July 4th Celebration
Summer is here! That means it is time for the
Fabulous Fourth of July Celebration, one of Kings
Charter’s most popular annual family events.
Decorate yourself and/or your various forms of
“wheels” in red, white and blue; grab your American
flag and join us at 10:00 AM at Midway Park
(Seatoncroft Court) on July 4th.
Our friends from the Hanover Sheriff’s Office
will escort the parade to the Clubhouse.

partment will bring the fire
truck to add to the festivi-
ties. Perennial favorite
Jonathan the Juggler will
perform around 11:45
AM. Other events for the kids include: The
Lambeth Petting Zoo, a Moon Bounce and face paint-
ing, Popcorn Machine and SnoCones. But we need
volunteers to make this happen! It is a great “Family
Volunteer Opportunity”! We just need a half-hour of
your time while you are there. The teens and pre-
teens love to get creative with face painting; younger
ones can even help by handing out popcorn and Sno-
Cones. Do you have a Boy Scout or Girl Scout that is
looking for a service/volunteer project? This would
be a great opportunity!
I am coordinating the event again this year and I
NEED YOU! Remember, the early bird gets the
worm and the first volunteers get all the “cool jobs”!
(Think 4th of July heat and getting to work in the
shade at the SnoCone Machine!!) Please contact me

Tidal Waves
The 2015 Tidal Waves swim season is well un-
der way. Thank you to the coaches, parents and
neighbors for your support and understanding
through our first month or so of practices and
meets. We have had two exciting home meets so
far and we will host our final home meet vs. Colo-
nies on Wednesday, July 15th at 6:00 PM. Come
on out to support the team. We love to see
neighbors and friends cheering the team on!

Please remember on home meet days, the Lake-
view Pool will close at 3:00 PM.
We will once again have our wildly popular
SILENT AUCTION at our last home meet on July
15. We had a fantastic response last year and hope
to make this year even better!! If you have any-

Please consider coming out that evening to bid.
The auction is set up in the parking lot, so you will
not have to enter the pool area if you prefer to sim-
ply shop.

Return Pool Cards
Please return both pool cards to the Clubhouse
(one card for each pool) and at that time pick up your
10 FREE guest passes. Without a guest pass, the fee
for guests is $2 per person. Age three and under are
admitted free of charge. If you have an out-of-town
guest that lives at least 50 miles away, you can get a
pass at the office prior to their visit.

Qualifications: Be able to select compatible (age appropriate) teams of "astronauts" for bouncing mis-
sions not to exceed 3 minutes, then supervise their re-entry into the earth's atmosphere (i.e. make sure
they don't hurt themselves falling out of the Moon Bounce!) Popcorn Purveyors Qualifications: Don your chef hat, pop and hand out bags of steaming popcorn. Popcorn Bag Fluffers Qualifications: Fluff popcorn bags and hand them to the Popcorn Purveyor. (No special training required – this is a great job for the little ones who want to “he’p”!) Sno-Cone Engineers Qualifications: Be able to shovel ice, press a handle and squirt some seriously syrupy substances while fend-ing off hoards of sno-cone-deprived munchkins. Tattoo Artists Qualifications: Be able to smear paint onto rubber stamps and place them strategically on the appropriate body parts of wiggling kids. If you’re really artistic, we’ll have REAL face paints available, too! Set-up Strategists (9:30) Qualifications: Be able to carry 5 (or maybe, 6) tables and a few chairs outside and tell everyone where to go (to set-up, that is!) Demolition Experts (approximately 12:30) Qualifications: Be able to carry 5 (or maybe, 6) tables and a few chairs inside and tell everyone where to go (to put things away, that is!)

V. ONGOING BUSINESS
A. Update from Communications Taskforce
Jo French presented the recommendations
compiled by the Communications Taskforce as
a result of the responses to the recent home-
owner survey. There were 529 completed sur-
veys. The Communications Taskforce has the
following recommendations:
1. Publicize the [email protected] email
address as a way to communicate with the
Board.
2. Leverage the following top three forms of com-
munication already deemed effective, but find
ways to strengthen these tools:
a. Facebook – recommend creating an
“Official KC Information” user profile that
provides factual information on the Facebook
page. Also recommend posting hyperlinks
and/or PDF files to Facebook (i.e. minutes,
agenda, newsletter, etc.)
b. Newsletter – Create a fresher format for the
newsletter and review it for a content overhaul.
The Taskforce does not have a recommenda-
tion about how the newsletter should be distrib-
uted.
c. Email Distribution – Use email to communi-
cate all necessary information.
3. Marquee – the Taskforce does not support the
need for a new electronic sign but does support
keeping a traditional marquee.
4. Website – The website should be the main hub
for information. Navigation and branding of the
website may need to be updated.
5. Bulletin Board – This method of communica-
tion does not seem to be widely used. The
Taskforce will continue to explore ways to im-
prove this platform.
The Taskforce remains committed to reviewing the
responses and the many comments to make sure the top-
ics raised make it to the appropriate channels. The Board
is very grateful to the entire Task Force for their hard
work on this importance matter. The Board has already
begun to implement several recommendations from the
Task Force. More information about communications
will be shared with homeowners and members in the very
near future. Thank you to everyone who participated in
the Survey conducted in May.
B. Update from Document Review Taskforce
Linda Wilkinson reported that none of the pre-
vious members of the Document Review Task-
force have indicated a desire to continue, but
she has spoken with another homeowner who
is interested in working on this project. The
Board appointed Julie Whitlock to the Doc- (See Briefs on page 5)
Board Briefs June 4, 2015
I. WELCOME AND CALL TO ORDER The regular meeting of the Kings Charter Board of Di-
rectors was called to order by Larry Shaia at 7:00 PM.
II. ROLL CALL AND QUORUM STATUS
Quorum was established with board members Larry
Shaia, Linda Wilkinson and Jamie Ledwith present.
Steve Butler joined the meeting in progress at 7:04
PM. John Reeves was absent from the meeting.
III. MEMBER VOICE George Hawkins – asked that Kings Charter HOA
Board review the possible covenant violations on
Belle Farm Terrace and require the owner to bring
them into compliance.
IV. REPORTS
A. Hanover Sheriff – Chip Hassell, Community
Watch Chair, reported on the following:
1. The Hanover County predictive model is pre-
dicting an increase in theft from vehicles in
Kings Charter over the coming months.
B. Clubhouse Administrator – Barbara Mautte
reported on the following:
1. Pools opened May 16th and all has been going
well and lifeguards have done an excellent job.
2. Motor on Lakeview pool pump had to be sent
off for repair. All seems to be working well
now.
3. New Homeowner Gathering occurred on May
19th. Ten families were there.
4. Community Events magnets were delivered to
all Kings Charter homes over Memorial Day
weekend.
5. Swim Lesson registration is underway. 30 kids
have signed up thus far.
6. Several repairs needed to be done on the fitness
room equipment.
7. Masters Swim started on May 26th. Mikey Val-
acer is coaching.
8. Roll with Cole event on May 30th went well.
C. Community Manager – Kris VanBenschoten
reported on the following:
1. The Replacement of the asphalt sidewalk around
the Clubhouse and along Charter Crossing has
been completed.
2. Decals were painted for the two new handicap
parking spaces in front of the Clubhouse. Mid-
Atlantic Paving did this for free and they even
re-painted the parking space lines in that area of
the parking lot.
3. The walkway to the tennis pavilion was paved at
a cost of $950.
4. The Community Events magnets were delivered
to all Kings Charter homes over Memorial Day
weekend.
5. The fence was installed along the retaining wall
at Court #1.

The members of the Board agreed to discontinue
pursuing and electronic marquee, but asked Kris
VanBenschoten to obtain proposal for a new
Clubhouse sign that would include an interior lit

A. Ratification of Approval for Lake & Wetlands
Committee Request to Host 2015 Lake Awareness Day The Board approved the Lake & Wetlands Com-
mittee’s desire to host 2015 Lake Awareness Day.
VII. EXECUTIVE SESSION
At 8:20 PM The Board entered executive session
to discuss permitted matters per the Section 55-
510.1(c) of the Property Owners’ Association Act.
Executive Session ended at 8:52 PM.
VIII. NEXT MEETING REMINDER
The next meeting of the Kings Charter Board o
Directors will be held on Thursday, July 2 at the
KC Clubhouse. All members, homeowners and
renters are invited to attend.
IX. ADJOURNMENT
With no further business, the meeting was ad-
journed at 8:52 PM.

Summer Tennis
Summer Tennis is full of Junior FUN Tennis
Camps which feature tennis, a swim break and games.
It is ideal for children ages 5 - 12. We have two more
weeks of camp planned that you do not want to miss.
The camps are held Monday-Thursdays. These are the

Junior Tennis Academy
For our competitive juniors we have an advanced
junior academy group which meets Mondays, Tuesday
and Thursday evenings. Juniors may sign up for one or
two evenings a week. This group is by invitation only
and is suitable for middle school, high school and
tournament level players who want to advance their
skills and take their game to the next level. Many of
our junior players are working towards earning college
scholarships.

ily. We have a variety of programs to suit
your family’s work or non-working
schedule. Families receive stipends to

transportation or vacation concerns. This

When you click on a Newsletter link either
on the KCOA Website or on Facebook, does
it only download and not open? When you
click a Newsletter PDF link, it can open either
within the web browser or directly in Acrobat
Reader or just download it. Each browser has
its own settings to control how PDFs open
from a web page. So many, in fact, that it is
too much information to include in this news-
letter. If your browser down- loads it without
opening it, we suggest that you open your
internet browser and search for the phrase

or Internet Explorer>”. It would also be help-
ful to input the browser version if you know
it. For most browsers just click on the HELP
menu option and select “About” to identify

Where Is My Newsletter Email!
Most of you who have registered for the Kings Charter
Members Website receive the monthly email notification
when the Newsletter is published. You also receive email
notifications for other activities such as the recent Wine Tast-
ing. However, some of you have indicated that you are not
getting the emails. So far, the problem has been that our
email address is not being accepted by your email software.
If you have not been getting the email notifications, check
your JUNK MAIL or SPAM folder. If so, you will need to
add [email protected] and Notifications@
KCOAWeb.org to your "safe sender" list in your email soft-
ware or virus protection software.
Check these folders the next time you check your email. If
you find that KC email has been going there, just select the
email, right click your mouse button, and click on "Add
Sender to Safe Sender List" or indicate it is "not Spam". If
you are a registered user and still are not getting the emails,
please contact me at [email protected]! If you
are not registered, you can register at: http://

the essential services that we need but sometimes take for
granted. Many of them advertise in our newsletter to let us
know they are here to service the Kings Charter Community.

Kings Charter residents so keep your eyes open for specials and
coupons in the newsletter and show your appreciation by using

2nd Annual Lake Adventure Day at
Kings Charter Lake
On June 6th, the Wetlands Committee sponsored the
2nd Lake Adventure Day on Charter Lake! From 2:00-
4:00 PM thirty-five KC residents and children arrived for
a scenic boat ride around Kings Charter Lake! The pur-
pose of the day was to remind the residents of the impor-
tance of the wetlands as a wildlife habitat. We also hoped
to increase their awareness of how to keep the wetlands
healthy by not polluting the water with damaging liquids
or trash. Dave Reppard once again displayed his fabulous
poster with all the different kinds of wildlife our lake
supports. The kids could take a quiz to identify which
species they have seen or work a Wildlife Word Scram-
ble. A good time was had by all and we hope to make
this an annual event for KC residents! Special thanks to
Jim Whitehead, Josh Crump, Dave Reppard, Stacy
Sprowl and John Peffer for volunteering their time and
making the event such a success.

Trimming Tree Branches
And Bushes/Shrubs
If you live on a corner it is your
responsibility to trim back tree
branches that are overhanging onto the
street. Our neighbors, other residents
and delivery drivers need to see the
street names and STOP signs. There
will be more light from the street
lamps if they were not blocked by tree
branches.
Survey Winners
Congratulations to the winners from the
Kings Charter online survey. We appreciate all
of those who took the time to fill out the survey.
The winners were drawn at the June Board of
Directors meeting included: Robert French, Ka-
tie Scott and Lauren Stroud. Each winner was
awarded a $25 gift certificate.
Lock Vehicle Doors
This is the time of the year that we
have people out and about that may
not necessarily live in our community
and are entering unlocked vehicles.
These unscrupulous indivuals are
looking for wallets, ladies purses, GPS
devices, cell
phones and
laptop com-
puters. Either
take these
items into the
home and by
all means lock your vehicles whether
you have any valuables in there or not.
It is always best to ere on the safe side.
Make sure that all exterior doors
and windows of your home are locked
before leaving for the day and when
going to bed at night. Light up your
home by turning on the exterior lights.
A well lit up exterior is a very good
deterrent to these indivuals.

Update Your Directory
Listing Online
Over the past month many of you have registered for
access to the Kings Charter Members' Website and the
Electronic Newsletter, resulting in 620 homes regis-
tered for online access. Now that you are
registered, you can update your Kings Charter
Directory information online!
Once you log on, click on the MyProfile link on the
navigation menu, and click on the UPDATE DIREC-
TORY tab. Review and update your information as you
would like for it to appear in the printed and online
Community Directory. If you want your name and ad-
dress listed in the directory, remember to click the "List
in KCOA Directory" checkbox. If you do not want
your phone number listed on the website, just uncheck
the "Display" checkbox. We encourage everyone to do
this at their earliest convenience.
Once you have your entry the way you want it, click
on the Submit Change button and you are done!

ACC Applications And Signatures
Please remember that all ACC applications must ob-
tain approval from the committee.
When one of your neighbors asks you to sign their
Architectural Control Committee application, they are
only notifying you of their intent to make changes. It is
up to the ACC to determine if the resident has enough
information to proceed with their project. The most cur-
rent ACC Standards and Guidelines are available at the
Clubhouse.
The last day of the month is the last day to submit
Architectural Control Committee applications. The com-
mittee meets on the second Tuesday of the following
month to review submitted applications. If you are ap-
plying for a change, all affected residents surrounding
your property must sign the application. Tree removal
from your property also needs ACC removal.
If you are building an addition to your home or add-
ing a shed, deck, play set, paver patio or walk way,
fence or landscaping, it would be best if you attend the
meeting, in the event the committee has any questions.

How To Join Kings Charter
Facebook Group!
If you did not already know, Kings Charter has a Face-
book Group! The group is dedicated to the owners and
residents of Kings Charter and is designed to provide a
safe and secure social networking site for all owners and
residents. Any owner or resident who is not currently a
member of the Kings Charter Facebook Group can request
to be added by sending an email to the Clubhouse at
[email protected]. Please include your name
and address and indicate if you are an owner (or immedi-
ate family member of the owner if it is your permanent
address) or if you are a renter. If you are a renter, please
include the owner’s name.
Clubhouse Key Fobs Available
The new fitness room is bigger and better! Just as be-
fore, owners will be able to enter the Clubhouse to use
the fitness room every day between the hours of 5:00 AM
and 11:00 PM. Stop by the Clubhouse office and you will
be issued a new replacement key fob. A key FOB is not
needed during open hours.
Play Group
The Kings Charter Play Group meets on Mon-
days at 4:30-5:30 PM. It is a great place to connect
with other parents and children in our community.
When the weather is nice, we meet at the
“Kings Swings” playground, just behind the Club-
house. When it is yucky outside (rain, cold, or gen-
erally nasty), we meet inside the Clubhouse where
there are lots of toys to share. For further informa-

Mailbox Replacement Information
If you need to replace your mailbox, please call
Doug Goodman, 690-2597. He will install the Associa-
tion approved mailbox. If you are a do-it-yourselfer, call
Plastic Lumber Specialties, 262-8962. They are located
at 11173 Leadbetter Road, Ashland 23005. New mail-
box numbers and pineapples can be purchased from
RPM Graphics (752-2200). They are familiar with the
requirements and are convenient to Kings Charter. They
have the black self-adhesive numbers, the font is Futura
3.75 inches high, and 2.5 inches wide. The numbers go
on both sides of the paper box. RPM Graphics is located
in the Hanover Airpark at 11256 Air Park Road, Ash-
land. The cost for mailbox numbers and pineapples is
$15 for a complete set. If you need only mailbox num-
bers, they are $12 and $5 for two pineapples. Call 752-
2200, early in the day and they will have your mailbox
numbers cut by late afternoon for your pickup.
Report Vandalism
If you see any vandalism occurring or after
it has occurred please first call the Hanover
County Sheriff’s Department non emergency
number at 730-6140. Also, please call the Kings
Charter office at 550-2507 and report the loca-
tion of the vandalism to the Clubhouse staff.
Thank you for being an extra pair of watchful
eyes.
Reward Offered Related To Vandalism
The gas lamp at Kings Charter and Rose Garden Path
was vandalized twice within a month by unknown person
(s). Up to $500 will be awarded by KCOA to any person
or persons providing information leading to the arrest and
conviction of anybody responsible for crimes committed
against Kings Charter Owners Association property. The
amount of the reward will be determined by the Board of
Directors of KCOA on a case-by-case basis, and will de-
pend on the degree of damage caused by the perpetrators,
the number of people involved in providing information
and other factors.

the Clubhouse, 550-2507 with any information.
Vandalism Report
The Sheriff’s Office has requested if vandalism occurs
on your property, to please contact them immediately so
they can take your report. These reports can lead to arrests.
They are sometimes related to other acts of vandalism or
crimes.
Remove any valuables from your cars, lock your
car doors, close your garage door and turn on the exterior
lights of your home. If you see anyone doing damage to
KCOA property or to an individual’s personal property,
please call the Hanover Sheriff’s Office, 365-6140.

from the street after pickup and return them to a
concealed location on your property or move them
to your garage.
· Skateboarders and bicyclists: Stay close to the curb
if you are in the street move over and let moving
vehicles pass by

· No playing of soccer or lacrosse on the tennis

Registration For Session III
Of Swim Lesson
Registration for Session III begins on Monday,
July 20 at 9:00 AM at the Clubhouse. Classes will begin
on Monday, July 20 through July 30. Payment must be
made upon registration. The fee is $50 per child and $35
for each additional child per family attending the SAME
session. Only residents of Kings Charter are eligible to
participate in the swim lesson program.
In the event of inclement weather, classes will be
made up on Friday or Saturday, if possible.
Private Pool Parties
A private pool party can be scheduled after regular
pool hours at the Lakeview Pool. A resident can com-
plete a reservation application and submit a security de-
posit check for $200 and a $25 no-refundable check for
the rental of the pool. The Pool Manager has the discre-
tion to approve the reservation depending on available
staffing. The number of pool attendants necessary to
staff the party will be determined by the number of
guests.
A fee of $20 per hour per guard will be charged for
each pool attendant for a private party. The resident is
responsible to pay for the party by the close of business
the next day.
Alcohol is permitted for private parties and you are
not required to have an ABC license. If you have any
questions please contact the local ABC office.
National Night Out
“Save the Date” for the National Night Out
event that will be held on Tuesday, August 4 at
the Lakeview Pool from 7:30-9:30 PM. We will
be having ice cream and the dolphin water slide
for the kids to enjoy. This is a free event.
This event is held throughout communities
across America to promote safety and neighbor-
hood commodrady. Please contact the Club-
house at 550-2507 if you can volunteer.
