The drive, designed to raise funds necessary to financially as- sist Navy and Marine Corps per- sonnel and NMCRS programs, will run for six weeks until April 11. The NMCRS raises funds for programs and support services through repayment of interest- free loans, proceeds from thrift shops, the reserve fund, and most of all, contributions. Last year, the fund drive raised $9.9 million nationally. Nearly 30 Airmen of the 113thSecurity Forces Squadron depart-ed Feb. 15 for a five-month deploy-ment to an undisclosed location inSouthwest Asia.

While deployments are cer-tainly not unusual, what makesthis one unique is the range inexperience shared among the Air-men. This deployment will be thefirst for more than 10 of the secu-rity forces Airmen of the Districtof Columbia Air National Guard’s113th Wing.

“I’m very excited for my firstdeployment,” said Senior AirmanCordero Santiago. “I volunteeredto deploy because I wanted the ex-perience and I feel prepared.”

Santiago credits his confidencein his preparation for this deploy-ment to his time spent at the in-tensive two-week Regional Train-ing Center at Eglin Air Force Base,Fla., where training included smallgroup tactics, weapons sustain-ment and mounted operations.

“I learned how to dismountand patrol and a lot of land navi-gation,” said the RTC outstandingperformer. “[The training] teachesyou how to do your jobs in differ-ent situations we might encoun-ter.”

Like Santiago, many of thenewer Airmen have since gainedconfidence and a better under-standing of what to expect of thedeployment, said Tech. Sgt. JosePerez, one of the two squad lead-ers of the deploying unit. Thanksto deployment veterans like Perez,for whom this will be his sixth de-ployment, the newer Airmen are ingood hands and have the opportu-nity to seekmentorship and advicefrom those who have deployed onnumerous occasions, such as Se-nior Airman Ashli McEntee.

Since joining the Air Force eightyears ago on active duty, McEnteehas deployed seven times. Thisdeployment with the 113th SFSwill be her eighth total deploy-ment and her second since join-ing the DCANG. While preparingfor deployment here and at EglinAFB, she found herself mentor-

ing younger and newer airmen forwhom this will be their first time“down range.”

“The newer Airmen have beencoming to us and asking about theliving conditions, the weather, thegear, the schedule, how we workas teams, the hours we work,”McEntee said. “As we have a largeamount of first timers deployingwith us, I think we can offer com-fort and knowledge.”

Many members of the Reserveand National Guard usually seefellow Airmen and colleagues ona monthly basis; deployments of-fer opportunities to build strongercamaraderie and unit cohesion.After preparing for deploymenthere and training together at Eg-lin AFB, the 113th SFS Airmen willwork side-by-side during their fivemonths overseas, and “we’ll endup having that bond together,”said Perez.

When the unit returns home inthe late summer, the 113th Wingwill welcome a team of deploy-ment veterans, including thoseAirmen ready to help the next gen-eration of first-time deployers.

Last year, across the nation,theNavy-MarineCorps ReliefSociety (NMCRS) distributed

$48.6 million in interest-freeloans and grants to 65,358 cli-ents comprising Sailors, Marines,their eligible family members andsurvivors. And every one of thosedollars was donated.

With its 2014 fundraising cam-paign underway through April 18,NMCRS is once again relying onthe generous donations that al-low them to provide assistanceand support to those experienc-ing financial difficulties resultingfrom deployments, separations,family emergencies or other hard-ships associated with the militarylifestyle.

“While we do receive somecorporate and private support,our biggest donors are the activeand retired military community,”explained Maureen Farrell, direc-tor of the NMCRS office at NavalAir Station Patuxent River. “A lotof people think highly of our soci-ety and donate. We’re very lucky.”

Last year at Pax River, a totalof 257 interest-free loans and 30grants were awarded to clientsseeking assistance for a total dis-bursement more than $196,000.

“People who donate often wantto know if their dollars are stay-ing local,” Farrell said. “Last year,we collected nearly $92,000 at Paxbut disbursed over $100,000 morethan that [here]; so I think it’s safeto say their dollars are being spentlocally.”

Of all the funds distributedlast year at Pax, 57 percent wentto basic living expenses such asfood, rent and utilities; while

another 21 percent paid for gas,auto insurance, registrations andrepairs.

“These are not frivolousloans,” Farrell said. “We’re notgoing to help people live abovetheir means. We’re here to helpthose who have a true need. Peo-ple can count on us being verycareful with their money. Wehave to be.”

The sound fiscal practicesNMCRS demonstrates in manag-ing its donations are evidencedby the four-star rating it earnedfrom Charity Navigator, the na-tion’s largest independent char-ity evaluator.

“Navy-Marine Corps ReliefSociety’s coveted four-star rat-ing puts it in a very select groupof high-performing charities,”

said Ken Berger, president andchief executive officer of CharityNavigator. “Out of the thousandsof nonprofits Charity Navigatorevaluates, only one out of fourearns four stars — a rating that,now, with our new accountabil-ity and transparency metrics, de-mands even greater rigor, respon-sibility and commitment to open-ness. NMCRS supporters should

feel confident that their hard-earned dollars are being used ef-ficiently and responsibly when itacquires such a high rating.”

The fund drive should alsohelp toc increase visibilityfor NMCRS.

“It amazes me that some ofour active-duty service membersstill don’t know we’re here,” Far-rell said. “We want them to thinkof NMCRS first when they needfinancial assistance. We hate tosee people with 14 percent inter-est on a loan for auto repair whenwe could’ve given them that loanfor free.”

Farrell also wants potentialdonors to know that while theymay have never needed the soci-ety, they work with someone whohas.

“And people alleviated of fi-nancial pressure can do a betterjob,” she said. “Financial readi-ness equals operational readi-ness.”

Across the country,around the world and atNaval District Washington,military personnel, familymembers and Departmentof Defense (DoD) contrac-tors and civilians are pledg-ing to be more financially re-sponsible as part of MilitarySaves Week, an annual socialmarketing campaign thatencourages people to savemoney and reduce debt.

Military Saves Week, run-ning Feb. 24 through March1, is part of the larger AmericaSaves program operated bythe Consumer Federation ofAmerica, and is a partner ofthe DoD Financial ReadinessCampaign. Last year, morethan 137,000 people in 471organizations were reachedas part of Military Saves, a39% increase from 2012, ac-cording to the program’swebsite.

“It’s very important be-cause we have members whoare always out fighting thegood fight,” Culinary Special-ist 1st Class Craig Houston,Naval Support ActivityWash-ington (NSAW) command fi-nancial specialist, said of thecampaign. “If they’re worriedabout their families under fi-nancial stress, it puts more

stress on them and they’renot focused on the job.”

Houston said the weekprovides personnel and theirfamily members a chanceto realistically assess theirfinancial situations, go toseminars and find informa-tion about how to find costsavings efficiencies to helpthem throughout the year.

Washington Navy Yardis scheduled to host an in-formation fair Feb. 27 in theTown Center building from11 a.m. to 1 p.m., where a

variety of resources will beavailable. The Military Savescampaign only allows ap-proved vendors to partici-pate, Houston said, leavingout predatory loaners or oth-er risky loan agencies.

Elsewhere in the region,installations are partneringwith local banks and creditunions during Military SavesWeek, as well as hostingguest speakers and financialclasses, said David Rose, apersonal financial managerfor the Military and Fam-

ily Support Center (MFSC) atJoint Base Anacostia-Bolling(JBAB).

Rose said a large part ofthe campaign is getting visi-tors to sign theMilitary SavesWeek pledge online.

“When you make a goalto something like that, itmakes a difference if youwrite it down,” said Rose.”Ifyou write it down, you makeyourself a pledge and hope-fully that helps a person out.”

While the campaign mayonly be highlighted for aweek, the goals of MilitarySaves are to keep personnelaware of their financial se-curity and promote positivesavings behavior on a consis-tent basis.

“Military Saves Week isnot just a once in a lifetime

thing,” Houston said. “It’s ev-ery day that you live your lifethat you should be makingsure that you are financiallystable.”

Across NDW, Fleet andFamily Readiness (FFR), theNavy and Marine Corps Re-lief Society (NMCRS), and in-dividual command financialspecialists offer year-roundsupport on a variety of topicsincluding credit counseling,budgeting, debt reductionand investing.

Houston said he adviseseveryone he sees to make adetailed budget for every payperiod or every month, rath-er than an annual budget.Keeping a closer eye on yourmoney on a more frequentbasis allows savers to knowwhere each dollar goes and

invest smarter, he explained.“Invest it in yourself, and

if you have family, invest it inyour family,” said Houston.“So that way when you get tothe retirement age, you don’thave to stress about whatyour next job field is going tobe. You have time and leewayto use your money wisely.”

For those struggling tosave because of debt, Hous-ton encouraged makingsteady payments to each ofone’s debts while trying topay off the smallest balancesfirst, and then working upto getting rid of the highest-interest bills in a positivesnowball effect. This prac-tice builds credit ratings andmay actually shorten repay-ment periods, he added.

Bono said within theNCR MD market, there areapproximately 453,000 eligi-ble beneficiaries with near-ly 271,000 enrollees. Sheadded her goal is to bringthose nearly 200,000 pa-tients “with our fingerprintson them” not enrolled, backinto the military direct caresystem. Those eligible ben-eficiaries may be currentlyreceiving their health carefrom purchased care con-tractors. The admiral ex-plained that bringing theseeligible beneficiaries “backhome” will lower costs to

Department of Defense,increase readiness and im-prove overall care.

“Every one of our pa-tients, once they get in tosee you, have nothing butgood things to say,” Bonocontinued. She said this isdirectly related to the pa-tient-centered care providedat WRNMMC, but access tothe care remains a challengefor beneficiaries throughoutthe region.

The NCR MD directoradded she is working closelywith WRNMMC DirectorBrig. Gen. (Dr.) Jeffrey B.Clark and FBCH directorNavy Capt. Jennifer Vedral-Baron to not only improveaccess to MTFs within theregion, but also decreasedeferrals of beneficiaries toproviders outside of the mil-itary health system (MHS).

Clark explained this washis focus during his townhall meeting earlier thismonth. He said WRNMMCand FBCH, along with theregional MTFs, are part-nering to provide “patient-friendly, high quality healthcare.” As part of this part-nership, less complex testsand procedures, not requir-ing beneficiaries to come toWRNMMC, will be providedby WRNMMC surgeons andspecialists going to otherMTFs to treat beneficiariesat the facilities closest to thepatient, according to Clark.

“We should partner tothink about the entire mar-ket as opposed to WalterReed Bethesda or FBCHworking independently,[which means determining]where it is best for patientsto receive their patient-

friendly care,” Clark said.He also encouraged staffto attend a clinic optimiza-tion course at WRNMMC bycontacting Sheena Walkerat [email protected]. The course is designedto assist providers in bestoptimizing WRNMMC ser-vices to meet the needs ofpatients.

Bono also stated, word-of-mouth is the best adver-tisement to bring eligiblebeneficiaries back into theMHS. “We have a great op-portunity to make history,”she added. “We have a lot ofyoung active duty [servicemembers and their families]who come here for their firstduty station. I would lovefor them to have the time oftheir lives so that they knowwhat the art of the possibleis. When they leave here,they can help spread theword about the things weare doing and the oppor-tunities that exist at a jointfacility.”

As the NCR/eMSM’s“academic medical center,”WRNMMC must capitalizeon its teaching and researchpower for the future of mili-tary medicine. This can onlybe done if eligible beneficia-ries are brought back intothe system, Bono added.

“I think our patients areanxious to find a way backhere, and we need to makethat as easy as possible forthem,” she said. “My goalhere is to make sure everyone of you is successful, andto that end, I’m all ears.”

Of course, the budgetchallenges of the last fewyears have affected all as-pects of the military, in-cluding Navy shore instal-lations. “I think the prima-ry challenge we face todayis the incredibly dynamicfiscal environment we’vebeen seeing,” said French.“Our country’s military pri-orities are changing whichmeans the Navy and CNICare reprioritizing how wespend our money. But, it’sa good challenge to have,

because it forces us to findnew and innovative waysto ensure we continue ourmission of supporting thefleet, fighter and family -which goes hand-in-handwith the [Chief of NavalOperations’] Sailing Direc-tions.”

French zeroed in on en-ergy conservation as oneway shore installationscan improve their fiscaloutlook. “In addition toprioritizing how resourcesare spent, we have to alsoexamine areas in whichwe can exert some controlon expenditures,” he said.“Energy bills are the singlelargest cost for Navy in-stallations. So, part of ourchallenge is to educate ourworkforce on the impact ofconserving energy and howsavings from that conserva-tion can be redirected backto the fleet. Air Traffic Controller 1stClass Jesse Schenemann,Air Traffic Controller train-ing branch chief at NavalAir Station Patuxent River,was recently named theCommander, Navy Installa-tions Command Air TrafficController of the Year.

Schenemann, who hasbeen at Pax River for fiveyears, was singled out asa deserving candidate forthe honor based on hisknowledge, expertise andwillingness to go above andbeyond.

“The position he’s hold-ing is normally held by asenior chief petty officer,”explained Lt. Cmdr. EarlDrey, who, along with Se-nior Chief Air Traffic Con-troller Joseph Stone, nomi-nated Schenemann for theaward. “He’s an E-6 doingthe job of an E-8 and that ishard to do at a facility like

this. That is one of the mostimpressive things he doeshere, and he does it well.”

As training branch chief,Schenemann is responsiblefor the training and profes-sional readiness of morethan 70 Sailors, E-7 and be-low; five DOD contractors;and four flight planningcontractors — all while en-suring the facility strictlyadheres to Federal AviationAdministration and NavalAir Training and OperatingProcedures Standardiza-tion (NATOPS) guidelines.

“It’s a huge responsibil-ity; the biggest within ATC,”Drey said. “Because if wedon’t have a training pro-gram, we don’t have any-thing.”

Through his mentor-ship, development andleadership of air trafficcontrollers, Schenemannis responsible for the error-free completion of morethan 14,000 radar and tow-

er manned and unmannedoperations; and more than13,000 research, develop-ment, testing and evalua-tion (RDT&E) aircraft op-erations.

One measure of Schen-emann’s success was thehighest score rating of “sat-isfactory” with zero dis-crepancies earned by theATC facility during the 2013ATC NATOPS Quality As-surance Inspection. At thecommand outbrief, inspec-tors specifically praisedSchenemann for his role.

One of only two militaryFacility Watch Supervisors,he is the only air trafficcontroller to have achievedthe FWS designation atboth Pax River and WebsterOutlying Field.

When asked about theCNIC honor, Schenemannacknowledged it and thenquickly recognized the roleothers played in his accom-plishment.

“It’s one of the thingsI’m most proud of in mylife, but I didn’t do italone,” he said. “I’m theproduct of great leadershipand the people I train andwork with. I’m in very goodcompany. I enforce theplan, but they’re the onesputting in the hard work.Out of all the places I’vebeen, [Pax River] has thebest cross section of con-trollers I’ve seen. It’s themost demanding place towork and they always riseto the occasion.”

With the honor, Schene-mann now serves as CNIC’snominee for the prestigiousVice Adm. Robert P. PirieAir Traffic Controller of theYear award. That award,presented for outstandingcontributions to opera-tional readiness and safetyapplied by individual Navyand Marine Corps air trafficcontrollers Navywide, willbe presented in late March.

First-time and seasonedparents who are raisingtheir children while servingthe country face a myriadof challenges as they jugglethe demands of their fam-ily and professional lives.Being geographically sepa-rated from extended fam-ily, frequent moves anddeployments can all placeadded stress on the militaryfamilies.

That’s where the NewParent Support Programcan help expectant par-ents and those who alreadyhave children, develop theskills they need to providea nurturing environmentfor their little ones.

On Joint Base Myer-Henderson Hall, licensedclinical social workersMary Cargill and PamHirsch work together in theprogram to enhance par-ent and infant bonding in-crease knowledge of childdevelopment, and provideconnections to supportservices that allow parentsto become nurturing andcapable caregivers.

“It supplies support forour military families,” Car-gill said of the NPSP. “Alot of times, they are sepa-rated from their family bydistance. They don’t havefriends in the community

because they may be newto the installation, so wecan fill a void.”

Cargill said the best wayto describe the program isthat it teaches participantsthings their moms wouldteach them about being aparent.

The program’s servicesare free to active duty ser-vicemembers and theirfamilies who are expect-ing their first child or haveat least one child under 3years old (5 years old forNavy and Marine Corpsfamilies) in their homes..

“We try to help parentshave realistic expectationsof where their children areand what they can do sothey’re not getting so frus-trated with them,” said Car-gill.

Cargill and Hirsch saidone of the hidden gems ofthe program is its home vis-it program, which providesprivate, in-home supportfor new parents. Cargilland Hirsch visit clients intheir homes, or anywhereelse they’d like to meet,throughout the NationalCapital Region.

Hirsch said new parentsoften feel more comfortablediscussing their concernsabout issues such as postpartum depression, breast-feeding and baby and childcare in their own homes.

“We provide a variety

of support; whatever theclient needs,” she said.“We’re here to support andeducate.”

“We do developmentalscreenings in the home andcan determine if the babyrequires further assess-ment,” added Cargill.

Hirsch and Cargi l lstressed that the home visitprogram, like all aspectsof new parent support, iscompletely voluntary andis open to all eligible ser-vicemembers. regardless ofrank.

“We are not just for yourlower enlisted,” said Car-gill. “We serve the entiremilitary community.”

The program also pro-vides hospital visits forparents who have just had achild; referrals to other ser-vices offered through themilitary health care system,the installation or commu-nity; prenatal and parent-ing classes such as babybundles and baby stages.

“I want families to bestronger. That’s the fiber ofour nation, our families,”said Cargill, whose hus-band is a retired Marineand children are currentlyserving in various branchesof the armed services.

Military and civilian emergencyservices throughout Naval DistrictWashington (NDW) this weekconcluded two weeks of extensivedrills and crisis response trainingduring the annual anti-terrorismand force protection exercise SolidCurtain-Citadel Shield (SC-CS).

Solid Curtain is a Navywideexercise led by Commander, U.S.Fleet Forces and Commander,Navy Installation Command, andCitadel Shield is designed to evalu-ate installation-level responses toa range of force protection situa-tions.

At Naval Support Activity (NSA)Washington, leaders gathered for atabletop exercise to discuss emer-gency action plans (EAP) differentservices would practice in the caseof an actual emergency. AudreyChampagne, installation trainingofficer, said the exercise providedvaluable feedback to develop bet-ter plans for the command as wellas installation tenants.

“It was solution-oriented,” shesaid of the training. “It was focusedon all the stakeholders within NSAWashington’s area of responsibil-ity and they all felt like they hadan important role to help get theirEAP plans and our EAP plans in theright direction.”

Further south in NDW, NavalAir Station (NAS) Patuxent Riverhosted an active training schedulefeaturing an active shooter andhostage situation, a bomb threat,and base intruders, among otherevents.

“We had superb tenant partici-pation this year, with all levels ofleadership involved ensuring theirworkforce is trained and ready forunpredictable threats,” said Capt.Ben Shevchuk, NAS Patuxent Rivercommanding officer. “We do anexcellent job when it comes to ac-complishing the mission, but weshould always take advantage oftraining opportunities that allowus to enhance safety and securitythroughout the workforce.”

Nearby at NSA South Potomacand Joint Base Anacostia-Bolling(JBAB), exercise leaders also fo-cused on deterring falsely-creden-tialed intruders along installationperimeters, as well as participatingin active-shooter scenarios withinthe bases.

To ensure safety and securityduring the training, role playersacting as the shooters were escort-ed by base personnel who oversawand evaluated the events. As anannual exercise, SC-CS allows mil-itary and civilian responders aliketo hone emergency skills as threatsevolve, but in a safe environment,much like any other military drill.

Joseph Goldsberry, lead exer-cise planner for NDW, said SC-CSfollows the classic military adage,‘train like we fight.’

“The same plans that we useduring the exercise are the sameones we use in a real world event,”he said. “Our goal is to make theexercise scenario as realistic aspossible to facilitate a realistic cri-sis situation.”

The overall event for NDW

culminated with a large-scale ac-tive-shooter drill at Walter ReedNational Military Medical Center(WRNMMC) in NSA Bethesda de-signed to mitigate damages anddevise better protection plans forvisitors, residents and staff.

Immediately following thetabletop exercise at WashingtonNavy Yard, Champagne said posi-tive feedback about the exercise

began flowing in from partici-pants.

“It was a success,” she said. “Ev-eryone had a better understandingof what’s going on during theseemergency situations and the bestway we can get information to ci-vilians who are locked down.”

Personnel are encouraged tosign up for the AtHoc alert networkand follow the “If you see some-

thing, say something” rule in thecase of witnessing any suspiciousactivity.

Over the next 32years, Costen has worked as a Cashier, anAssistant Supervisor of Customer Service,an Accounting Assistant, Human ResourceAssociate, a Shift Manager, a Sales andMerchandise Manager and as the JointBase Andrews’ Main Store Manager, whereshe will soon retire after a memorable ca-reer.

“It’s bittersweet to think of me retir-ing from the Exchange and to think aboutthe countless friends I have made duringmy journey,” Costen said. “I will treasurethose memories forever.”

While the jobs may have changed overthe years, Mrs. Costen’s dedication anddevotion to the men and women who haveserved has never wavered.

“Thinking back on the past 32 years re-minds me of what an honor it has been toserve those that serve,” said Mrs. Costen.“Energy prices may go up and politiciansmay change, but waking up and going towork alongside the best customers in theworld at the Joint Base Andrews Exchangein 2014 is just as exciting and rewarding asit was my first day on the job, 32 years agoin Nuremburg, Germany.”

we have to pay, no matter what, and thehigher it is, the more we take away fromthose people conducting training and op-erations. So, turning off lights, computers,you name it - that all has a direct impact onoperations.”

Budgetary stress or not, sexual assaultprevention and response is another as-pect of installation management that mustevolve. “We continue our efforts to stampout sexual assaults from our Navy,” saidFrench. “We are all working hard - fromheadquarters personnel to installationcommanders to local base victim advo-cates-to take on the challenge of ensuringsexual assaults are reported, victims aretaken care of and offenders are prosecutedaccordingly. Sexual assaults threaten ourmission readiness and must be eradicat-ed.”

Shore installations will also continueto operationalize support for the Navy’sdiverse missions. “Our bases have alwaysbeen vital in supporting the Fleet,” saidFrench. “We manage port and air opera-tions for one - from the wireless pier ini-tiative, to tug boats, air traffic controllers,pier and airfield maintainers, all that goesto supporting operations every day, so ourSailors and aviators can train, prepare forand participate in deployments aroundthe world.

“Our security forces are currently par-ticipating in Exercise Solid Curtain-CitadelShield 2014 and their efforts in planning,coordination and execution is a testamentto how important we view protecting Sail-ors, civilians, families and contractors sothey can feel safe and secure while doingtheir jobs on base,” French continued.“Also, we’re working on more robust train-ing for our fire and emergency services sothey can be better prepared to assist shipsshould an in-port fire occur. Aside from di-rect support for operations, I think it’s im-

portant to stress the impact our other ser-vices have on the morale and well-being ofour Sailors. Services like child and youthcare, MWR, fitness, libraries, galleys, NavyGateway Inns and Suites, the list goes on.These services provide the essential in-gredients for making our Sailors and theirfamilies healthy, both physically and men-tally, so that together, we can accomplishthe CNIC and Navy mission.”

Regionalization is one way CNIC ismaintaining its operational focus, whilealso controlling costs. “Regions haveproven to be an effective way to manageour installations - especially on the globalenterprise level,” said French. “We’ve hadsome learning experiences since CNICstood up in 2003 and we’ve consolidatedsome regions, fine-tuned our practicesand now we’re seeing some big dividends.The regionalization model has enabled usto align our efforts and serve all our stake-holders and customers within the fleetmore efficiently and effectively.”

Those changes, however, are not al-ways easy for ground-level employees andSailors to implement. French thanked theCNIC workforce and offered them wordsof encouragement as they strive to accom-plish their mission in a time of fiscal stressand organizational change. “There are a lotof changes happening at the national level,and those are changes are filtering downacross [the Department of Defense],” hesaid. “I can’t predict what the future willhold, but I can say that our biggest priori-ties - service to the Fleet, Fighter and Fam-ily - will always be on the forefront of mymind. Stay adaptable, agile, continue tolook for ways to help save money, reducewaste, and increase efficiencies. Thankyou for all you do every day to supportour customers - the Fleet, families and thewarfighters.”

“Develop an institutional niche,” saidMaclin, adding the following recommen-dations for the colleges: “Have bold lead-ership with brave sensibilities; make deci-sions based on data; presidents must speakout on national higher education issues;look at retention and graduation rates andif there is no change, they must make im-mediate change; learn to ‘manage up’ withtheir funders; diversify their student body;respect faculty and their input - happy fac-ulty equals happy students; improve stu-dent (customer) services; choose leaderswith diverse experiences and perspectives;take alumni giving seriously and cultivateit; and reach out to the communities thatwe serve.”

The second question - what must federalagencies do to increase numbers of minori-ties in STEM Fields?

“Federal agencies must develop mean-ingful partnerships with STEM faculty atminority serving institutions and providestudent support through internships andstudent-based scholarships,” said Maclin.“Federal grants should include minorityserving institutions in a meaningful wayand a committee of experts developed toprovide advice on human resource require-ments for the next 50 years.”

NSWCDD Commander Capt. Brian Du-rant emphasized this point in his open-ing remarks, reminding the audience ofNSWCDD’s commitment to upholding theChief of Naval Operations’ vision to devel-op a diverse workforce.

“We will continue to ensure that everynew Sailor and civilian has an equal chanceof developing his or her talents to their full-

est potential in an environment free of dis-crimination, preferential treatment, or anymanner of exclusion or intolerance,” theCNO affirms in his diversity vision. “EachSailor and civilian will be inspired and em-powered to contribute and to attain thehighest levels of leadership based upon hisor her sustained level of performance.”

At NSWCDD, the best and brightest pro-fessionals from a broad spectrum of back-grounds and cultures are addressing to-day’s challenges to ensure the Navy’s readi-ness for its future mission needs across theglobe.
