If you have a yacht that is eligible please don’t miss this chance to enter the Island Sailing Club’s 2008 JPMorgan Asset Management Round the Island Race on 28th June. The Notice of Race gives all the necessary information and entry details. Last year 80% of entrants entered on line via our user friendly website (www.roundtheisland.org.uk ) - why not do it right now?

We are most grateful to those of you who used the Feedback Form, via our website, following last year’s race. We have tried to address your concerns and comments and will continue to work to improve the way in which we run the race.

This year we have dispensed with the declaration barge and introduced two new ways of submitting your declaration. It is now a requirement of entry that each competing boat carries a pre-registered mobile phone on board during the race and it will be possible for boats to declare by text message instead of coming ashore to declare and to choose to have their tankard posted to them. There will also be a second shore based declarations point in East Cowes Marina where you can collect your tankard in person. Boats that have been notified of an intention to protest against them, together with those intending to lodge a protest, must still declare only at the CCC Regatta Centre on the Parade. Full details of the methods of declarations will be given in the Sailing Instructions.

As a result of feedback from competitors last year it has been decided to reinstate No Man’s land Fort as a mark of the course which has been agreed by the Queen’s Harbourmaster, Portsmouth.

Many of you entering the ISCRS Class have requested to be able to bypass filling in sail measurement information for your rating. Provided that you have entered during the past 2 years and you have given us accurate sail data that has not altered, you may now do this for 2008. Please note that we still require you to tell us about other details required for your rating. If this new system is successful we may extend it to other parts of the form in the future.

One of the unique features of the race is being able to see your result in the Island Sailing Club marquee almost as soon as you step ashore. This is a wonderful place to meet after the race and revive yourselves while waiting to see if you have held your position as the smaller boats complete the course.

As last year, you can make your entry count by supporting one of 4 leading cancer charities. You can donate via www.justgiving.com/roundtheisland Alternatively you may of course use this as an opportunity to support the charity of your choice, or indeed to abstain completely - there is absolutely no obligation. There will however be a special prize, donated by JPMorgan Asset Management, for the yacht that raises the largest amount of money.

For your benefit, and ours, please read the Notice of Race, the Sailing Instructions and the Safety Booklet with great care. If anything is not clear to you, or appears to be incorrect do let us know and we will do what we can to assist you.

notICE oF raCE

1. orGanISatIonThe Race will start from the Royal Yacht Squadron line, Cowes on the 28th June 2008. The organising authority is The Island

Sailing Club. In the event of the race, or a fleet, or class, being cancelled, it will not be re-sailed.

2. rULES2.1 The Race will be governed by the ‘rules’ as defined in the Racing Rules of Sailing 2005-2008 (RRS), with Royal Yachting

Association (RYA) Prescriptions, together with, as appropriate: • The ISAF Offshore Special Regulations for Category 4 (modified) • The IRC Rules Parts 1, 2 & 3 - including sail limitations • The RYA & RORC Sportsboat Rule (SBR) • The MOCRA Rating Rule • The Island Sailing Club Rating System (ISCRS) • The Class Rules for boats entered in a one design class • This Notice of Race (NoR) • The Sailing Instructions (SIs)

3. CHanGES to tHE raCInG rULES oF SaILInG3.1 RRS 31.2 and RRS 44 will not apply. Provided that she has not caused injury or serious damage or gained a significant

advantage, a boat that has broken RRS 31.1 or a rule of RRS Part 2 may accept a time penalty of 2% of her elapsed time rounded to the nearest second.

3.2 Appendix A 4.2 is changed in that a boat that is OCS will be scored with a time penalty of 5% of the boat’s elapsed time rounded to the nearest second unless the Race Committee decides that the boat has gained a significant advantage in the Race, in which case she will be scored as OCS.

3.3 A boat that is awarded, or accepts, a time penalty will not be eligible for a Line Honours Trophy.3.4 Random safety inspections will be carried out before and after racing to check compliance with the Notice of Race and

Sailing Instructions. A boat that either refuses an inspection or fails to give every reasonable assistance to an authorised inspector may be disqualified without a hearing. This changes RRS 63.1.

3.5 Other changes to the Racing Rules will be detailed in the Sailing Instructions.

4. CLaSSES4.1 The Race is open to the following boats and classes: rated Classes one Design Classes • IRC rated boats • Contessa 32 • ISCRS rated boats • International Dragon • Classic Racing Yachts racing under ISCRS • International Etchells • Sportsboat Rule • Folkboat • Original and Modern Gaffers • Hunter 707 • Multihulls (Grand Prix and MOCRA Racing Classes) • Laser SB3 • Bridgedeck Catamaran Cruiser Class • Nicholson 32 • National Sonata • Open 60 • Sunsail 37 • Extreme 40

4.2 IRC and ISCRS rated classes will each be divided into groups (further sub-divided into up to four divisions each) for the purpose of separate starts and additional prizes.

4.3 The following restrictions will apply to Class entries: (a) Boats entering the IRC Class shall have a minimum base Safety and Stability Screening Number (SSSN) of 8 or ISO 12217-2 Design Category C. (b) Classic Racing Yachts shall have been built at least 25 years ago and shall comply with NoR 6.12. All other entry criteria for this class are at the sole discretion of the Island Sailing Club. (c) Boats entering the ISCRS Class shall have a minimum waterline length of 5m, a minimum displacement of

770 kg and a minimum base SSSN of 8 or ISO 12217-2 Design Category C. and shall not hold a valid IRC or SBR rating. Boats which are found to have been issued with IRC or SBR ratings before the 23rd June will be transferred into the appropriate class for their rating, and replacement fleet flags will be sent to the address provided on the entry form.

4.4 Clubs and Associations, affiliated to a Member National Authority, may enter teams of 3, individually entered, boats in each of IRC Groups 0 or 1, 2 and 3, and/or the overall ISCRS Class.

4.5 For entries for the JPMorgan Asset Management Family Trophy, the boat must be entered in an ISCRS class. The crew must include 4 or more immediate family members, or 3 in the case of boats with less than 5 crew, or 2 for boats with less than 3 crew.

4.6 For entries for the John Franks Trophy for sailing school boats, the boat must be entered in an IRC Class by a bona fide sailing school affiliated to a National Authority and have on board at least 50% crew who are paying students (not instructors).

4.7 It is every entrant’s responsibility to ensure that they are entering the correct class.

5. ratInGS5.1 Boats entered for IRC classes shall have a valid rating certificate issued by Seahorse Rating or UNCL.5.2 Boats entered for Sportsboat Rule (SBR) Class shall have a valid one-design certificate of a recognized one-design sports

boat class, or a valid individual SBR certificate issued by Seahorse Rating.5.3 Boats entered for one design classes shall have a valid class certificate issued by their class association or the RYA. 5.4 Boats entered for the Multihull Grand Prix Class shall have a valid MOCRA rating certificate and shall rate 1.451 and

above. 5.5 Boats entered for the MOCRA Racing Class shall have a valid MOCRA rating certificate and shall rate 1.450 and below. 5.6 Boats entered for the Bridgedeck Catamaran Cruiser Class will be allocated a rating (valid for this race only) by the Island

Sailing Club through MOCRA. Boats racing in this Division will not be eligible for Multihull overall or line honours trophies.

5.8 Boats entered for the Original and Modern Gaffers Class will be allocated a rating by the Island Sailing Club through the Old Gaffers Association.

5.9 Boats entered for the ISCRS or Classic Racing Yacht classes will be allocated a rating by the Island Sailing Club.5.10 No new or amended ratings will be accepted after 12 noon on Wednesday 25th June 2008 and no correspondence will

be entered into with individual boats with regard to their TCC/TCF/TCS.

6. ConDItIonS oF EntrY (which alter Class rules where applicable)6.1 All boats shall carry an operational marine VHF radio equipped with channels 16, 37A (M), 69 and 72.6.2 All boats shall carry a mobile phone suitable for receiving and transmitting text messages and voice calls. Any change

in the Race Mobile Phone Number required for entry in the Race must be notified to the Island Sailing Club by 12 noon on Wednesday 25th June 2008. Changes after this time will only be allowed in exceptional circumstances.

6.3 All boats shall, while racing, display: (a) The special coloured Fleet Flag provided by the Island Sailing Club. (b) Their Class ID Flag (if applicable), which shall be provided by the entrant (see NoR 18).6.4 Multihulls with an LOA of less than 9.15m shall display IC flag “M”.6.5 Classic Racing Yachts with an LOA of less than 9.6m shall display NN9.6.6 Boats may additionally be required to display a sponsor’s flag or decal, and, if so, details will be given in the Sailing

Instructions. 6.7 Anchors stowed on deck shall not protrude over the bow. Boats shall carry sufficient suitable cable to hold the boat in

the likely depth of water and weather conditions. Dan buoy flags shall be rolled up so as not to be visible. 6.8 Except on trimarans, outboard engines shall not be tilted up so that the propeller is protruding beyond the transom.6.9 Every boat shall carry a unique sail number on her sails which is in accordance with RRS 77 and Appendix G, and which

is identical to that appearing on her entry form. Competitors should pay particular attention to the sizes of characters and their placing as required by Appendix G1.2 (b).

6.10 As an aid to correct identification at their finish, all monohull boats, with the exception of those defined as dayboats in NoR 6.11 and 6.14, should carry a sail number dodger, with numerals and prefix and suffix letters in black or blue on a white background, and displayed as described in the Sailing Instructions. Boats that are unable to be correctly identified may not be recorded with a finishing time.

6.11 All monohull boats (except Sportsboat Rule Class, International Dragon, International Etchells, Hunter 707 and Laser SB3 which are defined as ‘dayboats’) shall comply with ISAF Offshore Special Regulations for Category 4 races, except that Regulations 3.09.1, 3.09.2 and 3.09.4 regarding cockpit self-draining, water tightness and draining, and height of the cockpit sole, shall not apply.

6.12 Classic Racing Yachts shall comply with the ISAF Offshore Special Regulations for Category 4 races except that Regulation 3.14, as regards lifelines, stanchions and pulpits, shall not apply.

6.13 Where Class Rules with regard to guardrails/lifelines are in conflict with the ISAF Offshore Special Regulations for Category 4 races, a boat deciding not to comply with those Regulations shall not be eligible to race within the IRC or ISCRS rated categories. She may however race within her class on the understanding that her class may be cancelled in the event of adverse weather conditions.

6.14 All multihulls (except the Extreme 40 class which is defined as a ‘dayboat’) shall comply with ISAF Offshore Special Regulations for Category 4 races, except that Regulations 3.13 (crash bulkheads), 3.15.2(c) and (d) (netting triangles), 3.14.4(c) (trimaran outrigger lines) and 3.14.4(d) (lifelines on catamarans) shall not apply.

6.15 All dayboats (as defined in NoR 6.11 and 6.14) shall carry an anchor with suitable warp, a marine compass, navigation lights that comply with either ISAF Offshore Special Regulations for Category 4 or International Regulations for Preventing Collisions at Sea (COLREGs), a watertight flashlight with spare batteries and bulbs, and a whistle.

6.16 All dayboats (as defined in NoR 6.11 and 6.14) shall comply with ISAF Offshore Special Regulations for Category 4 races with regard to pyrotechnic signals, with the exception of Extreme 40s who need not carry red parachute flares, and International Dragon and Etchells, who shall carry a minimum of two red hand flares, two white hand flares and two orange smoke that conform to the International Life-Saving Appliance (LSA) Code.

7. aDvErtISInG7.1 Advertising in a one-design class may be restricted to Category A if the class association has so decided.7.2 Boats in rated classes and those not restricted to Category A may advertise in accordance with Category C as detailed

in ISAF Regulation 20 Advertising Code, with the exception of advertising relating to tobacco or tobacco products, on payment of the increased fee as shown in NoR 8.2 and on the entry form.

7.3 Boats that are eligible to enter the John Franks trophy for sailing school boats will be exempt from the increased fee under Category C, as long as the sole advertising on the boat is the name of the sailing school involved (see NoR 4.6).

8. EntrIES8.1 Entries shall be made on the official entry form (either by hard copy or on-line), which must be fully completed. Team

entry forms are available from the Island Sailing Club office.8.2 Entries must be accompanied by the appropriate entry fee as follows:

‘Early Bird’ entries received by midnight on Saturday 29th March 2008 - £61 (£92 Cat C) Entries received from midnight on Saturday 29th March until midnight on Saturday 7th June 2008 - £66 (£99 Cat C) Late entries will be accepted after the 7th June 2008 if received by 12 noon on Saturday 21st June 2008 and

accompanied by a special entry fee of £190 (£285 Cat C).

8.3 The entry fee for nominated teams entered under either IRC or ISCRS is £25 per team. 8.4 If an entry is withdrawn up to 72 hours before the start of the Race, the entry fee (less an administration charge) will be

refunded on request at the end of the racing season.8.5 No entry fees will be refunded in the event of the Race, or a fleet or class being cancelled or abandoned.

9. StartInG tIMES9.1 The warning signal for the first start will be at 0550 hours.9.2 The times of subsequent starts are set out in the Table of Classes (NoR 18). 10. CoUrSE The course is round the Isle of Wight, crossing the Royal Yacht Squadron starting line to the westward, round the Needles

lighthouse, pass St Catherine’s point, round Bembridge Ledge buoy, round No Man’s Land Fort, with all marks being left to PORT, and crossing the CORRECT finishing line from east to west.

11. SaILInG InStrUCtIonS11.1 The Sailing Instructions will be posted to all entrants in the week following the standard entry closing date, using the

name and address given on their entry form. The correct post-code should be provided.11.2 The Sailing Instructions will also be available on the official website at www.roundtheisland.org.uk

12. SCorInG12.1 In one design classes, boats will be scored on their elapsed time, plus any time penalty, in sequence from the shortest

time.12.2 In rated classes, boats will be scored on their corrected time (elapsed time plus any time penalty multiplied by their

TCC/TCF/TCS) in sequence from the shortest corrected time.

13. DECLaratIonS The person in charge of a boat will be required to declare their finishing time after completing the Race. Details of the

various methods of declaration will be given in the Sailing Instructions. No finishing position will be given to a boat that fails to declare correctly.

14. PrIZES anD MEMEntoS14.1 A list of prizes and trophies is provided in NoR 19.14.2 The prizegiving will be held at 12 noon on Sunday 29th June 2008 at the Island Sailing Club. The list of prizes and

trophies to be presented at the ceremony will be given in the Sailing Instructions.14.3 A memento will be awarded to every boat that sails the course in accordance with the Sailing Instructions and declares

correctly. In certain circumstances boats that have either finished, or declared, outside the time limit may be given a memento.

15. MEDIa PUBLICItY Competitors automatically grant to the organising authority, and JPMorgan Asset Management and official Race

Partners, without payment, the right in perpetuity to make, use and show any motion pictures, still pictures and live, taped or filmed television of or relating to the event.

16. DISCLaIMEr oF LIaBILItY A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in the Notice of Race

or Sailing Instructions or anywhere else, reduces this responsibility. It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.

The boat is responsible to ensure that she is equipped and seaworthy so as to be able to face extremes of weather; that there is a crew sufficient in number, experience and fitness to withstand such weather; and that the safety equipment is properly maintained, stowed and in date and that the crew know how to use it. The fact that the race committee conducts inspections of a boat does not reduce the responsibilities of the boat set out in this paragraph.

The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2,000,000 sterling.

Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the race and the event, and include the organising authority, the race committee, the race officers, patrol boats and beachmasters. The provision of patrol boats does not relieve the boat of her responsibilities.

17. rYa CHartEr Competitors should note that Island Sailing Club events implement the RYA Racing Charter and that competitors will

be required to undertake to sail in compliance with the Charter, which can be found at the front of the RYA rule book (Racing Rules of Sailing 2005-2008) or at www.rya.org.uk/racing/charter
