So you think youre incorporating sustainabilityinto your design projects these days? Certainly, iyou are designing a site development project thatis pursuing LEED certication or a project thathas to comply with the MA Wetlands Protection
Act, you will no doubt be incorporating somegreen building, Low Impact Development(LID) and/or stormwater Best ManagementPractices (BMPs) techniques into your design,
with the goal o mitigating impacts to theenvironment. But how many o us truly have theopportunity to consider the triple bottom lineo sustainability (i.e. the overall environmental,economic and social impacts) or the projects we
work on and or that matter, have the knowledgeand training we need to go about it?
Lets ace it, most times the projects we design arebased on someone elses vision. A developer wantsto develop a site or commercial or residential use
with the primary goal being to maximize prot ora public agency wants to build new inrastructurein order to improve its operations or increasecapacity. In both cases, a Request or Proposals isissued to design the project, which has alreadybeen conceptualized by someone else. While wecan say we consider the triple bottom line in ourdesigns because we design projects within a

As you know by now, BSCES has beenhonored recently with several national awardso distinction and some o our members havealso been recognized or their eorts. BSCESis the recipient o ASCEs 2011 Public ServiceAward. The nomination was submitted byReed Brockman and highlights BSCESdedication to community service and advocacyor the proession o civil engineering. BSCESwas awarded the Outstanding Section andBranch Award or Very Large Sections andBranches by ASCE. The nomination wassubmitted by Ellen White with help rom
budget (economic), comply with environmregulations and address abutter/neighborissues (social), very rarely do we haveopportunity to provide our expertise whilproject is being conceptualized or even rarely do we have a say whether its the project in the rst place rom a sustainaperspective. Even engineers who work or pagencies (including consultants) that are invin the planning and conceptualization o inrastructure projects are usually bound by goals that need to be achieved or a partiportion o the agencys inrastructure systemdo not get the opportunity to weigh in on the most sustainable approaches or the ageentire system and/or operations are.
ASCE is trying to change the role o civil engi when it comes to sustainability by beounding member o the Institute or SustaiInrastructure (ISI) and oering an online con the Fundamentals o Sustainable Engine(www.asce.org). Having rened its denitisustainability over the past ew years, ASCE wto make sure that civil engineers haveknowledge and expertise that will ensure wsought ater as valued team members wheninrastructure projects are being plannedconceptualized. The major premise or doinis that our current approach to designing
constructing inrastructure projects is sustainable. Development in the world is alexceeding the biocapacity o our natural resoto replenish themselves, our economy is seeinharsh competitive realities o new and emeeconomies in other nations, costs rom nadisasters continue to spiral out o control ancosts or needed inrastructure improvementhe United States are in the trillions o d
with no clear plan on how to pay or them.

Thankully, there were some concepts in theourse that were amiliar, such as Lie Cycle Costnd Cost/Benet Assessments; Environmental
Assessments; and Environmental Policies, Regu-ations and Innovation.
Having taken the ASCE course, I now have amuch better handle on the challenges that ourproession will ace in the uture, and they aredaunting. While I applaud ASCEs eorts tobring attention to needed inrastructureinvestment through the Inrastructure ReportCard or America (and will continue to advocateor more investment mysel), it has become
obvious to me that we cannot simply keep askingor more money to continue doing things the
way we have in the past. It is truly a dierentworld today and its time or civil engineers tostep up and take a leadership role in publicpolicy and to develop new innovative ways odelivering the right inrastructure projects thatmeet the needs o society in a sustainable way. It
will not be easy and will take time, but not doingso will ensure that our proession becomesrelegated to a technical service commodity inthe not too distant uture.

Boston and the Harvard campus in Cambridge.To acilitate easier access and system redundancy,mprovements at the Park Street, DowntownCrossing, Harvard Square, State Street and
orter Square stations range rom cabnlargements and aesthetic improvements to theddition o new elevators.
t is an extraordinary challenge or engineersnd contractors as each o the stations identiedor improvement has its own unique structural,perational, historical and environmentalharacteristics and must be coordinated with aumber o stakeholders, including local andtate agencies. All elevators, new or old, must beesigned and built with particular attention tonergy conservation, historic preservation andandscape architecture and without interruptiono existing subway services.
Kleinelder, a global science, engineering andrchitecture consulting rm, was awarded theesign and construction management services
ontract or the ve stations. Working withMBTA and their elevator consultant, engineersave developed plans or all station platorm
evel interaces, mechanical and electricalrogram spaces, interior and exterior nishes,gress structures within the station envelope, andll vertical transit components, as necessary.
One o the most challenging stations is the GreenLine at Park Street Station. Originally opened in1897, the station is an integral part o the historicheritage represented by the Tremont StreetSubway, the rst subway system built in America.
Additionally, it is located within one o Americasoldest public parks, Boston Common. Both the
Tremont Street Subway and Boston Common aredesignated as National Historic Landmarks(NHL) and listed in the National Register oHistoric Places (National Register). When theexisting elevators currently in service at the stationare down due to service or replacement, no directaccessible elevator access would be available.
Work at Park Street Station required approvalrom the local, state and ederal historical reviewagencies due to the NHL and National Registerstatus o the station, the tunnel system and thepark. Local and state agency approvals were also
required or the necessary transer o landcurrently in use as open space or an elevatorhead house, and Federal Transit Administration(FTA) approval was required or the use o parkand recreational land rom Boston Common.
The new elevator is located on Boston Commonland, which is the jurisdiction o the BostonParks and Recreation Department. Numerousmeetings were held with interested stakeholders,the intent o which was to develop consensusamong the stakeholders as to the siting anddesign o the station.
Construction on the new Park Street Stationelevator has begun. It will ultimately provideelevator access to the upper Green Line platormsas well as redundancy. The new head house willhave a presence on that plaza. Thereore, it willincorporate similar architecture to surroundingareas. The crystalline glass structure will providehigh visibility through the shat and the cab oradded saety to passengers who use the elevator.Crews will begin work on the existing ParkStreet Station elevator located across the streetonce the new elevator is operational.
The other stations have unique complexit well. The Porter Station design calls oreplacement o three elevator cabs and reequipment and the construction o twoelevators. One o the new elevators will appra bridge crossing over the commuter railconnect the street level to the lobby. The seelevator will connect the lobby to the Redplatorms. Construction crews will also haadjust the existing stairways to accommthe new sidewalk grading.

On October 18th, members o the Bostonociety o Civil Engineers Section (BSCES) ohe American Society o Civil Engineers (ASCE)nvited ASCE Student Chapter ocers and theirdvisors rom local colleges and universities to
ttend the annual Ocers Caucus Fall KickoMeeting. The purpose o this meeting is two-old: to inorm the student ocers o upcomingASCE and BSCES events, activities, andompetitions; and also to introduce students toesources and proessional connections, through
BSCES in particular.
This years meeting saw the attendance otudent ocers rom three area colleges andniversities (Merrimack College, Northeastern
University, and Wentworth Institute oTechnology), and several more proessionals.
Through the BSCES Younger Member GroupYMG), each university is assigned a College
Liaison. The role o the liaison is to help keepheir respective college/university up to datewith any BSCES/ASCE events or deadlines
which may be relevant to their chapter members.These liaisons are also encouraged to work with
The Engineering Management Group (EMG)eld its rst dinner event o the 2011/2012eason on Thursday December 5, 2010 at the
Radisson Hotel in Boston. The event eatured aanel discussion on the pros and cons o Contract
Delivery Methods including Design/Bid/BuildDBB), Design/Build (DB) and Construction
Manager at Risk. The panel was made up o TomWalsh, Director Emeritus, Upper BlackstoneWater Pollution Abatement District; Bill
Endicott, Skanska USA Building; BrianORourke, Partner, McCarter & English, LLP;nd Lorraine Finnegan, Senior Associate,
ymmes Maini & McKee Associates, who alsocted as the moderator or the discussion. Theanelists represented viewpoints rom theerspective o the owner, contractor, constructionttorney and architect, respectively. Each panelist
was able to speak rom their personal experienceswith each method and provided positives andegatives on working through each method. Thevent was well attended, sparked a spiritediscussion, and was very inormative to those nots amiliar with the topic. Overall the program
was well received and a success. On behal o the

The 2011 Fall Kicko Meeting included a brie

Westerling, PE, PLS, a past BSCES presidentand ASCE Region 1 governor, addressed thegroup with some o his experiences oinvolvement in, and opportunities aordedthrough, BSCES and ASCE as a whole. BrentBass ollowed with a short overview o BSCESStudent Night and solicitation o a host schoolor next years event.
For the presentation portion o the evening,BSCES was grateul to have Jack Moran, PE,and Andy Paul, rom Massachusetts Departmento Transportation (MassDOT) attend andspeak to the students and proessionals on arecent high-prole major construction project.The Fast 14, I-93 Medord Corridor BridgeSuperstructure Replacement Project sought to
membership o the EMG, I would like to thankthe panelists and all those who attended or theircontinued support o the group.
Though the EMGs program schedule or the resto the season is still unconrmed, the group hasbeen hard at work to organize and nalize twomore upcoming events. Our second event,tentatively scheduled or February 29, 2012, willhopeully be held on the campus o MIT as anoutreach to its ASCE student chapters, in additionto being an inormative and thought provokingprogram or the members o BSCES. The event isto include a tour o MITs Media Lab involving adiscussion o its mission and research o howemerging technologies will aect everyday lie inthe near uture. The nal event o the season willbe the highly sought-ater Joseph C. LawlerLecture, which is presently scheduled or May 31,2012, and is held annually in honor o Joe Lawler,CDMs rst president. Each year the EMG isgiven the responsibility o selecting a prominentleader with signicant ties to the engineeringcommunity to present at the lecture. I strongly believe servingn proessional association boards andommittees as a volunteer is a great way to giveack to the engineering proession which we allenet rom; and are thereore indebted. We alsond that this is benecial to both our employeesnd the rm itsel, as active participation in theponsor associations provides proessional growthnd leadership training opportunities or ourta and helps keep our rm up to date with theatest technology and trends in our proession.
Having served on the TEC Continuing EducationTask Force that made a recommendation to theBoard o Registration o Proessional Engineersnd Land Surveyors or mandatory continuingducation, I am also a strong advocate orontinuing proessional development. We pay orur employees to attend engineering conerences,eminars and workshops that help them
strengthen their technical and leadership skills,which in turn, makes them more valuable to ourrm and to the clients we serve. We also have atuition reimbursement policy where we assistemployees that are seeking advanced degrees and/
or certications in approved courses that willbenet them and our company, including reviewcourses or Engineer or Surveyor-in-Training,Proessional Engineer, or Proessional LandSurveyor. Obviously, we encourage proessionaland career development or our sta and we payor proessional registaration ees, as well as allexamination ees and time or taking thoseexaminations.
We regularly send our sta to various leadershiptraining courses oered by TEC sponsors. Inaddition, over the past ew years, we have
instituted a number o in-house trainingprograms or both project managers and ourentire sta in areas such as Saety, QualityControl/Quality Assurance, Budget Control,Controlling Risk, and Leadership, as well asnumerous technical training programs (such as
ASCE webinars). Many times these in-houseseminars are brown bag ormats held duringlunch time. Our in-house training programsare run by both principals and projectmanagers/engineers, depending on the subject.
I highly encourage our sta to take the initand share their knowledge with their using the technology in our state o thconerence room.

holiday social at Saccos Bowl Haven in Davis Square on
December 22nd. Proessionals and students attended
the event as an inormal networking opportunity. With
two lanes, six proessionals, and three students, nearly
two rounds o candlepin bowling were played over the
two-hour period interrupted only by Flatbreads pizza,
and the sharing o stories. The Younger Member Group
will host their Annual Engineers Week Networking

A new ASCE program titled Sustainability in Action:
Project Profles has recently been launched. ASCEs
website now eatures a library o brieproject profles
that demonstrate how sustainable inrastructure

profles on the site such that eventually users could
search projects by type, size, and location as their frst
stop to research sustainable inrastructure solutions
and appreciate the triple-bottom-line benefts o
sustainability in action. All are encouraged to submit
projects or review and consideration. A brie and
easy-to-use online submission orm is available.
ASCE administers the Innovation in Sustainable Civil
Engineering Award. The award is given annually to a
civil engineering project in recognition o creativity
in the orm o innovative sustainability. Projects
considered or the award must demonstrate
adherence to the principles o economic, social, andenvironmental sustainability. Further inormation on
eligibility requirements, the submission orm, and a
step-by-step guide to submitting an award
nomination are available.
Infrastructure is the lifeline of our economy, and like
everything, it has a liespan. In many areas, our
inrastructure networks are simply too old. ASCEs
2009 Report Card or Americas Inrastructure graded
the U.S. infrastructure with a D. ASCE recently
launched a new series o reports that take a closer look
at the economic impacts o our ailing inrastructure in
America. These economic studies look orward to 2020
and 2040 to determine potential impacts on GDP,
personal income, and jobs i current inrastructure
investment trends continue. The frst was released
July 2011 and ocused on surace transportation; th
report on water was released December 2011. Oth
subsequent reports ocus on, energy, marine port,
airport acilities. The fnal summary report is expect

As a senior principal at Fay, Spoord &Thorndike (FST), I saw the need to develop andmplement programs to incentivize ourmployees to continue their education andnvest in their proessional development. I knowow dicult it can be to get an advanced degree
while working ull time. (I may have set a newecord in achieving my masters degree in civilngineering when it took me 10 years toomplete a seven year maximum program at
Northeastern University!) But I had a supervisorwho was a real mentor to me, in many ways, and
ept at it. It made a real dierence or me.At FST, we modied our Educational Assistance
rogram to be less restrictive, and are now seeingmployees enrolled in BS and MS programs inngineering, as well as a ew in MBA programs.

Committee on Transportation held a publicearing November 30, 2011 on 24 house andenate bills that have been reerred to theommittee. Most o the bills were related to
motorcycle saety and ew miscellaneous issues.Out o them, a ew are discussed below whichmay be o interest to the BSCES membership.
House Bill 3643 sponsored by State RepresentativeDavid B. Sullivan o Fall River would enable theCity o Fall River to take control o the
orthbound lane o Davol Street rom PresidentAvenue to a point 100 eet north o Brightman
treet. Several City ocials and local residents/usiness owners were present to provideestimony in avor o this bill. The bill was inesponse to local concerns regarding thelimination o an existing trac signal at thentersection o Davol Street northbound (calledrontage Road) and Brightman Street. The tracignal was eliminated as part o the reconstruction the Brightman Street Bridge now called the
Veterans Memorial Bridge. Local ocials andesidents expressed concerns that the elimination the trac signal has negatively impacted access
per employee based upon the Internal RevenueCode, and we pay 100% or As and Bs and80% or Cs. There are currently about 12employees who are taking advantage o thisprogram. We also oer interest ree loans to the
employees to cover their costs o their courses.

This two and a half day course combines lectures and problem-solving workshop sessions to provide
participants with a working knowledge of the hot-mix asphalt construction process and equipment. Thecourse is designed to help participants understand the effect of construction actions on the final product.
This program reviews the entire HMA construction process, from delivery, lay down and compaction, to
completed pavement QC/QA. To emphasize recommended good practice in HMA construction, various
exercises and used, including troubleshooting typical field problems. The course concludes with an
examination which reviews the key elements of HMA construction.Upon completion of the course, participants should be able to:
Describe the purpose of project documents, pre-construction and pre-paving conferences andcooperative communications on the job.
List the steps involved in preparing bases and existing pavements for overlays. Select correct patching materials and placement techniques for pavement repair. Define a proper HMA delivery process to the site. Explain the effect of the various components of a HMA paving machine on the finished mat. Describe how to make a good longitudinal or transverse joint. Identify QA techniques that apply to HMA construction.

One World Trade Center (1WTC), currently under construction, is the tallest of the four buildingsplanned as part of the Ground Zero reconstruction master plan for lower Manhattan. It will also be the
tallest building in the Western Hemisphere, as well as the third tallest building in the world upon
completion in 2013.
One World Trade Center's program includes 3.0 million square feet of new construction above ground
and 500,000 square feet of construction of subterranean levels. With its main roof at 1368 ft (417m)
above ground, is designed to have the same height as the original towers. The addition of a 390 ft. (119m)
tall spire rising from the main roof completes the tower as it soars to the symbolic height of 1776 ft. Amultilayer circular lattice ring above the main roof, which provides support for the spire, allegorically
recalls the torch held by the Statue of Liberty.
The design team, faced with numerous and unique challenges, paramount among them being security

The course curriculum reflects current practices and addresses new and emerging technologies available to
bridge inspectors. In addition, the course includes exemplary training and hands-on workshops for popular
types of nondestructive evaluation (NDE) equipment and a case study for the penetration of an inspection plan
for a fracture critical bridge.
The first day of the course focuses on the concept of fracture critical members (FCMs), FCM identification,
failure mechanics, fatigue in metal, and an overview of NDE methods. Day two provides demonstration
sessions and hands-on applications of NDE techniques for dye penetrant, magnetic particle testing, Eddycurrent, and ultrasonic testing. Days three and four emphasize inspection procedures and reporting for
common FCMs, including problematic details, I-girders, floor beams, trusses, box girders, pin and hanger
assemblies, arch ties, eyebars, and cross girders/pier caps. A case study of the preparation of an inspection
plan of a fracture critical bridge closes out the presentation. The course includes daily participant assignments.
