues (federal, state andlocal) associated with the ownership and operation of corporate air-craft. In addition, she assists aircraft owners with cost and financialanalysis of various aircraft operations, and the structuring of aircraftownership.

Stubbs is responsible for the management of the State Aviation TaxGuide for General Aviation and coordinates the Conklin & de DeckerSeminar Series, which includes the Aircraft Acquisition Planning(AAP) Seminar, Tax & Insurance Course for Helicopter Operators, andthe Commercial Operators Tax Seminar.

Ms. Stubbs works with the Internal Revenue Service and the variousdepartments of revenue and taxation regarding tax issues associ-ated with general aviation aircraft and is an active participant inindustry activities. Stubbs is a frequent speaker at seminars andindustry forums, and is widely published in the aviation trade press.She is a member of the NBAA Associate Member Advisory Counciland the NATA Air Charter Committee. She also serves on the boardof the National Aircraft Finance Association.

Prior to joining Conklin & de Decker, Stubbs worked for the NationalBusiness Aviation Association (NBAA). In her twelve years at NBAA,she developed the tax program. She also formed and was the NBAAstaff liaison to the NBAA Tax Committee and started the NBAA TaxSeminar Program that continues today.

Ms. Stubbs has a Bachelor of Arts in Mathematics from CaliforniaState University San Bernardino and her Master’s in Aeronautical Sci-ence/Aircraft Operations from Embry-Riddle Aeronautical University.

As one of the industry’s leading market researchand strategy experts, he has led a wide range of studies, includingvoice-of-the-customer research, product attribute studies, marketand competitive analyses, and demand forecasts.

With more than 25 years of industry experience, he has been asenior strategy advisor in marketing, strategy, integrated productplanning, and business development for some of the world’s lead-ing aircraft manufacturers. At Bombardier, he held director-levelpositions in airline analysis, marketing, and strategy within thecompany’s commercial aircraft, business aircraft, and fractionalownership units. At Cessna, Vincent was vice-president of strategicplanning and new business development, with responsibility span-ning the company’s entire product line of piston and turbine aircraft.He began his aviation career with ICAO, where he analyzed airlinepassenger traffic flows and published international air transportstatistics.

Vincent has been an invited speaker at the Federal Aviation Adminis-tration, Transportation Research Board, National Aircraft Finance As-sociation, Institute for International Research, SpeedNews, and otherprominent forums. He has a B.A. and M.A. in urban and economicgeography and M.B.A. in international business and marketing fromMcGill University.
