“Early childhood development should be broadly defined, taking into account all the development needs of a child, and provided to all children” –National Development Plan, Chapter 9, Page 295
According to the Children’s Act, “any person looking after 6 or more children on behalf of caregivers, at a set venue for set times of the week, requires ‘Partial Care Registration’“
PCR means that there is confirmation of the existence of a crèche
Without Partial Care Registration (PCR) there are no checks on the safety and suitability of an ECD site to look after children
PCR determines whether or not an ECD site meets the norms and standards as prescribed by the Children’s Act. Thus ensuring the health, safety and protection of children in the facility

Registration – Why does it matter?
