BAM Media honoured with Commonwealth Media of the Year AwardBy ‘Mantšali Phakoana

MASERU- BAM Media, one of the companies of BAM Group has been honoured with the Commonwealth Media of the Year Award at the 2nd Commonwealth Businesswomen Awards from the Commonwealth Businesswomen’s Network (CBW), an organisation focused on wom-en’s economic empowerment rec-ognized by 53 governments across five continents.

The Commonwealth Media of the Year Award seeks to celebrate organisations involved in challeng-ing the perpetuation of embedded patriarchy in coverage, content and audience engagement assisted by technological, industry and demo-graphic shifts.

Expressing her contentment, the President of the BAM Group Foundation (BGF) and co-founder of the BAM Group of Companies, Tšepang Tšita-Mosena noted that BAM Media has been jointly award-ed with Media Prima Berhad, a me-dia organisation from Malaysia.

Recounting the steps they fol-lowed, Tšita -Mosena described how they seized an opportunity as the Commonwealth delegation was visiting Lesotho earlier, prior to completing the nomination form that was available online. “We got a chance to meet the Commonwealth

delegation and enthusiastically shared our story, more so because we were still in the celebrations of the 10 year anniversary of the group since 2005. They showed interest in our women headed conglomerate and as a result, they encouraged us to register for the Commonwealth Awards which focused on wom-en’s economic empowerment,” ex-pounded Tšita Mosena.

She revealed that they had reg-istered for two categories; Wom-en Entrepreneurship of the Year Award and the Media Award. This they did knowing exactly that the competition is very tight, but they felt it was worth a go in responding to one of the group’s strategic goals of international visibility.

The BGF President disclosed that the key behind their participa-tion in the awards was the President of the Federation of Lesotho Wom-en Entrepreneurs, ‘Mamahlapane Rakuoane, who informed them of the opportunity and motivated them to participate. She had done this because she realized the BAM Group is focused on women and is forever empowering them through seminars, finite women appreci-ation awards and motivation ses-sions, to mention but a few, now with the advent of the foundation.

“We openly revealed the group’s challenges and achievements not knowing that we would be consid-ered for such a prestigious award, and Mrs. Rakuoane had enormous faith in us. We are humbled and feeling truly empowered already. Being part of the Commonwealth is an opportunity for everyone, and Lesotho is now firmly placed as this award has established our footprint in such a big network full of great opportunities to be seized,” she said.

She further encouraged other Basotho women to enlist in organ-isations affiliated to the Common-wealth in order to familiarize them-selves with opportunities which will empower them as they gain inter-national recognition.

She explained that the competi-tion was motivated by an aspiration for organisations to showcase how they infused the spirit of gender equality and novelty in highlight-ing women’s empowerment caus-es or success stories where women serve as inspiration for others. “We worked to accomplish that goal;

this is why we are where we are today. Lesotho might be small in size but it has greatness to be har-nessed, especially with women be-ing embraced for positive change,” she said.

Meanwhile, Tšita -Mosena en-couraged women to make use of the media as it is an imperative in-strument for change saying media visibility helps to build and retain a critical mass of women in leader-ship.

The BGF President said she echoes the commonwealth that while media coverage of women in business is improving, too often this reflects overt or unconscious bias with criteria for success and areas of reporting unduly focussed on periphery rather than core fac-tors. “The award will be collected at the award ceremony to be held on Thursday, 12th November 2015 in London,” she explained.

Tšita- Mosena, pioneered a new BAM Group company - BAM Me-dia with her sisters, Ntšepeng Tšita -Tikiso and ‘Malisema Mahloane in 2007. The company presently pro-duces three recurrent publications in an extremely male dominated in-

dustry, making it one of the stron-gest channels for women and youth voices in Lesotho.

The company is still entirely owned by these three women and operates business sections that span publishing, printing, and the distribution of publications such as magazines, newspapers, books and related products, inclusive of con-tent in a digital content.

At a Commonwealth Business-women’s Network meeting held in Malta, President Marie Preca of Malta emphasized the challenges that remain with the media’s cov-erage of women in business. As Arif Zaman, Executive Director, Commonwealth Businesswom-en’s Network said, “the winning of this award by BAM Media of Leso-tho with Media Prima of Malaysia shows that there are innovators, big and small in developed and de-veloping countries, in small states and large economies that can break the mould and do so with innova-tion and commercial success. We look forward to working with both organisations during Malta’s term as Commonwealth Chair-in-Office from 2015 to 2017.”

Prime Minister pleads for peaceBy Majirata Latela

LERIBE- During his second public gathering at Tšifa-li-mali on Thursday last week, Prime Minister Dr. Pakalitha Mosisili pleaded to Basotho to pray for peace and tranquillity in the country.

Addressing the congregation, Dr. Mosisili explained that the pur-pose of the gathering was to unveil the seven ruling parties in order to familiarise Basotho with the existing government.

He explained that the recent past elections served as a reminder for the government to focus on service delivery.

The Prime Minister likened the coalition government to a body with different parts functioning together and explained that “the unity that we have, has given us hope that our gov-ernment is stable and we will work for Lesotho in one spirit”.

He mentioned that there are three separate branches of govern-ment: the Judicial, Legislative and the Executive.

Dr. Mosisili highlighted that these three branches operate con-currently in order to serve the people and lend support to communities. “If one of the branches is not function-

ing, well surely the government will not be stable and it is the coalitions’ duty to ensure that we work to the best of our ability and provide Baso-tho with the government they need,”

he emphasized. “There is no need for us not to

have peace when all the branches of the ruling government are stable fol-lowing the 2015 elections which were declared free and fair,” he added.

Meanwhile, the Prime Minister gave emphasis to the harmonious inauguration of the current coalition government of 17th March, 2015 wit-nessed at Setsoto Stadium and noted that there is no need for Lesotho not to be a peaceful country.

It is against this backdrop that Principal Chief of Leribe; Joel Motšoene requested the government to prioritise issues of health as the health of the nation is important to its development.

Chief Motšoene said His Maj-esty King Letsie III has tasked the 22 Principal Chiefs of Lesotho with matters of health since HIV and AIDS continues to threaten Baso-tho’s wellbeing.

The Prime Minister is scheduled to visit all the ten districts around the country.

MASERU-The Members of Parliament (MPs) of the Kingdom of Lesotho passed their condolences to the bereaved family and relatives of their former colleague, ‘Maleipa Khaketla who passed on in the course of the recess of the ninth Parliament. The deceased became an MP of Qalo, Butha-Buthe after the death of Mopshatla Mabitle.

Khaketla was born in 1958 in Khukhune.

When conveying his condolenc-es, the leader of the ‘Marematlou Freedom party, Moeketse Malebo revealed that Khaketla always re-ported herself to Parliament, and that she was very silent and pos-sessed good listening skills.

Malebo further indicated that the deceased was a powerful, sensi-ble, loyal and disciplined member of her party, the Democratic Congress (DC).

Qoo further mentioned that the deceased was a person of integrity and that members of her Constitu-ency were supportive of her. He ex-plained that the MP took the needs of her Constituency to Parliament and provided them with feedback following discussions because she understood the underlying obliga-tion to represent her constituents in Parliament.

The Minister in the Prime Min-ister’s Office, Kimetso Mathaba told MPs that he knew the deceased after the death of her predecessor to be a powerful individual and integral MP.

NATIONAL UNIVERSITY OF LESOTHO

STATEMENT BY SENATE REGARDING INCIDENTS OF VIOLENCE ON CAMPUS ON SUNDAY 1ST NOVEMBER, 2015

At its special meeting on Tuesday held on 03 November, 2015, the Sen-ate received a report regarding an incidence of violence during a foot-ball match between the Rovers Foot-ball Club, the University team, and the Lesotho Defense Force Football Club.

This happened at a match which took place at the Machabeng Stadium at the University’s Roma Campus. It is reported that as Rovers supporters were chanting songs and cheering on their team, some supporters of the LDF team suddenly launched an attack on Rovers supporters and as-saulted them, some severely.

During this attack, two NUL stu-dents, a male and a female, were se-verely assaulted by LDF supporters and they had to be rushed to hos-pital. The story of the 21-year-old female student is harrowing by any standards. It is alleged that she was beaten by four men while another had his boot on her neck pinning her to the ground. The men allegedly beat her until the sticks they carried fractured.

Senate condemns in the stron-gest possible terms these uncivil and cowardly acts of violence. It deplores

the brutality meted out to the two students. It deplores especially the cowardly misogynistic brutalization of a female student. No soldier is fit to be the one who carries out such cowardly behavior on a defenseless young woman.

Senate demands the Premier Soccer League and LEFA to urgently bring to book a team whose support-ers behaved in this manner which violates sportsmanship and fair play.

Senate expects and demands the Lesotho Mounted Police Service to finalize their investigations into the matter and together with the rest of the criminal justice system to ur-gently bring the culprits of this crim-inal act to justice.

Senate was informed that mem-bers of the LDF visited the Roma Police station to demand a firearm confiscated by the Police at the crime scene. Senate serves a reminder to the Police that should they release the firearm to the LDF, they will be defeating the ends of justice.

Senate is deeply concerned by the growing culture of lawlessness especially perpetuated by those who should be maintaining law and order in the country.

Judge Mosito’s tax case in the High CourtBy Tefo Khunonyane

MASERU - Dr. Kananelo Mosito’s case pertaining to his alleged violation of tax regulations together with the disputed letter of appointment of a tribunal by Prime Minister, Dr. Pakalitha Mosisili took place before the High Court of Lesotho on Thursday last week. In the letter, Dr. Mosito was petitioned to validate his rejection of the appointment of a tribunal to

investigate him. The case was heard by three

foreign judges namely, Justice Au-brey Ledwaba, Justice ’Mamoloko Kubushi and Justice David Steph-anos. The judgment in the case has been reserved for a future date.

The applicants were the Director of Public Prosecution, (DPP), the Prime Minister and the Attorney General. The applicants were repre-sented by Advocate Roland Suhs and Advocate Guido Penzhorn, while the

respondents were represented by Advocate Gilbert Marcus and Advo-cate Haae Phoofolo.

When making his submission, Advocate Marcus noted that pro-tection of the courts of law is often reserved for judges. As a result, the law renders it difficult for judges to be dismissed from employment. He explained that even if a judge has committed an offence, he is ap-proached in a manner different from other people.

Advocate Phoofolo (KC) submit-ted that Dr. Mosito has been accused

of not filing his tax returns on time but not of completely evading tax. He also explained to the court that Advocate Penzhorn had failed to re-fute his submission, agree with him or even challenge him.

Advocate Penzhorn submitted that there was a necessity for the Prime Minister to establish a tribu-nal to investigate Dr. Mosito because it is his duty to do so when the need arises, and that it is not the duty of the court to tell the DPP and the AG what to do as they know their job.

Preschools take part in Global Handwashing Day celebrations

MOHALES’ HOEK- Preschool pupils participated in Global Handwashing Day celebrations on Wednesday at Thaba-Tšoeu where they showcased their hand washing skills.

The pupils demonstrated the most suitable way of washing hands with water and soap in order to pre-serve good hygiene. The best hand washing school was awarded a tro-phy.

Speaking at the occasion, Chief Neo Lebona expressed contentment at being afforded an opportunity to celebrate Global Handwashing Day and outlined their plan to implement the tradition in their daily routine in order to prevent viruses which can be spread in the community through untidiness.

hale’s Hoek, Dr. Henry Mahadimby indicated that not washing hands with water and soap can contribute to approximately 49% of infectious diseases which include diarrhoea which has the potential to kill chil-dren under the age of five.

He added that good health begins at home and that if families main-tain tidiness, the whole nation will be healthy.

“This will in turn reduce the workload at health centers as visits to doctors will be reserved for those with serious health problems not diseases preventable by washing hands with water and soap, especial-ly before handling food,” explained Dr. Mahadimby.

Dr. Mahadimby further appealed to the community to come together with surrounding civil societies to implement proper hand washing in the whole community for better hy-

giene which will contribute to the development of the country as the healthy communities enhance the country’s economic development.

Meanwhile, Moruti Pitso from World Vision Lesotho noted that child mortality rates have declined since 2008 after Lesotho took part in Global Handwashing Day activ-ities. He advised parents to lead by showing children the healthy way of washing hands and correcting them when wrong.

He stated that children are the first victims to be affected added that they are also willing to aid the gov-ernment with disseminating infor-mation nationwide about the impor-tance of washing hands with water and soap for better health.

For her part, the Deputy Min-

ister of Health, Liteboho Kompi, expressed her delight that they had gathered to mark Global Handwash-ing Day celebrations which are also present worldwide on October 15th on an annual basis.

She indicated that the agenda for this year was “Raise a hand for hy-giene.”

This agenda encourages all the nations to always wash their hands in an attempt to prevent infectious diseases. This was the first time Le-sotho celebrated Handwashing Day at national level.

At the occasion, preschools around the town competed with songs and poetry on the significance of washing hands with water and soap. The top award was presented to Mohale’s Hoek English Medium.

MASERU - Advision Lesotho, a Lesotho-based consultancy responsible for undertaking Lesotho national surveys fieldwork for the Afrobarometer, held a workshop last week aimed at familiarizing the media with the use of Afrobarometer data and analysis tools.

The project manager, Libuseng Malephane, explained that the me-dia is one of the key stakeholders for disseminating information collected by the Afrobarometer national sur-veys in an accessible manner to the public.

She further disclosed that the Afrobarometer operates in stages and that the consultancy is under-taking the sixth stage. “This stage comprises of undertaking an exten-sive survey in 37 countries which be-gan in February 2014 and aims to be completed by the end of 2015.”

“Afrobarometer works with three main objectives, which are to pro-duce scientifically reliable data on public opinion in sub-Saharan Af-rica, to build institutional capacity

He further affirmed that the primary purpose of the workshop was to ca-pacitate Advisions’ partners.

“We can’t just give out infor-mation without explaining it, that is why we wanted to explain to the media how we conduct the surveys and how the results can be explained so that the people understand them clearly,” Nkomo stated.

He pointed out that they usually hold meetings with Members of Par-liament and communities with the purpose of enlightening them about their respective countries. “We are the only organization that gets back to the people and gives them what we have found when we were con-ducting the research,” he clarified.

Murder suspect appears in court

MASERU-28-year-old Koalabata double murder suspect, Lehlohonolo Scott appeared briefly in the Magistrate Court before Chief Magistrate of the central region, ‘Matankiso Nthunya on Wednesday last week.

Scott is accused of miraculously disappearing from the Maseru Cen-tral Prison on October 14, 2012. He is charged with contravening section 89, sub-sections 28 and 109 under the Constitution of Lesotho.

Scott was informed of his consti-tutional rights including the right to request bail but came to the decision to surrender his right for bail. Mag-

istrate Nthunya explained to the sus-pect that the case will proceed on the 18th of November, 2015, in the High Court of Lesotho.

Scott is suspected of ritually mur-dering Moholobela Seetsa and Ka-mohelo Mohata in 2012. Subsequent to his infamous escape from prison, he went into hiding in Durban, Re-public of South Africa. In a dramatic twist of events in October this year, the suspect was ushered back to Le-sotho under tight Police security and delivered to the Lesotho police at the Maseru border post, who took him to court and later escorted him to the Maseru Maximum Prison.

We are the sum of all the deci-sions we make, and as a result we are a reflection of our thinking pat-terns. It goes without saying that small thinkers think small things such as survival, but great thinkers think great things like legacy and impact.

I have seen many people assume the victim role with devastating effect. They have mastered the art of everyday pity parties with un-assuming excellence. They use the crutch of excuses with relentless ease. They have certainly grown in the mastery of self sabotage.

Everybody has a reason not to succeed but some people choose to disregard excuses and roll up their sleeves to work. One of the greatest excuses people render for failing is a contaminated environment. Peo-ple tend to conform to the dictates

of the environment as if the envi-ronment is their conscience. The last time I checked we are all lib-erated individuals or moral agents with the right to choose what we may become. Therefore, it is crimi-nal for us to cast blame on the envi-ronment with reckless abandon, as the biographer of all our challenges,

particularly failures.Granted, the environment plays

a cameo role in determining what shall become of us. However attrib-uting all the failures to one’s envi-ronment is comparable to accusing Osama Bin Ladin of being the cre-ator of the world’s problems. It may be argued that he plays a contribut-ing factor, but is certainly not the underlying cause.

I am fully persuaded that we all need to take responsibility and ownership over our decisions and their consequences. We ought to have a sound value system; this is particularly true given that our decisions are usually based on our value system. A good value system comprises of a number of factors not excluding a high sense of integ-rity, a sense of personal self mas-tery, a sense of loyalty, and a high

level of patience. All the decisions you make or validate are within of your value system, so in order to make better decisions and attain a better life, work on your value sys-tem. Your value system is the north guiding your journey through life.

Rise up and take charge, begin to dominate your environment. As a matter of opinion, I believe that if you are not dominating your en-vironment, it is dominating you. Think big, think success and rise to conquer. You are much better than what you have seen; great days are ahead of you, buckle up and enter the unknown, leap forward and reach the next level.

Success is an attitude; let us meet at the top.

Arts academy to host talent search

MASERU- The Basotho Intelli-gent and Creative Theatre Group (BICTG) is set to host its annual talent search competition, Baso-tho Got Talent on November 28th, 2015.

The group was formed in 2009 with a mission to inform and ed-ucate communities on the conse-quences of crime, abuse, HIV/AIDS and teenage pregnancy. In doing so, through its activities and initiatives, the BICTG aims to engage, empow-er and capacitate local communities

and associated organizations. By engaging these communities, indi-viduals will realize and implement available opportunities and strate-gies for better living.

As confirmed by the acade-my’s Founder and Director, Mole-fi Ntšonyana, this year marks the third year for Basotho Got Talent. The talent search aspires to show-case existing talent among Basotho youth while offering support for professional endeavors in the en-tertainment industry.

“This talent search is all about empowering, motivating, encour-aging and mentoring youth with their talents. We are creating a platform for the youth to unleash their creativity and intelligence on stage,” he stated, while adding that the contest would feature contes-tants in the fields of dance, poetry, music, drama and the like.

Ntšonyana additionally enlight-ened that the objective of the tal-

ent search is not for contestants to compete against one another but to develop their skills. All the par-ticipants will receive certificates, whereas the winners will be given trophies and other gifts.

Ntšonyana stated that the Baso-tho Got Talent was made possible by the Saville Foundation and Unit-ed Nations Education, Scientific and Cultural Organization (UNES-CO). “For the past two years (2013 and 2014), the group has won the Saville Foundation Pan-African (country) Award for Entrepreneur-ship in Education organized by the United Kingdom-based Teach a Man to Fish Charity organization.”

The non-profit making Teach a Man to Fish engages in projects or institutions that provide innovative and appropriate solutions to cur-rent challenges in education, en-trepreneurship and community de-velopment. It strives to end global poverty by fostering creativity and innovation among youths around the world. It is also funded by Sav-ille Foundation.

AU commission visits LesothoBy Pulane Lichaba

MASERU- African Union Commission (AUC) visited Lesotho to explain the salient features of the Agenda 2063, Informative can reveal.

In his statement, the Minister of Development Planning, Moko-to Hloaele highlighted the Agen-da 2063 Framework to be adopted at the African Union Assembly of Heads of State and Government held in Addis Ababa, Ethiopia earlier this year.

The Minister said the Mission was also aimed at assessing the read-iness of the country to move forward with the implementation of Agenda 2063 and its 10 year implementation plan. “Measures to raise domestic and external resources to finance the Agenda were also explored,” he said.

“In contrast to previous frame-works, Agenda 2063 sets out clear milestones and targets at national, regional, and continental levels, with greater emphasis at national level hence the imperative of ensuring that these milestones and targets are embedded in national development plans,” he added.

Mokoto continued that “the ob-jective of the mission was to intro-duce and facilitate the integration of Agenda 2063 and its first 10 year implementation plan into our devel-opment plans”.

He asserted that the Ministry of Development Planning is expected to take the lead and drive the Agenda 2063 domestication process, while ensuring inclusion and participation of all stakeholders. “The Ministry of Finance will look into the linkages

between the national development planning and resource mobilization process and the potential fund al-ternatives as per Agenda 2063 Re-source Mobilization Strategy,” he explained.

“The private sector and civil soci-ety should also play a major role es-pecially in cases where the national planning system is not sufficiently inclusive or in instances where such sectors are well structured and de-veloped,” he noted.

The Commissioner of Econom-ic Affairs, H.E Dr. Anthony Mothae Maruping, indicated that engage-ment of the youth in economic ac-tivities should be prioritized. “Africa has a vast number of young people who are energetic and creative and technology and innovation are very important for development”.

He stated that the preparation of Agenda 2063 included an extensive review of the African development experiences, analysis of contempo-rary challenges and opportunities as well as a review of national plans, re-

gional continental frameworks and technical studies. “There is more hope to this framework as it involves the society, public and private sector and there is also commitment and coherence in it.”

Existing and new threats faced by Africa according to Maruping in-cludes scrambles for its resources in the face of changing global demands and demographics, undue external influence in the affairs of the conti-nent, Africa’s disproportionate bur-den of the impact of climate change and the huge scale of illicit outflows of African resources and capital.

“However these threats and chal-lenges can be mitigated and turned into opportunities through mount-ing collective strategies and effective public policy responses and actions to counter the most disruptive eco-nomic, social and environmental changes facing Africa,” acknowl-edged Moruping.

He said Africa is not only in need of funding, but also a more effective and inclusive means of channeling

funds to where they can be most effectively deployed and where market failure in the allocation of the needed resources exists.

Dr. Maruping noted that Agenda 2063 aspires to see a prosperous Africa based on in-clusive growth and sustainable development. “We want to see well educated citizens and skills revolution underpinned by Sci-ence, technology and innovation. An integrated continent, politi-cally united, based on the ideals of Pan-Africanism and the vision of Africa’s Renaissance,” he con-cluded.

Meanwhile, the Minister of Health, Dr. ‘Molotsi Monyamane stated that the unemployment rate is very high in the country. “60% of the government budget goes into salaries. The govern-ment is in the process of diversify-ing skills, we need to work togeth-er with the private sector and not compete with one another. We want to see an economically de-veloped Africa, improve our infra-structure and also an accelerating industrialization that goes beyond textiles,” he said.

Dr. Monyamane said in Le-sotho, “we have 89% of literacy which means that we have the ca-pacity to propel this country for-ward. What we need are bankable projects that can attract multi-na-tional cooperatives to invest in them.”

He concluded that the Domes-tication of Agenda 2063 at na-tional and regional levels is criti-cal if Africa’s transformation is to become a reality.

He pointed out that Pius XII Uni-versity College was born in 1945 and transformed into the University of Basutoland, Bechuanaland Protec-torate and Swaziland around the mid-60s. “It soon became the Uni-versity of Botswana, Lesotho and Swaziland (BOLESWA) and subse-quently gave birth to the National University of Lesotho in 1975,” said Professor Mahao.

“We have gathered here today in jubilation to celebrate all these his-toric metamorphic incarnations,” declared the Vice-Chancellor.

He further asserted that as they celebrate their platinum jubilee, they are enjoined to dip their ban-ners with founding giants such as Rev. Fathers Paul Emile Beaule, Ro-meo Guilbeault and others.

He stated that these great men persevered under extremely difficult circumstances to carefully craft the foundations of this pride of the na-

tion.Professor Mahao recounted the

journey of the University, highlight-ed by unfaltering determination and unbounded generosity. He detailed the milestones and achievements of the University.

“Our University has also played its part as a continental institution. Over these 70 years, it has embraced students from various parts of Af-rica; from Botswana, South Africa, Zimbabwe, Malawi, Zambia, Namib-ia, Uganda, Mozambique, Ghana, Gabon, Swaziland, Sudan, Rwanda and Kenya,” the Vice-Chancellor stated.

The Professor indicated that the quality of education the University provides is amply evident in the il-lustrious careers of its alumni. He stated that it boasts claim of Leso-tho’s first female Governor of the Central Bank, the first female Chief Justice and first female Speaker of Parliament.

Meanwhile, Professor Mahao asserted that the institution takes pride in having produced the first post independence Governor of Reserve Bank of Malawi, the first African Governor of the South Af-rican Reserve Bank, the first Prime Minister of Uganda, Uganda’s Chief Justice, the incumbent and former Prime Ministers of Lesotho, and many more outstanding figures on the African continent.

In conclusion, the Vice-Chan-cellor stated that staff and students ought to seize the opportunity pro-vided by this solemn occasion to

commit their dedication in building the University. He urged them to re-commit to ensure that NUL is truly a centre of excellence in pursuit of knowledge creation and the molding of leaders of thought for the country.

Addressing the multitude of indi-viduals gathered at the celebration, the Chancellor of the university, His Majesty King Letsie III reiterated that the day was a very special one in the University’s calendar and the country, as NUL marked its seventy years of existence affectionately re-ferred to as the “Platinum Jubilee”. “All of us are marking the seventi-eth anniversary of the University in a joyous and celebratory mood because we have benefitted either directly or indirectly from this insti-tution,” His Majesty asserted.

The Chancellor indicated that

as they celebrate the past achieve-ments of the University, they should not lose sight of the road ahead. He stated that the continued success and image of the institution is the responsibility of the existing crop of students and those who will enroll in the future.

He added that the current stu-dent body ought to remember that they left their families and chose to enroll with the University because they wanted to gain knowledge which they could in turn use to serve mankind.

Maseru- Amandine Gakima of the Trade Facilitation Office from Can-ada stated that they have inspected Basotho products and handicrafts from the Federation of Lesotho Women Entrepreneurs (FLWE) to see whether they meet internation-al standards including those of the Canadian market.

Gakima revealed to the Infor-mative Newspaper that they are working with developing African countries to assist them to sell their products on the Canadian market. Gakima further maintained that the Trade Facilitation Office also aids small and medium businesses through information facilitation re-garding international market stan-dards. They also offer enterprises ideas about opportunities existing in international markets for their products.

She pointed out that the Canadi-an market needs original products

which do not contain impurities. Gakima indicated that they also ex-pect different designs from existing Canadian ones and expressed her optimism following the products she encountered on her visit to Le-sotho. “They just need some adjust-ments,” she concluded.

Gakima added that the products require certificates authenticating the absence of impurities especially in cosmetics containing aloe vera. This is because of the high stan-dards and high level of competition on the Canadian market. A member of the FLWE, ’Mateboho Mathibeli, who specializes in printing, leather and wool, expressed her gratifica-tion to meet with inspectors as they assisted her to meet the interna-tional market requirements.

She indicated that it would be an opportunity for Basotho to export to Canada. Mathibeli maintained that they would have an opportuni-ty to hire many Basotho youth for production. “This would reduce un-

employment for youth in the coun-try and will also contribute to eco-nomic growth in the country,” she explained.

At the same time, ’Mamahlap-ane Rakuoane, the President of FLWE explained the benefits of producing in large quantities. This, she showed, would enhance job cre-ation for Basotho by offering them alternative methods of gaining an income. She further mentioned

that Basotho should be more cre-ative in combating poverty and un-employment within their commu-nities.

The FLWE is a society estab-lished by women with the purpose of creating jobs and combating poverty. It was intended for wom-en to produce handicrafts, pottery, sewing and many other crafts, but recently, men who are interested have been permitted to enlist in the society.

Ministry of Trade reviews Licensing Act

MASERU-The Ministry of Trade and Industry is currently reviewing the Industrial Licensing Act of 1969 because it has been surpassed by contemporary developments, says senior Industry Development Offi-cer, Paul Fiee in an interview with Informative on Friday.

Fiee said it has come to their re-alization that they have to sit down and re-visit the said Act.

He further indicated that the process of reviewing the Act was halted in 2014 and that the Ministry is currently preparing to adopt the Industrial Licensing Act of 2014, in conjunction with the Industrial Licensing Regulations of 2014. He also noted that the Ministry is em-barking on a series of sensitization workshops for industrialists (firm owners) concerning the Act to be tabled in the Parliament of Lesotho.

Fiee mentioned that the Minis-try has already toured Maseru and Maputsoe industrial estates com-municating with various industri-alists in Maseru on November 3rd

and Maputsoe on November 4th, 2015.

He reiterated that the Ministry will travel from district to district, beginning with Berea on the 9th of November, 2014.

The final leg of the journey will be Thaba-tseka on the 30th of No-vember, 2015. These visits will sen-sitize the business fraternity about the aforementioned changes that the Ministry is preparing to put in place.

NEW DELHI – “India is honored to be a development partner for Africa. It is a partnership beyond strategic concerns and economic benefits. It is formed from the emotional bonds we share and the solidarity we feel for each other,” revealed the Prime Minister of India, Shri Narendra Modi, during the India-Africa Forum Summit held in New Delhi, India.

Addressing African leaders at the Summit, Prime Minister Modi pointed out that this was not just a meeting for India and Africa; the dreams of one-third of humanity had come together under one roof and the heartbeats of 1.25 billion In-dians and 1.25 billion Africans were in rhythm.

The Prime Minister asserted that their histories have intersected since ages. He said that they are united by geography and linked by the Indian Ocean. He stated that the currents of the mighty ocean have nurtured the ties of kinship, commerce, and cul-ture through centuries.“Generations of Indians and Africans have trav-elled to each other’s land in search of their destiny or by the force of circumstances. Either way, we have enriched each other and strength-ened our ties,” Prime Minister Modi indicated.

He further stated that Africa and India have spoken in one voice in the world and they have formed a partnership for prosperity amongst themselves. He explained that they stood together under blue helmets to keep peace and have also fought together against hunger and disease.

Prime Minister Modi noted that African struggles and sacrifices are upholding democracy, combating extremism and empowering women. He stated that women now consti-tute approximately 20% of the elect-ed Members of Parliament in Africa.

He further indicated that Africa’s economic growth has gathered mo-mentum and has a more diversified base. He said African initiatives are replacing old fault lines with new bridges of regional economic in-tegration. He said they see many successful examples of economic re-forms in Africa, infrastructure devel-opment and the sustainable use of resources.

The Prime Minister pointed out that Africa is now joining the glob-al mainstream of innovation. He said the mobile banking initiative of M-Pesa, the healthcare innovation of MedAfrica, and the agricultural in-novation of AgriManager and Kilimo Salama, are employing mobile and digital technology to transform lives in Africa.

He said: “We see strong mea-sures that are radically improving healthcare, education and agricul-ture. Primary school enrolment in Africa now exceeds 90%.

He asserted that in less than a decade, India-Africa trade has more than doubled to over 70 billion dol-lars. He stated that India is now a major source of business invest-ments in Africa and 34 African coun-tries enjoy duty free access to the In-dian market.

dicated that African energy helps run the engine of the Indian econo-my; Africa’s resources are powering Indian industries and that African prosperity offers growing market for Indian products.

He asserted that India has com-mitted 7.4 billion dollars in conces-sional credit and 1.2 billion dollars in grant since the first India-Africa Summit in 2008. He said India is creating 100 capacity building insti-tutions, and developing infrastruc-ture, public transport, clean energy, irrigation, agriculture and manufac-turing capacity across Africa. “In the last three years alone, nearly 25, 000 young Africans have been trained and educated in India,” said the Prime Minister.

He indicated that India will also provide support for Africa Union’s peacekeeping efforts. He said India will train African peacekeepers in India and in Africa. He asserted that to add strength to India-Africa part-nership, India will offer concession-al credit, a grant assistance, and 50, 000 scholarships to African coun-tries.

“Excellencies, if this century is going to be one in which all humans have a life of opportunity, equali-ty and dignity; stand in peace with each other; and live in balance with nature, then India and Africa must rise together,” the Prime Minister of India concluded his remarks

No alterations or additions can be made to the players identified as starting on court or their positions within 40 minutes of the scheduled commencement time; except in event of injury/illness in the 40 min-utes prior to the start of the match. A change in playing position or sub-stitution of that player with another maybe permitted if, in the opinion of an independent medical practi-tioner or designated match official, the player is deemed to be incapable of participating in or commencing that match. In such a case the bench officials shall be notified immediate-ly and the alteration registering as a team substitution or change.

9. During each match team managers shall provide as required team changes and/or substitutions to the designated officials.

10. Team benches shall be allo-cated on the following basis:

(a) Team 1 will take the bench to the right of the score’s desk as it faces out on to the playing court.

(b) Team 2 will take the bench to the left of the score's desk as it fac-

es out on the playing court.11. The team’s captains shall

toss for choice of goal end or first center pass prior to the commence-ment of warm up. The coin toss shall be overseen by either an umpire or LNA event staff. The captain from the first named team shall toss the coin with the captain from the sec-ond named team calling either heads or tails.

12. The umpires of all matches shall be appointed by the LNA and Umpires decisions are final.

13. All matches will be played with the official netball as supplied by the LNA.

14. During the preliminary matches within the tournament points for the results of each match will be awarded as follows:

• 2 points win• 1 point draw• 0 point loss

15. In the event of a tie on points at the end of the preliminary matches, the result of the match be-tween the two teams will decide the winner. However,

(a) if the two teams drew their match or if more than two teams have the same number of points at the end of the pool rounds goal aver-

age of the preliminary matches will decide the placing.

(b) if goal average is identical, then goal difference will be applied

(c) in the event of a further tie, the team scoring two goals ahead of the other, will be declared winners.

16. LNA shall, prior to the com-mencement of the tournament, ap-point a jury of appeal which shall comprise of 5 members. Team man-agers shall be advised of the compo-sition of the jury of appeal.

(a) no less than one member of the jury of appeal shall be present at the playing venue at all times

(b) an aggrieved team may sub-mit an appeal in writing to a mem-ber of the jury of appeal on the LNA. Appeal form signed by the manager within an hour of the termination of the match complained of. The ap-peal must be accompanied by a fee of non- refundable fee of M250.

(c) the decision of the jury of appeal must be conveyed to the team manager within 2 hours of the re-ceipt of the appeal, if an appeal is successful the fee shall be refunded otherwise it shall be forfeited.

(d) the decision of the jury of appeal shall be final.

(e) any appeal against a deci-sion of an umpire shall be dismissed.

India-Africa Forum Summit reinforces bonds

NEW DELHI – The heads of government of 54 nations across Africa, including Lesotho assembled for the third India-Africa Forum summit in New Delhi, India with the purpose of defining the road ahead and to strengthen multilateral relations.

The India-Africa Framework for Strategic Cooperation discloses that the Heads of State and Government and Heads of Delegation represent-ing the continent of Africa, the Afri-can Union (AU) and its institutions, and the Prime Minister of the Re-public of India, met in New Delhi, under the theme: “Partners in Prog-

ress: Towards a Dynamic and Trans-formative Development Agenda”.

This third India-Africa Forum Summit follows the path of the two prior summits; the first summit oc-curred in New Delhi on the 8th - 9th of April 2008 and the second sum-mit was held in Addis Ababa on the 24th - 25th of May 2011.

During the third summit, the leaders announced their commit-ment to the Sustainable Develop-ment Goals (SDGs) and the Millen-nium Development Goals (MDGs) in order to reinforce the underlying drivers of economic growth, indus-trialization, infrastructure and em-ployment. These play an integral role as drivers of sustainable devel-

opment. The partners outlined their ambitious set of means of imple-menting and assisting developing countries.

The Framework for Strategic Cooperation further points out that the people of Africa and India have known each other and traded across the Indian Ocean for centuries. It states that Africa and India rep-resent rapidly growing economies with demographic advantages and are building on their longstanding development partnership including the encouragement of active partici-pation of the Indian Diaspora across the African Continent.

The leaders acknowledged that their partnership is grounded in the core recognition that their people are their fundamental resources and that capable and skilled human re-sources are the foundation for build-ing prosperity for all.

The leaders reiterated their com-mitment to further nurture the Afri-ca-India relationship in its entirety; by focusing on the political, econom-ic and socio-cultural facets. These will be guided by the principles of mutual respect and cooperation, solidarity and the promotion of peo-ple-to-people interactions.

The heads of governance recog-nized that cooperation in providing widespread access to quality educa-tion through scholarships for stu-dents and accessibility to tele-educa-tion provides great strength to their peoples and institutions.

“Equally important is skills de-velopment to empower workers and enable the development of various

economic sectors. This is anoth-er area of our ongoing cooperation through extensive programmes of training, capacity building, setting up of training centers and other in-stitutions,” summarized the declara-tion document.

The leaders asserted that they are committed to promoting gender equality and empowerment of wom-en more so since 2015 is designated by the African Union as the Year of Women’s Empowerment and Devel-opment.

The partners acknowledged the huge potential for expansion in the trade and investment spheres, be-tween Africa and India. African leaders appreciated India’s commit-ment to building African institutions and capacity through supporting industrialization. This will also be achieved through increasing gains made from the processing of raw materials.

“India would work to support Africa, as appropriate, in the imple-mentation of the African Union (AU) 2050 Africa’s Integrated Maritime (AIM) Strategy in accordance with international Maritime Law,” states the report.

“India and Africa share a deep bond of friendship, forged by histo-ry, common challenges and a shared journey on the path of progress,” asserted Shri Narendra Modi, the Prime Minister of India during the Summit.

The next India-Africa Forum Summit will be held in the year 2020.

GENEVA- Senior Trade Officials from the Governments of the five Member States of the Southern African Customs Union (SACU) and the Executive Secretary of SACU, Paulina Elago gathered last week in Geneva, Switzerland to undergo reviews of their respective trade policies by the World Trade Organisation (WTO).

It was the 4th time that SACU Member States’ trade policies were being reviewed by the world body that governs multilateral trade across the globe. All SACU Countries are members of the WTO and as a re-sult have certain legal commitments to fulfill from time to time. One such commitment being periodic reviews of their trade policies by the Trade Policy Review Mechanism overseen by the WTO Committee on Region-al Trade Agreements. The 4th Trade

Policy Review of SACU took place from 4-6 November 2015 at the WTO Secretariat in Geneva.

The Trade Policy Review Mech-anism is the most important trans-parency exercise of the WTO. Its purpose is to examine and evaluate Member Countries’ trade and relat-ed policies at regular intervals and contribute to improved adherence by all Members to rules, disciplines and commitments made under the different WTO provisions and agreements. Significant develop-ments which may have an impact on the global trading system are also monitored. It aims at promoting a smoother functioning of the multi-lateral trading system, by achieving greater transparency in, and under-standing of, the trade policies and practices of WTO members.

While not intended to serve as a basis for the enforcement of specific obligations, it is meant to provide for

an overall assessment of the trade policy of the different WTO Mem-bers.

For each review, two documents are prepared: a policy statement by the government of the Member Country under review, and a detailed report written independently by the WTO Secretariat. The Secretariat report covers the development of all aspects of SACU Member States trade policies, including domestic laws and regulations, the institu-tional framework, trade policies by measure and by sector.

These documents are then dis-cussed by the WTO’s full member-ship in the Trade Policy Review Body (TPRB). Written and verbal ques-tions from WTO Members are sub-mitted to which the SACU Member States will have to respond. These documents and the proceedings of the

TPRB’s meetings are published

shortly afterwards. Since 1995, when the WTO came into force, services and trade-related aspects of intellec-tual property rights have also been covered.

Under the WTO's Trade Policy Review Mechanism, the four largest Members in terms of trade volume are reviewed every two years; cur-rently, these Members are the EU, the US, Japan and China. The next 16 Members are reviewed every four years, and the rest every six years; a longer period may be fixed for Least Developed Country Members. SACU Member States are reviewed every six years by the WTO Trade Policy Review Body – the previous review was held in November 2009.

SACU was represented at the Re-view this week in Geneva by Senior Trade Officials and Government Representatives from SACU Member States’ Capitols and Geneva-based Trade Missions and Embassies. The Executive Secretary of SACU and officials from the SACU Secretariat had also attended to provide support to SACU Member States.

MASERU- Kuna Sounds’ pool par-ty & raffle was a resounding success apart from the fact that the weather did not hold out as planned. None-theless, Saturday’s activities went ahead as planned and the Director of Khebza Sound & Entertainment, Makhetha Mohlomi, better known as “DJ Khebza” was the one to win the raffle and walk away with a 2006 Honda Fit.

The event was meant to give back to the community. In an in-terview with Relax, South African actor, Vuyo Dabula, who is popu-larly known as Kumkani “Gadaffi” Phakade on Generations: The Lega-cy conveyed his gratitude for being included in the event and promised to visit Lesotho again when Kuna Sounds presents another car to-wards the end of the year.

He said that he arrived in Mas-eru on Friday and spent Saturday exploring around the beautiful Mountain Kingdom while adjusting to the new environment. “Man, I like it here,” exclaimed the excited Dabula.

This is the first car for DJ Khebza and he says it came to him at just the right time. He thanks Kuna Sounds profusely and is rather emotional as he sees this as a dream come true for him. “I am so grateful as this means a lot to me, I just bought the raffle ticket with only M100 today at 2pm it appeared as though the competition had been cancelled because of the rainy weather and I was almost unable to secure a ticket to enter the raffle”.

The upper Thamae born DJ fur-ther stated that attending events and touring will be much easier and he will no longer have an excuse for not being punctual to his events and bookings.

Limpho Setaka, commonly referred to as “Action” is a stand-up comedian based in Mafeteng. Aside from being a street vendor for a living, Action has scored parts in many live performances seen in and around town, where he is featured cracking jokes while running his business. Relax catches up with Action to uncover more about him and his love for comedy.

When and how did you be-come interested in comedy?

I became interested in comedy back in 1997 mocking other school children when I was still in primary school. As time went by, my friends and most of my classmates told me I should consider comedy as a pro-fession and that I might make a substantial amount of money. Back then when I was in class I would al-ways get caught joking around and it would get me into lots of trouble because my teachers felt that my be-havior was inappropriate. However, during presentations I would always crack a little joke so as to ease the tension and distract from any mis-takes I otherwise might have made. My parents died when I was very young so I did not have any means to finish schooling so I decided to take comedy seriously and de-stress a lit-tle bit.

DVD of comedy, what is it called and how did it come about?

The DVD is called “Ho koaleha hase ho otla nnta ka koto”. It was released in October 2015. I had fun writing the script for it, I only faced financial constraints as shooting the comedy was really expensive. Other-wise, I am happy with the final prod-uct. People love it and its doing very well in the market. The shows main characters are Serame (played by myself) and Mohatsela who are best friends and extremely mischievous. The film took two weeks to complete.

Do you have a particular co-medic style? Any specific influ-ences?

My comedy is story-oriented. I

tell stories in my act and also I have a few jokey jokes that I like to tell. My influences…I could say I do not have anyone in particular, however, I am my own influence. I believe that I am the best at what I do, I am a dynamic performer and a genuinely funny guy.

Do you write your own rou-tines?

I do! Sometimes I use my new material on my friends who are also comedians just to test the waters and get some advice on whether my new jokes are good enough for public consumption.

Where do you get your ma-terial?

I write about my life experiences and things that interest me. If an un-

usual set of circumstances arises or I learn something that I can’t stop thinking about, chances are, I’ll try to write a joke about it. I am my own inspiration.

What happens if they don’t laugh?

Ultimately it’s inevitable. Every-one has sets that don’t go well some-times. The first few times it feels really bad when people don’t laugh. Like a nightmare, you feel unpre-pared and confused. Now that I have more experience onstage, I don’t get so panicky. I just adjust the type of material I’m using or try to engage the crowd directly. If my efforts don’t work I just pick myself up, dust myself off and try a little harder next time. I see it as a learning expe-rience; it is how I better myself as a performer.

How do you deal with pirat-ing?

I feel really helpless when it comes to issues surrounding piracy; it leaves me really dejected as people fail to understand that this is how I make my living. I try not to dwell on it too much as it is the negative aspect of my career I prefer to focus on the fact that I’m doing what I love and that in itself is a blessing. Life goes on.

Is your comedy profitable?Yes I make a bit of money from

my comedy. Half a loaf is better than nothing!

Say something funny.It’s really weird to just start recit-

ing my act out of context. Believe me; I tried the first several times people asked me. I got a lot of blank stares.

Achiever magazine in partnership with the US Embassy Maseru hosted a town hall style meeting with young potential African leaders at the state library last week Friday.

The meeting was a reminder about the deadlines for young indi-viduals seeking to apply and partake in the 2016 Young African Leaders Initiative (YALI).

According to Moratuoa Hlongwa, a YALI 2014 alumnus, the initiative is an effort to invest in the next gen-eration of African leaders. She stat-ed that President Obama launched YALI in 2010 to support young Afri-can leaders and escort them towards growth and prosperity, strengthen-ing democratic governance, and en-hancing peace and security across Africa.

Furthermore, Hlongoa empha-sized that through YALI, the United States is investing in the emerging generation of African leaders by committing significant resources to enhance leadership skills, bol-ster entrepreneurship, and connect young African leaders with one an-other, the United States and innova-tive leaders in the private, civic, and public sectors. YALI programs such as the Mandela Washington Fel-lowship for Young African Leaders,

YALI Regional Leadership Centers, and the YALI Network provide in-terconnected avenues of opportunity for young Africans to enhance their leadership skills.

Reitumetse Phooko, one of the meeting organizers, stipulated that Achiever Magazine is proud to be part of this presidential initiative and works closely with the US Em-bassy in Maseru on program imple-mentation. In addition to Achievers support, Phooko stated that through the BAM Foundation, Achiever Mag-azine was founded as an instrument to encourage youth to take part and not miss out on such opportunities.

Lisema Masheane, the Young Af-rican leader of 2014 shared a little about his experience in the United States and how he enjoyed his stay. He admitted that the day he left for America felt like a dream. He added that he learned a lot from the YALI experience and encouraged new at-tendees to apply.

In an interview with one of the attendees at the meeting, Lineo Ma-konyane revealed that she felt en-couraged and happy to be a part of the meeting. She stated that soon after the meeting she is taking her application forms in and trying her luck.

Relebohile Raboko is born and bred in Boleka, Mafeteng district. He is a self-taught actor, producer, director, script writer and preacher at Rivers of Life Ministries.

Raboko started off participat-ing in bible sketches when he was young and always managed to land the leading role. His acting start-ed back when he was in primary school in 2005 and always felt that it was a sign of things to come. In 2013, Raboko continued pursuing his love for acting at Thabeng High School. He explains that Thabeng High School had a theatre and that it was a blessing in disguise. “I used the theatre to my full advantage, a school with a theatre was surprising at that time” enlightened Raboko.

According to Raboko, he be-friended Katiso Sekete revealing that Sekete became his main influence in acting. He reveals that Sekete was really fond of Raboko’s talent for acting and pushed him to pursue it as his career. Raboko says he had taken acting serious but after his friend Sekete pushed him to do what he does best he started to look deep-er into acting and soon after joining English clubs found himself reciting poems as a way of enhancing his act-ing abilities.

Raboko further explained that he focused on acting more than any-thing else and emphasized that he would watch movies then try em-ulating some of the characters. He fell in love with bossy and aggressive characters mainly because he found them fascinating and attention grab-

bing. Raboko appeared in a short film

entitled ‘Calamity Danger’ produced around November 2015 and also ap-pears in “Kingdom” and “If I could be heard” both released in April 2015. He says Calamity Danger is a film about drug abuse amongst young people. In the film, he por-trayed a gangster. He states that the film has given him a name in the in-dustry however many of the people who have watched the film believe that the character he portrays in the film is a true reflection of who he is.

Raboko says as time passed during his acting career, he real-ized that the acting industry in Le-sotho has a long way to go. He is presently the Founder and Direc-tor of Sekhankula Productions. He emphasized that him establishing Sekhankula was mainly to assist young people embrace their talent for acting. He revealed that they have theatrical films and participate a lot in youth related activities while at the same time pursuing acting. He adds that Sekhankula has only been in existence for two months but has already released two short films.

Raboko accredits his support system for his acting career mainly because his fan base is growing rap-idly and people recognize him every-where he goes.

He revealed that he is mostly influenced by some of his favorite actors including Vin Diesel, Vuyo Dabula popularly known for his role on Generations: The Legacy as Kum-kani “Gaddafi” Phakade.

MASERU- The Ministry of Gender and Youth, Sports and Recreation (MGYSR) in conjunction with the Lesotho Sports and Recreation Commission (LSRC) hosted the official presentation of the presidential report on Tuesday at one hotel in Maseru.

The Minister of GYSR Mathibeli Mokhothu said the purpose of the meeting was to present the report, which highlights initiatives aimed at raising funds, developing infra-structure and supporting Basotho athletes.

Subsequent to presenting the re-port, the Minister explained to the associations and federations’ repre-sentatives that the budget allocated to the MGYSR was insufficient to meet the needs of the Ministry and its stakeholders. Therefore, in an attempt to aid the abovementioned bodies and individuals, the Minis-ter’s office sought funds from other countries.

Mokhothu further encouraged local companies and businesses to lend a hand to the associations and federations as he extended an invita-tion to the President of the LSRC and Director of Sports, Puisano Tšosane to accompany him on his visit to the High Commission of Lesotho in Pre-toria, South Africa.

The visit to Pretoria is intended to address issues relating to the de-velopment of Basotho athletes and as an exchange of expertise between Lesotho and South Africa.

Lesotho boasts a landscape with high altitude which has recently been advantageous for many out-door activities. Recent developments initiated by the ministry are the in-troduction of the Lesotho High Al-titude Summer Marathon and the Rapokoloane High Altitude Training Centre.

The meeting concluded with the President of the LSRC, Limpho Mokhochane acknowledging that proposals regarding different as-pects of sports had been submitted to different development partners and that some of the partners were expected to visit Lesotho in the near future.

Mokhochane said chief issues of concern relate to infrastructure, equipment and facilities; technical skills, administrative improvement, governance and sports marketing skills; resources such as coaches and medical specialists; and finances from the government, development partners and sponsors.

The President further empha-sized the need to establish develop-ment sports centers for women, girls and people living with disabilities.

Other areas of concern according to Mokhochane include formulating a future for physical education and coaching initiatives, constructing outdoor and indoor sports arenas fully equipped with sound and elec-tronic equipment, accommodation and medical facilities, sports hubs and ICT facilities throughout the country.

“Lesotho is also set to engage the Ministry responsible for Japan’s aid as part of its request for infrastruc-tural development,” explained Mok-

MASERU- The Minister of Gender and Youth, Sports and Recreation, Mathibeli Mokhothu was seen exceptionally active at the Presidential Meeting held at one hotel in Maseru. Mokhothu unveiled the ministry’s plan for the 32 associations and federations registered with the Lesotho Sports and Recreation Commission (LSRC).

The Minister further revealed that his Ministry is presently work-ing in partnership with the LSRC to revise sports regulations with the intention of accommodating the Le-sotho National Olympic Committee (LNOC) and constructing an inclu-sive stakeholder approach.

Furthermore, the Minister high-lighted the government’s budget constraints which are presently in-sufficient to meet all the needs of the associations, federations and indi-vidual athletes seeking to partake in the South African Marathon races. The participants often have inade-quate funds to meet transportation, dietary and other needs.

As part of the Ministry’s strate-gy, the Director of Sports, Puisano Tšosane and the President of the LSRC will accompany the Minister on his visit to the High Commission of Lesotho in Pretoria. The team consisting of the LSRC and LNOC will depart on Tuesday following the Cabinet meeting.

My observation to date is that the Minister’s strategy for associations and federations in Lesotho is an in-clusive and economic one. By com-bining forces with the LSRC and the LNOC, this team of representatives can formulate the necessary strate-gies for the world of sports in Leso-tho. Furthermore, as a consequence of creating partnerships with the abovementioned partners, budget constraints can be minimized and allocated in focused and productive manner.

MASERU-The Lesotho National Olympic Committee (LNOC) is hosting a five-day Administration Course and this is the second level of the course.

The course began on Monday and will come to an end on Friday. At least twenty Basotho from differ-ent institutions, federations and as-sociation accompanied by the media attended the course. Those who pass the examination will be awarded cer-tificates. Only people who have com-pleted the first level of the Olympic Administration Course have quali-fied for this five day course.

This course is organized by LNOC but is part of the Olympic Solidarity Sponsorship.

LESOTHO-Bashana Ba Heso (BBH) and the defending champi-ons of the 2014 National Basketball League (NBL) in the country are on the top of the Log after five matches of the first round of the 2015 Leso-tho NBL.

BBH have won the games they have played and they still have to meet face to face with the former and the longtime champions, KTA All Stars. BBH have played and beaten one of the hot basketball teams, Lichocha Shooting Rifles, while Lichocha defeated KTA last Friday and this afforded the BBH the top spot.

The will of BBH to retain the title was seen when they played and defeated Lerotholi Polytechnic (LP) 67-27 in the match which was played under floodlights. BBH had a postmortem meeting after the match and this is where they com-plained of not burying enough bas-kets when they had the opportunity against their weaker opponents.

BBH have small and talented players with ambitions to win and to retain the title, although they still have a long way to go because it is still the first round of the 2015 NBL. KTA have players with a lot of expe-rience and also have the will to do well. Lichocha have young players like BBH and they are determined to win but lack experience although they are in possession of a coach with a good record.

Then there is the newest team, Matlama, who did perform very well over the weekend. They played two games and won them; they beat Buffalos 81-41 baskets in the first match of the day and they went on to humble Limkokwing Universi-

ty of Technology (LUCT) 65-40 in the last match of the day. Matlama did well in the first three quarters and lost stamina in the last quarter. Rovers are just regrouping, while LP and LUCT lack the fitness to do well.

The LBA Public Relations Offi-cer, Ratšolo Molupe said the league is very exciting, “you saw how KTA had their first loss on Friday against Lichocha. There are no easy games anymore in the NBL. There are sev-eral good teams in the NBL which means there is balance and it will be interesting to see which teams will qualify for the Top-4 play-off.”

In the ladies category, Shooting Rifle is leading the Log Standing with KTA second and BBH fair-ing third. This alone reflects the strength of basketball in Lesotho. In the B division which is the devel-opment league, Buffalos are on top followed by Bokamoso North and South Warriors third.

Last week’s results are as fol-lows: Wednesday LUCT lost to Le-seli 41-63 and up until now LUCT have yet to win. On Friday Lichocha Shooting Rifles defeated KTA All Stars by 60-64 baskets. On Satur-day the league decided to postpone the Sunday matches to Saturday because Rovers teams were not available due to a school meeting. Matlama won the first match 81-41 baskets against Buffaloes.

Tigers forfeited to Basali Ba Heso (BBH) in the women’s catego-ry, for not showing up. Khubestate lost 41-71 baskets to KTA All Starts in the (A) division, BBH ladies lost 43-64 to Shooting Rifles and Matla-ma went on to defeat LUCT 65-40. LBA to host second awards ceremony

MASERU- The Lesotho Basketball Association (LBA) will host the sec-ond basketball awards ceremony since the March 2015 awards. The ceremony will be in Maseru on the 20th November 2015 at a hotel for the 2014/15 season, commencing at

18hrs.The first awards were held at

the same venue in March 2015 for 2013/14 season. This is when the now Development Director, Fako Masupha and his clubs won most of the awards. Similar to the first awards, LBA will also award media houses and individual sports re-

porters. However, unlike in the first ceremony, the LBA has introduced a voting system for the media and voting is open to everybody. The contestant’s friends and their fam-ilies can vote on the LBA Facebook page.

This gives people who are not interested in basketball the oppor-tunity to influence basketball in the country, since basketball stakehold-ers know which media houses play a big part in promotion and cover-age of basketball events. In the first LBA awards, there was only one media award category and the asso-ciation made the decision to award Informative Newspaper/Tšenolo FM Sports Reporter and Presenter, Tšeliso Tale (TST) from TST Pro-motions & Mountain Tours.

Other stakeholders that partake in the awards include the Leso-tho Premier League Management Committee (PLMC), some Premier League clubs such as Bantu FC, Lik-hopo, Lioli, Kick4life and Matlama. Others are the Lesotho Sports and

Recreation (LSRC) and the Min-istry of Gender and Youth, Sports and Recreation (MGYSR).

The Minister of Gender and Youth, Sports and Recreation, Mathibeli Mokhothu, his deputy and senior staff are expected to at-tend as the VIP guests. The Presi-dent of the Lesotho Sports and Recreation Commission, Limpho Mokhochane, the President of Le-sotho Nation Olympic Committee, ’Matlohang Moiloa Ramoqopo and their Executive Committee mem-bers in conjunction with other asso-ciations, federations and basketball stakeholders will also be present.

Meanwhile, the association has a new Office Administrator, Mpho Nthunya, who was provided by the MGYSR after a request made by the association. Nthunya is replacing the former Office Administrator, Lerato Mochekela who is currently working with Vodacom Lesotho. It is expected that with her qualifica-tions, she will assist the association with sponsorships.

MASERU-It has become a norm for Bantu to defeat Lioli in all their meetings. The tradition occurred once again on Sunday when Ban-tu defeated Lioli 15-14 on a penal-ty shootout after they played to a 1-all in regulation time.

It was evident from the first whistle that Bantu had an over-whelming desire to retain the championship they have won more than any club over the past 25 years. Nonetheless, Bantu is the only club which has won any trophy three consecutive for years.

Bantu began the match by at-tacking Lioli while Lioli parked the bus, but it was not easy for Lioli to stop the determination of Lazola Jokojokwane who scored in every match played against Li-oli. The striker, who scored the first and the third goal a fortnight ago against Lioli in the Vodacom Premier League match, scored the first goal of the match on Sunday.

Unlike the previous matches played between the two clubs, this time Bantu attacked Lioli. Bantu used to sit back and try to catch Lioli on the counter attack. Bantu would sit back and play an offen-sive game in the last 20 minutes of

Bantu’s defeat of Lioli a tradition the second half.

This is the difference between the current technical team com-pared to the 2013/14 technical team. This was the last match for the ‘Boys Two Men’ technical team made up of Caswell Moru and Mosito Matete. This is not the first time the two coaches work together in the same camp. Their efforts did not bear any fruit, perhaps because of the quality of the players they had, but they managed to secure a place for Bantu into the Vodacom Premier League.

Lioli superstar and substitute Tumelo “Makhopo” Khutlang brought life into the game when he scored an equalizer. Bantu tried to come back and find the winning goal but Lioli was all over Ban-tu and failed to convert. The two teams made technical changes but they did not change anything be-cause the match concluded with 1-all. Bantu won on penalties and Lazola also scored both of his pen-alties during the penalty shootout.

Motlatsi ‘Lekope la Bantu’ Mo-fokeng, Bantu Communications and Marketing Manager informed Informative Newspaper that they were prepared to win the tourna-ment on penalties and that they knew that one player of the teams

playing against them would lose concentration. “To score a penalty is not child’s play and with Bantu it was easy with Captain Tlali Maile who led by example and scored two penalties in the final match.”

“Out of all the penalties, only two were missed and for that mat-ter we were denied by the goalkeep-er. How much I wish Lazola Joko-jokwane was a Mosotho citizen and represented Likuena since we do

not have a striker with his qualities in this country so far. I want to con-clude by saying the problem for the Lesotho club has begun,” said Mo-fokeng.

Sunday was once more a sleep-less night as Bantu supporters cele-brated their championship win. The two teams played in the final match with more foreigners who made it more professional and exciting to watch as they competed.

MASERU- Sunday ushered in a win by the Mafeteng based club, Bantu ‘A Matšo Matebele’. Bantu retained the Top-4 Independence Cup they have won three consec-utive times and forced the tourna-ment sponsors to purchase a new trophy.

Bantu, whose result has become a tradition that it be completed on a penalty shootout, won the tour-nament. This year, Bantu defeat-ed the defending champions, Lioli ‘Tse Nala’ of Berea with a historical 15-14 penalty shootout, the longest in the history of this cup tourna-ment.

The match was played to a 1-all draw in the regulation time and the two teams had to go straight to the penalty shootout. This was the third match of the tournament to be completed on a penalty shootout. The first match was between Bantu and Lesotho Correctional Services (LCS) in the first semifinal on Sat-urday.

Bantu’s match against LCS was played to a 2-all draw in regulation time and Bantu went on to win the

Bantu retains Top-4 championshipmatch 4-3 in the sudden death. On Sunday in the third place final, LCS won on a penalty shootout, when they defeated Matlama 9-8 after they finished the match at 3-all in regulation time.

This means that Bantu was the penalty specialist over the week-end since they have won the entire tournament’s matches with penal-ties and went on to win the 2015 Independence Cup Top-4. A total of sixty-five (65) goals were scored in this tournament, 13 in regulation time while 52 were scored during the penalty shootout and one pen-alty was scored during the regu-lation time in the match between Bantu and LCS by Lieta Lehloka (11).

The tournament has become more interesting and has attracted more spectators. However, on Sat-urday, Basotho did not attend in large numbers for various reasons. Some were at work and others were more interested in the match be-tween Kaizer Chiefs and Orlando Pirates.

Lazola Jokojokwane was named Man of the Tournament and walked away with M3000. He shared

M3000 with Lieta Lehloka and the young Matlama Striker, Motebang Sera. The Goalkeeper of the Tour-nament was Kholuoe Phasumane, who received M3000 and a man of the match in each match played during the tournament was elected. They were Thabiso Mohapi, Junior Maba, Lehloka Lieta and Hlompho Kalake.

The referee of the tournament was Lebalang Martin Mokete and the assistant of the tournament was Puleng Mahamo, each walking home with M1000. Bantu won the Gold, the Floating Tournament Tro-phy and a cheque worth M110 000.

In second place, Lioli received Sil-ver and a cheque of M60 000 while LCS walked away with Bronze and cheque worth M40 000. Finally, Matlama was offered a consolation prize of M30 000.00

The tournament was sponsored by Metropolitan Lesotho and Le-sotho Standard Bank to the tune of M600 000 per season in the three-year contract of the total of M1, 800 000. During this tournament, the sponsors were very hands on unlike the Lesotho Premier League Man-agement (PMLC). It is unclear why the PLMC is not running the show and leave it in the hands of the sponsors.
