italian educational system
TRANSCRIPT
Schools have autonomy in teaching,
organization, research, testing and
development
In Italy, the education and training system is
organized according to the principles of
subsidiarity and the autonomy of
educational institutions.
The Regions have concurrent legislative
power in education, and exclusive in the
field of vocational education and
training
The State has the exclusive legislative
competence as regards "general education",
and the definition of essential levels of
performance that must be guaranteed
throughout the national territory
The offer for 0-3 aged children, which
takes place in nurseries, it is not part of
the educational system. Municipalities
directly manage the service under the
general criteria established at regional
level.
The offer for children older than 3 years is
held at the schools. This level is part of the
education system.
Other institutions that provide pre-primary
education are also managed by municipalities
or private entities.
Pre-primary education is not compulsory and
lasts for 3 years (3 to 6 years of age).
Primary school is compulsory, has a
total duration of five years and is attended
by pupils aged between 6 and 11 years.
The primary school has a responsibility to
acquire the basic learning and to lay the
foundation for the exercise of active
citizenship.
Recently, in 2008, the Ministry reorganized the
primary schools with the introduction of the option
of the single teacher, introduced the teaching of
'Citizenship and the Constitution’ and established
new criteria for the adoption of textbooks.
The law also introduced new criteria for the
evaluation and advancement of students.
In 2012, the National Guidelines for the Curriculum
defined the new curricula for kindergarten and
throughout the first cycle of education.
The lower secondary school is aimed at
increasing the capacity of self-study of the
students and to enhance their social
interaction skills, to organize and enhance
their knowledge and skills and provide
students with appropriate tools to the
continuation of education and training.
The lower secondary school level
has a total duration of three years
and is attended by pupils aged from
11 to 14 years. It’s mandatory.
The higher secondary education level is
competence of state and offers general
education, technical and vocational
education. The total duration is 5 years
(14 to 19 years of age) in all paths.
The first two years of the higher Secondary
school are required to complete ten years of
compulsory education (from 6 to 16 years).
High schools are designed to prepare students for university studies
and the labor market through the acquisition of appropriate skills,
abilities and knowledge, and providing students with cultural and
methodological tools to develop a critical attitude and planning.
Technical institutes have
the overall goal of providing
students with a solid cultural
base in science and
technology, for the purpose
of developing technical
professions.
The vocational education and training at the
regional (IFP) is carried out through the three-year
and four-year with the aim to achieve a qualification
or a professional degree for those who have
completed the first cycle of education and wish to
fulfill the education requirement in vocational
training or otherwise acquire a three within 18 years
of age (right / duty).
Vocational schools have the overall goal of
providing students with a solid general
background in technical and professional
services sectors, industry and crafts, with a
view to rapid entry into the labor market.
Both the technical and the vocational
route allows access to university and
higher education and technical training.

PARTECIPATION OF FAMILIES TO THE SCHOOL LIFE OF THEIR CHILDREN
the family is seen as the primary context for learning and as envisaged by the
Italian constitution, the family has the responsibility and accountability for the
growth and education of children
the school has the responsibility to know to build a real and effective
collaboration to facilitate the full and harmonious growth of the students
Families can participate to the school life of their children in different ways:
PARENT-TEACHER MEETINGS:
The teachers of the class are available to talk to parents during the afternoon
meetings and during the meetings organized to give the school reports.
Parents can also ask to speak with each teacher of the class by appointment.
Teachers can also request to meet the family of the pupil by appointment during
the school year to discuss issues regarding the school.
PARTECIPATION AT THE PARENT MEETINGS
Primary School teachers meet all parents during the parent meetings. These
meetings are attended by all parents of the children of the same class and their
teachers. In these meetings teachers talk about general topics relating to the
class and then, separately, they talk about each student with their respective
parents.
PARTECIPATION AT THE CLASS COUNCILS
At the beginning of the school year, the parents of the pupils of each class meet to elect a
class parent representative, i.e. the parent who offer his/her participation at the class
councils held regularly and report to the other parents what is being discussed at those
meetings. Any parent can be elected class representative. The class councils are afternoon
meetings of all teachers of parallel classes organized to discuss about the general progress
of the classes, programs carried out in class, educational excursions and planned school
trips and other matters. Class representatives have two tasks: 1. they attend the meetings
and write a short report about what is being discussed in order to inform parents 2. they
represent the needs of different parents in front of the teachers of their class.
COMMUNICATIONS AND NOTICES
Teachers often dictate notices and communications for the families. Pupils write these
notices on their diary or notebook and their parents are required to read and sign them.
ABSENCES
Each morning during the roll call, teachers write on the register of the class the names of
the absent students. Absences must be justified by a written excuse on the student diary.
For absences longer than five consecutive days the school requires to return with a medical
certificate attesting that the child is no longer sick or contagious.
Homework is assigned by the teachers of the class and pupils have the
duty to do it.
PERMISSIONS FOR EDUCATIONAL EXCURSIONS,
SCHOOL TRIPS AND PARTICULAR EDUCATIONAL ACTIVITIES
When educational excursions, school trips or particular
educational activities are planned, teachers inform the class
parents representative first and then all the pupils of the class
through a written notice in the diary. A few days before the
excursion, the trip or the planned activity, teachers give an
Authorization Form to the pupils that must be completed and
signed by the parent and returned to the teacher. Students who
do not have this form can not participate to the planned activity
because they do not have their parents authorization. In some
cases, it may be required to pay a modest sum of money, for
example, for the entrance ticket to a museum or the rental of
the means of transport (bus).
It is necessary to pay a participation fee for school trips lasting
several days.
