ANIMAL ETHICS - ONLINE APPLICATION QUESTIONS

This document allows you to review the questions that are part of the animal ethics application process, the application variation request process as well as the various reports to assist with your preparation of responses.

The Animal Ethics application, application variation request and reports in RIMS have six tabs, one of which includes a questionnaire which must be completed by applicants. To facilitate researcher planning, this document provides the questions applicants will encounter within the Questionnaire Tab when lodging an animal ethics submission in RIMS.

The questions are ordered as they will appear in RIMS. However, not all applicants will see all questions as the nature of the questions presented is dependent on the responses provided to previous questions.

All applicants submitting an animal ethics application will be asked the questions in the Introduction section where the questionnaire will determine whether the users submitting an application that falls outside the scope of animal ethics approval. If the user’s application is automatically determined to be outside of scope, the questionnaire will then ask the applicant to please submit their application for record keeping purposes.

A range of reference and support materials, such as Quick Reference Guides to aid users in creating and submitting an animal ethics application, application variation request or report, are provided at the Office for Research Animal Ethics website: (https://www.griffith.edu.au/research/research-services/research-ethics-integrity/animal/animal-ethics-applications).

IntroductionWelcome to Griffith University's Animal Ethics Application Questionnaire. In this questionnaire, you will be guided through a series of questions to allow the Animal Ethics Committee to assess your application.

Please note that there is a limit of 15 minutes to complete each question. If this time is exceeded your answer may not be saved by the system. It is recommended that you prepare long answers outside of RIMS and paste your responses into the questionnaire.

If you choose to edit your response to a previous question, please note that your responses to subsequent questions will be deleted. The restore button can be used to bring back your subsequent answers if this occurs, however only your first answer submitted for each question will be preserved. To ensure that your most recent responses are available to you, use the 'print form' button on the coversheet tab to produce a word document containing all information entered into the application. Save this file as a reference each time you change your responses.

For further information regarding application submissions, please consult the animal ethics website or contact the ethics team. If you experience any technical difficulties, please contact the INS RIMS support team at: [email protected] or 07 373 55444.

Before completing the Animal Ethics Questionnaire please refer to the Australian code for the care and use of animals for scientific purposes (Code) and all other Acts and Guidelines applicable to your proposed research, such as: Animal Care and Protection Act (2001) (QLD)

The University is registered to use live animals for scientific purposes including teaching. If a project is conducted by Griffith University staff or students at another institution independent approvals from each AEC must be obtained. AEC approved Standard Operating Procedures are available here

Continue – Go to the next introduction statement

Please note, effective alternatives to using live animals must be considered. All use of animals for any purpose must be justified. Investigators have personal responsibility for all matters related to the welfare of the animals they use and must act in accordance with all requirements of the Code. This responsibility begins when an animal is allocated to a project and ends with its fate at the completion of the project. Investigators have an obligation to treat animals with respect and to consider their welfare when planning and conducting projects. Annual reporting is a requirement of the Code.

If this application relates to a teaching activity, justification must include an outline of how the attainment of educational outcomes will be assessed, including, as applicable, national educational outcomes, required Vocational Education and Training (VET) package competency achievements, endorsed program outcomes and other curriculum-related outcomes.

Text answer – Go to question 12

12- Please explain the balance of harms to benefits in this study to support the case of ethical acceptability of the proposed use of animals. Please address whether the potential effects on the wellbeing of the animals involved is justified by the potential benefits of the research. The Code defines well-being as the positive mental state of an animal, able to have positive experiences, express innate behaviours, and respond and cope with potentially adverse conditions. The Code also states that the wellbeing of animals must be considered in terms of the cumulative effects of an animal’s lifetime experience. It is therefore necessary to weigh up the positive as well as the negative experiences of all animals involved, based on their will to survive and thrive, and to consider all alternative actions which could be maximise well-being and avoid harm to sentient beings. To answer this question, please refer to the Governing Principles of the Code (1.1, 1.3, 1.5, 1.6, 1.7 1.8).

Text answer – Go to question 13

13- Please provide a clear description of the steps taken to consider and apply the 3Rs (Replacement, Refinement, Reduction - see clauses 1.18-1.30 of the Code). Please comment on any refinements applied to methods and procedures that will applied and what efforts have been made to ensure current best practice is applied.

14- Please provided details of what is being done by you or your University, and/or others within or outside of your field to replace the use of animals to achieve the stated aims. Provide details of the potential alternative actions that could replace the use of animals in all or part of the project and why these alternatives are not currently being used.

16- In 2017, the NHMRC released a guidance document regarding Best practice methodology in the use of animals for scientific purposes which complements the governing principals of the Australian Code for the Care and Use of Animals for Scientific Purposes (NHMRC, 2013). This guidance documentis endorsed by the Australian Research Council (ARC), the Commonwealth Scientific Industrial Research Organisation (CSIRO) and Universities Australia. As part of the University’s implementation of this Guidance all relevant matters highlighted in Sections 1 and 3 of the Guidance must be addressed by the applicant before the Animal Ethics Committee may make a judgement about the ethical acceptability of the proposed use of animals. We recommend that all researchers are familiar with this guidance document. The AEC encourages researchers to consult the 3Rs website for information on Experimental design and statistics: https://www.nc3rs.org.uk/experimental-designstatisticsThe 3Rs experimental design assistant (EDA) can be of assistance in answering the questions below.https://www.nc3rs.org.uk/experimental-design-assistant-edaThe following questions address section 3.2 (Quality of Experimental Statistics) of the Best practicemethodology in the use of animals for scientific purposes (NHMRC, 2017).

Text answer – Go to question 16.1

16.1 Will you be using a statistical analysis as part of the research?

Text answer – Go to question 15.2

16.2 Please list (in order of priority) the research questions that you wish to address using a statistical

analysis.

Text answer – Go to question 16.3

16.3 What will you be measuring in each experiment (outcome measure) to address each research question? Outcome measure refers to the parameters that you intend to measure quantitatively. Please indicate if they are direct measures from the experiment, or derived from experimental measures. If they are derived, please explain how this measure is calculated.

Text answer – Go to question 16.4

16.4 Please indicate the planned statistical analysis for each outcome measure (E.g. T test, ANOVA).

Text answer – Go to question 16.5

16.5 Are there independent variables to be included in your analysis? (E.g., sex, breed, treatment). Please list these, and any interactions between these variables that may be required in the analysis(E.g. Do you expect that the treatment response may vary between the sexes?).

10- Acronyms and glossary. It is important that all AEC members are provided with sufficient information to complete an assessment of the proposal. To allow this, ensure that where the use of scientific language is deemed unavoidable, it is supported by a suitable lay description or included in the below glossary of terms.

Text answer – Go to question 11

11- Please state the scientific or educational aims in lay terms, avoiding the use of technical language so that they can be understood by a person without a scientific background. Ensure to include definitions for any acronyms or scientific terms when used for the first time. Where a project fits in a wider-body of animal research, investigators are asked to include an outline of how the project relates to an overall program of work (additional information may be uploaded as a separate document). Please also specify if the study is hypothesis-testing or hypothesis-generating.

Include any essential reference citations here. Remember to attach copies of all essential papers for reading by the Committee to the Documents Tab. You may click on the Documents Tab now, upload the document, then return back to the Questionnaire Tab. Your responses will not be lost.

Text answer – Go to question 14

14- Please provide information about the balance of harm to benefit in this study to support the case of ethical acceptability of the proposed use of animals. To answer this question, please refer to the Governing Principals of the Code (1.1, 1.3, 1.5, 1.6, 1.7 1.8).

Text answer – Go to question 15

15- If animals are being captured, why is it necessary to capture animals? What alternatives to capturing animals could be used? What precautions will be taken if lactating animals or animals with pouch young are captured? Note: If using alternatives such as spotlighting or remote cameras, please detail procedures. E.g. the power of spotlights; and duration of use; if camera sites are baited/unbaited; if cameras use flash or infrared.

Note: Under section 42 of the Land Protection (Pest and Stock Route Management) Act 2002 a person must not, without reasonable excuse, release a declared pest other than under a declared pest permit. Under section 109 of the National Parks and Wildlife Act, it is an offence to liberate, anywhere in New South Wales, any animal other than a homing pigeon or a captured animal which is native to New South Wales.
