T: Disposal of Herbicide Orange

1. The Air Force is charged with responsibility for ecologically safedisposal of approximately 2.3 million gallons of Herbicide Orange.Initially, high temperature incineration by CONUS commercial operatorswas proposed. However, there have been adverse reactions on the partof certain state environmental agencies which may preclude this courseof action. Therefore, we are making an in-depth survey of all otherdisposal alternatives which are considered practicable.

2. One disposal method which we are seriously considering is soilbiodegradation. It is our understanding that Captain Alvln L. Youngof your staff has considerable expertise in this area and the benefit ofhis assistance in properly evaluating this alternative would be appre-ciated. Specifically, we would like to have Captain Young excused fromhis regular duties for a period of several days temporary duty beginningon or about 1̂ May 1972. During this period, Captain Young would deter-mine the degree of success of a herbicide soil biodegration effort nowin progress in Oregon. He would then proceed to Dugway Proving Grounds,Utah, to review an experiment currently in progress and to survey thearea for possible use as a disposal site. He would then visit theAtomic Energy Commission's Las Vegas, Nevada Test Range to determine itspotential as a disposal area. A report of Captain Young's findings andrecommendations should then be submitted to this headquarters for usein securing Environmental Protection Agency approval for disposal of ourherbicide by soil biodegradation.

3. An early reply Indicating your approval of the foregoing is request-ed. Funds to cover related costs have been provided by Air Force Logis-tics Command.
