Operational Testing
OT&E is conducted under a realistic operational environment, when the capability/equipment is maintained and operated by operational personnel, subjected to routine wear-and-tear, and employed in typical combat conditions against a simulated enemy who fights back. The purpose of OT&E is to allow an accurate evaluation of the true operational effectiveness and operational sustainability of the system in actual fleet use and combat employment.

Operational Testing
Operational Effectiveness – how high, fast, far etc. In other words – what effect can capability/system achieve?
Operational Suitability - Capacity of a whole equipment system, to be operationally reliable, available, maintainable, logistically supportable, compatible, interoperable, safe, ergonomically suitable and supported by the required training and documentation. In other words - for how long can the capability/system safely be used?

Project and Testing Approach
Two phased approach to minimise technical and schedule risk.
Phase 1 - integrate SM 2 into ships but retain SM 1 engagability envelope. One missile for Acceptance Test & Evaluation
Phase 2 – exploit full capability and engagement envelope of SM 2. Five missiles for Acceptance Test & Evaluation, and one for Operational Test & Evaluation (at the USN Pacific Missile Range Facility - Hawaii).
