1 Job Title: Data Analyst The National Criminal Justice Association (NCJA) provides training, technical assistance, and support to State Administering Agencies (SAAs) as well as other state and local stakeholders including federal grant recipients. The state and territory SAAs support criminal justice policies and services and meet the needs of victims of crime through strategic planning and data analysis to improve the administration of justice. SAAs manage and administer state funding and federal grants from the U.S. Department of Justice, including Victims of Crime Act (VOCA) formula funding awarded/allocated by the Office for Victims of Crime (OVC). Through the OVC Center for VOCA Administrators (VOCA Center), NCJA provides Victim Assistance and Victim Compensation SAAs with remote and onsite training and technical assistance, coordinates with national partners, gathers data and promotes data-driven and evidence-based policies and practices for inclusion in outreach and training. The overall goal of the VOCA Center is to provide peer-to-peer training and support on federal grants management and administration for VOCA Administrators to build a strong support system, broaden victim services to historically underserved communities, and advance promising policies, practices, and programs that promote justice and healing for all victims of crime. The Data Analyst complements the skillset of the NCJA team and will bring experience in analyzing, cataloguing, summarizing, and communicating data analysis and secondary research findings on trends, evidence-based practices, policies and state victim assistance and victim compensation programs to inform project work. The successful candidate will have a general understanding of the criminal justice system and the role of victim services. Some travel is expected. The Data Analyst will work remotely and reports directly to the Director of Programs and Grant Management, working collaboratively as a member of a high-functioning professional team. • Developing, tracking and reporting on program performance with associated goals. • Coordinating OVC PMT/JustGrants data analysis with OVC and TTA partners. • Consult and collaborate with OVC and other allied professionals. • Drafting reports for review and approval by the team.

Minimum Qualifications

• Bachelor's Degree or higher (criminal justice, public policy or educational evaluation/research preferred). • Minimum of five years’ work experience in data collection and analysis of primary and secondary data

sources. Experience analyzing both quantitative and qualitative data is preferred.

Knowledge, Skills, and Abilities

• Proven record of collecting, analyzing and presenting complicated data in an easy-to-understand formal report for a variety of audiences.

• Ability to receive primary data in various formats and create a database for ease of analysis and reporting. • Strong writing skills for the development of policy briefings, website content and reports. • Interest in the administration of justice and provision of victim services with emphasis on data- informed

policy and practice. • Proficient in use of Microsoft Office software (PowerPoint, Excel, Outlook, Access, etc.) and other research

related software programs. • Experience using Business Intelligence (BI) tools including Tableau, is preferred. • Strong interpersonal and collaboration skills; ability to quickly learn and adapt in a fast-paced, highly

interactive environment. • Self-starter who is comfortable independently managing deadlines. • Proven track record of consistently producing deliverables that are well-written and contain helpful

information, providing solid and actionable recommendations. • Strong organizational skills and ability to track multiple tasks concurrently. • Ability to work virtually, manage multiple projects and meet deadlines with a minimum of supervision. • Ability to interact and maintain good working relationships with officials at all levels of government, as well

as policymakers and practitioners. • Ability to participate in a high-functioning professional team requiring flexibility and collaboration.

Physical Requirements

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking. Limited amount of physical effort required associated with walking, lifting and carrying (less than 25 lbs.) 5-10 percent of work time. Working Conditions

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, scanners, photocopiers and filing cabinets.

Compensation

Salary: $60-75K commensurate with experience.

Please note that this position is supported through a U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime Cooperative Agreement that expires on September 30, 2023. Continuation of this position is contingent upon performance and the ability to obtain future funding for this project.
