    URBAN AND RURAL AFFAIRS COMMITTEE MEETING MINUTES Chamber Conference Room 

    Thursday, September 11, 2014 – 2:30PM   

    Committee members present: Guests present: Staff present:

    Geri Simon, Patty Loud, Julie Emslie, Alexa Greene, Elizabeth Cook (teleconference), Joni Scharfenberg, Cassie Pinkel Sheila Vent, Wilson Justin Jonni Roos

    1. Call to Order Geri Simon, committee chair, called the meeting to order at 2:41pm.

    2. Approval of Agenda A motion was made by Alexa and seconded to approve the agenda for the committee meeting. Motion carried.

    3. Approval of Minutes

    A motion was made by Cassie Pinkel and seconded to approve the minutes of the May 8, 2014 committee meeting. Motion carried. The committee reviewed the notes of the August meeting, but no action was required.

    OLD BUSINESS 4. Local Legislative Priorities

    a. Support for Affordable Energy for Alaska’s Rural Communities (Julie)

    b. Western Corridor – Tanana to Manley Hot Springs (Alexa)

    Julie reviewed the affordable energy priority that was submitted last year that is currently included in the Reduce high Cost of Energy priority. The new version includes PCE program and VEEP. The committee wants to see this as a stand-alone priority separate from the high cost of energy priority from last year. MOTION: A motion was made by Joni and seconded to submit the modified priority as a new position for consideration by the Board of Directors. Motion carried There are no material changes to be made to the Tanana to Manley Hot Springs road priority. Final drafts for new priorities are due to GRC by September 26

    5. Rural Outreach Trip for 2014

    The committee discussed a trip to eagle at the last meeting, the cost to fly would be $1200 for a 6 person plane. This could be discounted or a seat could be offered to a vet. The trip would need to be made in October as time is growing short. The committee will plan to go in April 2015.

    NEW BUSINESS 6. Other Business

    The committee discussed options for the parka raffle. The committee was assigned homework to consider how the raffle

  • proceeds would be used, as this would determine the way the raffle would be marketed.

    None Rural Energy Conference Sept 22 & 23. Discussion about the lower attendance for WEIO might have been attributed to AWG. There was concern many people gave to AWG and it took funds away from other events.

    2014 URBAN AND RURAL AFFAIRS COMMITTEE PROGRAM OF WORK

    Chair: Geri Simon, Doyon Ltd.

    Meeting Time: 2nd Thursday, 2:30-4:00 PM

    Mission Statement: The Urban and Rural Affairs Committee identifies and supports projects that enhance urban and rural exchanges: business, social, education, and cultural relations.

    Advocate

    Monitor and track natural resource legislation related to the adopted legislative priorities of the Board of Directors o 2014 Adopted Statewide Legislative Priorities:

    Support for Urban Rural Connection: Manley Hot Springs to Tanana Road

    In addition, obtain pertinent information from specialists, promoters, sponsors, or other knowledgeable spokespersons, and advocate through letters of support, chamber resolutions, or other means to support connections between urban and rural development policies or actions, pending board approval

    Form work-groups, when needed, to further research and bring forward recommendations to the committee as a whole

    Educate

    Invite guest speakers to meet with the committee, Identify speakers to provide information on relevant rural development topics

    Energy efficiency, emerging technology, rural safety, transportation to outlying areas

    Recommend general membership luncheon (GML) programs and/or panel discussions

    Provide a quarterly committee report to the Board of Directors

    Utilize Chamber resources (5-minute spotlights, newsletter, Chamber Chatter, News-Miner op-eds) to inform the general membership about urban and rural connectivity related topics

    Collaborate

    Invite participation from the Small Business Association (SBA), Bureau of Indian Affairs (BIA), University of Alaska Fairbanks (UAF), Fairbanks Convention and Visitors Bureau (FCVB), Fairbanks Economic Development Corporation (FEDC), Tanana Chiefs Conference (TCC), Fairbanks Native Association (FNA), Doyon Ltd , Denakanaaga, Interior Aleutians Campus, as well as rural community and tribal organizations, and economic development organizations.

    Work with organizations to promote regional events that pertain to building and strengthening our urban/rural relations annually

    Encourage participation in urban and rural connectivity at local and statewide conferences.

    Work with other Chamber committees and Board of Directors, as needed

    Tanana Chiefs Conference (TCC) Reception o Plan and organize for the annual TCC Reception in March 2013

    Need approx $6000 (100% solicited) Need 130-140 door prizes at $25 value or greater Consider providing a comment box at the reception for participants to express issues pertinent to their

    community. Do a drawing at end of evening or event.

    Organize Rural Community Visits

    o Continue visits to rural communities with invitations from village or tribal governments

    o Support good will visits; encourage reciprocal visits to Fairbanks

    o Collaborate with FEDC on bush-marketing and look for opportunities to support rural community development

    o Develop relationships with TCC communities

    o Outreach into our local community to ensure trips bring value to our rural communities and provide value to our Fairbanks businesses and organizations

    o Encourage FCVB to continue developing tourist-based economic development opportunities in villages
