JCTD Program

Created in 1995, the Advanced

Concepts Technology

Demonstration Program

(precursor to JCTDs)

emerged from the Packard

Commission as a way to

reduce cost and risk of

entering full-scale acquisition

A long history of accelerating the transition of affordable, game-changing capabilities

Mission

• Address Combatant Command (CCMD) and Joint warfighting

gaps through prototyping and demonstration of innovative and

game-changing technologies

Objectives

• Demonstrate solutions within 2-4 years (from the identification

of a warfighting gap)

• Deliver meaningful military utility and refine CONOPs / TTPs

• Provide effective leave-behind capabilities when required

• Facilitate technology transition to acquisition programs

• Leverage open architectures to enhance interoperability and

promote affordability

Unique Project Structure

• Oversight provided by an integrated management team of key

stakeholders (CCMD OM, Service TM, Service XM)

• Dedicated funding to commence work in the year of selection

• Relief from some JCIDS requirements

• Opportunities for a truncated acquisition process (post-JCTD)

CONOPS – Concept of Operations, TTP – Tactics, Techniques, and Procedures

OM – Operational Manager, TM – Technical Manager, XM – Transition Manager

JCIDS – Joint Capabilities Integration and Development System

• Initiate data call for new start proposals based on ‘technical and operational’ relevancy in

support of :

‒ National Defense Strategy & Execution Strategy

‒ Chairman Joint Chief of Staff’s Capability Gap Assessment

‒ USD (R&E) and Military Services’ Science and Technology (S&T) Strategies

Proposal Selection Process

‒ Services, CCMDs, and Defense Agencies establish cross-functional teams

(technical, operational, and transition managers) to propose projects

‒ OSD staff leads initial review and solicits input from Subject Matter Experts (SMEs)

o Proposals are graded on: Technology innovation, degree of jointness, cost

share (1-to-1 is goal), and transition potential (into a program of record, or

informing an evolving acquisition initiative)

‒ Final Proposals reviewed by Executive Cross-Functional Team, led by USD(R&E)

‒ Initiate ~8-12 new start projects each FY (Goal)

JCTD Project Selection Guidelines

• Addresses a JOINT, cross-cutting / multi-domain, or open systems capability

Multi-Service / Agency, multi-platform, interoperability, or joint coalition need

• Technology capability that addresses an operational challenge

Can build upon, but does not duplicate ongoing Service / Agency investments

Supported by Service S&T Executive(s)

• Impact to warfighter is clearly stated

What IPL, JUON/JEON, or other requirement is being addressed

• Technology is mature enough (TRL 6-9) to support a military utility assessment

Accelerates development & demo of technology to satisfy operational gap(s)

TRL 4 ‘start’ is acceptable if technology is a ‘game-changer’ and the CCMD supports as

potential gap-filler

• CCMD Operational Sponsorship: Required

• Demonstrated level of Service or Agency interest

Primary: Strong commitment with stated interest by Service S&T Executives and S&T

Community of Interest (COI)

Optional: Interagency or international participation

• Identified CCMD (operational), technical, and transition leads

Transition PhaseSummary

Transition of Operationally Useful Technology to the warfighter and/or acquisition

is the measure of success of the JCTD Project

Transition generally can occur through three paths:

Limited Operational Use (LOU) (interim deployment of the JCTD solution set)

Follow-on acquisition (transitioning into Defense Acquisition System to a new or existing Program

of Record)

Availability on the General Services Administration schedule

Transition Paths are supported, as required

MUA Report is Finalized & Endorsed by the Sponsoring CCMD (hopefully)

Closeout Briefing is completed

Residual Capabilities Solutions are supported, as required, for LOUs

Plans, partnerships and transition agreements are refined and coordinated

through the Integration and Assessment phases

Transition Planning must begin early-on in the JCTD Process

Transition Management is a Contact Sport

JCIDS and JCTDs

Joint Capability Technology Demonstrations (JCTDs) and other experiments.

“At a minimum, assessments of JCTDs and other completed experimentation must,

if applicable, establish the operational utility of the capability solution and provide

the basis for establishing an enduring capability requirement. The scope of the

assessment may be tailored depending upon the level of detail available to the

Sponsor and the nature of the demonstrated capability solution.

(a) An assessment may be a suitable replacement for analysis used

as the basis for ICD, CDD, or CPD preparation, depending upon the maturity of

the capability solution. In these cases, assessments are to contain the

critical elements of information that are described for CBAs and required in the

capability requirement documents, including description of the capability

requirements and associated gap(s); associated tasks, conditions, and

operational performance standards/metrics; and how the materiel and

nonmaterial approaches address these factors.”

JCIDS Manual (Enclosure C): 12 February 2015

Page 28: INTRODUCTION TO JOINT CAPABILITIES TECHNOLOGY ... JCTD... · Emerging Capability Dr. Chuck Perkins Joint Capability Technology Demonstrations Projects (JCTDs) - Emerging Capability

L&l_JCTD_-28UNCLASSIFIED

A synergistic JCTD can rapidly develop a capability & transition to MS B or

C faster than the normal JCIDS process.

The technology build, subsequent ODs, & MUA can equate to the JCIDS

CBA, ICD, AoA, etc., which can underpin a CDD or CPD, and support an

MDA’s decision to accept the technology for a PoR.

The essential JCIDS components can be included in the JCTD ID,

Management Plans, Methodologies, Assessment Plans, Data Collection

Plans, and other events to support both the JCIDS and JCTD processes.

Specific tasks supporting JCIDS documentation may be necessary to

properly capture JCIDS inputs.

Acquisition & JCTDs

Transition to Acquisition May occur concurrently with Limited Operational Use.

Requires close coordination with the gaining Program(s) of Record in

accordance with previously signed Transition Agreements.

It may also include efforts such as: Program Objectives Memorandum (POM) Planning/Support

Assist in preparation of Issue Papers

Interoperability Roadmap

Information Assurance (IA) Report

Business Case Analysis

Deliverables to POR(s)

Early identification of resource needs of transition players is

critical (requirements, POR needs, certifications, etc.)

• … is a model that applies when schedule considerations dominate over cost and technical

risk considerations

• This model compresses or eliminates phases of the process and accepts the potential for

inefficiencies in order to achieve a deployed capability on a compressed schedule

• The model shows one example of tailoring for accelerated acquisition and many others are

possible

• For products that must be developed and acquired as quickly as possible, usually motivated

by a potential adversary achieving technological surprise, and featuring a greater acceptance

of program risk

What is a Successful JCTD?

Real world criteria: Did the Warfighter/Supporters of

the Warfighter benefit? Yes

PM adopts technology and incorporates into PoR

New PoR established to further develop/acquire

Kept in the field and used as is (Limited or Long-term Operational Use)

Acquire more units

New/existing PM, GSA Schedule, CCMD procurement

Not yet – but potential future benefit “Technology Transfer” - Technology made available to contractors for use in

current/future products (military and commercial)

Not suitable for current use – return to S&T world for further development

Mature, but not affordable (below the cut line)
