Act No. 3/2010 on National Infrastructure for Spatial Information (NISPI) –approved 2.12.2009 and entered into force 1.2.2010
� Follows INSPIRE directive
� Establishing „national spatial data infrastructure” (NSDI = NISPI)
� Establishing status of „obliged organizations“ which must contribute to NISPI and their responsibilities to NISPI in the field of metadata, data and services
� Contains obligation to establish „Slovak national geoportal“ as central point to national infrastructure
� Specifying metadata, network services regarding geospatial data
� Specifying limitations to data access
� Specifying free access to metadata and (fees) for network services:
� Specifying penalties for non-law
� Doesn’t include main coordination body “coordination board”

Decree of 352/2011 of Ministry of the Environment of the SR , by which certain provisions of Act No. 3/2010 on National Infrastructure for Spatial Information (NISPI) are executed

Coordination of INSPIRE implementation is managed on two levels

Coordination board - Main coordination body of INSPIRE implementation in Slovakia
� Coordination board - consultative body for the minister of MoE� Coordination board is not mentioned in the law� Formed on the basis of status of minister in 2011� Members – representatives from all the ministries� Meets obligatory 2 times per year� Decisions of Coordination board have only consultative character
Main tasks:� Ensure an efficient mechanism of transfer requirements of the EC to obliged organizations – especially to ministries
� Identify responsibilities for each theme to particular obliged organization� Ensure the inclusion of tasks related to INSPIRE / NSDI to the annual plans of ministries - planning financial and human resources
� The possibility of methodological guidance and information sharing� The possibility of control, monitoring and reporting tasks

Expert group – board of representatives –GIS and IT experts
� Consultative executive body for coordination board� Members: experts from governmental organizations, municipalities, private companies
� Meets obligatory 2 times per year (usually more)
Main tasks:� Preparing materials for Coordination board meetings� Solving technical issues of INSPIRE roadmap� Explaining guidelines for implementation of INSPIRE regulations (metadata, interoperability, services)
� Sharing of experiences between stake holders� Organization of trainings� Establishing subgroups with particular topics (Hydrography and transport network harmonization)
