Is Ireland’s EV Plan Competitive?

Peak Oil – the end is nigh …

Page 3: Juice point

Electric vehicle technology developed before the internal combustion engine – in the late 1800’s

Electric cars are around 50% greener than fossil fuelled equivalent when using electricity from a mixed source…70% greener when renewable*

The cost per KM to run an electric car, on average is 2 cents.

Zero tail pipe emissions at point of use. Extremely quiet.Low Cost maintenance schedule.

Biggest challenge …current battery cost, charging network

Very compelling case if rolled out with smart meters programme and renewable energy infrastructure….all major car manufacturers intend to begin mass production.

Build it and they will come

• 10% of fleet or 250,000 EV’s (20,000 by 2015)

• 1500 on street and 2000 domestic Charge points by 2012 (ESB)

• 10% EV fleet equates to (SEI)

Reduction of 350,000 Tonnes of CO2 = 3.5% of CO2 emissions

Saving €60 Million (approx) per annum on imported fuel @ $100 per barrel

Current Targets for Ireland

• Attract EV technology R&D • in-car EV charging technology – battery management, fast charging, etc.• ex-car EV technology – EV telemetry, smart grids, etc

•Attract non-EV environmentally conscious organisations:

Vision: Ireland as a “centre of EV technology excellence”

We need to “up our game”

• No plan for post 2012 installs of Charging infrastructure..We need at least 5000 Charging stations by 2015

• Ireland is busy piloting – other countries are doing it

• Open Market…PPP’s for infrastructure

• If we want to reach 10% Target by 2020 at least 45,000 of all sales after 2015 have to be EV’s…should we up our target to 15 % by 2020…Cross party recommendation 2009

• All car sales after 2020 to be EV’s..with a 2030 target of 100% EV

Based on our current incentive programme and international study’s…if we don’t up our game we will not reach our targets for EV’s

More Irish Incentives Needed to Drive EV Take-up

Incentivise•Waive parking, tolling or congestion fees•Free EV Charging (until 2012 at least) •Lower domestic rates of VAT for EV users.•Free access to bus lanes•Car sharing initiatives

Organise•Government Lead appointed•Cross-departmental taskforce (e.g. Green Economy High level Group)•Legislation (e.g. smoking ban)
