Overview Humanitarian, Disaster Risk Reduction (DRR), resettlement and movement, migration health and migration management programmes continue to support various target groups across the country. The Shelter and winterized Non Food Item (NFI) distributions for the most vulnerable communities affected by 2012 Floods have reached 77,286 families in eight severely affected districts of Sindh. This reflects 86% of the families planned to be reached as part of IOM’s shelter programme for 2012 Floods Response. Early Recovery Shelter Programme Following completion of 5,045 One Room Shelters (ORS) in southern Sindh, the first phase of the early recovery shelter programme for 2011 floods has successfully concluded. The second phase where an additional 17,700 flood affected families will receive shelter support is presently underway in districts Mirpurkhas, Badin, Tando Muhammad Khan, Tharparkar and Umerkot. Key programme achievements include: Cash payments for shelter reconstruction are

ongoing; 802 focal persons (representing 17,650 households) have received the first tranche whereas 24 focal persons (representing 500 beneficiary families) have received the second tranche.

15,031 beneficiary households (BHHs) are completing their plinths, 2,407 BHHs are working on their walls whilst 51 families have progressed till the roof level.

3,898 community training sessions outlining DRR construction techniques have been conducted. 79,247 programme beneficiaries and 23,183 community members (including 31,500 females) have attended these trainings.

Technical trainings for focal points are in progress, 6 training sessions benefiting 244 focal points have been organized.

Taking into account the acute shortage of water in the flood affected districts, IOM is supporting the installation of water pumps for ORS communities in districts Mirpurkhas, Umerkot and Tando Allah Yar. 60 hand pumps have been installed and field assessment to support additional communities is ongoing.

Beneficiary Story: Shelter Programme reaches out to families residing in temporary shelters since 18 months Sato is an old aged, physically handicapped person whose house was completely destroyed by the catastrophic 2011 floods in Sindh. With a large number of dependent members the family was forced to live in a tent as they lacked the resources or knowledge to rebuild a shelter. Sato was registered as an ORS beneficiary as his family met the vulnerability criteria devised for ORS beneficiary selection and explains his experience in the following manner:

For more than a year and half I lived with my family in tents until IOM’s team selected us for the shelter programme. My house which was destroyed by the floods was made of mud with a flat roof that collapsed due to accumulation of rain water. Rebuilding a more resilient shelter was a key concern as we are afraid to sleep inside the house every time it rains. Being physically handicapped I could not participate in the construction myself and lacked the resources to hire professional labor. IOM conducted technical trainings which were attended by my family members, introducing us to simple and important construction guidelines. The focus on disaster resilient construction techniques was particularly useful as we have experienced recurrent flooding and houses normally constructed in our areas are unable to withstand strong rains.

Beneficiary Story: Shelter/NFI relief items assist beneficiaries in resuming daily life activities IOM’s shelter and NFI distributions have played an instrumental role in enabling beneficiaries that lost their homes and personal belongings to resume daily life activities. Taking into account the needs of displaced and affected populations, the shelter/NFI support included bamboos, plastic sheet, ropes, blankets, shawls, solar lamps, jerry cans and sleeping mats. Mir Muhammad, a middle aged man from Kashmore was selected as a beneficiary for shelter/NFI support and describes the utility of these items in the following manner:

Shelter Cluster Activities The Shelter Cluster is presently finalizing the Early Recovery Shelter Strategy and Technical Guidelines for the 2012 flood response. The early recovery strategy will focus on the provision of low cost shelter support with particular emphasis on improving resilience to future disasters. The Shelter Cluster aims to support the construction of 173,777 shelters, representing 50% of affected houses. This target takes into account the self-recovery potential of affected families as measured by the ACCCRA (Assessment of Community Coping Capacity in Return Areas), as well as the capacity of humanitarian organizations. Shelter Cluster Capacity Building Taking into account the vast displacements caused by the recent natural disasters and ongoing security operations, Shelter Cluster’s Temporary Settlement Support Unit (TSSU) is supporting the dissemination of Camp Coordination and Camp Management (CCCM) practices and guidelines. During March 2013, two CCCM trainings were conducted in Lahore and Islamabad. These trainings reached 55 individuals from local NGOs and government departments; this includes 32 master trainers that will support the expansion of the CCCM capacity-building programme in Punjab and Khyber Pakhtunkhwa. Shelter Cluster/TSSU is also supporting the inter-agency Capacity Building Training Programme led by the National Disaster Management Authority (NDMA), Office for the Coordination of Humanitarian Affairs (OCHA) and World Food Programme (WFP). This programme aims to build the capacity of the government staff to effectively respond to emergency situations and manage displacements. Preparedness Activities The Shelter Cluster has initiated contingency planning activities for monsoon 2013 and is engaged in ongoing discussions with district and provincial authorities for complementarity of plans. To support preparedness and contingency planning efforts, the Cluster is preparing to conduct an assessment of potential evacuation sites in Sindh province.

I have nine dependent family members and the floods destroyed our houses and washed away all our personal belongings including dry ration. IOM’s team came to our area and gave us shelter kits and flyers indicating how to best these items. We used the bamboos and plastic tarpaulins to make temporary shelters, the jerry cans were helpful in obtaining clean drinking water from surrounding areas whilst the solar lamps provided reliable illumination facilitating night time movements and activities.

Migration Management As a part of the European Union Readmission Agreement (EURA), IOM is organizing a study visit to Russia for concerned government officials. The study visit to Moscow is planned for April 2013 and aims to acquaint concerned government officials with readmission procedures successfully implemented in Russia. IOM Pakistan is also facilitating the Trilateral Dialogue on Migration (TLDM) between Afghanistan, Iran and Pakistan. The process aims to establish a platform for discussions regarding regional migration management through: Building trust and confidence between

participating governments. Developing regional institutional capacities to

manage migration. Strengthening the capacity of governments to

meet migration challenges in a comprehensive, interactive and sustainable manner.

Migration Health Services Health assessment services were provided to 4,194 prospective migrants and refugees during March from clinics in Islamabad, Lahore, Karachi and Mirpur. Majority of the health assessments were for UKTB (1,886), followed by Australian Health Assessments (1,002), Canadian Heath Assessments (963). Resettlement Movements IOM Pakistan will be supporting implementation of the project focusing on Addressing the needs of unaccompanied minors (UCMs) in Greece. Focusing primarily on family tracing and assistance with return and reintegration of the minors. Monitoring activities for the Assisted Voluntary Returns and Repatriation (AVRR) programme from Greece will start shortly; this is for cases that have received reintegration support. The Assisted Voluntary Returns (AVR) and AVRR programmes continue, 484 AVR and 37 AVRR cases were facilitated during March 2013. IOM Pakistan is working closely with the relevant stakeholders to expedite the AVR and AVRR

programmes. Taking into account the anticipated increase in caseload for the United States Refugee Admissions Programme (USRAP), IOM Islamabad is closely coordinating with the Resettlement Support Centre (RSC) in Damak. Resettlement movements are ongoing; during March 2013, 156 cases were processed for Australia and Canada. 221 refugees participated in the Canadian Cultural Orientation across the country. The orientation sessions for the Australian bound migrants are primarily conducted in Quetta during March 2013. European Union Election Observation Mission (EUEOM) IOM Pakistan is facilitating the EUEOM for the upcoming 2013 General Elections in Pakistan. This includes logistical/operational, security and administrative support to the EUEOM, to perform their observation tasks in a smooth and secure manner.
