The last of quarter of 2011 will

define the next decade for the Town of

Owego. The historic flood changed

lives forever. The financial and more

importantly emotional effects on the

residents will be forever etched in their

minds. With every cloud there is a silver

lining. During this catastrophic event, I

was never prouder to be a part of this

community. To watch people helping

others, even when they were in a worse

situation, witness all the assistance pour

in from other communities and to see

the resilience of the community restore,

the best they could, a semblance of what

once was in such a short period of time

was remarkable. While the road to heal-

ing and recovery is up hill, I am confi-

dent the community will rise to the oc-

casion and continue to prosper.

Having said that, the road to recov-

ery will not be easy. I want to share

some numbers from the 2006 flood for

the Town, outside of the Village. I think

this will put into perspective just how

severe this event was. Also recall there

was prior flash flooding causing much

damage to Hickories Park and our high-

way infrastructure in April of 2011. The

2006 numbers were taken from a previ-

ously written review.

In 2006, six structures were damaged

to the point they could not be reoccu-

pied. Occupants of thirty-one structures

had to leave their homes on a temporary

basis due to damage. There were 115

structures with minor damage. The ini-

tial estimates of damage to homes was

approximately 5.5 million dollars.

In 2011, 230 structures received ma-

jor damage, 72 structures with moderate

damage, 120 structures with minor dam-

age, two structures destroyed by fire,

and six structures that are structurally

damaged and cannot be occupied. Sev-

enty of these structures suffered sub-

stantial damage and must be brought in

to compliance with floodplain regula-

tions.

In 2006, the Town’s infrastructure

suffered $364,000 in damage to high-

way roads, culverts, highway office and

debris removal costs. In 2011, to date,

$1,504,950 in costs plus $350,000 to

replace two trucks lost in the flood.

“Thanks” from the Apalachin Lions Club

A long standing tradition in

Apalachin has been the Apalachin

Lions Christmas Basket Program. This

year, 53 families were provided with

two boxes of food, a turkey, gift

certificates for food, and gift

certificates for children 12 and under.

On average each family received a

package worth approximately $150.

This year’s list included six families

who were hard hit by the September

flood, and for the most part have

relocated.

Although this program is

Angela Klopf Chosen as

New CEO of the CFTT

The Board of Directors of the Community Foundation for the Twin Tiers (CFTT) an-nounced that Angela Klopf of Corning, NY, has been chosen as the new CEO of the organization. Ms. Klopf takes over her new du-ties on January 3, 2012. Bill Ran-som, CFTT Board Chair, in mak-ing the announcement said, “The Board is delighted to have Ms. Klopf assume the duties of the CEO and look forward to working closely with her to grow the CFTT so it can continue to add value to the communities it serves.” Ms. Klopf has spent all of her adult working life working for non-profits. She has served as Director of the Catholic Charities Outreach Center of Tioga County, NY, since 2005. Before that she was em-

ployed by Catholic Charities in Steuben County as Nutrition Out-reach Coordinator and for Path-ways, Inc. of Corning as a skill builder in their Waiver Program. She has also worked as a unit su-pervisor for United Cerebral Palsy of Horseheads and volunteer coor-dinator of the Corning Area Youth Center. Ms. Klopf stated, “I am excited and looking forward to assuming this new position as head of one of the region’s main philanthropic organizations. It will provide me with the opportunity to expand on my experience and skills while do-ing the work I enjoy. I work from my heart and people acknowledge this in me as well as the passion I have for the non-for-profit sector.” The CFTT serves Bradford, Pot-ter, Sullivan, and Tioga Counties in Pennsylvania and Tioga County in New York State. It is a purely pub-lic charity, incorporated as a non-profit, that has been granted 501(c)(3) status by the IRS. The mission of the CFTT is to continuously im-prove the present and future quality of life in the counties served by the Foundation. The CFTT establishes endow-ment funds from contributions of many individual citizens, corpora-tions, other foundations, other char-itable organizations and govern-ment agencies for philanthropic purposes. As the endowment funds grow, earnings from these funds are used to make grants to organiza-tions or projects serving identified community needs. Awards Dinner The Firefighter of the year 2011

award went to the Campville Fire

Department members. Our members

worked long hours, left their

families and homes to come out and

help the community during the flood

under the leadership of our 1st

Assistant chief, Ken Schneider and

2nd Assistant Chief, John Hickey

Their dedication and hard work was

appreciated by everyone. The boat

crew received special recognition

because of their famous (u-tube)

boat rescue with the kayakers during

the flood under the leadership of our

boat captain, Kevin Ford. Our squad

chief, Carl Laposky, medical

director, Dr. Zevan, supervisor,

Kevin Ford, and member Brenda

Ziemba received special recognition

from the Peeling family for their

assistance in the delivery of baby

Olivia enroute to the hospital.

Campville Squad was presented

with the Tioga County Squad of the

year award and Squad Chief Carl

Laposky was presented with the

Tioga County Provider of the year

award. What a year! A dinner was

held at the Pumpelly Estate Carriage

House to honor all and as a thank

you to the spouses who are left

behind while calls are answered

from our volunteers during holidays,

birthdays, early morning hours, etc.

Thank you to the Awards Dinner

Committee, John and Pat Hickey for

a great evening.

We didn’t forget the members’

children and Santa showed up on a

Sunday afternoon to visit with all of

them at the Boys & Girls Club. Each

child got to sit and talk with Santa

and received a gift. They got to

swim in the pool, play in the gym,

and enjoyed a pizza party. Thank

you to the Children’s Christmas

Party Committee, Jen Ford and

Brenda Ziemba, for a job well done.

2012 will bring new challenges

and changes to the fire service and

we will be actively recruiting new

members to come and join us. It’s a

365 day / 24 hr day volunteer shift.

Come to the station on Tuesday

evenings at 7:00 pm and visit with

us. There is a job for everyone in the

department.

Gural last month presented checks

totaling more than $100,000 to local

organizations and charities.

Gural presented the Southern

Tier Veteran’s Support Group with a

check for $65,011 to Al Eaton from

the summer 2011 Wynonna Judd

concert where all ticket proceeds

were donated to the Veterans.

Rod Ballengee and Dot Richters

were on hand to receive their checks

for the Salvation Army and Commu-

nity Care Network from the pro-

ceeds of the Sha Na Na concert and

County Fair Buffet donations from

customers aiding to the flood relief.

Salvation Army will received a

check for $14,195 while Community

Care Network was presented with

$10,000.

Finally, two personal $5,000 do-

nations from Jeff Gural were made

to CHOW (Community Hunger

Outreach Warehouse) and Marine

Corp League. The $5,000 donation

to the Marine Corp League was used

to purchase gifts for kids 11 to 13

years of age in the local area who

were affected by the September

2011 flood. In addition to the

$5,000, gifts were also donated to

the Marine Corp League which

amounted to over $10,000.

Local Players Help Team Win Winter Nationals

The Syracuse Cyclones senior

softball team won the 2012 Winter

Nationals held this past November

in Fort Myers, Florida.

The team was undefeated (3-0)

in the championship round, defeat-

ing teams from Florida and New

York.

Local players included playing

manager Len Becchetti of Apala-

chin, Charlie Foote, Vestal, and

Doug Hammond of Endicott.

In 2008, the Syracuse Cyclones

won the 2008 Senior Softball

World Series in Phoenix, Arizona.

A 2012 Kick Off Pancake Break-

fast will be held on Sunday, January

15, from 8:00 am to 12:00 Noon at

St. Patrick’s Church Hall on Main

Street in Owego. The menu includes

pancakes, sausage, eggs, fruit cup,

The "Badass Bike Tours of the

Southern Finger Lakes" Brochure

collection of the longer and more

ated from the last nine years of

their event called "Bike Tioga."

The tours include directions,

maps and routes that begin in Tioga

County, but enter into its surround-

ing counties of Broome, Chemung,

Tompkins, Cortland and parts of

Pennsylvania.

A Ribbon Cutting was held on December 6, 2011, at the Family Resource Center of Cornell Cooperative Extension, 72 North Avenue in Owego. The center for families with young children offers free drop in play, informal parenting workshops, parent and child activities, resource referral, and lending library. The center’s hours of operation are: Monday 3:00 pm to 7:00 pm, Tuesday & Thursday 9:00 am to1:00 pm, Friday variable hours.

Owego Rotarian Jack Sullivan

has been selected as December’s

“Rotarian of the Month” for District

7170, which includes seven upstate

counties. In response to September’s

devastating flood, Sullivan began

working as a volunteer for the Tioga

Area Recovery Project. He spent

countless hours surveying damaged

homes, offering advice for

remediation, and coordinating

volunteer work teams to help

residents clean up and begin the

recovery process. At last count,

Sullivan had organized over three

thousand man-hours of disaster

recovery work.

In response to the recent

flooding, Owego Rotary has set up a

Flood Recovery Fund comprising

donations from Rotary members

throughout the state and from

friends of Rotary out of state. To

date, awards have been made from

the fund to four local Tioga County

community service organizations.

Owego Rotary Club’s 3rd Annual

Arts, Antiques & Crafts Fair,

recently held at the Owego Elks

Lodge, raised over $3,000. These

funds will benefit the campaign to

eradicate polio throughout the

world. Only four countries still have

active cases.

Casterline is Awarded Scholarship Terrie Casterline of Newark

Valley has been awarded

approximately $4,350 per year for

the "All-American Scholarship" to

attend Alfred State College.

Terrie is slated to graduate in 2012

from Newark Valley High School

and intends to enroll in the

veterinary technology program.

The "All-American

Scholarship" (free board) is awarded

to students who possess an 88 or

better high school average through

their junior year and who have

achieved at least a 1100 combined

SAT score or a composite ACT

score of 24. Recipients must

maintain a required GPA (grade

point average) to continue to receive

free board in subsequent semesters.

Fully accredited by the Middle

States Association of Colleges and

Schools, Alfred State offers some 52

associate degree programs, 19

baccalaureate degree programs, and

three certificate programs.

movie night at the Tioga Cental

Middle School auditorium. YES!

ple as Zookeeper was shown on the

big screen.

“It was a nice event for our com-

munity,” Advisor Janice Barto said.

“Many people still don’t have power

and this provided a nice opportunity

for families to enjoy a fun evening

together. I’m pleased with the turn-

out,” she said.

The YES! LEADS family movie

night is part of a series of communi-

ty outreach projects that YES!

LEADers conduct throughout the

year. Later this month, Tioga Cen-

tral’s YES! LEADers will host a

winter social, and in the summer,

LEADers volunteer their time with

their district-run Summer Recreation

Program.

YES! LEADS is a program run

by YES! Safe Choices for Kids,

sponsored by Senator Libous and

Lourdes Hospital, currently in its

23rd year. It features trained high

school leaders that act as role mod-

els for younger children. They pre-

sent different activities designed to

empower elementary school stu-

dents with the resistance skills to

combat peer pressures they may face

in the future.

The Food Bank of the Southern

Tier announced that a grant was re-

ceived in the amount of $13,000

from the Community Foundation of

Elmira-Corning and the Finger

Lakes, Inc. These funds will be used

for program expansion of the Mo-

bile Food Pantry Program in

Chemung and Steuben counties in

support of the Food Bank’s capital

campaign, Strengthening the Root of

Local Hunger Relief.

“The Food Bank is one of our

region’s flagship organizations that

provides critical services to many of

our community members. The Com-

munity Foundation is proud to sup-

port their work,” said Sara Palmer,

Community Foundation Program

Officer. The Community Founda-

tion of Elmira-Corning and the Fin-

ger Lakes, Inc. is a permanent

source of charitable funds backed by

a wide variety of donors committed

to the social and economic health of

the Southern Finger Lakes.

“We value the Community Foun-

dation’s partnership which allows us

to have an even greater impact on

the lives of the Southern Tier neigh-

bors in need,” said Natasha Thomp-

son, Food Bank President & CEO.

Introduced in July 2007, the

Food Bank of the Southern Tier’s

Mobile Food Pantry Program con-

sists of two converted 35-foot bever-

age trucks which deliver fresh pro-

duce, dairy products, and other food

and grocery products directly to dis-

tribution sites where people need

food. The Mobile Food Pantry can

transport up to 15,000 pounds of

food with a typical mobile pantry

distribution, providing food to 200

to 250 families in need.

In 2010, the Mobile Food Pantry

Program distributed 2,536,413

pounds of food, including 746,087

pounds of produce, at 472 distribu-

tions.

Nearly 11,000 people receive

emergency food assistance each

week from a food pantry, soup

kitchen, or other agency served by

the Food Bank. In February 2011,

the Food Bank of the Southern Tier

relocated to a larger 65,000 square

foot facility located at 388 Upper

Oakwood Avenue in Elmira. The

Food Bank’s new facility will ac-

commodate their long term growth

and plans for ongoing program ex-

pansion. The Food Bank is currently

conducting a capital campaign to

support their expansion.

In 2006, Hickories Park and

Campville Commons suffered $75,000

in damage. In 2011, we have expended

$130,000 to date. In 2012 we have

anticipated expenses of one million

dollars to bring the park up to the level

of service residents are accustomed to.

A majority of this cost includes the

entrance to the park and electrical

repair and replacement.

We also lost revenue of $11,745 in

returned fees as well as the anticipated

revenue that we were not able to

realize due to both floods. We are in

the process of accessing the overall

picture of the park and the best

approach to proceed with. We will be

taking reservations for the Hickories

pavilions as usual but the first

tentative date for rental is June 1,

2012. We will keep the public updated

as we move forward.

In 2006, our Utilities Department

suffered $500,000 in damage to the

Apalachin sewage treatment plant as

well as $50,000 in sewer infrastructure

damage. In 2011, we sustained 3.8

million dollars in damage. In 2006, the

water distribution system sustained

$550,000 and 2011 sustained

approximately $500,00.

Those are the numbers; the impacts

will not become clear for a couple of

years. We are currently studying the

impact on assessments, long term

mitigations projects, property

acquisition and programs for residents

to mitigate the home losses based on

benefit cost analysis. Now that the

State has released the details of these

programs, we anticipate making

decisions by the end of January. If you

have questions and have not already

done so, please call our Planning and

Zoning Department and Assessment

Department for further clarification.

Despite all of the costs incurred and

costs that we continue to incur we were

able to keep the tax increase low. If

you are a Village taxpayer with an

average assessment of 65,700 your tax

bill increased $6.53 for the year. If

you live outside the Village with an

average assessment of 101,800 your

tax bill increased $19.60 for the year.

The water rate increased .09 cents per

thousand gallons of water and sewer

rate increased .10 cents per thousand

gallons of water used. I want to

personally thank all involved in the

budget process for assisting in creating

a budget that is always on time,

sustainable and affordable during these

troubled economic times. We will have

many challenges to overcome the next

few years. Residents can be confident

that we are working diligently to keep

costs down and maintain the services

you are accustomed to receiving.

If a picture paints a thousand words,

these numbers are the captions. They

are a sobering review of where we are

as a Town and the challenges we face.

I am confident that the community as a

whole will recover with hard work and

dedication. The Town realizes most of

its revenues from sales tax and the

Hickories Park. Help local business

and you help yourself: Shop locally!

I would like to thank all the of town

employees and the Town Board for the

efforts during these trying times. I

would also like to thank all of the

agencies, businesses and individuals

who took the time to assist the Town

and its residents during this

catastrophic event.

Apalachin Lions Christmas Basket

Program Gets Help

CSEA, the union representing

many of Tioga County public work-

ers, recently wrapped up their flood

relief efforts with a $1,000 donation

to the Tioga United Way to assist

flood victims in the Southern Tier.

CSEA Treasurer Joe McMullen

recently presented the check from

the union’s Disaster Relief Fund to

Tioga United Way Director Brian

Eldridge.

The union also spent time recent-

ly helping several members whose

homes had been damaged in the

flooding. A volunteer team of CSEA

leaders, activists and staff worked to

clear out debris from the homes of

members Carol Pfleghardt, a Tioga

County Department of Social Ser-

vices worker, and Russell Barton, a

NYS DOT worker. The work crews

were lead by CSEA Central Region

President Colleen Wheaton.

“We wanted to personally help a

few of our members who had suf-

fered losses in the flooding, because

that’s what we do. As union mem-

bers, we always consider an injury

to one of our brothers or sisters as

an injury to all of us,” Wheaton said.

“We were pleased we could make

some small dent in cleaning up from

their devastating losses.”

CSEA, the Civil Service Em-

ployees Association, is New York

State’s leading union, representing

employees of New York State and

its counties, towns, villages, school

districts, library systems, authorities

and public corporations. Together

with a growing population of private

sector members, daycare workers,

and 50,000 retirees, CSEA forms a

union 300,000 strong. It is also the

largest affiliate (and Local 1000) of

the American Federation of State,

County and Municipal Employees

(AFSCME) which, in turn, is one of
