GENERAL TREMS & CONDITIONS OF TENDERS AND CONTACT

N.B. TENDERER SHOULD READ THESE CONDITIONS CAREFULLY AND

COMPLY STRICTLY WHILE SENDING THEIR TENDERS. IF A TENDERER

HAS ANY DOUBT REGARDING THE TERMS & CONDITIONS AND

SPECIFICATIONS, MENTIONED IN THE TENDER NOTICE/CATALOGUE, IN

CASE ANY CLARIFICATION IS REQUIRED, THE TENDERER MAY SEEK IT

FROM REGISTRAR RUSH, JAIPUR DEFORE SUBMITTING THE TENDER.

THE DECISION OF REGISTRAR, JRRUS, JAIPUR SHALL BE FINAL AND

BINDING OF THE TENDERER.

1 Sealed bids, duly subscribed "PUBLICATION OF NOTICIFICATIONS,


etc. IN DIFFERENT NEWS PAPERS AT DIPR APPROVED RATES" to be

opened on 18.06.2013 at 3.00 PM and addressed to the Registrar may be sent by

post so as to reach on 18.06.2013 by 2.00 PM of deposited in the tender box kept

in the office not later than 18.06.2013 by 2.00 PM Tender received after

stipulated date/time shall not be entertained. The tender will be opened on the

same date at 3.00 PM in the office of Registrar in presence of bidders or their

representatives who may like to be present.

2 EMD of Rs 30,000/- in form of DD/pay order drawn in favor of Registrar,

JRRSU, Jaipur should be accompanied with sealed tender. Tender without EMD

will not be considered except if the firm is exempted (a certified copy of

certificate of order vide which firm is exempted from furnishing EMD should be

furnished along with the tender otherwise tender will not to be considered). EMD

of unsuccessful bidders will be returned only after the award of the contract.



3 Sealed tender will be received till 2.00 PM on 18.06.2013 by the Registrar.

JRRSU. Jaipur and will be opened at 3.00 PM at 18.06.2013 on the same day in

presence of tenderers.

4 Tenders are invited "by two cover system". The first cover clearly marked as

"Technical Bid", shall contain the information about the tenderer e.g. experience

and post performance in the execution of similar contract, capabilities with

respect to technical personnel, equipment and hardwares of software facilities,

financial status and capacity and any other information considered relevant for

"pre-qualification" of the tenderer. The criteria for pre-qualification is a part of the

tender document and is laid down to facilitate short list ion competent suppliers

and not for restriction open competition. The second cover marked as "Financial

Bid" shall contain price quotation; the first cover will be opened first. The tender

opening authority shall evaluate the tenderer's capacity on the basis of criteria

specified in the tender document and on this basis prepare a list of qualified

tenderers. In respect of "pre-qualification" there shall be no further gradation

among the qualified tenderers. The second cover containing price quotations will

be opened only of the tenderers found to be qualified to execute the tender.

5 Sealed Tenders super scribed "PUBLICATION OF NOTIFICATIONS,

NOTICES OF ENTRANCE EXAMINATIONS, COPPIGENDUMS AND NITS

etc. IN DIFFERENT NEWS PAPERS AT DIPR APPROVED RATES" word

containing COVER A & COVER B as prescribed hereafter should be submitted

to the Registrar, JRRSU. Jaipur.

6 The Tenderer should send along with the Tenders the following supporting

documents/certificates for the following technical criteria in separate cover, here

after called "COVER A"

a. Earnest Money Deposit required.

b. The tenderer may produce the list of that customer organization for whom

they have rendered such type of services in past three years.

a) The tendering agency/firm should have the appropriated well equipped

office and sufficient staff.



The firm shall have to furnish proof in support of availability of above desired.

7 Financial Bid duly filled as per Part-B giving the rates Quoted assignment in

separate sealed cover after called, "COVER B" should also be addressed to the

Registrar, JRRSU, Jaipur and should be super scribed "PUBLICATION OF

NOTIFICATIONS, NOTICES OF ENTRANCE EXAMINATIONS,

COPPIGENDUMS AND NITS etc. IN DIFFERENT NEWS PAPERS AT DIPR

APPROVED RATES" Signatory authority of Tenderer should signed each page

of part-B.

8 Both Cover (A & B) should be send to the Registrar, JRRSU, Jaipur up to

prescribed time & date. All received tenders will be opened in the presence of

tenderers who choose to be present. Cover B will be opened only for those

tenderers who satisfy the standard criteria laid down by the University on the

details furnished by the tenderer in COVER A.

9 Firms having at least three years experience of ""PUBLICATION OF

NOTIFICATIONS, NOTICES OF ENTRANCE EXAMINATIONS,

COPPIGENDUMS AND NITS etc. IN DIFFERENT NEWS PAPERS AT DIPR

APPROVED RATES" are eligible to participate in the tender.

10 The tendering agency/firm shall submit the list with Name and Address of all

such the Clients for whom he has rendered such services in past three years.

11 Interested tenderers will have to quote rate for discount on DIPR APPROVED

RATES such discount rate will be primary criteria for evaluation of financial bid.

12 The initial period of the contract will be two years from the date of execution of

the agreement which can further be extended for one year with mutual consent.

13 The approved agency will have to provide services on immediate call basis.

14 All such publishable material will have to be published in the same news paper

and their respective additions for which it is ordered by JRRSU.

15 All such publishable material will have to be published in the issue of the ordered

news papers on the date which it is asked for failing which none payment will be

made to the approved agency.



16 The payment will be made to the approved agency through account Payee

(payable at Jaipur) for the individual advertisement at DIPR APPROVED RATES

after deducting the discount on receipt of bill.

17 All the advertisements should be in minimum space for which approved agency

will have to design at his own level.

18 In case of any complain or unsatisfactory services or otherwise, the contract can

be terminated by University without giving any notice at any time before expiry

of the contract period.

19 In case of discrepancy or any disputed regarding interpretation relating to any

poing, it will be resolved by mutual discussion. In case of any

dispute/disagreement, the matter will be referred to the Registrar, JRRSU, Jaipur

whose decision shall be final.

20 Other terms & conditions of GF & AR (annexed herewith) will be treated as part

of general terms & conditions of this tender except condition 31(I). Being a

service contract, the amount of ---------------------/- deposited in form of EMD of
