1.1. New Coaches: The scope includes design, development, manufacturing, testing and supply of energy efficient luminaires suitable for operation on 110V AC/DC supply complete with all accessories, LED lamps compatible with suitable current control driver circuit including mounting arrangement for illumination in the all type of passenger coaches i.e. air conditioned coaches, non air conditioned (sleeper), Chair car, LHB and new coaches for all passenger Trains including Rajdhani and Shatabdi Express trains as per the drawings enclosed as ANNEXURES. The luminaires shall be of rugged and robust design suitable for Railway rolling stock working on Indian Railways under the operational and environmental conditions encountered during service as specified in clause 4.0. Types of luminaire covered in this specification are shown in table-1:

6.12 needs to be reviewed in line with the requirement specified in the electronic ballast specification NO. TL/0011-2000 Rev.1 for 110V ac operation. Based on this, voltage reference mentioned at clause 7 (page no.18) and clause 15 (page no.19) may also be reviewed.

2. Table 1

a. Type A luminaire: Usage of this luminaire referred for LHB non AC coaches may be shifted to Type B luminaire as wattage of lamp is not relevant.

b. Type B luminaire: (i) 9 W power is prescribed for corridor side luminaire for

conventional AC coaches. Presently, ICF is using 2 x 18 W FL in passenger area as well as corridor area of conventional AC coaches. Hence, adequacy wattage of lamp prescribed for corridor side of conventional AC coaches may be reviewed.

(ii) Usage of luminaire is mentioned for Doorway in AC coaches/Chair Car. There is no provision of doorway fittings in any of the AC coaches; only entrance light and gangway lights are being used. Hence requirement of Doorway luminaire needs review.

c. Type C luminaire: Presently, ICF is using 1 x 18 W FL in the doorway area of non-AC coaches. Hence, the wattage of lamp mentioned as 5 W for doorway fitting in non-AC coaches may be reviewed. It may also be noted that no entrance lights are provided in non-AC coaches. Hence, it is recommended to have higher Wattage lamps for the doorway which will be helpful for the passengers whenever the non-AC coaches are placed beyond platform area during service.

d. Type E luminaire: ICF is already using LED based night light cum berth indication in non-AC coaches. Hence, usage of luminaire under this type shall cover non-AC coaches also.

May be corrected. 9W luminaire shall be used for corridor. However, if in future need of higher wattage is felt, it may be reviewed. If required, may be provided. In may be enhanced to 9W similar to Type B, to reduce the numbers of variants. OK, 9W luminaire may be provided. May be considered and be added in the specification.

Note: i. Tentative details of overall size and cut out of various types of Luminaire are

shown in the Annexure-3. ii. Each type of luminaire shall be supplied with the

associated driver circuit and required optics. Driver card as well as complete luminaire shall have validation by LED manufacturer for its compatibility.

e. Type F1 & F2 luminaire: In self-generation AC coaches, BRL fittings Type F1 & F2 as covered in RDSO specification are sufficient. However, Type F1 dimension to be changed as mentioned in Annexure – A. Whereas in LHB design coaches, four types of BRL fittings are being used. RDSO to examine and standardise luminaire common for both Self-generation type and LHB design coaches.

f. Type H luminaire: (Annexure 12): Pictorial signage on par with international practice may be incorporated for the Toilet occupied light.

g. Type J luminaire: The type of fitting shown is not a flush mounted type as wire mesh is projecting out from the fitting base by 50mm, which is not desirable. This fitting is intend to use inside luggage area of SLR coaches, where recess type is required. Hence, recess type fitting may be evolved in this category.

h. Presently, ICF is using 4’ FL light fittings suitable for 4 x 18W FL in SG AC Chair Car coaches. Hence, the wattage of lamp may be reviewed and new type may be evolved for SG type AC chair car.

i. S.No.16-19 belongs to LHB design AC Chair Car coaches. Hence, the heading may be mentioned as ‘LHB type AC Chair Car’.

j. S.No 18 & 19 (Type Q1 & Q2) – Reading lights in LHB AC Chair Car coaches are part of luggage rack and same is being procured by Mechanical wing. Hence, requirement of this category may be reviewed.

M/s Dhingra Engineering Work Table 1 - Type F1,F2 and Type Q1,Q2. For Reading light the LED used is a 3Watts LED for each light. Rail Coach Factory, Kapurthala Type of Luminaire F-1 & F2 Presently, 4 types of LED berth reading lights as per following details are being used in the LHB 2 Tier & FAC coaches.

Details and drawings to be added in the specification. Drawing have been prepared by RCF/ICF and incorporated in specification. The 4 berth reading lights are essentially required from the point of view of orientation and light focus . Since berths in a cabin are in mirror image, the light has also ought to be in mirror image. It is noted that berth reading lights for lower berth of a cabin - transverse RHS, transverse LHS and for upper berths have been made common. It is not possible to make these 3 BRLs from the point of view of orientation, light focus requirement and space availability. Therefore, 4 BRLs as presently being used may be retained as it is. RCF is presently using 3 W single LED module, which is available as a standard product, for LED BRLs. The selection of wattage of the fitting as 3 W was based on the fact that lower wattage standard module (2 W) in single LED was not available. RDSO may, therefore, examine whether 2 W single standard LED module is available, if not, then 3 W single LED module BRLs should be continued.

Type of Luminaire I (SN-10) In the drawing of the light given in Annexure-13, the LED module has been indicated on one side only whereas for PACIL, LED module is required in both the sides. Drawings accordingly may be modified. Table 1: Type of Luminaire J (SN-11) In the drawing of the light given in Annexure-14, two wire meshes for the protection have been used. RDSO may examine whether two wire meshes are required or only one. RCF is of the view that recess type design may be provided thereby outer mesh may not be used. Table 1: Type of Luminaire O (SN-16) Presently, 2x 18 W FL fitting with 5 W LED night light are being used in the LHB AC chair car. RCF is of the view that there is no requirement of night light in LHB AC Chair Car coaches. Therefore, RDSO may review to delete the provision of night light in the LHB AC chair car compartment. Table 1:Type of Luminaire Q1 & Q2 (SN-18 & 19) RCF is presently using 3 W single LED modules, which is available as a standard product, for LED Reading Light. The selection of wattage of the fitting as 3 W was based on the fact that lower wattage standard module (2 W) in single LED was not available. RDSO may, therefore, examine whether 2 W single standard LED module is available, if not, then 3 W single LED module Reading Lights should be continued.

LED Light fitting for LHB Non AC Chair Car is not included in the table and also in the annexure. Presently, FL fittings using 2 Ft. T-5 tubes are being used in LHB Non AC Chair Car. It has been examined that existing proposed LED type fitting for AC Chair Car cannot be used in Non AC Chair Cars. As such, a separate LED fitting for LHB Non AC Chair Car for compartment area is to be used the drawing for which shall be sent to RDSO for inclusion in the specification.

Type C, Type D, Type J and Type K Luminaire should also be made 9 watt instead of 5 watt, for reducing the no. of fittings and replaceability of driver. Table – 1 (Type of Luminaire) Note below Table – 1 of clause 1.1 indicates tentative details of overall sizes and cut-outs of various types luminaires are shown in Annexure-3. This Note i. is required to be deleted because RCF has made the drawings for all type of luminaires for LHB as well as Non-LHB Coaches. General Auto Electric Corporation 1. The wattage of some luminaires can be reduced

single type inventory for all type of berth reading light. 3. The Passenger alarm chain indication light should be

made square or rectangle enabling production in sheet metal and making it uniform both for ICF and RCF.

4. 18 and 9 watt fittings for cabin and corridor of conventional coaches should be made a single head under 18 or 9 watt to maintain single inventory.

5. The driver of 4 to 18 Watts should have 24Volt DC output and other drivers should have 12Volt DC output.

M/s Electronic Equipment Co. Pvt. Ltd., We propose to reduce Wattage of Passenger alarm chain indication light to 2 Watt and Berth Reading Light to 1-2 Watt. Instead of multiple different type of drawings for Berth Reading lights, Corridor and cabin lights a common type product will reduce inventory. Modern Coach Factory, Raebareli MCF/RBL has commissioned energy LED based luminaires in one coach and found less lux level in lavatory with 5W energy efficient LED based luminaires. Therefore, wattage to be increased.

tubular LED lamps with suitable in-built driver, to be fitted in the existing holders provided for 18W fluorescent lamp (FL) and 11W compact fluorescent lamp (CFL) respectively being used as a light source in all type of coaches of Indian Railways. The lamp shall have IP-65 protection as per IEC-60529.

1.3 Input to the luminaire will be fed through battery bank of 110V dc in parallel with alternator, rectifier cum regulator. The luminaire shall be suitable for operating voltage range available as input i.e. 90V to 140V DC with 15% ripple. There may be surges in input supply with peak value of approximately 350V. However, it is advised that the firm may measure the harmonic distortion and Surges in the Coach before designing the LED based luminaire. The over voltage trip shall be set between 150V to 155V DC.

R.T. Vision The input should be 90to140V DC/AC in place of 90to140V DC. . The over voltage trip shall be set at ≥200V for DC and ≥150V AC. A. Paul The over voltage cut-off range is very narrow set at 150-155V DC. Most LED driver are capable of being operated well over 155V DC. Over voltage limit may be set to above 150V DC, as long as the light unit is not damaged due to the over voltage. This has implications on reliable driver design suitable for mass production without need for calibration during production. Western Railway (As per letter No. EL/90/2/46/3 (LED) dated 31.03.16) This only stipulates DC supply, however, it should be for AC & DC both, as in EOG coaches the available supply is 110V AC. 7.2 Type Test Type tests shall be carried out to prove confirmation with the requirement of specification and general quality/design features of the unit. (iv) Insulation resistance test The insulation resistance of the unit between earth and current carrying parts shorted together shall not be less

than 2 M when measured with 500V megger before and after HV test.

The initial reading of the chromaticity co-ordinates x & y shall be within 5 SDCM (Standards Deviation for Colour matching) from the standardised rated value as per Annex. D of IEC 60081.

xvii) Life Test

The lumen maintenance & life test shall be as per LM80/IS 16105 and TM-21 respectively.

The lumen maintenance of the lamp shall not be less than 90% of the initial lumens after 6000 burning hours at condition of case temperature (or solder point temperature) of 105

0C and ensure

testing is done at minimum 80% of its absolute maximum forward current (if). The initial lumens will be taken after 100 hours aging. Certificate from OEM of LED manufacturer shall be submitted.

As railways are according approval for LEDs, railways can

demand compliance by the LED manufacturer for the

above clauses and any other compliance requirements

such as clause 11(b) and 11(c). The buyer of the LED has

(xix) Endurance Test The Luminaire shall be kept “ON” with input voltage of 140VDC for 200 hours. After this the Luminaire is subjected to 20,000 cycles of “ON” and “OFF”, each cycle consisting of 3 seconds “ON” and 10 seconds “OFF” period. Luminaire should survive this test. Test is to be continued for one lakh cycles, followed by performance test.

A Paul Operation at 85V DC is more stressful for the driver as at 85V DV, then input current is higher yielding a higher power dissipation (W-12R). Stress test should be done at lowest voltage by that logic. Rail Coach Factory, Kapurthala There appears to be some ambiguity in the endurance test. Luminaire is subjected to 20,000 cycles ON & OFF and this test is to be continued for 1,00,000 cycles. The testing for 20,000 cycles and 1,00,000 cycles need to be examined and clarified. 11.0 ELIGIBILITY CRITERIA a. The manufacturer shall have minimum three years

experience in design, manufacturing, installation and commissioning of different type of LED based luminaire.

b. The manufacturer should have technical collaboration / MoU with the LED manufacturer for supply of high power LEDs and know-how for adequate thermal management to ensure minimum guaranteed performance as given in the specification, the selection procedure for selecting right type of LEDs for such application.

c. The MoU should also indicate the Quality Assurance Plan (QAP) for handling, storage and

A Paul (a) Insisting on installation and commissioning for a manufacturer would limit number of manufacturers significantly while installation and commissioning is a simple act of electrical wiring. Installation and commissioning of any LED based product in coaches may otherwise be specified as eligibility criteria. Minimum number of graduated engineers should be specified as employed with the company. Therefore, it is necessary to ensure that the Manufacturers having in-house facilities for manufacturing drivers (which require SMD Machines), LED Panel (which also requires special machines), These two items constitutes 70% cost and there are many manufacturers who have these facilities. For the reliability & life of LED Luminaires, the above parameters need to be kept in the eligibility criteria. 12.0 GUARANTEE The Luminaire shall have replacement guarantee for satisfactory performance and manufacturing defects for a period of 60 months from the date of commissioning or 72 months from the date of supply whichever is earlier.

M/s Dhingra Engineering Work Although we ensure the working life of the luminaire to be more than 5 years but, as per IRS terms and conditions we will provide the guarantee period of 24 months from the date of supply and 18 months from the date of installation. parts like electrolytic capacitors may not have such long

This is practically not feasible for production unit as material is purchased for regular production of the coaches. However, vendor approval can be linked with the three month field performance. RDSO may examine accordingly and review.

This clause is practically not possible for the PUs to implement.

Final approval for appearance in the Vendor Directory shall be done after the field trial only.

14.0 DETAILS OF ESSENTIAL INFRASTRUCTURE Rail Coach Factory, Kapurthala This clause gives details of essential infrastructure required for the manufacturing of quality product. This should also be added in the eligibility criteria.

However, in the last para, it has been indicated that the firm may outsource only LED/PCVs. This is required to be deleted because these two items constitute 70% cost - moreovere large many manufacturers available in India having these facilities and only those should be considered for manufacture of LED luminairies. Therefore, RDSO may review and delete outsourcing of LED/PCVs. D.R. Auto With respect to the earlier specification some essential plant & machinery necessary for bringing out the quality manufacturing and testing of the luminaries have been removed from the new specification, such as:-

a. Variable regulated DC supply at least up to 200V. b. Heat chamber / oven having minimum range 0°C to

150°C with alternate arrangement of standby power supply for carrying out endurance tests.

14.1 The following facilities/machinery and plant are considered essential for manufacturing of quality and reliable product:

Dust free environment with ESD protection for the assembly of LEDs/ PCB.

Testing jigs for the testing of assembled LEDs/ PCB.

Component lead forming machines for through hole devices.

Temperature controlled automatic wave-soldering machine with auto-fluxing facilities for through hole devices.

Automatic Temperature controlled re-flow-soldering machine for surface mounted devices.

Stencil and solder paste application machine for surface mounted devices

Automatic Device insertion machine for surface mounted devices with in-circuit testing facility.

All the above facilities are considered essential and shall be verified by Production Units as the case may be before considering the firm as a developmental source. However, the firm may outsource only LEDs/ PCB assembly and soldering with the sub vendor at the developmental stage, who shall have the all above facilities. Railways officials may visit the premises of sub-vendor engaged by the firm for LEDs/ PCB assembly. The firm shall arrange the visit to the sub-vendor’s premises.

PROPOSED INDICATIVE DETAILS FOR FITMENT OF LUMINAIRE

A Paul Type D light, if it has a rocker switch cannot be IP65. Kindly allow IP 65 with rocker switch covered. Alternatively captouch switch may be allowed. Alternatively please permit IP 65 relaxation as in the case of BRL. For BRL drawings, no space for driver circuit is depicted. Driver less LED light can be achieved only if SEOUL SEMI ACRICHE LED permitted. Type P light fittings cannot be IP65 by virtue of design. IP65 for LED tube light should be relaxed as it will be required “sealants” to be used which degrade the appearance of the LED lights. LED driver set two output parameters: LED voltage of LED current. LEDs being current driven the main control loop is on the current output and the second control loop is on voltage. By implication, it the Target Forward Current (TIF) is achieved at a lower voltage, the output voltage is automatically adjusted to lower value. Setting the maxVf to 36V DC as standard has a tremendous advantage. If accidentally, a 18W driver is connected to a 9W light, the 9W fitting will not get damaged as 36V maximum output will limit the peak current voltage flowing through the 9W lamp fittings, thus safe guarding it. Premier Combines , Chennai & Best Choice Systoms P. Ltd, Bangalore Dimensions indicated are same for the above light fittings whereas wattages are different viz., 18W, 9W and 5W. It would be prudent to have fittings of lesser dimensions for lesser wattage as the distribution of light will not be regular and smooth. Also use of a large fitting used for 18W is not recommended for a 5w requirement as it is not cost effective nor aesthetically appealing.

As per Railway Board’s letter No. 2006/Elec(G)/165/1 dated 10.12.2014, the LED luminaries as per RDSO’s Specification for coaches are to be procured from open market. It may be clarified.
