Richland Two district administrators are proposing to rezone Jacobs Creek and Forest Creek subdivisions from Catawba Trail Elementary to Bookman Road Elementary. District administrators began considering the proposed rezoning after reviewing current enrollment data and trends for the two schools.

The rezoning will be effective for the 2020-2021 school year.

The Jacobs Creek Development is a single-family residential development, located in the Catawba Trail elementary school attendance zone, with over 700 homes that are 3-5 bedroom dwellings located in northeast Columbia. The Jacobs Creek Development has a heavy military population along with a current total student population that exceeds 580+. This development houses a diverse student population.

• A total of 275 elementary students live in the Jacobs Creek Subdivision

• 204 of the 275 elementary students currently attend Catawba Trail Elementary School.

• 71 of the 275 students are currently exercising choice to schools other than Catawba Trail Elementary School.

• 69 military families currently reside in Jacobs Creek Subdivision.

The district took an all-inclusive approach to considering this rezoning. We conducted a thorough analysis of the community and assessed the impact to both schools while maintaining a diverse student population at both schools. The district made great efforts not to split a neighborhood up with an attendance boundary and sought to use natural features for boundary planning.

The district met to create a communications plan. In efforts to be as transparent as possible, the district decided to notify the schools and community in a structured manner that allows parents and others the opportunity to provide feedback.

The communication methods include a formal digital notification from the district, email notification from the schools which will direct parents to a form where feedback can be given, a focus group meeting, public presentation of the proposal at the board meeting, and a community meeting to be held at Bookman Road Elementary school as an introduction to the school and opportunity for the community to ask additional questions.

The district used the latest Geographic Information Systems Technology software to conduct an analysis of the impact to both schools as it pertains to enrollment, ethnicity, transportation, and safety (commute).
