IntroductionProvides context to the study and relevance to the Airport and the community.

Items unique to the Joseph State Airport:

• An instrument approach is a critical need for Wallowa County medical response• Inclusion of an Airport Geographic Information System (AGIS) survey to assist with

Instrument Approach Feasibility Study

• Constraints due to terrain and site boundaries• Cemetery immediately south of runway• City of Enterprise Watershed to the north / northeast • Mountains to the south

Facility Requirements – AirsideThe following items were identified for airside improvements:

• Instrument approach• Options to pursue either a non-precision (NPI) straight in or circling approach

• Clear taxiway object free area (TOFA) obstructions

• Expand fueling apron and remove direct access to runway

Facility Requirements – LandsideThe following items were identified for landside improvements:

• 12 additional hangars (forecast and development reserve)

• There is an excess of tiedowns for small aircraft• There is a need for large aircraft, helicopter, and firefighting staging parking

• Replacement of pilot lounge, preferably with a multi-use facility

• Vehicle parking and access to accommodate growth

Alternatives AnalysisThree alternatives were presented, each with two options for NPI instrument approach:

• Alternative 1 – Full build out of the south apron area

• Alternative 2 – Off-airport expansion to the west

• Alternative 3 – Off-airport expansion to the east

Alternatives were presented to the PAC, LifeFlight, and public. Consensus was:

• Build out the south apron area before looking off property

• Given airspace impacts, the Circling Approach was the preferred option

Preferred Alternative – Airside• No changes to existing 5,200’ x 60’ runway or west parallel taxiway configuration

• Development of NPI Approach with Circling Procedure• Maintains existing airspace surfaces for Runway 15/33

• Parallel taxiway object free area grading • Minor terrain penetrations confirmed by AGIS

• Pavement removal adjacent to aircraft fueling apron and parallel taxiway to address potential runway incursion• FAA design standard

Preferred Alternative – LandsidePriority 1: Improvements to South Apron Area• Infill new hangars (7 conventional hangars proposed)• Replacement/relocation of existing pilot building with mixed use building• Expansion of existing aircraft apron to provide hangar access and large aircraft

parking (including medevac aircraft)• Removal of 12 small airplane tiedowns

• Reconfigured vehicle access and parking• Relocated/upgraded (electronic) south and west vehicle gates • Expanded aircraft fueling apron

Priority 2: West Hangar Area• Property acquisition (1.9 acres +/-) City of Joseph-owned land

• Relocate existing City solid waste recycling station and access road• No change in zoning (M-1) required

• New taxilane connection to west parallel taxiway• New hangars (4 conventional hangars and one 8-unit T-hangar proposed)• New vehicle parking, fencing, and vehicle gates

Priority 3: East Hangar Development Reserve• Areas identified for potential aviation use facilities with access to runway

• Prepare draft Implementation Plan, ALP Drawings, and Recycling/Solid Waste Management Plan• Includes Capital Improvement Plan and Financial Plan

• Conduct PAC #5 to present Final Draft of the Master Plan Update

• Submit ALP to FAA for review and approval

• Bring Final Master Plan Update to Oregon Aviation Board for Approval
