Item Unique Identification (IUID) Coming of Age Internationally
Mr. Robert Leibrandt
Office of the Under Secretary of Defense
UID Policy Office
IUID – RFID Policy Relationship
RFID tags that carry data are required to be attached to packages at multiple levels, including item packages, cases, and pallets. Unique Identifiers are required to be attached or directly marked on items using a data matrix to carry the UII data elements.

International IUID RequirementsIUID is NOT just a US DoD Mandate
ISO 15459 – Set the framework internationally
US DoD requires Item Unique Identification
Air Transport Association Spec 2000 Equivalent enables commercial aviation
DoD Recognized IUID Equivalents (VIN, ESN, GIAS, GRAI-when serialized) must meet IUID marking requirements (i.e., IUID compliant ECC200 2D Data Matrix)
NATO STANAG 2290 – UID of Items – 15 nations Ratified Dec 2007 Life Cycle Management Policy in NATO
AC327 UID Policy Working Group Established Jan 25, 2008
7 nations, industry, plus organization under both SNLC and CNAD supporting the work
Non-US national policies and implementations are underway

What is the UII?
2 Dimensional Data MatrixData formatted using ISO
15434 (Data Identifier Example)
Open Standard (ISO 15434)– Air Transport Association
– GS1
– ANSI MH10
Minimum globally unique data set– Enterprise Identifier
– Part, Lot, or Batch #
– Serial #
– Or IUID Equivalent

IUID Equivalents
Criteria for UID Equivalents Must contain an enterprise identifier which is assigned by a registration or
controlling authority Must uniquely identify an individual item within an enterprise identifier,
product or part number Must have an existing Data Identifier (DI) or Application Identifier (AI)
listed in ANSI MH10, Data Identifier and Application Identifier Standard
DoD Recognized UID Equivalents Global Individual Asset Identifier (GIAI) EAN.UCC (AI:8004) Serialized Global Returnable Asset Identifier (GRAI) EAN.UCC (AI: 8003) Vehicle Identification Number (VIN) ISO 3779 (DI:I) Electronic Serial Number (ESN, for cellular telephones only) TIA (DI:22S)
Note: UID Equivalents Must be Properly Encoded in an ECC200 Data Matrix Symbol
What is on the horizon?
Automatic data capture becomes the norm across the enterprise Speed of data capture Confidence in data quality yields confidence in decisions
UII as “the” data key Information on the item is backup to master data sources Information from master data sources used to inform intelligent agents and/or decision
makers Reduction on “form” mindset (i.e. information supports the operation versus data to fill
form)
Data delivered in non-proprietary International standards based data formats for data exchange ISO 10303, S1000D,……
Data translation services for legacy data formats and legacy information systems
Item Traceability Requirements drive selection of items
