Identification, analysis and zoning of the major hazards that occur on Tenerife island to generate a Territorial Plan that will be used as the future basis for Sustainable Development.
• Earthquakes• Volcanoes• Floods• Forest Fires• Landslides +• Dangerous goods
Objectives
Territorial Context
Territorial Context• Volcanic origin
• Approximately 2,000 sq. Km
• Rugged topography (3,718 m. asl over a maximum distance of 24 Km)
• No permanent river courses (aquifers)
• Warm weather (trade winds)
• Hazards:• Not many events in a short time frame
• Not a severe damage in recent times (except for flash floods and forest fires)
Socio-economic Context
Socio-economic Context
• Important tourist destination (permanent and seasonal from a variety of EU countries)
• Huge economic growth in a short time
• Limited space for infrastructures and services
• High population density on specific areas
• Highly dispersed population spots
• Extreme pressures over the territory
Hazard assessment & management Context
• Lack of regulations enforcing natural hazards assessment in land use planning
• National insurance pool covers the losses of major catastrophes
• Scarcity of holistic risk assessment studies (qualitative and exclusively related with emergency management, Civil Protection)
• VOLCANIC CRISIS (2004)
Development Strategy• Three steps process (by law)
• Contribution of experts, local authorities and interest groups. Participatory process
• Development of harmonized method.
• Exploitation of ITs (GIS, SDIs)
• Definition of a common ground for future regulations
• Promotion of risk management at the local scale (municipalities)
Development Strategy
• Lack of a multi-hazard strategy
• Dispersed & fragmented data
• Lack of harmonization of procedures
• Lack of explicit land use regulations vs. risk management
• Lack of awareness & education
• Lack of political involvement
• 2007: “National Soil Law”
• 2007: INSPIRE Directive

Lessons learned• There is a will to reach a compromise between
development and sustainability
• Discussion and participation are key factors for acceptance
• There is a way to look for solutions
• There is an urgent need to improve data and generate pragmatic evaluation methods (indicators)
The way forward
• Formulation of the territorial regulations (2009)
• Development of a methodology that will allow assessment and implementation at the local level (indicators/harmonization)
• Improvement of IT capacities and services
• Raising of awareness & education
