TALENT ACCELERATION IN THE PUBLIC SERVICE (TAPS) 2011-2013 | Putrajaya JPA-RSOG-TalentCorp Talent Acceleration in the Public Service Information Factsheet What is Talent Acceleration in the Public Service (TAPS)? 1. TAPS is a 2-year work-cum-development training programme for selected high-performing and high-achieving Public Service Department (JPA) Scholars. It was launched on 22 August 2011 by YAB Dato’ Sri Najib Tun Razak, the Prime Minister of Malaysia as one of the initiatives in line with the Government Transformation Programme (GTP). 2. TAPS is jointly organised by the JPA together with the Razak School of Government (RSOG), a center established to spearhead the intellectual and professional development of the nation’s public sector leaders, and Talent Corporation (TalentCorp), a company that facilitates efforts that help the country meet its talent needs. 3. TAPS aims to identify, source and nurture talent for the Malaysian public service. Selected JPA Scholars, known as TAPS Associates, will be exposed to working life within the public service and participate in special projects identified by the JPA that would benefit the society. They will also be given specialized training every 4 months for their overall development. Why? And what does TAPS aim to achieve? 1. The concept of TAPS is simple: there is a need to recognise the immense talent and knowledge that exists within the youth of Malaysia. Top JPA scholars are seen as future leaders by virtue of their academic and co-curricular achievements at renowned institutions of higher learning. These JPA scholars carry not just national pride but national hope within them. 2. The second premise is that the public service, specifically the JPA, is the gatekeeper of Malaysia’s civil society and is entrusted to provide the Rakyat with the knowledge, services, and leadership required for a better tomorrow. From the most basic welfare services to protecting the safety of the nation, the JPA plays a vital role. 3. Tapping (no pun intended) into existing talent to be part of the JPA and to provide them with the developmental training required to one day be at the forefront of the public service is what TAPS is about. Undeniably, Malaysia needs talented leaders. And it starts with TAPS. 4. TAPS aims to sow a passion for the public service within these high-potential TAPS Associates. The ultimate beneficiaries of TAPS are none other than the Rakyat and Malaysia.

What is Talent Acceleration in the Public Service (TAPS)? 1. TAPS is a 2-year work-cum-development training programme for selected high-performing and

Who is behind TAPS?

TAPS will be led by the Director-General of the Public Service who will be advised and assisted by a Technical Committee. RSOG will handle the overall coordination of TAPS as the TAPS Secretariat. Each Technical Committee member will have a Working Group which will assist the running of the programme.

Host Organisations, Mentors and Special Projects 1. Host Organisations, consisting of Ministries, government agencies and related bodies, will be the

places where the TAPS Associates undergo practical training by participating first hand in the works and projects of the Host Organisations.

2. In order to maximize exposure, these Host Organisations will provide unique yet achievable and deliverable, challenging yet inspiring and meaningful tasks, work and projects to the TAPS Associates.

3. TAPS Associate will be assigned Mentors at their Host Organisations. The Mentors consist of senior leaders from within the respective Host Organisations. These Mentors will work hand in hand to guide, develop and enlighten the TAPS Associates during their placement.

4. Via identified special projects coordinated by the Host Organisations, TAPS Associates will be given the platform to assume leadership roles in projects that will tangibly benefit the Rakyat.

5. At the conclusion of TAPS, Associates will have the opportunity to be absorbed into the ranks of their former Host Organisations and other public service agencies or departments. The best candidates for the best organisations.

When does TAPS Commence? The inaugural TAPS programme is slated to commence in late 2011 and be completed by late 2013. Selected JPA Scholars will be notified directly by the relevant parties of their selection, posting date, where to go and what to do!
