1. Economic and Social Infrastructure

The key pillar of Japan’s foreign policy architecture for Africa is the Tokyo International Conference on African Development (TICAD) process. At

TICAD V in 2013, Japan committed itself to implementing development cooperation programmes in Africa under the three broad themes, one of which is

“Robust and Sustainable Economy.” While serious poverty looms large in Sub-Saharan African countries, the region at large recorded an annual economic

growth of 5.8% on average during the period between 2000 and 2010 thanks to population explosion and natural resources mining. Under such

circumstances, Sub-Saharan Africa draws increasing attention from the international community as a future market and a production centre in the 21th

century. Such a rosy scenario of economic growth in South Sudan is hinged upon the establishment and upgrading of economic and social infrastructure.

Japan’s contribution to “Economic and Social Infrastructure” in South Sudan amounts to $237,510,594 between 2005 and 2014. Japan has

provided grant aid to South Sudan for key infrastructure building projects as they bear significant importance, for laying the foundation for economic

growth and subsequent sustainable development. We are witnessing great progress in the following sub-sectors:

Facilitating transportation and trade: A lion share of import commodities, on which South Sudanese lifestyle is reliant, originates from Uganda and

Kenya by way of Juba - Nimule Road. In this context, the new bridge over the Nile River, dubbed Freedom Bridge is certain to increase trade and

investment between South Sudan and its East African neighbours and promises South Sudan’s economic growth. Juba River Port and Mingkaman

River Port together will unlock the potential of riverine traffic networks and help the peace dividends trickle down to inland communities beside Juba.

Supplying water to populace: Nothing is more precious than water for human lives and livelihoods. Outbreaks of water-born infectious diseases due

to poor hygiene take a huge toll every year in heavily-congested cities. Improvement of Water Supply System in Juba is undertaken by Japan and will

enable Juba residents to gain access to clean drinking water at a reasonable cost and with a maintenance mechanism in place.

2. Alternative Industries

The key pillar of Japan’s overall foreign policy architecture for Africa is the Tokyo International Conference on African Development (TICAD)

process. At TICAD V in 2013, Japan committed itself to implementing development cooperation programmes in Africa under the three broad themes, one

of which is “Robust and Sustainable Economy.” South Sudan is endowed with various natural resources, and the revenues accruing from petroleum

export accounted for almost 95% of the total national revenues in 2013. However, for the sake of sound economic management and sustainable growth,

the economy needs to reduce its dependence on a volatile, single export commodity. South Sudan’s revenue sources require drastic diversification.

Japan’s contribution to the “Alternative Industries” in South Sudan between 2005 and 2014 amounted to $23,368,917. Needless to say,

agriculture is the most promising alternative industry for South Sudan to supplement the national revenue in the long run, given the country’s rich natural

endowment of untapped fertile land and water and the size of the labour force, the majority of the population, engaging in the primary industry, most

notably agriculture. In addition, agriculture, be it livestock-keeping or crop husbandry, develops into many diversified products and generates added

values through processing.

Designing long-term agricultural development policy: The Comprehensive Agricultural Development Master Plan (CAMP) and Irrigation

Development Master Plan (IDMP) are Japan’s two salient contributions to the agricultural development in South Sudan. CAMP navigates future

development of the agricultural sector in South Sudan, taking into account its advantages such as diverse product development potentials, abundance of

water resources, land fertility, and so forth. CAMP will help the sector gain more competitiveness and transform South Sudan into a regional breadbasket.

IDMP proposed the best intervention in South Sudan’s plentiful water resources to convert rudimentary rain-fed cultivation methods susceptible to weather

changes into modern, predictable crop management styles. Irrigation also provides for a solution to reduce the occurrence of flooding, which continues to

plague and devastate unequipped village communities in South Sudan.

Upgrading agricultural extension system: Japan provides technical expertise to the Ministry of Agriculture of South Sudan to help develop its

nascent rice production. Despite its large potential of rice production, South Sudan imports almost all processed rice from foreign countries at this stage.

Japan is forging ahead with the improved agriculture extension system in connection with the aforementioned two Master Plans.

3. Social Services and Livelihoods

At TICAD V in 2013, Japan committed itself to implementing cooperation programmes under the three broad themes, one of which is “Inclusive and

Resilient Society.” Also, in line with the fundamental principle of human security, Japan provides assistance to Sub-Saharan Africa not only to attain

poverty reduction and inclusive growth but also to achieve the Millennium Development Goals, which is now taken over by the Sustainable Development

Goals.

Japan’s contribution to “Social Services and Livelihoods” in South Sudan amounts to $329,662,613 between 2005 and 2014. Having gained

independence in 2011, South Sudan is still in the midst of a long, painstaking nation-building process. Unfortunately, the December 2013 crisis has

delayed this process and caused immense ordeal and sufferings to innocent citizens nationwide who fell into the need of humanitarian relief. Under such

circumstances, Japan is delivering remedial emergency assistance through Japanese NGOs and international organizations while continuing to provide

bilateral development cooperation in social service delivery through JICA’s grant and technical cooperation schemes, aiming at poverty reduction and

quality growth simultaneously.

Providing humanitarian relief: Japan’s assistance encompasses the acute survival and livelihoods needs as more than 1.6 million internally-displaced

South Sudanese and 760,000 South Sudanese refugees in the neighbouring countries suffer from long-felt damages of the internal conflict. Through an

array of implementing partners ranging from Japanese NGOs to international organizations, Japan’s humanitarian relief addresses the immediate needs of

IDPs and refugees in water, food, primary education, health, and shelter.

Cooperating in human development: In line with the pledge made at TICAD V, Japan places special importance on the improvement of healthcare,

educational opportunities, and vocational training, with a view to achieving quality growth and poverty eradication. “Human Resources Development

for Healthcare in South Sudan” boosted the capacity of the healthcare providers, and “Strengthening Mathematics and Science Education in South

Sudan” contributed to improved teaching quality and learning outcomes. Last but not least, vocational training programmes in South Sudan were greatly

galvanized through a JICA’s technical cooperation project for upgrading Multi-Service Training Centre (MTC).

4. Governance and Security

The key pillar of Japan’s overall foreign policy architecture for Africa is the Tokyo International Conference on African Development (TICAD)

process. At TICAD V in 2013, Japan committed itself to implementing development cooperation programmes in Africa under the three broad themes, one

of which is “Peace and Security.” Japan believes that peace and security founded upon good governance is a prerequisite for sustainable economic growth.

From this standpoint, Japan has supported African countries’ capacity building in rule-of-law institutions such as national police services that enhance

domestic security, and Peacekeeping Training Centres that train regional contributors to international peacekeeping missions.

Japan’s contribution to “Governance and Security” in South Sudan amounts to $ 99,086,656 between 2005 and 2014. Four years into political

sovereignty, South Sudan is yet to establish political stability, and security situations have deteriorated particularly in the northern region since December

2013. Japan, as a responsible member of the international community, is eager to see the Agreement on the Resolution of the Conflict in South Sudan duly

implemented and willingly offers assistance, in order for South Sudan to put an end, once and for all, to the protracted conflict, in a manner befitting a

credible development partner. Japan also engages its own Self-Defence Forces members in UNMISS at the forefront of the effort to consolidate peace and

security in South Sudan.

Strengthening safety and security: Japan finances the multi-donor “Access to Justice and Rule of Law Project” by way of UNDP to raise the

operational capacity and the administrative effectiveness of South Sudan National Police Service. Japan’s “Border Control and Migration Management

Programme” with IOM targeted immigration officers’ capacity building and contributed to tighter control of South Sudan’s borders with six neighbouring

countries. Furthermore, Japan collaborates closely with UNMASS in “Quick Response to Demining and Hazard Detection” to prepare for the sage

return of the displaced population and renewed community building.

Establishing good governance: “Institutional Capacity Development of South Sudan TV and Radio” aims at strengthening SSTV’s reporting

capacity. Promoting freedom of the press through transitioning SSTV to a public broadcaster will help raise public awareness on good governance in

South Sudan.
