INTRODUCTION

Demographics is the study of a population basedon age, race, sex, and a host of other factors thatplay an integral role in any local economy. Forinstance, the goods and services needed tosupport a family with young children differdramatically from those needed for a retiredcouple. Governments, corporations,nongovernment organizations, and many othersuse demographics to learn more about apopulation's characteristics for a multitude ofpurposes, including policy development andeconomic market research.
This report presents basic demographic dataabout Island County so the reader can gain anunderstanding of how demographics might affecttheir local area. When reading this report, it’simportant to understand the difference betweenmedian and mean.
Median: the middle value in a seriesarranged from smallest to largest.
Mean: a value computed by dividing the sumof a set of terms by the number of terms.
For the median, Census finds the point smack dabin the middle of the data set (all reportedincomes). For the mean, Census takes reportedincome from all Island County households, addsthem together, and divides by the number ofhouseholds.
SOURCE OF INFORMATION
The primary source for all the information in this reportcomes from the U.S. Census’s American CommunitySurvey, 2017 5-year estimates, except where noted ascoming from the American Community Survey, 2018 1-year estimates. All data is estimated using statisticalprojections by the Census Bureau and contains varyingmargins of error.
In the first half of thereport, Camano Island,North Whidbey, CentralWhidbey, and SouthWhidbey serve as“Census CountyDivisions (CCD).” A CCDis a subdivision of acounty or equivalententity that is a relativelypermanent statisticalarea establishedcooperatively by theCensus Bureau andstate, tribal, and localgovernmentauthorities.

POPULATION
The effect of population size and growthcan be positive or negative depending onthe circumstances. Large populations havethe potential to be great for economicdevelopment. Generally, the more people anarea has, the more work is done, and themore work is done, the more value (ormoney) is created.
Unfortunately, it isn't that simple. In awealthier county with abundant resourcesand money, a larger population is an asset.But that isn't always the case in countieswith limited resources. Combined limitedresources and a larger population putpressure on existing resources. A largerpopulation means more people to feed,more healthcare and education services toprovide, and generally more stress oninfrastructure.

Island County CCDsISLAND COUNTY is a unique area, well known for its exceptional quality of life. Residents andtourists alike marvel at the fantastic views of the snow-covered Cascade and Olympic mountains,the scenic waters of Puget Sound and Strait of Juan de Fuca, and primordial rainforests mingledwith pastoral vistas of this diverse island setting.
Island County is comprised of Whidbey, Camano, Ben Ure, Smith, Deception, Strawberry, Baby,Minor, and Kalamut Islands, with Whidbey and Camano as the two settled islands. Whidbey Islandis the 5th longest island in the contiguous U.S.—45 miles long with 148 miles of shoreline.Camano is 16 miles long and has 52 miles of shoreline.

The size of the U.S. population and its age distribution atany point in time are the result of historical trends inbirth rates, mortality rates, and immigration rates.Today’s aging U.S. population results from the sharpdecline in the birth rate in the 1960s, which marked theend of the Baby Boom, and the long-running decline inmortality rates. Immigration can offset thesedemographic forces to some degree, but has not beenof sufficient magnitude to reverse population aging.
Workers in different age groups may be substitutes orcomplements to one another and therefore, theproductivity of one age group can depend oninteractions with workers in other age groups. Suchproductivity spillovers could occur between older andyounger workers if, for example, an older worker’sgreater experience increases not only his ownproductivity but also the productivity of those who workwith him.

When looking strictly at numbers of people perage group, North Whidbey has more people ineach age group than each of the Camano Island,Central Whidbey, and South Whidbey CCDs. Inthe 0-49 age range, North Whidbey’s populationsignificantly exceeds the other three CCDs. In the0-39 age range, North Whidbey’s population isgreater than the combined population of theother three CCDs. The result is that NorthWhidbey’s median age is significantly lower thanCamano, Central Whidbey, and South WhidbeyCCDs.

From 2000 and 2010 All CCDs in Island County showed an increase higher than the nationalaverage in the median age between the Census except for North Whidbey,which mimicked the national increase of 2.1 years.

Poverty affects an economy in several ways. Those living in poverty, by definition, are that portion of a population livingbelow the designated poverty line. These people have little money to spend, which creates less demand for manygoods than might otherwise be the case. This has an adverse effect on the supply-side of the economic equation, whichmeans less money paid to others to produce, distribute, and sell.
Poverty also adversely affects a nation's economy by diverting government revenue to programs oriented toward thepoorer and less-advantaged segments of the population, such as welfare and unemployment payments, government-provided healthcare assistance, and so on.

In 2019 the BAHrates were $1,404 per month for an E-4with dependents $1,404 per month,$1,467 per month for an E-5 withdependents, and $1,644 per month foranE-6 with dependents.
