• The Israel Police volunteers operating model (The Civil
Guard) is unique in its characteristics, and the most
successful in the world.
• The Israel Police is using uniform and non-uniform
Volunteers, both in independent (without police officers)
& non-independent tasks.
• However, most police officers do not feel comfortable
with volunteers…

volunteers Powers
• If a police officer is present: Volunteer powers are like a
cop;
• If he works alone: no "detention authority."
• When the volunteer is not on duty, the authority is not
valid and is considered an ordinary citizen.

Why Israel Police need volunteers? (1)
1. The police gain a part of the volunteers’ love and
appreciation for the IDF
![Page 10: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/10.jpg)
10
Why Israel Police need volunteers? (2)2. The police enjoy their
assistance in enthusiasm.
3. Each one of those
volunteers is an
ambassador of good will
among his community
members.
4. There are always more
tasks than police officers…
![Page 11: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/11.jpg)
11
And…
5. The police can always find a selected group of
volunteers, who are better qualified than the
police officers for a specific job…

The British mandate
Between 1917-1948,
the British ruled the
Land of Israel -
according to the UN

Jewish municipal police Deps.
• There was a Jewish municipal police
in Tel Aviv.
• in 1947, another municipal police was
established in Jerusalem (Jerusalem
was planned to be international by
the UN, but the Arabs refused & in
May 1948, the armies of Egypt,
Jorden, Syria & Lebanon invaded
Israel.

15
The history of operating volunteers preceded the establishment of the Israeli police
During the British
Mandate, when Rommel
and the German Army
approached EL-
Alamein, the Jewish
leadership established
volunteer unit designed
to fight and keep order in
major cities
![Page 16: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/16.jpg)
16
16So both, both Jewish municipal police Deps., operated volunteers

Jerusalem and Tel Aviv
were merged, as part of the

May 1974: Terror Strikes!
22 boys and girls were
killed in Ma’alot (near the
northern border) in a failed
rescue operation
conducted by the army,
after a terrorist group held
children hostages in their
school
![Page 20: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/20.jpg)

As a result of this action, the IDF relinquished responsibility ofinternal security to the police

21
Police commanders, very wisely, chose two community models of maintaining security: the Bomb Squad Div. & the Civil Guard
![Page 22: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/22.jpg)
22
The Civil Guard was established in order to channel the efforts of vigilantes who wanted to do something in response to the terrorist attacks

and direct the volunteers’ activities, not only to security, but to all police
work

Types of volunteers
![Page 25: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/25.jpg)

26
Volunteers can be classified into three main groups: ‘ordinary’, ‘uniformed’ & ‘special units’
![Page 27: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/27.jpg)
27
The ‘ordinary’
volunteers’ are
performing a
routine police
tasks with
police officers
![Page 28: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/28.jpg)
28
Uniformed volunteers work in patrol, man the police hotlines, and assist in traffic control
After training, they can do trafficking work independently
![Page 29: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/29.jpg)
29
The uniformed volunteers are led by volunteer officers. Some even reach the rank of commander (colonel)
![Page 30: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/30.jpg)
30
The last group is the ‘Special Units’ (detectives, rescue, divers etc.):
![Page 31: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/31.jpg)
31
While volunteer detectives
work with police officers,
Rescue Units, for
example, work
autonomously & Even the
territorial unit
commanders do not
interfere with their work
![Page 32: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/32.jpg)
32
Another example is the critically important disaster- victims’ identification units (ZAKA)

They consist of only ultra-orthodox individuals, a population which caused the police considerable trouble before

No free Lunch…(The price of involvement)
![Page 35: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/35.jpg)
35
The price of being involved…
• Volunteers are police officers
only part of the time, & they
do not always obey the rules:
• 2008: the southern district
commander was forced to
leave his post due to
disagreements with the
commissioner…
![Page 36: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/36.jpg)
36
His volunteers in
Sderot - the most
bombed city in
the last decade,
demonstrated
many weeks,
trying to return
the position
![Page 37: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/37.jpg)
37
Police is a dictatorship…
… but the volunteers not always accept that!
![Page 38: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/38.jpg)

![Page 39: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/39.jpg)
39
Despite the huge contribution of volunteers to the police ...
• Many police officers do not
like the volunteers, and do
not want to work with them.
• This is a historical problem,
that lasts years without a
solution!
![Page 40: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/40.jpg)
40
Uniformed units are especially popular among minorities
![Page 41: Jointness with the public (b) Volunteers as a tool to empower the police](https://reader035.vdocuments.site/reader035/viewer/2022070408/56814411550346895db0af67/html5/thumbnails/41.jpg)
