Planning Commission Update

January 7thThe Planning Commission heard presentations on two MAP-21Transportation Alternatives Program applications for the PlantationRoad Bicycle, Pedestrian and Streetscape Improvement Project and forthe East Roanoke River Greenway. See the articles below forinformation on these projects. Two public hearings were held:

Petition of Philip Argabright to rezone 12.9 acres from R-1 toAG-3 off Stanley Farm Road in the Glenvar area, CatawbaMagisterial District. The Commission voted (5-0) to recommendapproval of the rezoning. The Board of Supervisors approvedthe request at its January 22nd meeting.

Petition of Friendship Health and Rehab Center South, Inc. torezone 10.27 acres fromR-1 to C-2 and to obtain aspecial use permit for anursing home and life carefacility on property locatedon Starkey Road, CaveSpring Magisterial District.The Commission voted (5-0) to recommend approvalof the petition with oneproffered condition and fourconditions associated with the special use permit. The Board ofSupervisors approved the request with one proffered conditionand five conditions on the special use permit at its January 22ndmeeting.

January 15thThe Commission discussed a potential Route 221 Area Planamendment and the possibility of making amendments to usespermitted in the Zoning Ordinance. February 5thThis meeting was canceled. February 19thThe Commission will have a presentation on the Partnership for aLivable Roanoke Valley's progress, a possible Route 221 utilityextension and Zoning Ordinance amendments. March 5thA public hearing will be held on the petition of Old HeritageCorporation to rezone approximately 1.880 acres from R-1, LowDensity Residential District, to C-1, General Office District, with

Old Heritage Corporation Rezoning CommunityMeeting Old Heritage Corporation hassubmitted a revised land useapplication to rezone 1.880 acreslocated at the southwest corner ofthe intersection of Franklin Roadand Crossbow Circle including5259 Crossbow Circle from R-1,Low Density Residential District,to C-1, Office District, withproffers, in the Cave SpringMagisterial District. The proposeduse is Office. Accessibility Workshop for Trails andOutdoor Developed AreasThe Virginia Department of Conservation andRecreation, Roanoke County and the RoanokeValley Greenway Commission are hosting anAccessibility Workshop at Roanoke County'sSouth County Library from 8:30 a.m. to 2:00 p.m.on March 15, 2013. This workshop will cover ADAdesign requirements as well as rules about OtherPower Driven Mobility Devices. View further information, the agenda andregistration materials here. Welcome to County Engineer David Henderson David Henderson joined Roanoke County as the County Engineer inearly January. He has over 30-years of consulting experienceserving government entities andauthorities in the development ofpublic infrastructure facilities andprograms. Even though he is anew County employee, he is notnew to the area. He was born andraised in the Roanoke Valley, andhas lived in Roanoke Countysince 1986. David and his wifeCarol have been married for 32years and have 3 children. Theoldest, Matthew, is a math teacherin Charlottesville, VA; Rebecca is a kindergarten teacher in AugustaCounty; and the youngest, Joshua, attends Vanderbilt University. Davidis excited by the opportunity to serve his long-time neighbors andpositively impact the community.

Plantation Road Bicycle, Pedestrian andStreetscape Improvement Project Roanoke County Community Development recently submitted an$850,000 request for funding through the MAP-21 TransportationAlternatives (TA) Program for the Plantation Road Bicycle, Pedestrian

Proposed Eastern Section of RoanokeRiver Greenway (click for larger PDF)

and Streetscape Improvement Project. The current request for Phase2 comprises the bulk of the project as none of the planned componentscan be feasibly built in isolation. Sidewalks, street trees in landscapedstrips, pedestrian-scaled lights, bicycle accommodations, a shared usepath along a portion of Plantation Road will be constructedsimultaneously, along with necessary storm drain systems and curband gutter. A similar application forSAFETEA-LUTransportationEnhancement Programfunds submitted in 2011was successful. This awardof $341,000 fully fundedPhase 1 of the projectwhich includes landscapedmedians and left turn lanes,pedestrian crossings, shareduse paths off of PlantationRoad, entrance landscapingand a welcome sign withlandscaping. TA funding announcements are anticipated in May or June. The nextsteps for the Plantation Road project include hiring a consulting firmthat will design and engineer improvements for the entire corridor. East Roanoke River Greenway The Roanoke County Department of Parks, Recreation and Tourism ispartnering with the Roanoke Valley Greenway Commission to applyfor Transportation Alternatives Program funding to help design andconstructa section of the RoanokeRiver Greenway proposedin eastern RoanokeCounty. Community inputreceived during thepreparation ofthe Comprehensive MasterPlan for Parks andFacilities identifiedgreenways and trails as a"high priority need" forrecreational amenitiesneeded in ourcommunity. The Roanoke River Greenway is a regional bicycle and pedestriantrail proposed through the RoanokeValley linking Roanoke County, the Cities ofRoanoke and Salem, andthe Town of Vinton. Bandy Road ConstructionDecember, 2012

Last spring, the City ofRoanoke partnered with theWestern Virginia WaterAuthority to complete asection of the RoanokeRiver Greenway through theregional wastewatertreatment plant that provideda connection to the TinkerCreek Greenway. TheCounty's greenway projectwill pick up at the wastewater treatment plant inRoanoke City and extendeast approximately 2.7 miles east to the Blue Ridge Parkway. The County has entered a contract with Anderson and Associates,Inc. for professional engineering and design services. Surveying hasbeen completed along the Roanoke River and preliminary design isunderway. This application from Roanoke County requests funding tocomplete Phases 1 and 2A of the Roanoke River Greenway. Phase Iincludes the preliminary design, engineering, environmental permitting,and right-of-way acquisition of the greenway and Phase 2A is the firstconstruction phase of the project. Construction Underway on Bandy Road andMayland Road Two slope maintenance projectsare under construction in RoanokeCounty, on Bandy Road andMayland Road. The purpose ofthese projects is to improve thesight distance around curves, sothat drivers can see approachingvehicles from a greater distance. The Bandy Road project is nearingcompletion. The slope underconstruction is in a curve in the3000 block of Bandy Road, nearthe Roanoke City limits, in the Vinton Magisterial District. The Mayland Road project slopeis in the 7900 block, betweenBandy Road and Yellow MountainRoad, in the Cave SpringMagisterial District. These two projects are fundedthrough the Virginia Department of

Transportation (VDOT) RevenueSharing Program. The purpose ofthe Revenue Sharing Program isto provide additional funding foruse by a county to construct, reconstruct, improve or maintain thehighway system. Local funds are matched with state funds, through aprogram that is typically used to provide funding for immediatelyneeded highway system projects, or the supplement existing projects. Blue Ridge Parkway Final General ManagementPlan / Environmental Impact StatementAvailable The Blue Ridge Parkway Final GeneralManagement Plan provides comprehensiveguidance for perpetuating natural systems,preserving cultural resources, and providingopportunities for high-quality visitor experiencesalong the parkway for the next 20+ years. Aftermore than 75 years since the parkway wasestablished, this is the parkway's firstcomprehensive management plan. The Final General Management Plan / Environmental ImpactStatement is now available on the National Park Service website.

VMI Day

On Saturday, April 20, 2013, the Williamson Road AreaBusiness Association (WRABA) and Roanoke City will behosting a VMI football practice (scrimmage) at WilliamFleming High School Stadium. This provides the Alumni,high school students and citizens to participate bywatching and enjoying. Admission to the practice is free to the general public.

Planning Commission UpdateMarch 19thThe Planning Commission viewed the proposed web-based Pictometryimagery of the county that will be available at the end of the year. Alsodiscussed were potential Zoning Ordinance changes pertaining to theuses allowed by zoning district.

April 2ndA public hearing will be held on the petition of April Caudle to obtain aSpecial Use Permit in an R-2 District for the operation of a family daycare home located at 5629 Cove Road in the Catawba MagisterialDistrict. The Planning Commission will also review four upcoming land usecases as part of the Consent Agenda for the May 7th meeting(see meeting description below for details). Old Heritage Rezoning UpdateThe Planning Commission held a public hearing on March 5th onthe Old Heritage application to rezone 1.088 acre located at thesouthwestern corner of the intersection of Franklin Road and CrossbowCircle from R-1to C-1C for an office use. ThePlanning Commission voted 3-0to forward a recommendationof denial to the Board ofSupervisors. Old Heritage Corporationrequested to place the rezoningapplication on hold on March 15,2013. The Board of Supervisorspublic hearing is postponed untilthe applicant requestsreactivation of the application.

April 10th - 11/460 Citizen Information Meeting

VDOT will hold a second round of Citizen Information Meetings togather input for a study on Route 11/460 in Roanoke and MontgomeryCounties and for a study on Route 8 in Montgomery County. The11/460 meeting information is as follows:

Wednesday, April 10th, from 5 p.m. to 7 p.m. Elliston Volunteer Fire Department, 5001 Enterprise Drive, Elliston. The meeting will be an "open-house" format with a formalpresentation at 5:15 p.m. and repeated at 6 p.m.

ArborDay was founded in 1872 by J.Sterling Morton in Nebraska City,Nebraska and an estimated onemillion trees were planted that day. Roanoke County is observing National Arbor Day with a celebration atGlen Cove Elementary School on Friday, April 19, 2013. Thecelebration will include a ceremonial tree planting, a presentation bythe Virginia Department of Forestry on the importance of trees, and apresentation by students. The Valley Beautiful Foundation and theVirginia Department of Forestry are sponsoring the planting of mapletrees on the school grounds near the playground at Glen CoveElementary School. Creative Nursery & Landscapes, Inc. will provideand plant the maple trees at the school. Roanoke County encourages residents, business, and organizations toplant trees in honor of National Arbor Day! Roanoke County Assists in Setting Benchmarks for FutureEnergy Performance StandardsRoanoke County recentlyjoined with 19 other localitiesacross the state in avolunteer effort headed by theState Building Code Office.The purpose of the projectwas to determine the currentlevel of compliance by thestate as a whole in effectivelymeeting the requirements ofthe International EnergyConservation Code. TheDepartment of Energy has seta goal to achieve 90%compliance for newconstruction by 2017. In orderto meet this goal, it was important to determine the current level ofcompliance. This benchmark would then be used to determine trainingand education needs for inspectors, builders and the public. The County was presented with a Certificate of Appreciation from theDepartment of Housing and Community Development (DHCD) duringthe 2012 Fall Conference of the Virginia Building and Code OfficialsAssociation held in Fredericksburg, Virginia. A copy of the assessmentfindings was also provided to each locality. The result of the assessmentindicates Virginia is well on the way to meeting the 90% goal. Residential ChickensRoanoke County residents may now keep chickensin a residential zoning district (R-1, R-2, R-3 and R-4) as long as Roanoke County Code requirementsare met and a Zoning Permit is completed andsubmitted. signals along Electric Road (Route419) will be modified with new flashing yellow arrow left turn indicators:

T.J.S. Enterprises also recently completed a landscaping project atthe Colonial Avenue and Penn Forest Boulevard roundabout. Theproject substantially improved the space by replacing all of the previouslandscaping with low-maintenance species including many perennials. Regional Surface Transportation Program Funding According to the U.S. CensusBureau the Roanoke ValleyUrbanized Area now qualifies asTransportation Management Area(TMA) as its population surpassed200,000 with the 2010 Census.As a TMA, additionaltransportation funding is availablefor localities within the RoanokeValley Area Metropolitan PlanningOrganization (RVAMPO) throughthe Regional Surface Transportation Program. Roanoke County submittedapplications in April for thefollowing projects:

June 4th - South County Wetland Trail Ribbon CuttingCeremony

Even before the South County Library was envisioned for its site onMerriman Road, park planners had conceptualized a boardwalk trailthrough the nearby wetland. "I think that one of the ideas all along was that if we could get citizens,visitors and school children walking on a trail through the wetland wewould have some important environmental education opportunities," saidlandscape architect, and project organizer Lon Williams. "The fact thatwe could build it on the same site as a library increased the opportunityfor hands on learning for school children." That opportunity came as the new library neared completion, and therewas some additional funding remaining in the construction budget. County administration, including director of libraries Diana Rosapepe,thought it was a good fit. "We've been looking forward to the completion of the wetland trail," saidRosapepe. "We see it as another form of education, one that gives usall a window on a fragile ecosystem and helps us to be both goodneighbors and good stewards of this unique resource." Good stewardship was kept top of mind during the entire constructionprocess. The company selected to built the trail approached the projectfrom top down. Their equipment actually sat on portions of the deckthat had already been completed, and moved along the deck as theyprogressed. That means that there was very little disturbance to thewetland while building the trail. The boardwalk trail was approved by the US Army Corps of Engineersand the Virginia Department of Environmental Quality, who grantedpermitting for the project. Roanoke County was able to make up for theminimal environmental disturbance by purchasing a small amount ofwetland credits from the Virginia Office of The Nature Conservancy. On Tuesday, June 4 at 11:00am, Roanoke County officials will

hold a ribbon cutting ceremony to celebrate the opening of the newboardwalk trail. This trail system already connects the South CountyLibrary with the roundabout by Penn Forest Elementary School. By theend of the year, the Parks, Recreation and Tourism department hopes tocomplete the final piece of the project, an upland trail segment betweenthe boardwalk and Starkey Park. Parks, Recreation and Tourism director Doug Blount believes that one ofthe most important aspects of the new trail is the sense of community itcreates. "Libraries, schools and parks are government services thattouch the lives almost every citizen," says Blount. "The wetland trailproject not only provides a physical link between all three, but alsoenhances the mission of each department in one key area where theyoverlap. This trail will give back to the community for generations tocome, by helping youth gain a better appreciation of the natural worldthrough good stewardship and environmental education. Glade Creek Restoration ProjectTrout Unlimited is a national organization whose mission is "Toconserve, protect, and restore North America's coldwater fisheries andtheir watersheds." The group has an ongoing conservation andrestoration project on Glade Creek which originates from springs in thecommunity of Blue Ridge, near the Bedford County and BotetourtCounty line. It flows through Roanoke County from Bonsack to Vinton,where it joins Tinker Creek, just upstream from the Roanoke River. Trout Unlimited produced a flyer and mailed it tolandowners all along Glade Creek, encouragingthem to consider activities to preserve and enhancetheir stream bank. The organization also offersassistance with planting or fence building along thestream bank "riparian buffer". In December, 2012, agroup of volunteers from Trout Unlimited plantedover 300 trees at a headwater spring of GladeCreek. Roanoke County has partnered with the VirginiaDepartment of Conservation and Recreation todevelop a plan to restore and enhance Glade Creekthrough Vinyard Park. Phase I of the projectincluded baseline water quality data collection,identifying restoration/conservation constraints,contacting stakeholders for input, developingstrategies and alternatives for water qualityimprovement, and choosing a conceptual design thatbest achieved the restoration goals. Farewell to Tammi WoodThe Community Development Department has bid farewell to one of itsmost valued members as Tammi Woodhas accepted the ZoningAdministrator position in RoanokeCity. Tammi spent 13 years withthe County starting as a ProgramSupport Specialist. After twoyears she was promoted toPlanner I and worked as a CodeEnforcement Officer for two yearsbefore coming out of the field totake on a wide variety of zoningand planning tasks whichincluded plan review, guiding landuse cases through the PlanningCommission and Board of ZoningAppeals, researching and writingseveral Zoning Ordinanceamendments, answering land usequestions and mastering the mostcomplicated projects with ease. During her tenure, Tammi earnedcertifications including Combined Administrator for Erosion andSediment Control, Certified Zoning Administrator and Certified BuildingOfficial.

We wish Tammi all the best with our colleagues in Roanoke City andwe look forward to continuing to work with her in our neighboringjurisdiction! Congratulations, Tammi!

Regional Surface Transportation Program FundingAt its May 23rd meeting the Roanoke Valley Area Metropolitan PlanningOrganization (RVAMPO) awarded funding through the Regional SurfaceTransportation Program to 15 projects within the Roanoke Valley. Roanoke County submitted applications for the following projects whichwill be funded in their entirety over three years:

Roanoke River Greenway completion from Green Hill Park to theBlue Ridge Parkway (joint application with Roanoke City, Salem,Town of Vinton and Roanoke Valley Greenway Commission);Funding to reconstruct and expand the Exit 140 Park and Rideon Thompson Memorial Drive;Additional funding for the Plantation Road Bicycle, Pedestrianand Streetscape Improvement project; andFunding to construct sidewalks along the north side of West MainStreet between Fort Lewis Elementary School and Fort LewisBaptist Church (about 1.5 miles) with pedestrian signals atAlleghany Drive and Daugherty Road.

Bandy Road and Mayland Road Slope ReconstructionProjects CompleteVirginia Department of Transportation (VDOT) contractors havecompleted work to reconstruct slopes on Route 666, Bandy Road andRoute 667, Mayland Road, in Roanoke County. These projects wereundertaken to improve "sight distance" on dangerous curves.Vegetation was removed, and the slopes were cut back and stabilized.The new slopes allow drivers to safely see farther around the curves.

The two projects were funded through the VDOT Revenue SharingProgram; a matching funds program where VDOT and Roanoke Countyshare the costs of the project. Roanoke County engineering staffdesigned the projects, and VDOT administered the construction.

Star City Motor Madness is a fantastic andenormous "cruise-in" on Williamson Road onFriday, followed by a 500+ car show indowntown Roanoke the next day from 10 a.m.to 4 p.m. This year's mark car is the street rod. As anyone who has attended the cruise can attest, Williamson Roadand its businesses are in the spotlight the evening of the cruise asliterally thousands of cars cruise the road and thousands of spectatorsset up lawn chairs along the sidewalk from Orange Avenue to theBoxley Hills area. July 25th - Community Meeting for StarkeyRoad Bridge ReplacementWork is underway to replace the bridge on Route 904 (Starkey Road)over a branch of Back Creek near the intersection of Route 679 (BuckMountain Road). Lane closures may be in place at various timesduring the day between 9 a.m. and 4:30 p.m. Nighttime lane closuresmay occur at times from 9 p.m. to 6 a.m. as needed. Motorists shoulduse caution in the work zone and watch for signs and flaggersdirecting traffic. Estimated completion is September. The bridge replacement project includes a 10-day closure, tentativelystarting on August 5. Roanoke County and VDOT will hold acommunity meeting at 7:00 pm on July 25th, at the SouthCounty Library, to alert the area neighbors and businesses of theupcoming road closure, explain the planned detours, and discuss plansto discourage traffic impacts to the Crescent Heights neighborhood.This community meeting was requested by Roanoke County duringpreliminary planning for the project.

Congratulations to Dr. Bill GordgeDr. Bill Gordge was nominated as a 2013 Cox Conserves Hero forhelping maintain Roanoke's section of the Appalachian Trail for threedecades. He is a member of the Pathfinders for Greenways and is theorganizer of the "Wednesday Crew," a group of volunteers who buildand maintain trails around the Roanoke Region every Wednesday,year-round, rain or shine.

Proposed Zoning Ordinance AmendmentsAt its August 6th meeting, the Planning Commission will hold apublic hearing on proposed amendments to the Zoning Ordinance.The Planning Commission has been working with staff over thepast 6 months to review the various uses in the Zoning Ordinanceand where they are allowed, either as a by-right use or as aspecial use, or where they are not allowed, and the Commissionhas recommended changes to these uses in certain zoningdistricts. As part of its review, the Planning Commission has alsoreviewed and recommended changes to the use and designstandards for various uses. These include, but are not limited to:home beauty/barber salon; religious assembly; antique shops; golfcourse; fine arts studio; bed and breakfast; home occupations;agricultural services; new automobile dealership; used automobiledealership; business support services; commercial outdoor sportsand recreation; construction sales and services; equipment salesand rental; mini-warehouse; general restaurant; retail sales; familyday care home; veterinary hospital/clinic; consumer repair services;personal improvement services; automobile rental/leasing; drive-inor fast food restaurant; recycling centers and stations; conveniencestore; industry, type I; construction yards; multi-family dwelling; andtownhouses. Changes to various site development regulations - maximumbuilding coverage, maximum lot coverage, minimum lot frontage,and minimum front yard setback - to certain zoning districts areincluded in the proposed amendments. A number of housekeepingitems are included with the proposed amendments as well. September - Roanoke County PoliceDepartment Citizen Police AcademyThe Roanoke County Police Department will be sponsoring the Fall Session of the Citizen Police Academy beginning thisSeptember. The Citizen Police Academy is a great way to achievea better understanding of how your Police Department works. Eachweek topics will be discussedand hands-on practicalexercises will be established togive each participant a betterunderstanding of why thepolice take the actions thatthey do in the performance oftheir jobs. Participants will notbe trained law enforcementofficers at the end of thisprogram. They will receive a Certificate of Completion andautomatically be enrolled in the Citizen Police Academy AlumniAssociation. The Alumni Association allows participants to continuetheir relationship with the Roanoke County Police Department inthe future.

During the Citizen PoliceAcademy, among the otherinteresting activities plannedfor them, participants have theopportunity to drive a patrolcar on a closed training conecourse and will also be able toshoot Department issuedfirearms under the strictobservance of a certifiedRange Instructor. Regional Planners are working on the region'sfirst Congestion Management Process (CMP) Plan and they needyour help. Comment on this location, Tanglewood Mall or Route24 through Roanoke City and the Town of Vinton, or the ElmAvenue interchange, the Hollins area or East and West MainStreets to tell them what you would do to improve congestion inthese areas. Reminder about Commercial Vehicles

Parking a commercial vehicle in a residential zoning district (R-1,R-2, R-3 and R-4) is prohibited. Such a vehicle is a truck orcommercial vehicle with, or designed to have, more than two (2)rear wheels, except for pickup body type trucks or vehiclesessential for an agricultural use associated with the premises.Commercial vehicles are prohibited from parking in residentialdistricts, and must be parked/stored elsewhere. What is Junk and Debris?

Are you concerned about junk or debris on private property in yourcommunity? Is it considered trash under Roanoke County Code?Per Section 13-154 of the Code of the County of Roanoke, it shallbe unlawful for the owner of any parcel to allow the accumulationof trash on any parcel or property. The owner of any parcel orproperty shall maintain all exterior property areas in a clean, safecondition free from the accumulation of trash. Any owner whoviolates this provision shall be subject to a civil penalty, which maybe increased for subsequent violations within a twelve (12) monthperiod. Trash is defined as "abandoned personal property,garbage, refuse, rubbish, litter or debris." Please report your concern through our Code ComplianceComplaint Form accessed from the Roanoke County Planning andZoning webpage. Be sure to include the specific location of thealleged violation, a detailed description of your complaint and yourcontact information. Regional Commuter Program HelpsEmployees, EmployersSince it launched its Workplace partnership program in 2007, theregional commuter services program RIDE Solutions has seenthe number of employers seeking to help their employeesconnect to transportation alternatives continue to grow. Throughsuch partnerships, employers work with RIDE Solutions topromote carpooling, bicycle commuting, transit, and telework, allat no cost to the employer or employee. Recently, RIDESolutions has added a number of the region's most respectedemployers to its roster of partners, including Norfolk andSouthern, Carilion Clinic, and General Electric. Currently, RIDESolutions works with 42 employers representing nearly 44,000employees in central and southwest Virginia. Implementing a commuter services program brings multiplebenefits to an employer. Employees get the advantage of a freebenefit that can save them money on their commute at no cost tothe employer. Meanwhile, businesses reap long-term benefitssuch as increased employee retention, a reduction inabsenteeism, improved parking management, and even awardsand recognition that can give them a competitive advantage.Carilion Clinic's 2011 recognition as a Bicycle Friendly Businessby the League of American Cyclists, and Virginia Tech's 2011Best Workplaces for Commuters Race for Excellence awards areexamples of designations that can bolster a business's reputation.RIDE Solutions had worked closely with both Carilion andVirginia Tech on their commuter programs. In addition, RIDESolutions has initiated projects that support parking managementefforts, provide reliable transportation options to get employees towork, and assist with businesses trying to reduce theirenvironmental impact by reducing the number of vehicle tripsgenerated by their worksites. RIDE Solutions works withbusinesses to develop a program that makes sense for them,based on their goals and resources. Employers who offer a commuter services program can also feel

good that they are supporting the community at large. Fewerdrivers on the road during peak commute times means lesstraffic congestion along key Roanoke County corridors like 419and 221, which speeds up commutes for carpoolers and non-carpoolers alike. Regional Pedestrian and Transit VisionPlansThe Roanoke Valley Area Metropolitan Planning Organization isdeveloping Regional Pedestrian and Transit Vision Plans for theRoanoke Valley. The study area includes the urbanized portionsof Bedford, Botetourt, Montgomery, and Roanoke Counties, theCities of Roanoke and Salem, and the Town of Vinton.

The Regional Pedestrian Plan will address walking, as the mostbasic form of transportation, and walkability, how friendly an areais to walking. The Regional Transit Plan will address public transitdesires in the Roanoke Valley and indicate recommendations forimproving the regional transit system. December 10th - VDOT Citizen InformationMeeting for Interstate 581 Valley ViewInterchange Project

The Virginia Departmentof Transportation will holda citizen informationmeeting on a project tocomplete the partial interchange on Interstate 581's exit3C (Valley View Boulevard) in Roanoke. The meetingwill be held on Tuesday, Dec. 10 from 5 to 7 p.m. atWilliam Fleming High School located at 3649 FerncliffAvenue, NW, in Roanoke. The project includes completing the partial interchangeat I-581 and Valley View Boulevard by building an off-ramp from southbound I-581 onto Valley ViewBoulevard and an on-ramp from Valley View Boulevardonto northbound I-581. In addition, the bridge over I-581 will be widened to four lanes with turn lanes ontothe I-581 ramps, a new pedestrian bridge for the Lick

Run Greenway over I-581 will be built and sound wallswill be installed along portions of I-581. The project alsoincludes constructing diverging diamond interchangewhich will require improvements to the existing off andon ramps. The citizen information meeting is being held to providean opportunity for citizens or organizations to giveVDOT input on the proposed project. The meeting willbe held in an open-house format with no formalpresentation given. VDOT representatives will bepresent to discuss the proposed project and to answerquestions. Do you Ride at Night?

As daylight savings time comes to an end, Southwest

Virginia's growing bicycle commuter population shouldpay special attention to important safety precautions forriding at night. With days shortening and darknessovertaking the evening commute, RIDE Solutionsrecommends a few easy safety tips for cyclists toremain visible and be safe while sharing the road:

See and be seen. Bicycles should be equippedwith rear and front reflectors as well as a frontheadlight. Not only is this important for visibility, itis required by Virginia law.Dress for success. Cyclists should wear light-colored or reflective coats, or wear a reflectivesafety vest over their winter wear. Cyclists want tomake sure drivers can see them from as far awayas possible - even a conscientious driver mayhave trouble maneuvering around a cyclist if theydon't see them until the last minute.Stick to a well-lit route. Cyclists may considermodifying their route to main streets with betterlighting. Cyclists who use greenways and off-roadtrails for all or part of their commutes should notethat many greenways are not lit.Be a safe driver. When driving on streets withbike lanes or other accommodations, or on roadscommonly used by cyclists for recreation ortransportation, drivers should make a specialeffort to be aware of their presence after dark.Keep in mind that a cyclist may have troubleidentifying the size of your vehicle in the glare ofyour headlights, so leave plenty of room whenyou pass them - at least three feet is safest.

This year, there are more cyclists on the road than everbefore. The League of American Cyclists reports a 10%increase in bicycle commuters nationwide, and theRoanoke MSA has seen an increase of over 150%according to the 2010 census. With the expansion of thegreenways and the winding miles of rural roads andbeautiful scenery in Roanoke County, there are morereasons than ever before to get out and ride, even inthe chilly winter months.
