We, at the Missouri Chapter of the APWA, recognize the importance of National Public Works Week in promotion of
the public works profession, and those activities related to the profession. To encourage members in promoting National
Public Works Week, the Chapter will provide members a variety of items for use in hosting Public Works Week promo-
tional events and activities. The funding limit per agency is $100. The cost and quantity lots available per item are
listed on the Order Form.
All items will be shipped for delivery directly to your event organizer.

professional engineers, technicians, operations staff, public works directors, business people, contractors, consultants,
and others who join together to exchange ideas and information, promote education and training, and work as a team to
meet professional and community needs. The Missouri Chapter’s membership comes form the geographic area of the
state of Missouri outside the Kansas City Metropolitan area.
Because the Missouri Chapter covers such a large jurisdiction, the chapter has formed the St. Louis Branch to bring
educational and networking opportunities to an even more specific geographic area. The branch operates under the
oversight of the Missouri chapter. In order to help support the programs the St. Louis Branch offers in our specific
geographic area, the St. Louis Branch has established branch dues. The St. Louis Branch dues are not included with
the national-chapter membership. All APWA chapters and branches are part of the national association, therefore it is
not possible to membership at the branch level only.
The St. Louis Branch delivers valuable, timely and relevant APWA educational, networking, and public service ac-
tivities near where members work and live. The St. Louis Branch offers members the opportunity to attend educational
programs, Click, Listen & Learn audio web conferences, symposiums, monthly branch luncheons, spring and fall con-
ferences and the chance to meet and exchange ideas with public works professionals, colleagues and peers in a profes-
sional setting.
The cost for the local membership to the St. Louis Branch of Missouri Chapter APWA is only $10.

2014 APWA Mid-America Conference & Exhibit 2014 APWA Mid-America Conference & Exhibit Show Update
When: May 21-23, 2014
Where: Overland Park Convention Center - Overland Park, Kansas
This spring, we experience another MID-AM tradition - the best Public
Works-specific exhibit show in the Midwest! We aim to break the 100
exhibitor mark again in 2014, when equipment suppliers, vendors, de-
sign professionals and other friends of the public works community
descend upon the Overland Park Convention Center, taking advantage
of the nearly 60,000-sf of indoor exhibit space to display their goods
and services to the assembled members of our industry from the four-
state region.
Once again, the Management Committee is preparing a program schedule that will allow plenty of
opportunity for networking in the exhibit hall, starting with the Get Acquainted Reception on the
evening of Wednesday, May 21st. The following day will provide several exhibit-hall refreshment
breaks for attendees to mingle between education sessions. We will also repeat the hugely suc-
cessful joint National Public Works Week celebration luncheon, with the Mid-Am attendees being
joined by hundreds of APWA members from the KC Metro Chapter to celebrate our annual recognition
of the public works profession. Lunch tickets include a one-day exhibit hall pass, allowing attendees to arrive
early or stay after to experience the 2014 Mid-Am Exhibit Show as a bonus.. Other state chapters are be-
ing encouraged to arrange for members from their chapters to make the trek to Kansas City for the
day and be a part of the tradition.
The exhibitor packets should be available within a matter of weeks, along with the Mid-America
Conference website, allowing registration to begin soon. Details will be posted on the KC Metro

St. Louis Metro Branch of MO Chapter
Chairman Boyd called the meeting to order and led the group in the Pledge of Allegiance and invocation.
This month’s meeting was our annual Holiday Lunch and Social at the Hollywood Casino in Maryland Heights. We had a record
158 people in attendance, thanks to all who attended. If you missed this year’s event, mark your calendar now to attend next year’s
Holiday Event on December 11, 2014.
Congratulations to the Community Outreach Committee for another great fundraising effort this year. We again raffled off several
sets of tickets, gift cards, etc. to raise money for families in need:
“By your donations, the Branch was able to raise an astounding $2,300 by selling raffle tickets, allowing us to sponsor two families
from the Crisis Nursery. (In comparison, last year we raised $850.) One family is a family of three (single mother and two children
- ages 18 months and 5 years old) and another family of 10 (mother, father, and eight children). Imagine their joy on Christmas
morning when they find out complete strangers from an organization called APWA were able to provide each of their family mem-
bers $175 worth of needed and wanted items from their Christmas wish lists. For the parents, it was needs like grocery gift cards,
sheets, and blankets. For the kids, lists included items such as coats, boots, jeans, sweat suits, books, and of course, toys.”
Thanks to Colleen West Holtmeyer, Anne Lamitola, Jason Dohrmann, Chris Linneman and the rest of the committee, and thanks to
all who donated items for the raffle for their efforts this year. Great Job!

Harold Bade: In Rememberance

Harold Bade, a long time member of the Missouri Chapter APWA, passed away on
November 30, 2013. Harold was very active in the St. Louis Branch and Missouri
Chapter APWA. Harold began attending Missouri Chapter meetings in 1982. At that
time, Harold owned ASP Enterprises, an erosion control company. ASP Enterprises
supplied construction products for state governments and municipalities. Harold ad-
mitted that his initial reason for joining APWA was purely business; he wanted to
see a return on his investment. But as time went on, Harold made many connections
that helped his business and his networking and began many friendships that lasted
throughout the years.
Upon joining, Harold immediately began to take part in branch activities because he seldom joined an organi-
zation in which he couldn’t be active. According to Harold, “He saw no point in joining an organization sim-
ply to claim membership, because this brings no benefit either to the organization or to the individual.” Har-
old became president of the St. Louis Branch is 1993 and was also instrumental in helping the branch increase
their training programs and scholarship programs.
Harold sold his business in 2006. By that time, the company had offices in Fenton, Kansas City and Omaha.
In 2007, he joined his wife, Diane, and daughter, Michele Van Tuyl, in business with their opening of UniQue
Ideas ‘N More in Old Town Fenton, which has since expanded to a new location in Fenton Plaza.
Harold was an active member of the Fenton Area Chamber of Commerce. In April 2010, Harold jumped into
politics winning a seat on the Board of Alderman for the City of Fenton. He was re-elected to his seat in 2012.

“Adopt-a Family” Another Tremendous Success

The generous members of the St. Louis Branch of Missouri APWA raised $2,300 for this year’s Adopt-A-Family
community outreach event! The Community Outreach Committee held two raffles at the monthly branch luncheons to
raise money to participate in the Adopt-A-Family program. At the October branch lunch, two St. Louis Cardinal
World Series tickets and four St. Louis Rams tickets were raffled off. At this lunch, the committee raised $910. At
the December branch holiday lunch, additional items including golf at Meadowbrook country club, a Kindle Fire tab-
let, St. Louis Blue tickets, St. Louis Cardinal tickets and an iTunes gift card were raffled off. This raffle raised
$1,390.
The Branch adopted two families through the St. Louis Crisis Nursery which is an area organization with the motto:
Saving Babies’ Lives, Keeping Kids Safe & Building Strong Families.
One family is a family of three (single mother and two children - ages 18 months and 5 years old) and another family
of 10 (mother, father, and eight children). Imagine their joy on Christmas morning when they find out complete
strangers from an organization called APWA were able to provide each of their family members $175 worth of

Vince Tallo Service Award Program

The Vincent Tallo Service Award is presented by the Missouri Chapter APWA to employees of member organizations,
municipalities, or firms who have completed thirty or more years of service to the public with a single organization, mu-
nicipality or firm.
The Tallo Service Awards are named after Vince Tallo who was a long time employee
of Laclede Gas Company, and long time active member of theAPWA and strong sup-
porter of public works. Vince worked at Laclede Gas from 1958 to 2001. In the 43
years he worked at Laclede, he held a number of positions through out his career in-
cluding the position of Manager of Right of Way. In this position, Vince was the com-
pany’s liaison with the 90 municipalities, City, County and State Officials and High-
way Departments in the St. Louis Metropolitan area. He was the ultimate professional
in his approach on everything he did and worked tirelessly in promoting fellowship
with everybody he met.
Vince was an active member in the APWA for over 17 years. He first became a mem-
ber in 1985 and became the St. Louis Branch Chairman in 1990, was the Missouri Chapter President in 1998 and re-
mained active in the APWA up to his retirement. Vince passed away shortly after his retirement from Laclede in 2002.
Eligibility Requirements:
Nominees must be employees of an APWA member organization, municipality, or firm.
Nominee must have served for a minimum of 30 years with the same organization, municipalitly, or firm.
The organization, municipality or firm must be a member of the Missouri Chapter at the time the nomination is made,
but does not have to have been a member for the entire 30 year award period.
Selection Criteria:
30 years service with a single member organization, municipality, or firm.

2014 Missouri Chapter APWA Scholarship Program
The Missouri Chapter Scholarship program is intended to recognize Missouri students who have excelled
academically and personally, and who intend to enter the field of public works during their professional career. All
scholarships are awarded on the basis of merit. Applicants must be residents of the state of Missouri at the time of appli-
cation.
Scholarships must be used at a Missouri college, university, or technical school. Scholarships will be paid in the
fall semester after selection, upon confirmation of enrollment. Applications must be submitted no later than April 1,
2014. Announcement of awards will be made following the Chapter’ Spring Board of Directors Meeting, but not later
than May 25, 2014.
Ken Yost Memorial Scholarship. A $2,000 scholarship is awarded in memory of Mr. Ken Yost, Public Works
Director of Kirkwood, Missouri to a Missouri high school senior who plans to pursue a degree in a filed leading to a ca-
reer in public works.
APWA Missouri Chapter Technology Scholarship. A $2,500 scholarship is awarded to a high school sen-
ioror graduate entering a technical school in a program directly leading to a career in public works, including construc-
tion technology, surveying, heavy equipment operation, grounds and building management, or fleet management.
APWA Missouri Chapter Continuing Education Scholarship. A $2,500 scholarship is awarded to a
student who has completed a two year pre-engineering program at any college or university in the state of Missouri and
who will enter or continue enrollment at a Missouri university to complete a degree in engineering or public administra-
tion.
