The Kennedy Court (Altria Group v. Good) vis-a-vis the Davide, Jr.-

Panganiban-Puno ‘Gods of Faura’ Court – ‘May it please the Court!’

In many US landmark cases (Vide: Altria)6 the US Supreme Court would

legislate a bad law due to highly divided rulings. Sa Altria, sigarilyo lang ang

pinaguusapan, at $ billion ang cuenta. Pero dito sa JBC, dugo at ambisyon !

Noong panahon nga ni Marcos, ang galit at poot ng mga SC Justices

nagliyab ng nanilip si Vicente Ericta ng grades para ipasa ang anak nito. Itong

si Amuerfina Melencio-Herrerra nabuko ang garapal ng dayaan. Nagresign

lahat sila. Ngayon, hindi nangyayari ito dahil solid pa ang mga factions sa

Corte. Ejemplo: ang dami sanang babagsak na mga hijos at hijas ng mga

Diyoses de Padre Faura y kamag-anaks, pero, binaba ang passing mark, para

hindi na maulit ang iyakan noong 1983 Bar Exams kung saan bumagsak ang

70% ng Ateneo at UP takers, at si Judge Floro ay 12th placer, 87.55% with

21.3% one of the lowest passing in history; si Judge Floro rin ang nagtop sa

Taxation, 86%, kung saan 58% lang ang nakuha ni Napoleon Pobador, Summa

Cum Laude ng UP, dahil Magna Cum Laude si Imee Marcos.

Justice Regino C. Hermosisima, Jr. “You do not know what you are citing … In re Vallarta is about Corona … the President is grooming him to be the next Chief Justice … but for Narvasa, he is too young … the seniority rule …! … Justice Nazario was our Clerk of Court, I have nothing against her!”

Judge Floro: “I cited In re Vallarta in the SC case I filed against Justice Nazario for her enthronement, since I did prophecy that I, and not Vallarta would be the first Judge in our cursed Ateneo Law School Class of 1982 … Remember … you asked me to predict the appointment of Corona, since you worked hard for him … and I said: Corona is long overdue … but Justice Austria-Martinez became my ponente after Flerida Ruth-Romero and Bernardo Pardo, and my case was thrown to Carpio Morales … Tonette Brion texted me that … who knows if Nazario would take her oath, then she might be my ponente!”

Heartless Davide, Jr. & merciless Panganiban: How far can the powers of a Primus Inter Pares reach! 2 Chief Justices failed to provide for Judge Floro a judicial coffin: hypocrisy, anger, vendetta, hatred and lust for … Justice Regino C. Hermosisima, Jr., at point blank, told intervenor Judge

Floro, on 2002 December, that he would have to wait until December 2005.

Davide, Jr. consulted spirit questors at Colawin, Argao Cebu: 3 mystic dwarves

or spirit guides of Judge Floro inflicted illnesses upon his brothers Jorge and

Jose, including Hilario, Sr. who all died in extreme pain on 2004, 2004/ July 17,

2006, respectively (2 months after Judge Floro’s cursed Minita Chico-Nazario

Decision was released on April 7, 2006).

Tanging ang appointment ng CJ and maaring magsalba sa tuluyang

MMC, Asian, o sa espesyal na Selda sa Tanay; lalo na, at, gaya ni most

powerful Panfilo Lacson, TNT na muna.

Nobody, Nobody, Not Vallarta! Itapon na yan sa basura!

Dahil sa SUMPA ng mga Dwende at ni Judge Floro sa Ateneo Law

School Class 1982, at iba pa, wala na si Vallarta. Placido Vallarta was the

classmate of Judge Floro. He ran for Barangay Captain in Cabanatuan, and lost.

Perforce, he was deemed resigned as MTC Judge of Cabanautan, even if In re

Vallarta nullified his FVR RTC Cabanatuan City appointment.

Sino ba ang mga magkalaban noongh 1998? Ang JBC ni Justice

Hermosisima, Jr., ang bida, at ang kontrabida, si CJ Narvasa et al, and of

course, panalo si Narvasa, at talo si FVR. Bakit ba buyong-buyo si FVR na ma-

appoint si Corona, despite the damn destruction of the seniority rule sa Korte?

Kasi, po, simple lang, ang buong buhay ni FVR (lalo na ang FEAR of plunder-

incarceration), ay nasa kamay ng magiging-sana CJ: Renato C. Corona o …

Pero, ngayon, knockout na si Carpio-Carpio Morales, pero, kapag lumubog si

PGMA, magkakaroon ng Resureksyon ang Titanic na si Carpio, under the next

President-to-be na gigil na gigil nang pakulong si Gloria at kamag-anaks. Ito rin

ang istorya nina Marcos vs. Ninoy, Cory, FVR vs Marcos, and Erap …

May Gloria pa ba kung wala nang Corona, may bukas pa ba?

Ano ba mga panyeros, tinta-pluma lang. What are the PGMA SC Justices

in power for? Matatakot ba sila ng Pipol rally o Street Power? Manapa sa

earthquakes o tsunami, iindak sila, pero si Gloria, walang takot sa Tuguegarao

6.1 earthquake. Look: Br. 81, and other Malolos court salas had 144 applicants.

Ito pa kayang SC Justice Throne! Next to imposible ang PGMA SC

appointment. Kaya ang Utang na Loob ng mga Justices halos pirmis pa ngayon.

When Judge Floro lectured for 2 hours to Gregory S. Ong, he instead opted to continue the dialogue with Judge Floro’s brother, Robert; Ong thought that the 3 dwarves are more favorable to Robert, whom he begged for elfin help, for an hour. Amid his Lucio Tan model plastic planes displayed in his chambers, Ong was in distress. He could not sleep.

doing Spanish Card readings at Pandacan, Manila home, 2001, and at CA

Justice Arturo D. Brion’s Office beneath his chambers, 2004! Imagine

Regino C. Hermosisima, Jr. being healed 3 times by Judge Floro and the

latter having lectured to Hermosisima for not less than 60 hours, 60 visits

from June, 1997 to February 10, 2006! Bakit TAKOT sila sa Katotohan?

Not even Estelito P. Mendoza, not even Conrado Estrella & Lolong Lazaro of Philconsa, and not even FG Mike Arroyo of Arturo M. de Castro, could or would have done Floro’s Predictions-dwarf consultations in the sacred Halls of SC Justice, Pandacan-CA Justice and Capitol Estates, QC-JBC Justice! Gusto nila kasi ng 3 Dwende consultation. Tanong nila, Mirror-

Mirror on the Wall, kaya kaya nina LUIS, Armand at Angel magik-ing maging Chief Justice si Reynato Puno at Arturo Brion, gaya ng Propesiya ni Judge Floro kay Davide, Jr. at Panganiban, lalo na kay Erap at Gloria? Bakit ba ang mga Pinoy, mahilig manood nang mga kababalaghan at misteryo. Hindi ba nila alam na mapanganib ang makipagkilala lalo na ang GAMITIN ang mga tusong mga dwendeng ito na mga angel dito …? Lust for power! Ano ba talaga ang lasa nitong putaheng CJ. Bakit

dumadanas ang ating Corte Suprema ng Darkest Moment in history dahil dito?

Ambisyon, greed, lust for fame and glory, wealth, factions, parang PBA, ano ba

talaga! When Judge Floro became immortal in world history on April 7, 2006,

the birthday of Angel, such Faith or feat, is more delicious than, when on the

same April 7, but in 1984, dwarf Angel gifted Floro, the 12 th place in the Bar

exams, 87.55%, with only 21% who passed ... It is so difficult to describe that

taste except, by writing and horribly describing in Tagalog or Filipino (as herein

intervenor does HOPE, that, like in Bulacan selected courts, where English is

prohibited) that addictive cuisine. For this reason, Intervenor partly writes this

pleading in the national language … hoping the the Supreme Court would order

someday, that pleadings be in Filipino instead of a foreign one.

SC rulings are not meant to live forever; they must die their natural death,

like tons of abandoned US rulings. THIS TIME, the Corona-Brion Court

must, per offense, with the blessings of PGMA, exorcize the demonic Chess

or cheese defense of the Carpio-C.Morales CJ-in-waiting-June 30, 2010,

lest havoc, dire pains and tragedy should circle the Supreme Court

corridors of power: Vallart, must therefore go to Hades.

How many SC doctrines, since 1901, were junked? In 1978-1982,

intervenor did read much rotten jurisprudence, for even Marcos P.D.s

overturned vintage rulings. SC Justices do not rule based on truth, justice or

faith. They rule as they would please, meaning therefore, based on

considerations, as the SWS surveys denote, inter alia. Even in dismissal of

Judges, Franklin D. Villegas, who owned not even 1 dwarf, was reinstated on

his 3rd M.R. Imelda Marcos got her cake on a 2nd M.R., with gusto.

Today, tomorrow … we shall, with bated breath, witness the TRUE

Supreme Court, alive and with utter vengeance upon its tabloid critics and

brandishing painfully its racing whip against ordinary mortals: … how these

Gods of Faura should or must vote, to PUT the living Crown upon the destined

or not-so destined next CJ (who, as Judge Floro, had seen in a trance-virtual

reality vision, would wear the Crown, with the 666 on the forehead).

Quoting, copy pasting the great and witty Estelito P. Mendoza:

Intervenor REPRODUCES herein all the material allegations,

argument and discussions of petitioners Estelito P. Mendoza and evangelist

Arturo M. de Castro, as part hereof, to fill-up and complete the jurisdictional

and other material requisites, so that this landmark and prophetic intervention

would not be dismissed, either by the Clerk of Court or by the SC Justices.

“This petition-in-intervention respectfully submits that the Court

should be the one to decide on the issues of whether Section 15, Article

VII of the Constitution applies to appointments to positions in the

judiciary and whether President Macapagal-Arroyo may still appoint CJ

Reynato Puno’s successor during the election ban on appointments, for

the guidance of the JBC. Under Section 8 (1), Article VIII of the

Constitution, the Court is explicitly given the power of supervision over

the Judicial and Bar Council and accordingly, it may rule on vital issues

of constitutional significance involving the functions of the Judicial and

Bar Council. The constitutional ban on appointments during the election

period does not apply to the authority of the President to appoint members

of the judiciary, for to apply Section 15, Article VII to the power, and

responsibility, of the President to make appointments to judicial positions

under Section 9, Article VIII of the Constitution, would impair the

capability and independence of the Judicial Department to perform its

functions.”

Intervenor Judge Floro, in support of his intervention cites Section 1, Rule 19 of the Rules of Court, which provides: “A person who has legal interest in the matter in litigation or in the success of either of the parties, or an interest against both, or is so situated as to be adversely affected by a distribution or other disposition of property in the custody of the court or of an officer thereof may, with leave of court, be allowed to intervene in the action. The court shall consider whether or not the intervention will unduly delay or prejudice the adjudication of the rights of the original parties, and whether or not the intervenor’s rights may be fully protected in a separate proceeding.” Pursuant to the foregoing rule, this Honorable Court has repeatedly held that a motion for intervention shall be entertained when the following requisites are satisfied: (1) the would-be intervenor shows that he has a substantial right or interest in the case; and (2) such right or interest cannot be adequately pursued and protected in another proceeding. As concerned citizen and taxpayer, undersigned intervenor is also deemed to have the standing to raise the instant constitutional issue, for it is ruled in many cases, like in "Kilosbayan vs. Ermita and Gregory S. Ong,” G.R. No. 177721 that, "Petitioners have standing to file the suit simply as xxx taxpayers since the matter involves an issue of utmost and far-reaching Constitutional importance, namely, the qualification – nay, the citizenship – of a person to be appointed a member of this Court. Standing has been accorded and recognized in similar instances.” (Vide: Francisco, Jr. v. The House of Representatives, G.R. No. 160261, November 10, 2003, 460 SCRA 830; Tatad v. Secretary of the Department of Energy, G.R. No. 124360, November 5, 1997, 281 SCRA 330; Gonzales vs. Narvasa, G. R. No. 140835. August 14, 2000).

The Legal Standing of the Petitioner & The Legal Propriety of this Petition

Petitioner filed this case as a taxpayer and concerned citizen of the Philippines, believing upon his compelling, prophetic and transcendental interest to intervene, based on the 1987 Constitution; further, intervenor has faith, that the current judicial controversy transcends the person, ambition and destiny of the next Chief Justice and PGMA, because this matter has far-reaching implications in the quest of truth, justice, and dismissal of corruption. Furthermore, the resurrection of judicial independence, in particular, carries ominous significance in the life of this country. The Eternal Word Television Network of Mother Angelica proclaimed that “One who has access to truth and visions or apparitions and fails to share the same, is guilty of GUILT.”

Accordingly, he prayed to this Honorable Court to (1) CONSIDER the case at bar/pleading/Letter, an administrative matter and cause it to be appropriately DOCKETED, and (2) to DIRECT the Clerk of Court to immediately SERVE copies of the Resolution on (a) the Office of the President, (b) the Office of the Solicitor General, (c) JBC, and To All Whom it May Concern.

4. On February 8 and 9, 2010, intervenor, CONTRARY to news reports, received the 1st Indorsement of Chief Justice Puno and the JBC Letter which informed him that his 26-pages February 4, 2010 Application and Nominations were duly NOTED and not Denied, meaning for consideration without any ruling or action yet, respectively (Annexex 1-a, 1-b and 1-c).

Transcendental Grounds and Extraordinary Merits-Circumstances of Judge Floro’s Intervention, Nomination and Sworn Letter-Request

5. The following evidence of the highest character is submitted in support of his intervention and nominations, thusly:

i) Judge Floro is a visionary, clairvoyant and prophet. He has accurately predicted in his “Angel of Death” 1996 and other editions, more than 800 dire prophecies with impeccability. v) Judge Floro holds the Ateneo Law School 1975-1985 unbroken record (not duplicated by 10 Ateneo Valedictorians, of 91% in criminal law review under Dean Antonio L. Gregorio, the No. 1 terror professor Ateneo ever had); he placed 12th in the 1983 Philippine Bar Examination, with a very high bar rating of 87.55% in one of the hardest examination in Philippine history (only 21.3% passed; 65% of both Ateneo and University of the Philippines College of Law students failed because of the taxation bar subject). President George W. Bush, where he served until his nomination to be an Associate Justice of the Supreme Court.

The 1987 Constitution requires at least 3 valid nominees in the final JBC list to be submitted to the President. With Corona as the only valid nominee (since the Carpio cousins disqualified themselves due to their next President appointment conditions, and for sure, as the Palace, NOTED that, both would not be appointed), Judge Floro, at the last hours of the Februari 4, did his duty to fulfill the CJ destiny and JBC mandate.

Ergo, Judge Floro applied at 3pm of the February 4 deadline, with the disqualified (due to pending case) Victor Fernandez having filed his on the morning. On or about after 4:30 deadline, SC Justice Brion and de Castro filed theirs, obviouly, in haste, to fill up the Constitutional vaccum or hiatus, lest the JBC be paralized from timely submission.

Judge Floro, therefore, nominated Attys. Batiller, Jr. & Villarica, legal luminaries and freaks in the pillars of the judiciary. Judge Floro stresses, that, CJ nominations does not need the consent, much less the written signature in the nomination of the nominees. The Constitution never requires such consent and JBC-009, inter alia , requires consent only with regards to other vacancies. As of this date, Batiller and Villarica never opposed Judge Floro's nomination, for it is the dream of all lawyers to sit on the Golden Throne. Both Brion and Carpio have tons of complaints filed against them, in the legal battle; both Brion and Corona have health and death threat issues and health issues, respectively. Nobody, Nobody, but only God and Prophet-Visionary Judge Floro know the next prophesied tragedy!

This Court of last resort, may take judicial notice of the medical fact that Brion suffers from hypertension, diabetes and circulatory problems since 2001 or even before traced from his DNA from parent Edon, while Corona had been twice operated due to spinal diseases (Vide: St. Luke’s Hospital endocrinologists medical arts building papers, bi-located by Judge Floro, the clairvoyant).
