B.C. to move ahead on world-leading spill response

After two years of engage-ment with industry, First Nations and local govern-ment, British Columbia is moving forward with plans for a world-leading land-based spill regime.

The new regime will ensure an ef-fective response to any land-based spill of any hazardous substance, from any source. The key elements of the new system include:

A provincially certified, industry-funded Preparedness and Response Organization (PRO) to make sure trained people are ready to imme-diately respond to any spill, with appropriate equipment and in a co-ordinated way.

New legislative and regulatory re-quirements for spill preparedness, response and recovery.

Geographically based planning and response that will see active participation by First Nations, first responders and local communities.

The new requirements will build on the proposed policies outlined in the ministrys two intentions pa-pers on land-based spills, ensuring a consistent and effective level of preparedness, response and recov-ery is in place throughout B.C.

As part of a world-leading land-based spill system B.C. will also work with industry around new industry funding options to expand the provincial environmental emer-gency program, enhance planning and response participation by First Nations and communities, and establish funding mechanisms for orphaned spill incidents.

Because land-based spills could eventually impact the marine en-vironment and vice-versa, B.C.s new regime will also comple-ment marine-response capabilities, which are primarily under federal jurisdiction. Should it be neces-sary to support a federal marine response, the new regime will help with response co-ordination and minimize potential impacts to shorelines without delay.

Engagement on these new require-ments will continue with First Na-tions, industry, local governments and other stakeholders. Govern-ment intends to introduce the new land-based spills legislation in spring 2016. The new regime, including detailed regulations, is expected to be in place beginning in 2017.

His personality isnt the only thing thats electric about Etienne Dreyer, who at age 19 recently finished his under-graduate education before many even start.

With a near-perfect 4.10 GPA, Dreyer is the youngest-known person to graduate from the Uni-

versity of the Fraser Valleys Bachelor of Science program. He first caught the eye of future instructors when his homemade Tesla coil wowed judges at the 2011 Fraser Valley Regional Science Fair , hosted by UFV.

Made partially from old microwave parts, Dreyers coil produced hundreds of thousands of volts and streams of electrical discharges

when plugged into a standard 120 V wall outlet. He quickly became the de facto keeper of UFVs Tesla machine after starting university when only 16.

Still, the Abbotsford local insists he was never the smartest student in class.

Im glad Im not a genius, he says.

I think Im a slower learner than my classmates because I want to know it in my gut instead of my head. The better I understand some-thing rather than just knowing the answer to it, the more Im satisfied with what Im studying.

Dreyers hunger for knowledge was fed by his mother, a nurse who dutifully cruised thrift shops and hardware stores for electronics her son could dissect and examine.

She wanted us to explore real things, not fantasy. Theres a lot thats entertaining about the real world around us.

Being homeschooled alongside five siblings allowed Dreyer to focus on his interests, namely science and math. Having graduated from UFV,

hes already started lab work ahead of entering Simon Fraser Univer-sitys Master of Science program with an NSERC Canada Graduate Scholarship. worth $17,500. At SFU he is studying data collected at CERN, the 27 km particle accelera-tor that helped scientists discover the Higgs boson particle.

Its a path he proclaimed when barely old enough to drive. After entering UFV through a special ad-missions process, Etienne promptly walked up to the instructor in his very first class to share his plan of earning a PhD in physics. Now well on his way with a keen interest in high-energy physics, the young man with a Physics major and Math minor says he owes his start, in part, to UFVs inclusive approach.

His excellent work earned him UFVs 2015 Deans Medal for Science.

Are distracted driving laws in B.C. tough enough? Government is consider-ing raising penalties for distracted driving and is now asking British Columbians to offer their input with the launch of a four-week consultation that runs today through July 16, 2015. A new website - https://engage.gov.bc.ca/distracteddriving/ - will collect comments as British Columbians consider whether B.C.s current fine of $167 and three penalty points is sufficient to deter a behaviour that is now the second-leading contribut-ing factor in motor vehicle deaths on B.C. roads. British Columbians will be able to have their say on questions like:Should drivers caught texting face greater sanctions than those talking on a hand-held device?Should new drivers or repeat offend-ers face greater penalties?

Should sanctions such as prohibi-tions and vehicle impoundments be considered?The consultation marks the next step in governments efforts to stop distracted driving and enhance safety on B.C. roads. Last fall, B.C. increased the penalty points for us-ing a hand-held electronic device while driving, from zero to three, in addition to the $167 fine.

British Columbians to have their say on distracted driving penaltiesPenalties vary considerably from province to province. In Nova Scotia, the maximum fine amount is $579, while Ontarios is $500. Ontario has recently passed legislation to change the maximum fine amount to $1,000.

Thick cigar smoke now drifts through the light pouring in through a partially open win-dow. Layered over the trapped sweaty aroma of this sleepy, claustro-phobic interior lingers a faint hint of barbershop talc and shoe polish. This is a historic mo-ment, a fact that Mr. Reid has been quick to belabour more than once. Should the occa-sion arise to take notes or issue an official statement, a stenog-rapher has also been summoned to wait in an adjacent office. The only woman in the of-fices at the time, she sits demurely sorting

through the personal correspondence, in-telligence reports and multiple clippings from recent papers. These are to be sorted by sub-ject matter for Mr. Re-ids personal records. Glancing briefly at the heap of the papers be-fore her selects one sent out by a Shanghai exchange. It states that the Japanese steamer Komagata Maru has sailed for British Co-lumbia from Shang-hai on April 16, 1914, with a complement of between 500 and 600 Hindus aboard. Other far ranging mes-sages also littering the desk are of a more fran-tic nature. These are exchanges between Ot-tawa, Vancouver, Hong Kong, and the India office. Even distant, remote and overbearing

London has weighed in on the matter in re-sponse to alarmed ap-peals from those being accused. One such re-port penned in 1910 by Hopkinson is a record of a meeting between Teja Singh and a South African lawyer of In-dian descent, Mohan-das Gandhi. The sur-veillance report states, Gandhi is a prominent man in South Africa and is purported to be connected with some Hindu trouble in that country, and from what I can learn is at pres-ent in jail serving a sentence.

Mr. Reid steamrolls ahead, Now that we know what their real intentions are, the ques-tion is how do we get them out of here, and more pertinently, how do we ensure that they

stay out? Whats next? Today it is a piece of our land they want, tomorrow it will be our jobs. These are harsh times, just look around you. We have honest, hard-working miners who have now been re-duced to begging from house to house. If there were any jobs to be had wouldnt they have found them? Hopkinson wishes to intercede and recom-mend prudence, letting tempers cool down, but he already knows that neither Reid nor Harry will hear him out. Harry waves his cigar expansively, strew-ing ash all over the green desktop felt, and noticing Hopkinsons distraction appeals to muster support.

Hopkinson, I am sure you have actually had the opportunity to see first-hand how they choose to live in their swarming warrens, two dozen to a single room; whether it is Victoria or Vancouvers Chi-natown, whether it is Peking, Shanghai or Hong Kong. And be-cause they choose to live in this manner their needs are few. They buy none of our pro-duce or services. They choose not to use our banks; instead carry-ing all their wages and savings on themselves, squirreled away in their headgear. And if they want none of what this great country has to offer them, then I say keep them out.Reid, who has been angling for a break in this monologue, no-

ticing Harry preoccu-pied with removing a handkerchief to polish his eyeglasses, hastily steps in. Perhaps, something as basic as food, or even water, can be made into the focus of their cur-rent preoccupation. All we have to do is delay the delivery of vital supplies to the ship without being seen to have deliberately taken a step in this direction. Serial Bank Robbery Suspect ArrestedThe Abbotsford Police Depart-ments Emergency Response Team arrested 28-year-old Briaden ROSCH in relation to four bank robberies committed in Langley since late April. The APD, Lang-ley RCMP, Surrey RCMP and other law enforcement agencies began working collaboratively on a series of bank robbery investiga-tions where the same suspect was believed to be involved. Abbotsford Police Department Major Crime detectives and the Surrey RCMP Robbery Squad identified Briaden ROSCH as a suspect on June 10, 2015. The APD conducted surveil-lance on the Abbotsford resident which ultimately culminated in his

arrest. In collaboration with APD, Langley RCMP obtained search warrants which were executed at two Abbotsford residences con-nected to ROSCH and evidence including clothing, firearms and replica firearms were recovered. In total, ROSCH is a suspect in eleven Lower Mainland bank robberies. Investigations into those other robberies are still on-going. APD investigators consider ROSCH a suspect in two Abbotsford bank robberies which took place in May. Visa Card debt of $7500 debt and having a minimum payment of $140 per month will take 59 years and 5 months to repay this debt. Which means you would have to pay humongous amount of $ 99828 for $7500 debt.

American Express debt of $4000 debt and having a minimum pay-ment of $120 per month will take 18 years and 3 months to repay this debt. Which means you would have to pay huge amount of $ 26288 for $4000 debt.
