In October 2016, Moncton City Council’s Action Plan was published. It outlined Council’s priorities, as they align with five strategic pillars: Environment, Social, Culture, Economy, Governance and Environment.

This progress report serves as a check-in with residents to validate that Council is delivering on the overall objectives of its mandate, with the ongoing collaboration of municipal staff and community stakeholders.

Some highlights include: the continued implementation of the 25-year Climate Change Adaptation Plan, the work completed

with regards to the North End Community Centre, the steps taken to protect our built heritage, the ongoing development of the Downtown Community Improvement Plan (which will support the revitalization goals for this neighbourhood), as well as the enhanced shared responsibilities with our sister communities.

We are proud of the progress achieved to date, as we #MoveMonctonForward in a fiscally responsible manner, in order to cut the red tape, to continue growing our economy, and to engage in further opportunities for cooperation among various levels of government and local agencies.

I am pleased to present this first edition of the Report Card. As we focus on transparency within our organization and with our stakeholders, particularly with Monctonians, I firmly believe that publications such as this will serve our community well, as we all work together to achieve some of the critical goals that will solidify our collective vision of our city’s future.

Like most Canadian cities, we are faced with some tough challenges, such as tackling our infrastructure deficit, or establishing a Downtown Tax Revenue Growth

Plan, but it is clear that as the province’s economic driver, with diverse industries and a growing population, not to mention very motivated citizens and entrepreneurs, we have the assets needed to take on these challenges and find creative solutions that will be in the best interests of all.

Incorporate downtown infrastructure in Long-Term Financial Plan

Addition of capital allowance in the 5-Year Capital Works Program incorporated in Long-Term Financial Plan.

$5.0M in additional capital funding approved as part of the 2016 5-Year Capital Budget designed to improve sewer capacity and upgrade downtown infrastructure.

Reduce asphalt/water/sanitary sewer/storm sewer infrastructure deficit as per Long-Term Financial Plan

Asphalt (Road) - Annual spend for street reconstruction, resurfacing, microsurfacing

$8.5M will be spent in 2016. An annual spend of $9.5 M is required to reduce the infrastructure deficit for asphalt.

Water - Annual spend for water main renewal $5.5M will be spent in 2016. An annual spend of $3M is required to reduce the infrastructure deficit for water mains.

Sanitary sewer - upsizing sewers that are under capacity and renewing sewers that have reached the end of their service life

$2.0M will be spent in 2016. An annual spend of $2.5M is required to reduce the infrastructure deficit for sanitary sewers.

Storm sewer - increasing the capacity of the storm sewer system by installing storm sewer relief systems, retention ponds and upsizing existing sewers

$5.5M will be spent in 2016. An annual spend of $3M is required to reduce the infrastructure deficit for storm sewers.

Purchase land at Twin Oaks Federal and Provincial funding and YMCA capital campaign are required to see project success. Meetings are being scheduled to provide details on the project with elected officials (Federal and Provincial) with both the YMCA and the City of Moncton. The Partnership Agreement and other important details will be presented to Council in early summer 2017.
