Recommendation for Tender Award –Lacombe Regional Lift Station January 3th, 2017 By: Matthew Goudy, P.Eng

PURPOSE:

To request the Commission's direction on proceeding with the award of the Lacombe Regional Lift Station.

BACKGROUND:

The third tender released for the North Red Deer Regional Wastewater Services Commission’s pipeline project was the Lacombe Regional Lift Station, located in Lacombe. Five contractors were prequalified for the work, to ensure capacity to successfully complete the job, leaving the selection criteria to be limited to price.

Contractors were given a three-week tender period, and all five prequalified bidders submitted competitive bids. The tender was closed on December 21, 2016.

The Commission has previously awarded the contract for the Blackfalds Regional Lift Station and the Odour Management Facility. Work has already begun on those portions of the project.

ISSUE ANALYSIS:

The Commission continues to await an official debt limit extension, to facilitate borrowing capacity from a financial institution.

Recommendation for Tender Award –Contract 3- Blackfalds to OMF Pipeline January 3, 2017 By: John Van Doesburg

PURPOSE:

To request the Commission's direction on proceeding with the award of Contract 3- Blackfalds to the Odour Management Facility Pipeline.

BACKGROUND:

The fourth tender released for the North Red Deer Regional Wastewater Services Commission’s pipeline project was the Wastewater Pipeline from Blackfalds to OMF, just north of the City of Red Deer. Five contractors were prequalified for the work, to ensure capacity to successfully complete the job, leaving the selection criteria to be limited to price.

Contractors were given a three-week tender period, and three prequalified bidders submitted competitive bids. The bids were separated by a large margin of over $3,686,208.75 between the highest and second lowest bide lowest. The tender closed on December 22, 2016.

The Commission has previously awarded for the first and second contracts for this project. Work has already begun on those portions of the project.

ISSUE ANALYSIS:

The Commission continues to await an official debt limit extension, to facilitate borrowing capacity from a financial institution.

Pidherney’s Construction has significant experience with this type of infrastructure, and successfully completed similar facilities for the South Red Deer Regional Wastewater Services Commission. In Camera Session – Expropriations January 4th, 2017 By: Matthew Goudy, P.Eng PURPOSE: To provide information to the board of Directors, in camera, on the status of land acquisition and possible expropriation in the future. BACKGROUND: A major element in the development of the wastewater project is the acquisition of land for the right of way and locations for the Odour Management Facility and Lift Stations. The land acquisition started in May 2016 and there are a few outstanding properties that have not been acquired for various reasons. ISSUE ANALYSIS: There is an immediate need for some of the properties to continue and keep the project on track. FINANCIAL IMPLICATIONS: There are major financial implications in the non-completion of the project by March 2018. The properties have been budgeted in the total project budget, in the amount of $3,000,000. LEGISLATIVE AUTHORITY: The Commission is authorized to acquire land for the project as per the MGA Section 602.13. STRATEGIC/BUSINESS PLAN REFERENCE: The land is referenced in the project by the alignment. ALTERNATIVES: 1. Expropriate the properties and have an independent authority determine the value. 2. Continue negotiating with property owners. 3. Give the property owners the monies and conditions requested.

a. The detailed design is complete for Contracts 2, 3, 4 and 6 and is nearing completion for Contracts 1 and 5 - the pipeline sections from the City of Red Deer WWTP to the OMF and from the Blackfalds Lift Station to the Lacombe Lift Station.

5. Construction Progress

a. Contact 4 (Blackfalds LS) - Pre-Construction meeting was held on December 9.

i. Preliminary site excavation, earthworks and installation of the shoring system for the large excavation have started at the lift station.
