I. CALL TO ORDER PUBLIC MEETING

President Tom Halm called the October 24, 2017 monthly meeting of the Robbinsville Board of Education to

order at 6:03 PM. He read the Statement of Public Meetings and Adherence to School Ethics Act and led the

flag salute.

On motion of Mrs. Luciano and seconded by Mrs. DeVito, the Robbinsville Board of Education voted to

convene in Executive Session to discuss the following topics.

IV. RESUME PUBLIC SESSION – 6:57 PM

On motion of Mrs. DeVito and seconded by Mrs. Dee, the Robbinsville Board of Education voted at 6:57 PM

to resume Public Session after a five minute recess.

V. SUPERINTENDENT’S REPORT – Dr. Kathie Foster

Dr. Foster provided a report to the Board on the annual NJQSAC Statement of Assurance.

A. NJQSAC – STATEMENT OF ASSURANCE 2017-2018 (Attachment #1)

On motion of Mrs. Luciano and seconded by Mrs. DeVito, the Robbinsville Board of Education voted 9-0

to approve submission of the NJQSAC Statement of Assurance for the 2017-2018 school year to the New

Jersey Department of Education.

VI. SCHOOL BUSINESS ADMINISTRATOR’S REPORT – Ms. Beth Brooks

Ms. Brooks informed the Board that changes are underway with regard to how districts can procure a food

service management company. Effective in 2019-2020 the state will require bidding specifications based on a

fixed price contract vs. the current method of a cost reimbursable contract. Although there are pros and cons to

each method, there is a resolution on the agenda sponsored by NJASBO which will ultimately be used to

petition state authorities to allow districts the flexibility to choose either the fixed price or cost reimbursable

contract method.

Ms. Brooks also reported that budget planning is underway. Additionally, she reminded Board members to

submit receipts from the convention for reimbursement.

VII. BOARD PRESIDENT’S REPORT – Mr. Thomas Halm

Sharon Elementary School Principal Janet Sinkewicz introduced 4th grade student Avyay Kaushik! Avi has

created the Alph Kids App featured in the Itunes Store. He described the history of the app and answered

questions from Board members.

VIII. STUDENT GOVERNMENT REPORT – Sydney Flyge

Student Government President Sydney Flyge reported on the following matters.

Sports – Boys Soccer – States begin October 31 / Girls Soccer – States begin October 30 / Field Hockey –

States begins October 26 / Boys Cross Country – CVC Patriot Division Runners up / Girls Cross Country

– CVC Patriot Division Champions / Cheer – CVC Cheer Competition November 18

IX. STUDENT COUNCIL REPORT – Sophie Billings

Sophie Billings reported that Sharon Elementary School held its first Student Council meeting last Wednesday.

The Council consists of 21 representatives and 4 officers. Members visited buddy classes and collected

several boxes for hurricane relief. She reported that Pond is sponsoring Red Ribbon Week and that Student

Council is sponsoring a contest related to hurricane relief.

X. HEARING OF THE PUBLIC

A. NOUSHIN KAHANI

Mrs. Kahani asked questions about Sharon and Pond coming off of the federal nutrition program. Ms.

Brooks explained that Pond is beginning to establish a plan that may lead to Pond coming off the program.

The process includes among other things establishing focus groups and conducting surveys. Mrs. Kahani

also asked what steps the district is taking to teach students about suicide prevention. Dr. Foster indicated

that staff is being trained in how to help and assist students in need. She also pointed to a recent parent

workshop held at RHS and noted that there are resources on the district website.

XI. COMMITTEE REPORTS

A. EDUCATION, DEVELOPMENT & POLICY – MS. LESLIE DEE, CHAIR

Ms. Dee reported on the following matters that were discussed during the October 10, 2017 meeting of the

Education, Development and Policy Committee.

Policies scheduled for adoption

Curriculum - Probability and Statistics / Algebra I refresher

American Sign Language – The district is gathering ideas for including ASL

PARCC results – Review during the January Board meeting

Rotating the board presidency - This conversation will continue at the other committees and then Ed

Policy will develop the bylaws

Hearing of the Public - Move ‘new’ business to before committee reports.

B. PERSONNEL – MRS. SHARON DEVITO, CHAIR

Mrs. DeVito reported on the following Personnel matters discussed during the October 17, 2017 meeting

of the Personnel Committee.

Review the Regular Personnel Agenda

Class 3 Officers vs. SRO: The committee reviewed an overview of the potential cost of hiring a

Class3 Officer vs. a School Resource Officer. A Class 3 Officer, who works for 35 hours per week,

would cost approximately $38,500-$46,200.00 per year ($25-30/hour). A full time SRO (40 hours per

week) would cost the district $45,000.00 per year. The township would be willing to pay the additional

$45,000.00 for the SRO.

Non-affiliates and final MOA: The committee reviewed a spreadsheet of all 10 non-affiliates’

current salaries as compared to an additional increase to match the new Memorandum of Agreement.

(2.35% - 3%) This increase would cost the district an additional $4,195.00.

Rotating Presidency: The committee members discussed the practice of rotating the Board President

each year. Ms. Dee suggested the idea of serving as VP during the second year of service and move

into the role of president for the third year of the term.

Hearing of the Public: The committee members agreed to move the Hearing of the Public before

committee reports are read on the board agenda. This honors members of the public who have taken

the time to come to the board meeting to speak. The committee discussed the importance of enforcing

the protocol of allowing each member 3 minutes to speak on a topic so it doesn’t take away from the

business of the meeting.

STEAM Audit: Committee Members attended a recent workshop sponsored by the NJSBA and

learned that districts could receive a free audit on STEAM (Science Technology Engineering Arts

Mathematics) integrated curriculum. Since this is related to the curricular goals and programs, this

task will go through Ed Development.

Other Agenda Items: Review job descriptions of the Payroll Analyst and Financial Analyst since the

committee has recently reviewed other central office job descriptions. Additionally the committee

would like to see a desk audit completed of these two positions. A rotating yearly schedule to review

positions, update job responsibilities, and complete desk audits will be established.

C. FINANCE, FACILITIES, & TRANSPORTATION – MR. RICH YOUNG, CHAIR

Mr. Young reported on the following matters discussed during the October 18, 2017 meeting of the

Finance, Facilities and Transportation Committee meeting.

IT Security Measures and Update on IT Infrastructure

Comprehensive Maintenance Plan

Garbage Resolution Amendment for 2017-2018 - Amend resolution to correct the June 2016

resolution, which had the incorrect amount for year two of a two year contract.

Food Service Resolution – Resolution requesting that the Department of Agriculture allow school

districts flexibility when procuring a food service management company.

Copier Lease – A new five year photocopier lease purchase agreement is replacing an expiring five

year lease for the same amount. The photocopier coming off lease will be used in the HS under a

maintenance only contract.

Snow Plowing – First year renewal of a contract with Waters & Bugbee. There will be no cost

increase.

2018-2019 Budget Development

Safety Awards – NJSBIG $3,000 (approved April), SAIF $5,500

PTA Potential Donation for Sharon School Furniture $6,000

REF Donation for Sharon School Courtyard

Building Capacity Study - Ms. Brooks provided an update to the capacity study based on current

enrollment data and stated that Spiezle is in the process of completing the final report.

Transportation Report

Short and Long Term Facilities Planning - Ms. Brooks provided FFT with the long range facility

planning tool. Total repairs if completed on the list would cost over $12m. FFT will continue to

discuss the priorities for next year and look at ways to fund the greatest needs. Ms. Keener discussed a

needed roof replacement project at the HS over the black box. She is working on getting estimates.

Repairs/replacement would need to take place in the next 30 days or will need to wait until the spring

due to temperature changes.

Sharon School Land Survey Complete – Land survey is complete for the potential billboard project.

The survey shows that the current billboard location is not at least the required 600 feet from the

property line. Next steps, the attorney will work with the county to get the necessary variances needed

from the state to proceed with this project. The county will be a joint participant in the billboard.

Carbon Monoxide Detection System –New Jersey is now requiring carbon monoxide detection

systems to be in all school districts effective July 1st. The Department of Education permits battery

operated detectors. Most recently the fire code is requiring a wired system. The district has purchased

50 battery detectors and is looking at the cost to have a wired system.

Recycling Changes for 2018-2019 – The recycling program will be changing next year and additional

requirements, such as leaving caps on bottles. These changes may cost the district additional money

and employees will need to be trained.

Mr. Halm discussed the temporary closing of Monroe High School due to mold remediation work.

Mr. Young discussed the residency issues being addressed at Keansburg schools. FFT discussed that

Robbinsville should pursue tuition judgements for those families circumventing the system.

D. COMMUNITY RELATIONS – MRS. JANE LUCIANO, CHAIR

Mrs. Luciano reported on the following matters discussed during the October 3, 2017 meeting of the

Community Relations Committee.

Welcome Dan Greco, One Project: Dan Greco, co-founder of the ONE Project, came to speak to the

committee members regarding a potential joint project between the township and school district. The

ONE Project is a faith and community based organization that encourages community members to

volunteer as they focus on a social need. Mr. Greco would like this project to address the rampant

drug epidemic. He hopes to gather supplies for recovering addicts. A day in the winter will be

scheduled so that the school and community can come together to assemble the kits and learn more

about the epidemic. For this project, we hope to include students in 7-12 grades.

October Reflection – Community Values Feedback: Dr. Foster is working on incorporating the

feedback from the Community Values Survey in her October reflections piece. The survey was

conducted last year with 966 returned responses!

Hearing of the Public: This committee would like to recommend that the Hearing of the Public be

moved on the agenda so that community members have an opportunity to speak before the committee

reports.

Communications Planning: A communications plan is being drafted. The committee brainstormed

the overarching goals of the plan. Mrs. Luciano has agreed to create a draft of our ideas so far.

Next Meeting: November 7, 2017

E. NEGOTIATIONS – MRS. SHAINA CIACCIO, CHAIR

Mrs. Ciaccio reported that the Memorandum of Agreement between the Board and REA is on the agenda

for approval. Once it is voted on by the Board and by REA, it will become official. A Board member

suggested that the resolution be voted on separately.

XII. MINUTES

Ms. Brooks noted that the Executive Session minutes will be revised to reflect that the Board deliberated on

the two candidates vying for the open seat.

On motion of Ms. Dee and seconded by Mrs. DeVito, the Robbinsville Board of Education voted to approve

the minutes of the following meetings as indicated. Mr. Galluccio abstained from voting on the September 26,

2017 Executive Session minutes.

XIII. APPROVE RESOLUTIONS

A. PERSONNEL (A.1 – 13)

On motion of Mrs. DeVito and seconded by Ms. Dee, the Robbinsville Board of Education upon

recommendation of the Superintendent voted 9-0 to approve Personnel resolutions A.1-11 and A.13 below

and on pages 18 – 20 as indicated.

On motion of Mrs. Ciaccio and seconded by Ms. DeVito, the Robbinsville Board of Education upon

recommendation of the Superintendent voted 7-0 to approve Personnel resolutions A.12. Due to conflicts

of interest, Mr. Veisz and Mr. Young left the dias and did not participate in voting.

12. APPROVE MEMORANDUM OF AGREEMENT BETWEEN ROBBINSVILLE EDUCATION

ASSOCIATION AND ROBBINSVILLE BOARD OF EDUCATION AND SALARY GUIDES

FOR SUCCESSOR CONTRACT FOR 2017 – 2020 (Attachment #4)

Motion to approve a Memorandum of Agreement and Salary Guides for successor contract between

the Robbinsville Board of Education and Robbinsville Education Association for the school years

2017-2018, 2018-2019, 2019-2020.

13. AUTHORIZATION TO HIRE

Motion to grant authority to the Superintendent to hire a substitute to fill an open maintenance position

in between monthly meetings of the Board of Education during the period dating from October 24,

2017 through November 28, 2017.

5. SPECIAL SERVICES

a. Approve Contract: Burlington County Special Services School District

Motion to approve a tuition contract with Burlington County Special Services School District in

the amount of $47,791.00 for student #150223 for the period dating from September 6, 2017

through June 19, 2018.

b. Approve Payment of Non-Resident Fee: Burlington County Special Services School District

i. Grant Permission for Pool Usage

Motion to grant permission for the Robbinsville / Allentown Swim Team to use the pools at

Hamilton West High School and Mercer County Community College for practice and competition

during the 2017-2018 school year in an amount not to exceed $9,037.50 and based upon use.

j. Cost Reimbursement for Food Service Management Services

Whereas, the Department of Agriculture sent a notice on June 14, 2017 to New Jersey school

districts participating in the National School Lunch program announcing a significant change in

the procurement protocol for the contracting of food service management companies that operate

breakfast and lunch programs for New Jersey public schools, and

Whereas, this new procurement protocol would change the fundamental basis for awarding food

service management contracts from a “Cost Reimbursement Basis” to a “Fixed Price Basis” for

contract awards, and

Whereas, the Robbinsville Board of Education has engaged staff and the community year after

year to provide a local food service program that addresses and meets the needs of our children,

and

Whereas, the Robbinsville Board of Education credits the current “Cost Reimbursement”

procurement method as the reason why the local school district can design a food service program

that has the flexibility of meeting the needs of its children, and

Whereas, the Robbinsville Board of Education declares that the “Fixed Price” procurement system

would dramatically reduce the school district’s ability to change or alter its food service operations

without the need to rebid for food service management services, and

Whereas, the Robbinsville Board of Education further declares that the “Fixed Price” procurement

method would impact the quality of the meals served to its children and therefore impact the

participation of children in our breakfast and lunch program, and

Whereas, the Robbinsville Board of Education further declares that the “Fixed Price” procurement

method may limit the number of competitive proposals received by boards of education, and

Whereas, the Robbinsville Board of Education rejects the Department of Agriculture’s underlying

reasons for making this change without giving NJ School Districts the opportunity to address their

concerns in an attempt to keep this procurement method in place, and

Whereas, the Robbinsville Board of Education prefers an optional procurement system for

securing Food Service Management Companies whereby the district could choose either Cost

Reimbursement” or “Fixed Price” as the basis for contract awards.

Now Therefore be it Resolved, that the Robbinsville Board of Education hereby requests the

Department of Agriculture to reconsider its plans to move the basis of awarding Food Service

c. 2017-2018 Submission of Comprehensive Maintenance Plan & M-1 (Attachments #20)

WHEREAS, the New Jersey Department of Education requires New Jersey School Districts to

submit a three-year Comprehensive Maintenance Plan and M-1 form documenting “required”

maintenance activities for each of its public school facilities, and

WHEREAS, the required maintenance activities as listed in the attached documents for the various

school facilities of Robbinsville Public Schools are consistent with these requirements, and

WHEREAS, all past and planned activities are reasonable to keep school facilities open and safe

for use or in their original condition and to keep their system warranties valid,

Motion to approve a transportation agreement with Gloucester County Special Services School

District for the period dating July 1, 2017 through June 30, 2018.

f. Authorize Contract Cancellation: Transportation Bid T17/18-OOD

Motion to cancel the 2017-2018 contract with Irvin Raphael, Inc. for Transportation Bid #T17/18-

OOD. Originally approved on June 27, 2017 in the amount of $321.60 per diem, the vendor

notified the Robbinsville Board of Education prior to the start of the 2017-2018 school year that

they were unable to fulfill the terms of the agreement. The Board officially notified the vendor

and awarded an emergency contract to M&R Transportation on September 26, 2017.

D. ROBBINSVILLE EXTENDED DAY PROGRAM (D.1-2)

Comment

Mrs. DeVito applauded the efforts of the Steinert High School volunteer.

On motion of Mrs. DeVito and seconded by Mrs. Luciano, the Robbinsville Board of Education upon

recommendation of the Superintendent voted 9-0 to approve Robbinsville Extended Day resolution D.1-2

as indicated.

Motion to approve Jack Kildea, a student at Steinert High School, Hamilton, NJ, to provide a sports

clinic for students in the Sharon Elementary School RED program on November 1, 2017 to fulfill a

requirement for National Honor Society.

2. APPROVE NEW HIRE

Motion to approve Sandra Moyer as a RED Instructor at Pond Road Middle School effective on

November 1, 2017 pending fingerprint clearance. Ms. Moyer will work 20 hours per week and be

compensated at $15.00 per hour.

XVI. HEARING OF THE PUBLIC

A. NOUSHIN KAHANI

Although Mrs. Kahani was pleased that Public Comment was moved to an earlier spot on the agenda,

she asked if it is possible to have three Public Comments. This is because many of her questions are

generated by what is in the committee reports. Mr. Halm indicated that a discussion could take place

at committee level to decide if the second Public Comment could take place right after committee

reports. Mrs. Kahani also commented on the changes in the Science Curriculum, the sidewalks at

RHS and Legionella prevention.

B. KEVIN GRETCZEK

Based upon the Community Relations Committee report, Mr. Gretczek asked a question about student

drug use and just how rampant it is. Dr. Foster indicated that it is big problem in Mercer County and

across the nation. The One Project wants to help the district bring awareness to the issue.

Mrs. Kahani suggested that the district consider showing the video of the Suicide Prevention Program

that the district sponsored at State of the Schools Celebration. She also spoke about a leadership

program for Asian students.

D. MICHAEL MCGOWAN

Mr. McGowan congratulated Dr. Tew and complimented Sydney Flyge. He asked who is liable for

the problems with the black box roof. Ms. Brooks explained that there is a warranty and although

some costs may be covered labor is not.

XVIII. NEW BUSINESS

Mr. Young congratulated RHS students on the recent high school rewards program. He indicated that

there were great learning experiences at the annual School Boards convention. He thanked his fellow

Board members for their efforts and commitment to Robbinsville Schools.

Mrs. DeVito congratulated Mrs. Ciaccio on the pending birth of her second child.

Mr. Veisz reminded the Board and members of the public about Hit One for Joe, an event scheduled to

take place on October 27, 2017 to raise funds for cancer.

Mr. Halm indicated that due to work commitments he will be resigning from the Board at the end of the

calendar year.

On motion of Mr. Young and seconded by Mrs. DeVito, the Robbinsville Board of Education voted to
